نوفمبر، 2019 written by admin 23 نوفمبر، 2019 727 ايلاف / راغدة درغام تعتقد قيادة “الحرس الثوري” في الجمهورية الإسلامية الإيرانية ان المظاهرات الضخمة التي خرجت في جميع أنحاء البلاد لن يتم احتواؤها سوى بالقوة العسكرية المفرطة، وهي واثقة ان العالم سيعجز عن التدخّل مهما بلغت درجات القمع وتوسّعت وسائله. هذه القيادة تتخذ الاستعدادات اللازمة الآن لتولّي الحكم رسمياً في طهران في أعقاب استقالةٍ لرئيس الجمهورية حسن روحاني تعمل على استفزازها أو ترتيبها. فلقد حان زمن حكم جديد في الجمهورية الإسلامية الإيرانية، حسبما نقلت مصادر مقرّبة من تفكير “الدولة العميقة” عن قياداتها. حُكم يتطلب مضاعفة وتوطيد فكر الجمهورية الإسلامية الإيرانية، وليس تعديل أو إصلاح منطق نظامها. لذلك لا خيار آخر سوى القضاء على المظاهرات وقمع الانتفاضة الإيرانية، ولا بديل عن التخلص من فكر ونفوذ ما يسمى بالمعتدلين داخل طبقة الحكم وخارجها. ولكي تتمكّن قيادات “الحرس الثوري” من السيطرة على الداخل الإيراني وإخماد الانتفاضة بالقوة العسكرية، انها في حاجة لأدوات أخرى تحوّل الأنظار عن الانفجار الداخلي وتستبدل الحديث عن القمع بالحديث عن انفجارات أخرى على نسق مرتبة جديدة من تخصيب اليورانيوم، وشن عمليات عسكرية نوعية في منطقة الخليج ضد الدول الخليجية العربية ومصالح دولية في مياه الخليج، وعبر تأجيج العنف في ساحات أخرى من الانتفاضات في الشرق الأوسط وعلى رأسها لبنان والعراق. تراهن قيادة “الحرس الثوري” على الهلع الدولي من تحوّل الوضع في إيران والعراق ولبنان الى كارثة بسبب فقدان السيطرة في هذه الدول، وهي الآن تتحدّث عن الوضع الذي سببتّه الانتفاضات في الدول الثلاث. رأي هذه القيادة ان اللااستقرار الإقليمي له عواقب وخيمة لا يريده العالم، لذلك قد يرضخ أمام إجراءات قمعية اضطرارية لإيقاف خروج الأمور عن السيطرة. هذه القيادات لا تنظر الى الانتفاضات الثلاث بأنها مشروع انقلاب ناجح على فكر وممارسات النظام في طهران على الصعيدين الداخلي والإقليمي، وإنما تعتبرها انتفاضات تهدد الاستقرار الإقليمي وتنوي استغلالها من هذه الزاوية. الأهم، ان هذه القيادات ترى أن لا مناص من تولّي “الحرس الثوري” الحُكم علناً ورسمياً بعد فرض استقالة روحاني، وأن هذا التطوّر سيزيد مخاوف قيادات منطقة الشرق الأوسط والقيادات الدولية لأن “الحرس الثوري” سيحكم بلا قفازات، داخلياً وإقليمياً، وسيتحدى دولياً بلا مجاملات. روسياً، بدأ الخوف من “كارثة” تولّي “الحرس الثوري” الحكم رسمياً – حتى وان كان هو الحاكم عملياً كأمر واقع الآن – وذلك لأن المشروع الروسي في المنطقة سيصطدم بمشروع “الحرس الثوري” في أكثر من مكان، بالذات في سوريا. وبحسب المصادر، تخشى روسيا إصرار “الحرس الثوري” على المزيد من سيطرته في سوريا وتوسيع رقعة تلك السيطرة بما في ذلك الإصرار على العودة الى منطقة الجولان حيث أبرمت روسيا تفاهماً مع إسرائيل يقضي بإبعاد العناصر الإيرانية من مرتفعات الجولان. هذا مجرد مثال. وروسيا تجد نفسها قلقة ازاء الوضع في إيران إنما عاجزة عن التأثير أو المساعدة. على صعيد تقويم العلاقات مع الولايات المتحدة، ان القيادات الإيرانية تحاول أن تفهم موقع الرئيس دونالد ترامب في ظل محاولات عزله كي تقرر كيف تتصرّف الآن. عاطفياً، انها تودّ الاستنتاج بأن ترامب سيُعزَل أو سيستقيل مُرغماً، ولن يعاد انتخابه حتى في غياب العزل أو الاستقالة. هكذا