تحالفاً يعطي الثقة للجنوبيين ويقنع المتردّدين والخائفين من بينهم بإعطاء أصواتهم للمعارضة بدلاً من المقاطعة أو التصويت بورقة بيضاء؟ “ما تفوّتنا بسين وجيم…”، هكذا أتى ردّ أصحاب ما لا يقلّ عن 5 مقاهي في منطقة صور عندما قصدهم 15 شخصاً من “حراك صور التغييري” بهدف إقامة ندوة سياسية بعنوان “دولة المواطنة”. دولة ومواطنة في عنوان سياسي واحد؟ هذه من المحرّمات في الجنوب في العام 2022 على ما يبدو. يشرح الناشط السياسي حاتم حلاوي، وهو أحد وجوه حراك صور البارزة ومرشّح متوقّع للانتخابات النيابية المقبلة، لـ”درج” أن الترهيب الذي يفرضه “حزب الله” في منطقة الجنوب يبدو واضحاً من خلال سلوكيات عدة، من بينها هذه الحادثة الأخيرة، التي تكشف خوف الناس من أي صوت مختلف عن خطاب “حزب الله”. أصحاب المقاهي يخشون أن يتحوّل النقاش إلى انتقاد لدويلة “حزب الله”. الانتقاد أيضاً كلمة محرّمة على ما يبدو. “ليس إيعازاً، إنما هو خوف الناس”، يُضيف حلاوي، مُشيراً إلى أن أصحاب المقاهي يخافون من أن يعاقبوا بـ”المقاطعة” الاقتصادية، لا سيما أن جمهور الثنائي الشيعي هم الأغلبية في المنطقة، كما أن البلديات في قبضة الثنائي وبالتالي أصحاب المقاهي تحت سلطتها، وهو ما يُهدّد مصالحهم الاقتصادية، وبالتالي لقمة عيشهم، ولا يُستبعد أن تطاولهم اعتداءات جسدية أيضاً. يبدو واضحاً أن “حزب الله” يتعاطى مع المنافسة الديموقراطية التي تواجهه انتخابياً في مناطق نفوذه بمنطق عسكري. رئيس مجلسه السياسي إبراهيم أمين السيّد أعلنها بوضوح أن “الانتخابات النيابية المقبلة حرب تموز سياسية”. هكذا وضع “حزب الله” جميع معارضيه في خانة الأعداء، وساوى بينهم وبين إسرائيل، معتبراً أن أي معركة انتخابية تخاض ضد الحزب هي بمثابة حرب إسرائيلية عليه. في حراك صور وجوه تغييرية واعدة، تخوض المعركة السياسية في أكثر البيئات حساسية في لبنان، أي الجنوب، على رغم التحديات الكثيرة التي تواجهها من الأحزاب المسيطرة. أبرز تلك الوجوه حاتم حلاوي وسارة سويدان وحسن حجازي، وهم يستعدّون لخوض المعركة حتى النهاية عبر تشكيل نواة لائحة والترشّح للانتخابات النيابية في منطقة صور. في 26 من الشهر الجاري سيعقدون لقاءً حوارياً لطرح مشروع الحراك السياسي، بعدما تجرّأ سينما “الحمرا” في صور على استقبالهم أخيراً. يعدّد حاتم لـ”درج” كمّ التحديات التي يواجهها مع آخرين في الجنوب، والتي تتمثّل أولاً بكيفية الترويج للبرنامج الانتخابي، وثانياً بتنظيم عمل الماكينة الانتخابية. إذ يتوقّع حلاوي رفض الكثير من القرى استقبال الحراك لإقامة لقاءات حوارية أو ندوات لإعلان برامجهم الانتخابية، هذا عدا الإشكالية في جمع كادر بشري يجرؤ على المساعدة في خوض هذا الاستحقاق. “نحن بحاجة إلى حوالى 1500 مندوباً في يوم الانتخابات، عدا الإحصائيين والمتطوعين لتسيير العمل، إلا أننا لم نجمع سوى 200 شخصاً كحدّ أقصى”، يقول حلاوي، مُضيفاً أنه يسمع مراراً عبارات مثل “منروح مننتخبكم ع السّكت أكيد، بس ما تقلّي اشتغل معك”… أو “أنا بخاف على حالي وعلى عيلتي”… في هذه العبارات انعكاس واضح لسياسة الترهيب المتّبعة في المنطقة. هذا الترهيب قد يصل إلى حدّ أن يغيب أحد العاملين في الماكينات الانتخابية لهؤلاء المستقلين عن العمل في أية لحظة، بسبب ضغوطات من الثنائي. حدث مثل هذا الأمر في انتخابات العام 2018. تلقى متطوعون وموظفون في الماكينات المعارضة اتصالات وجرى سحبهم من محيط صناديق الاقتراع. أما التحدي