استغلال المهاجرين واللاجئين
في أوائل تشرين الثاني/نوفمبر، أفادت بعض التقارير أن شاباً كردياً في الرابعة عشر من عمره من شمال العراق تجمد حتى الموت على الحدود بين بيلاروس وبولندا، ليصبح ثامن شخص يلقى حتفه في مخيم مؤقت شهد ازدياداً في تدفق المهاجرين من الشرق الأوسط في الأسابيع الأخيرة. وتفاقمت أزمة المهاجرين إلى أوروبا في حزيران/يونيو عندما بدأت بيلاروسيا بالسماح [للمهاجرين] من الشرق الأوسط بدفع مبالغ مالية مقابل العبور بدون عوائق إلى دول “الاتحاد الأوروبي” الحدودية (بولندا وليثوانيا ولاتفيا). وانتقد المسؤولون الأوروبيون هذه الخطوة باعتبارها “هجوماً هجيناً”، زاعمين أن مينسك تستغل المهاجرين لتخفيف العقوبات عنها، أو تقويض استقرار “الاتحاد الأوروبي” أو الأمرين معاً. وردّت الدول المجاورة بنشر الجيش على حدودها وإرغام المهاجرين على العودة إلى بيلاروسيا. وفي حين لم يعد لديهم مكان آخر يذهبون إليه، علق العديد من هؤلاء الأفراد في أرض محايدة على طول الحدود البيلاروسية، في البرد القارص، حيث كمية الطعام والمياه والرعاية الطبية محدودة.
وبشكل عام، وصل آلاف المهاجرين إلى حدود “الاتحاد الأوروبي” هذا العام عبر البحر الأبيض المتوسط، واقترب عشرات الآلاف من المهاجرين الإضافيين عبر أوروبا الشرقية. ورداً على ذلك، عمدت الدول غير المنتمية إلى “الاتحاد الأوروبي” إلى إبعاد ومضايقة هؤلاء الأفراد وأولئك الذين يهدفون إلى مساعدتهم. ففي بولندا على سبيل المثال، مُنع أفراد الطاقم الطبي والصحفيون من الوصول إلى الحدود مع بيلاروسيا، في حين سنّت دول البحر الأبيض المتوسط قوانين ورفعت دعاوى قضائية ضد سفن خاصة شاركت في عمليات البحث والإنقاذ. وفي عام 2019، سنّت إيطاليا قانوناً يفرض غرامات تصل قيمتها إلى مليون يورو على هذه السفن، بينما تحاكم مالطا ثلاثة مهاجرين بتهم تتعلق بالإرهاب بالاستناد إلى أدلة مشكوك بصحتها.
وتؤدي أساليب الضغط الجديدة التي يعتمدها لوكاشينكو إلى تفاقم أزمة المهاجرين طويلة المدى إلى “الاتحاد الأوروبي” والتي اندلعت أساساً بسبب أعمال العنف في أعقاب “الربيع العربي” في عام 2011 وبلغت ذروتها في عام 2015، عندما توجه أكثر من مليون لاجئ معظمهم من السوريين إلى أوروبا. ووصل عشرات الآلاف من المهاجرين كل عام منذ ذلك الحين، وعجز “الاتحاد الأوروبي” عن تطبيق سياسة متسقة لمعالجة طلبات اللجوء أو إعادة الأفراد غير المؤهلين إلى أوطانهم. وعلى الرغم من أن الإغلاق الشامل الذي فُرض خلال وباء فيروس كورونا المستجد (كوفيد-19) وإقفال الحدود ساهما في إبطاء المشكلة إلى حد ما، إلا أن الهجرة من الشرق الأوسط لم تتوقف أبداً. وهذا العام، تدهور الوضع بسرعة وسط سياسة المواجهة التي ينتهجها لوكاشينكو، وتزايد حالات الطوارئ الإنسانية، والتطورات الجديدة في أفغانستان. وقد دفعت التداعيات الاقتصادية والأمنية الناتجة عن غزو “حركة طالبان” لأفغانستان عشرات الآلاف من الأفغان إلى الفرار من ديارهم، في حين أدى استعداد حكومة بيلاروسيا لمنح تأشيرة دخول لأي شخص يحمل مبالغ نقدية إلى تدفق موجة جديدة من اللجوء من المناطق التي تعاني من مشاكل أمنية وإنسانية طويلة الأمد، وأبرزها العراق وسوريا.
التداعيات على السياسة الأمريكية
فاقمت السياسة الأمريكية نوعاً ما هذه الأزمة خلال السنوات القليلة الماضية. فعلى سبيل المثال، يُعتبر الانسحاب الفوضوي للولايات المتحدة من أفغانستان السبب الرئيسي لتزايد تدفق اللاجئين من منطقة النزاع تلك إلى أوروبا وأماكن أخرى. وبينما تعمد واشنطن والمجتمع الدولي إلى تجميد أصول الحكومة الأفغانية وتعليق تحويلاتها النقدية إلى كابول، فمن المرجح أن يزداد الوضع سوءاً. وحتى لو لم يكن المهاجرون الأفغان يشقون طريقهم إلى الولايات المتحدة، إلّا أن هناك تداعيات لمحنتهم على المصالح الأمريكية لدرجة أنها تخلّف آثاراً بعيدة المدى على الشركاء الأوروبيين.
كما أن للأزمة تداعيات استراتيجية. فعلى الرغم من أنه من غير الواضح ما إذا كانت روسيا قد صاغت بشكل مباشر التغير الأخير في سياسة لوكاشينكو، إلا أن قراراته في هذا الشأن تعود بفائدة واضحة على مصالح موسكو. ففي النهاية، نتجت الخطوة عن العقوبات الغربية المفروضة على مينسك بسبب حملتها الوحشية ضد المتظاهرين المؤيدين للديمقراطية – وهي حملة دعمها بحماس فلاديمير بوتين. إذاً، لا ينبغي أن يكون توق الزعيم الروسي لتوفير غطاء خطابي لدور لوكاشينكو في أزمة المهاجرين مفاجئاً. فبالإضافة إلى منح حليف رئيسي وسيلة للتخفيف من العقوبات، فقد مكّنت حالة الطوارئ الحالية موسكو من طرح تحد شائك ومكلف ومشحون سياسياً أمام منافسيها في “الاتحاد الأوروبي” لحلّه.
لدى واشنطن مصلحة راسخة في التحقق من سياسات روسيا المزعزعة للاستقرار في أوروبا الشرقية، ومساعدة حلفائها على تطوير حلول مستدامة لتدفق المهاجرين. ولحسن الحظ، توفّر أزمة بيلاروسيا فرصة لاعتماد تدابير مباشرة على الجبهتيْن، مع حماية حقوق المهاجرين العالقين في الوسط.
تخصيص تمويل لحالات الطوارئ من “الوكالة الأمريكية للتنمية الدولية“. تخصص “الوكالة” بشكل روتيني أموالاً متوافرة لمواجهة الأزمات الناشئة أو التخفيف من حدّة الظروف الإنسانية المتدهورة بسرعة، لذا فهي مرشح رئيسي لدعم العمليات الإنسانية على طول حدود دول “الاتحاد الأوروبي” مع بيلاروسيا. وناهيك عن إظهار واشنطن كشريك موثوق لأوروبا في القضايا ذات الاهتمام المشترك، فمن شأن تخصيص الأموال أيضاً أن يرسل إشارة بشأن توقعات الولايات المتحدة باحترام حقوق المهاجرين وحفظ كرامتهم.