يمكن لقيادات “الدولة العميقة” أن تضع استراتيجيات قائمة على بوصلة العلاقة مع القيادة الأميركية في البيت الأبيض. عدم وضوح أبرة هذه البوصلة تضع “الحرس الثوري” في حال توتر وتبعثر وقد تدفعه الى إجراءات متهوّرة. قبل خمسة أسابيع تقريباً، وتحت عنوان “الدولة العميقة في إيران تبعث رسائلها الواضحة” كتبتُ مقالاً نُشر بتاريخ 19 أكتوبر نقل ما حدث أثناء قمة بيروت انستيتوت في أبو ظبي بنسختها الثالثة والتي عُقدت بتاريخ 13 و14 أكتوبر. اقتبس مجدداً نظراً لأهمية الرسائل التي يعتمدها “الحرس الثوري”. أحد المشاركين في الجلسات المغلقة تحدّث عن حتمية تولّي “الحرس الثوري” الحكم رسمياً وعلناً في طهران ما لم يُقدَّم له تعويض محدود limited buyout في شكل آلية أوروبية تسمح له ببيع مليون برميل نفط يومياً. قال ان هذه الآلية المالية هي الوحيدة التي يمكن أن تحتوي الانفجار الداخلي المتوقع في أواخر نوفمبر والذي يُهدد مصير النظام في طهران. حذّر من تداعيات حشر “الحرس الثوري” في الزاوية لأن ذلك سيؤدي الى الانقلاب على نظام الملالي ونصب نظام “الحرس الثوري” بكل ما في ذلك من دلالات خطيرة ونزاعات عسكرية حتمية. هذا اقتباس. هذه الشخصية التي لها علاقات مع القيادات الإيرانية داخل “الحرس الثوري” حملت رسالة خطيرة من هذه القيادات خلاصتها الإصرار على منطق النظام القاضي بأن الجمهورية الإسلامية الإيرانية لن تبقى اليوم أو غداً أو أبداً داخل حدودها، وأن العودة الى داخل الحدود الإيرانية يهدّد وجودية النظام ويؤدي الى القضاء عليه. وبالتالي، قالت هذه الشخصية أن لا خيار آخر أمام الجميع سوى تفهّم وتقبّل منطق نظام طهران والرضوخ له. والسبب هو أن في حال تحدّي هذا المنطق، سيتسلّم “الحرس الثوري” الحُكم بصراحة وبقبضة حديدية وسيُشعل النار في المنطقة بعمليات تهدّد الاستقرار الإقليمي والعالمي. الرسالة باختصار كانت: أعطوا الحرس الثوري ما يريد. اخضعوا للتوسّع الإيراني خارج الحدود الإيرانية وداخل الجغرافيا العربية، وإلاّ فإن الانتقام من عدم الرضوخ سيكون مُكلفاً للغاية. كان ذلك قبيل اندلاع الانتفاضات في لبنان والعراق، ثم الانتفاضة الكبرى التي توقّعها النظام في طهران لكنّه لم يملك أدوات احتوائها بسبب سوط العقوبات الأميركية غير المسبوقة التي تطوّقه. الوضع في الجمهورية الإسلامية الإيرانية اليوم في غاية الدقة والخطورة سيّما بعدما استنتجت القيادة الإيرانية التي تأخذ تعليماتها من مرشد الجمهورية علي خامنئي أن قوى الشرطة وقوى الأمن لن تكون قادرة على كبح المظاهرات وإيقاف الانتفاضة. المصادر نقلت من طهران ان المباحثات بدأت في استخدام القوّة النوعية عبر دخول الجيش و”الحرس الثوري” الساحة بصورة مباشرة وبقوّة مفرطة وبزخم القمع. أضافت المصادر أن احتواء الانتفاضة الإيرانية في غضون أسبوعين بات مستحيلاً وأن ذلك الواقع سيؤدي الى استقالة أو إقالة حسن روحاني وطاقمه. المتوقع في غضون أسبوعين هو أن تتوسّع الانتفاضة في كامل أنحاء إيران وتنمو المظاهرات ويستمر فرض التعتيم على الانترنت. يوم الأحد سيكون حاسماً في تطوّر الانتفاضة الإيرانية الى درجة فقدان القدرة على السيطرة – وهذا ما سيستخدمه “الحرس الثوري” كمدخل لاستيلائه الرسمي على السلطة عبر القمع الدموي بلا هوادة. ولذلك سيحتاج الى عمليات خارجية تلهي عن المجزرة داخل إيران. اقتصادياً، لن يتمكن “الحرس الثوري” من تجنّب الكارثة وأولويته اليوم