الثالث، فهو نقص التمويل، وفق حلاوي. تهديدات إلكترونية لأي صوت معارض “كل تلك التهديدات والممارسات تشي بخوف وتوتر فعلّي لدى حزب الله من خرقٍ في منطقة الجنوب… هذه الأحزاب يهمّها أن تظهر المجتمعات التي تتواجد فيها متجانسة ولا معارضة فيها”، يقول الأستاذ الجامعي والناشط السياسي باسل صالح تعليقاً على تهديدات تلقاها من مؤيدين لـ”حزب الله” عبر مواقع التواصل الاجتماعي، إثر تغريدات انتقد فيها الحزب. القصة بدأت بعدما انتقد صالح استباحة الطيران الإسرائيلي لأجواء بيروت من دون ردع، فقال في إحدى تغريداته: “ألم يحكمنا نصرالله وحزبه كي يتوقف الطيران الإسرائيلي عن استباحة أجوائنا؟”، كما انتقد تعامل بعض مؤيدي الحزب مع المسيّرات وإعلانهم بأنهم “لا يخافون من صوت الطيران”، فقال “لا أعرف مصدر مكابرة متلازمة القوة المفرطة وعدم الخوف من الموت، لكن ما أعرفه أن ملامح وجه المليشياوي الذي أوقفوه في شويا (مقاتل من حزب الله كان قد انتهى من إطلاق صواريخ باتجاه إسرائيل في منطقة حاصبيا) تكذّب كل خطاب سحر (إحدى الناشطات في جمهور حزب الله)، وتقوض كل قوة أمام حقيقة الخوف”. ساعات قليلة كانت كفيلة بتحويل صفحة باسل الشخصية إلى ساحة ترهيب “أبطالها” نشطاء الجيش الالكتروني التابع لـ”حزب الله”. وتلقّى صالح تهديدات وصلت إلى حدّ القتل، بعدما قامت حسابات تابعة لمناصرين لـ”حزب الله” بنشر عنوان إقامته ومركز عمله. “التهديد كان متوقعاً”، يقول باسل صالح لـ”درج” مؤكداً أن “سياسة التخويف على المستوى السياسي والجسدي والعسكري إن دلّت، فتدلّ على الخوف من أي خرق انتخابي من روحية انتفاضة 17 تشرين، لا سيما في الجنوب”. انتفاضة 17 تشرين أول/ أكتوبر 2019، وما شهدته المناطق التي يسيطر عليها الثنائي الشيعي من أصوات معارضة، طرحت مسألة التغيير بجديّة، على الرغم من المحاولات الحزبية لقمع الأصوات المعارضة بالقوة والعنف، سواء بحرق الخيم في النبطية وصور، أو باتهامات العمالة التي أُلصقت بنشطاء، أو حتى عبر الاعتداء جسدياً على كثر منهم، آخرهم معن حلاوي وحسن حجازي، بعدما انتقدا تخلّف النائب المتهم في قضية انفجار مرفأ بيروت علي حسن خليل عن حضور جلسات استدعائه. “سقف المعركة السياسية في الجنوب هو السقف الذي يجب أن يُعمّم في الانتخابات المقبلة، لأننا نواجه حزب الله، أي القوة الضاربة لهذا النظام”، يقول صالح، وهو ناشط سياسي في بيروت والجنوب منذ أواخر التسعينات، وحالياً يعمل مع مجموعة من الوجوه التغييرية على تشكيل جبهة واحدة في الجنوب لخوض التحدّي الانتخابي. لكن المعضلة الحقيقية تكمن في توحيد المعارضة في منطقتي صور والزهراني بلائحة واحدة قادرة على تحقيق حاصل واحد على الأقل، يُشكّل خرقاً انتخابياً في الجنوب. والأمر ليس بمهمّة مستحيلة، إلا إنه ليس سهلاً. وفق كثيرين ممن تحدث معهم “درج”، فإن المزاج السياسي في الجنوب تغيّر، إلا أن الإحصاءات تشير إلى ميل الأغلبية إلى الاعتكاف وعدم المشاركة في الانتخابات عبر المقاطعة أو اللجوء إلى “الورقة البيضاء”. وهو ما يبدو منطقياً، في ظل تهديدات “حزب الله” الواضحة وتخوينه كل من تسوّل له نفسه الترشح ضده في الانتخابات، وفي ظل عجز المعارضة حتى الآن عن تقديم بديلٍ مقنع نتيجة غياب الحياة السياسية الفعلية على مدى سنوات في المنطقة. الأمر الذي يطرح معضلة جديدة أمام الوجوه التغييرية في الجنوب: كيف تطرح تحالفاً يعطي الثقة للجنوبيين ويقنع المتردّدين والخائفين من بينهم بإعطاء أصواتهم