رفع سقف اللاجئين في الولايات المتحدة. إن الدول الأعضاء في “الاتحاد الأوروبي” مدعوة بطبيعة الحال إلى إعادة توطين طالبي اللجوء المؤهلين الذين يدخلون “الاتحاد”. وتنبثق الأزمة الحالية في جزء كبير منها من واقع قيام العديد من الدول باختيار سياسة تتمثل برفض مسؤولية إعادة التوطين بدلاً من تحملها وحدها. ولتخفيف هذا العبء والإظهار للحلفاء أن حقوق الإنسان هي التزام مشترك، يمكن للإدارة الأمريكية رفع سقف اللاجئين في السنة المالية 2022 وتخصيص المزيد من الأماكن للأفراد القادمين من الشرق الأوسط. بإمكان هذه الإدارة أيضاً تقليل العقبات البيروقراطية وزيادة الأموال المخصصة لمعالجة قضايا اللجوء، لكي تصل فعلياً إلى السقف الذي حددته بنفسها. فخلال السنة المالية السابقة، استقبلت الولايات المتحدة 11,411 لاجئاً فقط لشغل الأماكن المخصصة البالغ عددها 62,500.
التوصل إلى إجماع بشأن التهريب. تحتاج واشنطن وشركاؤها عبر الأطلسي بشكل عاجل إلى خطة متماسكة واتفاق لضبط الممرات المائية والموانئ المستخدمة لأنشطة التهريب – ليس فقط تهريب المهاجرين إلى أوروبا، بل أيضاً نقل النفط والأسلحة والمخدرات إلى الأطراف الخاضعة للعقوبات في الشرق الأوسط. ونظراً إلى آثار هذا التهريب المزعزعة للاستقرار، فمن مصلحة الأمن القومي للولايات المتحدة العمل جنباً إلى جنب مع البلدان التي تقوم بدوريات في هذه الممرات، بما فيها الدول الأعضاء في “الاتحاد الأوروبي”: اليونان وإيطاليا ومالطا، وعدد من دول أوروبا الشرقية والحكومات التي ترسل طائرات استطلاع لمثل هذه المهام (فرنسا، ألمانيا). ومن شأن الطلب من “القيادة العسكرية الأمريكية في أفريقيا” تأكيد وجودها العسكري في الممرات المائية ذات الصلة أن يساعد في هذا الصدد. فضلاً عن ذلك، ستكون جهود مكافحة التهريب الأمريكية أكثر فعالية إذا تم دمجها في مهمة أوسع نطاقاً لمنطقة البحر الأبيض المتوسط بدعم من “الاتحاد الأوروبي”. على سبيل المثال، تمثل تجارة الكبتاغون السورية “على نطاق صناعي” – والتي قدّر تقرير صادر عن “مركـز التحليــل والبحــوث العملياتيــة” في نيسان/أبريل أن تكون قيمتها 3.5 مليار دولار سنوياً – تهديداً أمنياً كبيراً عابراً للحدود الوطنية، وفي حين تُعتبر الجهود التي بذلها الكونغرس مؤخراً للتصدي لها خطوة أولى مرحب بها، إلا أن المزيد من التعاون مع أوروبا ضروري في هذا السياق.
وعلى المدى الطويل، يتعين على واشنطن بذل المزيد من الجهود لمعالجة الاتجاهات الإقليمية التي تؤدي إلى تفاقم تحدي المهاجرين الذي تواجهه أوروبا. ففي شمال أفريقيا على سبيل المثال، على المسؤولين الأمريكيين ونظرائهم الأوروبيين أن يرتبوا بشكل جماعي أولوية الجهود لتخفيف النفوذ الروسي والصيني في تونس وليبيا، لا سيما عندما يساهم في عدم الاستقرار الذي يحفز تدفق اللاجئين. وقد ينظر الكونغرس في توسيع العقوبات في هذه الاختصاصات بموجب “قانون ماغنيتسكي العالمي”. وأخيراً، يتعين على الولايات المتحدة العمل مع حلف “الناتو”، و”منظمة التعاون الاقتصادي والتنمية”، و”منطقة التجارة الحرة للقارة الأفريقية” لموازنة مساعي الخصوم في المنطقة واستئصال العنف الإرهابي الذي يهدد من جديد بتعريض شركاء الولايات المتحدة وموظفيها ومرافقها عبر البحر الأبيض المتوسط للخطر.