هي أن يجد وسيلة للتعايش مع الصعوبات الاقتصادية خلال فصل الشتاء، لأن فصل الربيع سيكون أسهل من الشتاء. لذلك ستُفرَض إجراءات قاسية على الداخل الإيراني بما يشمل فرض حظر التجوّل، حسبما أفادت المصادر. إدارة ترامب ستفرض عقوبات مالية جديدة على الجمهورية الإسلامية الإيرانية الأسبوع المقبل، وهذا سيفاقم الصعوبات على “الحرس الثوري” ومشاريعه الداخلية أو الإقليمية – ولذلك تتوقع المصادر أن تتبنى قياداته قرارات القمع والتصعيد والاستفزاز كوسيلة من وسائل البقاء. هذه الإجراءات لن تقتصر على الداخل الإيراني ضد الانتفاضة أو في رفع مستوى تخصيب اليورانيوم الى درجة عالية جداً، بل انها قد تطال ساحات العراق حيث خرجت الأمور عن السيطرة، ولبنان حيث يرفض “حزب الله” وحلفاؤه التنازل أمام مطالب ثورة لبنان وفي مقدمتها تشكيل حكومة تكنوقراط بدلاً من حكومة سياسية تبقى تحت قبضة وسيطرة “حزب الله”. رئيس الحكومة المستقيل سعد الحريري كان أثناء حكومة “التسوية” – في نظر حزب الله – صمّام الأمان له. اليوم، لافت جداً أن “حزب الله” و”أمل” – الثنائي الشيعي – وكذلك رئيس الجمهورية وصهره جبران باسيل في “التيار الوطني الحر” – كلهم متمسّكون بسعد الحريري وكأنه وحده خشبة الخلاص لهم. هذا اللغز يزداد غموضاً وهو ليس في صالح أو مصلحة سعد الحريري مهما ظن أن هذا صوت ثقة فيه. انه صوت توريط له تحت غطاء تثبيت زعامته السنّية والوطنية. فأما أن يصبح الحريري شريك الأمر الواقع في حكومة من لون واحد تقضي على لبنان – ما لم تمنعها الثورة من ذلك عبر مواجهات دموية مكلفة. وأما أن يتوقف عن سياسة الصفقات ويغامر بالوقوف مع الشعب أمام مخططات ضد البلد والناس. ذلك ان “الحرس الثوري” بالمرصاد في لبنان ليس فقط لأن “حزب الله” ورقة ثمينة له ولن يستغني عن نفوذه وسيطرته على لبنان تحت أي ظرف كان، بل لأن كبح الانتفاضة الإيرانية سيتطلب قمع انتفاضتي العراق ولبنان. هذا لا يعني ان “الحرس الثوري” سيتمكّن حتماً من تنفيذ خططه. والقصد من إبراز ما في ذهن قياداته هو للتنبيه وليس أبداً لزرع الإحباط لدى المنتفضين ضده في إيران والعراق ولبنان. انها معركة وجودية له. وهي أيضاً معركة وجودية لشعوب إيران والعراق ولبنان الذين ينتفضون بتماسك وجرأة وعزم على التغيير. ولذلك، ممنوع الإحباط. تقدير المصادر الغربية هو أن لا إيران ولا روسيا استوعبت الحدث في لبنان وأن الوضع اليوم لم يعد يسمح بقمع الثورة اللبنانية على أيادي قوى خارجية. السلطة بالذات “حزب الله” وحلفائه، وان “ما يحدث يهدّد تلك النخبة السياسية” التي هيمنت على المشهد اللبناني. فرنسا توافق الولايات المتحدة على محوريّة عدم إنقاذ الاقتصاد اللبناني من خلال تقديم المعونات الى حكومة سياسية أو حكومة سياسية مطعَّمة بتكنوقراطيين يزيّنونها. ورأي هذه المصادر هو ان لا مناص من حكومة اختصاصيين تكنوقراطيين، تماماً كما تطالب الثورة، وعندئذ فقط يتم انقاذ الاقتصاد اللبناني من الانهيار من خلال تقديم الأموال لحكومة تكنوقراطية حصراً. “ليس أمامهم أي خيار آخر” تقول المصادر إشارة الى الطبقة السياسية المتشبثة برفض حكومة تكنوقراطية، ذلك لأن في حال الانهيار التام، فإن السقف سيهبط على رؤوس الجميع، بلا استثناء. رأي المصادر الغربية هو ان “هذا يوم آخر” في لبنان لأن لا إيران ولا روسيا ولا “حزب الله” وحلفاءه في العهد سيستطيعون اما قمع الثورة أو إنقاذ البلد من الانهيار الاقتصادي.
