الثقافية والدينية الإيرانية بشكل كبير بالمعتقدات الشعبية والخرافات التاريخية كالزرادشتية الإيرانية القديمة والإسلام الشيعي الإيراني، التي تقبل جميعها الاعتقاد بالتناسخ، وهكذا، كما أعلن الملك داريوس نفسه نسخة من البطل الأسطوري فريدون (الذي أنقذ إيران من الطاغية زهاك والشيطان أهريمان)، فقد ادعى الخميني بأنه يقود إيران نيابة عن الإمام المهدي المنتظر. فالاعتقاد الإيراني يذهب بأن جميع الأحداث الحاليّة على الأرض، انعكاس للأحداث السماوية التي تستند في جذورها إلى رؤية متوطنة في إيران وظفها الخميني في ترسيخ صورته كزعيم ديني وسياسي حتى ظهور المهدي. تقاليد شعبية مؤثرة إن التقاليد الشيعية الإيرانية تدين بقدر كبير بالتقاليد الزرادشتية القديمة، فهي تنظر إلى العالم بأنه ثنائي التفرع، فالعالم مقسم من وجهة نظرها إلى عالم خير تقوده إيران وعالم شر يقع خارج سيطرتها. وسلكت أيديولوجيا الدولة في إيران مسارًا مختلفًا عما سلكته أيديولوجيات أماكن أخرى من منطقة الشرق الأوسط، فالقومية الإيرانية على وجه الخصوص نشأت خلال “الثورة الدستورية” بين عامي 1906 و1911، في معارضةٍ لنظام سلالة القاجار الملكية التي بدأت تتدهور في أواخر حكمها، وتبناها بالكامل مجددو الدولة في عهد رضا شاه بهلوي “1925- 1941”. ورغم أن قومية رئيس وزراء إيران السابق محمد مصدق “1951- 1952” أقلقت الغرب، لم يكن هو وحلفاؤه في حزب “الجبهة الوطنية” الإيراني من دعاة الأيديولوجيا، ونجحت القيادة الإيرانية بقمع حزب “توده” ونظرته الشيوعية أيضًا، ومن الأحزاب الأخرى التي أدت دورًا كان حزب “سومكا” الفاشي أو “حزب العمال القومي الاشتراكي” الإيراني، علمًا بأن حزب “توده” قد يكون عاد إلى الساحة الآن، بفضل استعادة خرائط “إيران الكبرى” التي كانت في حوزة القائد السابق للحرس الثوري الإيراني محسن رضائي، واحتمال استخدامها من جنرالات في الحرس الثوري. وفي الوقت نفسه، بدأت أيديولوجيا المودودي وقطب تتسلل إلى إيران من خلال الأعمال المترجمة في أوائل السبعينيات، لكنها أخذت تخبو أمام الأيديولوجيا الإسلامية الثورية الحداثية والانتقائية التي نشرها التصدعات تحديدًا بعد عقد اتفاقية كامب ديفيد بين مصر و”إسرائيل”، وما تبعها من تداعيات على مستوى النظام الإقليمي العربي، وقد وجدت العديد من الشرائح الاجتماعية العربية وخصوصًا المعادية للهيمنة الأمريكية في الثورة الإيرانية النموذج الذي ينبغي أن يعتد به، وهو ما مثل نقطة الانطلاق للعديد من الأحزاب والجماعات المسلحة المتماهية مع الإستراتيجية الإقليمية الإيرانية في الشرق الأوسط، وخصوصًا في العراق ولبنان والكويت. كما لعبت العقيدة والأيديولوجيا دور الركيزة الأساسية لرؤية إيران الثورية للعالم الخارجي، خاصة في العقد الأول من عمرها، وتعتبر مقولة الخميني أصدق تعبير عن ذلك حين أعلن “إننا نواجه الدنيا مواجهة عقائدية”، فقد قدمت الثورة لغة خطابية جديدة ومتفردة للتعبير عن الخارج وكذلك الداخل، فتميزت بإسلامية المفاهيم من خلال الاقتباس الناجح والمؤثر من القرآن الكريم الذي أعطاها الفعالية المطلوبة للتأثير على المتلقي لهذا الخطاب، وتلخص المعيار الأساسي للتمييز والتفرقة على المستوى الخارجي في مصطلح “الاستكبار”. ومن هذا المنطلق تعامل الساسة والمفكرون الإيرانيون مع العرب من منطلق رؤاهم العقائدية، بدليل أنهم لم يتمكنوا من التحرر من الإرث التاريخي الحضاري الأول، ليبنوا مداركهم على عقيدة فكرية أيديولوجية قوامها استعادة إمبراطورية غابرة، وما الترويج لمشروع “شرق أوسطي إسلامي” إلا خطوة في سبيل ذلك. – حاولت إيران استغلال سقوط بعض الأنظمة العربية بعد ثورات الربيع العربي، لاكتساب أرضية جديدة في الإقليم والترويج لما يسمى “النموذج السياسي الإيراني” ويمكن القول إن العقيدة الإيرانية الدينية تبدو كحاضن سياسي لمحددات العلاقة بين إيران والعرب، فسلوك إيران السياسي المستمد من المادة رقم “152” في الدستور الإيراني المتعلقة بسياسة إيران الخارجية، ما هو إلا محاولة لتوظيف عامل الدين في السياسة الخارجية كقوة ناعمة من أجل تعزيز حضورها السياسي في المنطقة، وفي السياق نفسه يعد استخدام الخطاب الديني، ومحاولة التركيز علي الأقليات المستضعفة في المنطقة، وسيلة أخرى لتصدير فكرة الثورة الإيرانية. وضمن إطار العامل الديني أيضًا، كان الخطاب السياسي الصادر من طهران يحاول أن يعكس الهوية الدينية “الشيعية” تحديدًا بعد تأسيس الجمهورية الإسلامية، مما أدى إلى تراجع الخطاب القومي منذ تلك الفترة، ويمكن حصر حالة المد والجزر في العلاقات العربية الإيرانية في محطات مهمة، بدأت هذه المحطات حينما تأسست الجمهورية الإسلامية في إيران، واتخذت من مبدأ تصدير الثورة وأيديولوجية التمدد طريقًا للتوغل في العالم العربي. ركوب موجة الثورات العربية حاولت إيران استغلال سقوط بعض الأنظمة العربية بعد ثورات الربيع العربي، لاكتساب أرضية جديدة في الإقليم والترويج لما يسمى “النموذج السياسي الإيراني”، وعلى ضوء ذلك اندفعت إيران إلى الحديث عن ظهور شرق أوسط جديد في المنطقة على أنقاض الأنظمة التي سقطت، واستدعت في هذه اللحظة مشروعها لإقامة شرق أوسط إسلامي تبنته في مواجهة المشروعات التي طرحتها الولايات المتحدة الأمريكية عقب احتلال العراق عام 2003، مثل مشروع “الشرق الأوسط الكبير” و”الشرق الأوسط الموسع”. ولا يتورع النموذج الإيراني في سبيل تحقيق نموذجه العقائدي والأيديولوجي عن التدخل في شؤون دول الجوار مستخدمًا أدوات صلبة تتمثل في الأداة العسكرية، هذا فضلًا عن أخرى ناعمة كالأدوات الثقافية والمذهبية. ومن ثم فإن جوهر العقيدة والأيديولوجية الإيرانية تقوم على فكرة الهيمنة على منطقة الخليج العربي، وترتكز هذه الفكرة على دعم الأقليات الشيعية في دول المنطقة وتمكينها سياسيًا، وبالتالي فهو مشروع كبير أثار حالة من التخوف لدى العديد من الدول العربية التي تنظر إليه نظرة توجس وعدم ثقة، باعتباره يستهدف زعزعة الاستقرار بإثارته للأقليات الشيعية به. – يضيف الرئيس الحاليّ حسن روحاني في إشارة صريحة للإمبراطورية الساسانية، حيث يقول “أصبحت إيران اليوم إمبراطورية كسالف عهدها عبر التاريخ، لطالما كانت بغداد عاصمتها ومركز هويتها وحضارتها وثقافتها، وستبقى كذلك” عامل تاريخي – حضاري يعدّ العامل التاريخي من العوامل المهمة في إستراتيجية إيران الخارجية، فهو يتلازم مع المرتكز الجغرافي في رسم وصياغة سياساتها تجاه المنطقة العربية، وتستخدم القيادة الإيرانية هذا المقوم في تفسير طبيعة فهمها للماضي والاستفادة منه في تعبئة الجيل الحاضر وطنيًا وفكريًا، وتحديد وصياغة وجهات نظرها نحو المستقبل، وتاريخ الدولة الإيرانية التي برزت قبل “12” قرنًا من ظهور الإسلام، فرضت خلاله سيطرتها على مناطق شاسعة شرقًا وغربًا، لذا أصبح العامل التاريخي بالنسبة للدولة الإيرانية مهمًا في رسم سياستها عبر التاريخ وأساسًا وقاعدة منهجية في سياسة التوسع الخارجي، واعتمدت إيران في ظل الأنظمة المتعاقبة وفي ظل النظام الراهن، على مبدأ التعامل الفوقي مع العرب، منطلقة من العامل التاريخي الذي كانت لإيران فيه في عهد الإمبراطورية الفارسية سلطة على بعض الدول العربية، بحكم كونها إمبراطورية كانت تتسم بروح التوسع والهيمنة والسيطرة العسكرية. تصالحت إيران مع ماضيها الإمبراطوري الفارسي أيام الرئيس السابق هاشمي رفسنجاني، إذ لم يكن علي خامنئي الذي شغل منصب رئيس الجمهورية قبل أن يصبح المرشد الأعلى، ينفي عظمة وقيمة برسيبوليس التاريخية، غير أنه يعتبرها الواجهة السوداء للسطوة القاسية لأباطرتها، وجهة نظر مخالفة لتلك التي حملها رفسنجاني الذي يعتبر أول زعيم ديني إيراني يبادر بزيارة برسيبوليس، مؤكدًا العمق التاريخي والإستراتيجي للإمبراطورية الفارسية، وداعيًا الإيرانيين إلى الاعتزاز بهذا التاريخ والسعي إلى إحيائه، مما اعتبر مبادرة من رجل دولة ذي خلفية دينية، يسعى إلى إنعاش مجد بلاد فارس القديمة، كشأن الشاه من قبله. وبنفس الاتجاه يضيف الرئيس الحاليّ حسن روحاني في إشارة صريحة للإمبراطورية الساسانية، حيث يقول “أصبحت إيران اليوم إمبراطورية كسالف عهدها عبر التاريخ، لطالما كانت بغداد عاصمتها ومركز هويتها وحضارتها وثقافتها، وستبقى كذلك”، ورغم إعلان السلطات الإيرانية تحوير تصريحاته وإخراجها عن سياقها، لم يتم تكذيبها. – من وجهة نظر إيران، فإنها تعتبر نفسها البلد الوحيد المؤهل للإشراف على التحول الجاري في الشرق الأوسط، خاصة أن النخبة السياسية الإيرانية تعتبر أن النظام الإيراني الأنسب دينيًا وبالتالي فإن المقوم التاريخي يمثل أحد الأبعاد الرئيسة التي تسعى إيران للإفادة منه من أجل ضخ دماء جديدة في مشروعها الإقليمي، فالاستناد إلى عمق تاريخي دائمًا ما يمثل ركيزة أساسية في إستراتيجيات الدول، وفي عالم بدأ يعطي للعمق التاريخي اهتمامًا كبيرًا تحديدًا في مرحلة ما بعد الحرب الباردة التي ترافقت مع بروز طروحات فكرية جديدة كالتي طرحها المفكر الأمريكي صاموئيل هنتكتون عن صدام الحضارات، وإشارته إلى أن الصراع الحضاري سينحصر مستقبلًا بين الحضارة الغربية والحضارة الكونفوشيوسية والحضارة الإسلامية، رأت إيران في هذه الفكرة مدخلًا لإبراز عمقها الحضاري والتاريخي من خلال المبادرة التي طرحها الرئيس السابق محمد خاتمي لحوار الحضارات. وكانت الغاية الأساسية من هذه المبادرة طرح إيران لنفسها في إطار عالمي يتجاوز الحدود الإقليمية، من خلال إبراز نموذجها الحضاري والتاريخي الممزوج بفلسفة إسلامية مذهبية، وأن هذا النموذج ينبغي الاعتراف به والتعامل معه، بوصفه النموذج الحضاري والإسلامي القادر على التجديد والمبادرة. طموح لقيادة المنطقة من وجهة نظر إيران، فإنها تعتبر نفسها البلد الوحيد المؤهل للإشراف على التحول الجاري في الشرق الأوسط، خاصة أن النخبة السياسية الإيرانية تعتبر أن النظام الإيراني الأنسب دينيًا، مقارنة بالنظم السياسية الديمقراطية التي تتبعها الممالك المجاورة، فضلًا عن أنهم يعتقدون أن حكم إيران سيكون مستدامًا، نظرًا لقدرتها على النجاة من الحرب مع العراق والعقوبات الدولية والمظاهرات المحلية الكبرى، علاوة على ذلك، فإن النخبة الإيرانية على قناعة بأن إيران تمتلك رؤية حضارية فريدة مثل الصين وروسيا والغرب، التي تفتقر إليها بعض البلدان المجاورة لها. ومن اللافت للانتباه، أن حكام إيران
