ميادين عدة اندبندنت عربية / باسل ترجمان صحافي @basseltorjeman تونس أول بلد عربي أقر قانوناً للأحوال الشخصية بعد استقلاله عام 1956 بفترة قصيرة، رفع فيه الكثير من الظلم الذي مورس بحقّ المرأة عبر التاريخ، وأقر لها بحقوقها السياسية والقانونية ومنع تعدد الزوجات ونظّم مسائل الطلاق، ما اعتُبر حينها “مصيبة” هزت أرجاء العالمين العربي والإسلامي. وبعد 63 سنة من الاستقلال، تحقق الكثير للمرأة التونسية على مستوى التشريعات والقوانين التي أنصفتها، أو على مستوى التعليم الذي تفوّقت فيه على الرجال في مجالات عدة. وعلى الرغم من كل ذلك، لا يزال غياب المرأة عن المشهد السياسي يثير الكثير من الغموض، خصوصاً في رئاسة القوائم المرشحة للانتخابات الرئاسية، إذ ضاعت النسبة والتناسب بين الرجل والمرأة في رئاسة القائمات. عدد ضئيل جداً يكاد يصل الى عشرة في المئة من رؤساء القوائم الانتخابية من النساء، وهذا يعكس تراجعاً في تعاطي الأحزاب السياسية الوسطية والحداثية مع المرأة، التي شكلت في السنوات الأولى بعد سقوط نظام الرئيس السابق زين العابدين بن علي، جدار الدفاع الأول عن تونس الحديثة. مشهد ذكوري بامتياز السيدة وداد الحبيب أديبة وشاعرة ومرشحة للانتخابات التشريعية، وصفت ما جرى خلال الإعداد لهذه الانتخابات بأنه “تغييب لدور المرأة وحقها في أن تكون قيادية وفاعلة، لأن هذه الأحزاب المسماة بالحداثية لا تؤمن بحقوق المرأة كمواطنة مثلها مثل الرجل، بل تعتبرها ملفاً انتخابياً”. وأضافت لـ “اندبندنت عربية” أن “المشهد السياسي التونسي مشهد ذكوري بامتياز متشنج وفيه الكثير من الفوضى وغياب البرامج والنقاشات ومنابر الحوار، التي تستطيع تسليط الضوء على حقائق الأوضاع في تونس”. وقالت الحبيب إنها تعيب على المرأة “عدم محاولتها فرض مكانها وإثبات جدارتها”، موضحةً أن “تونس ومنذ الثورة ودخول الفكر المتطرف إلى المشهد السياسي والإدارة، بدأت تلحظ تراجعاً في مكانة المرأة، وبات هناك فكر مضاد للثقافة البورقيبية يحاول دفع المرأة إلى التخلي عن هذه المكاسب، لكن هذا الفكر لن ينجح لأن المرأة في تونس قادرة على الدفاع عن حقوقها”. تعميم المظهر السيء للمرأة عملية منهجية ابتعاد النساء، صاحبات الشخصية القيادية والناشطات في المجتمع المدني والمشهد السياسي، شكّل مفاجأة لكثيرين في تونس. هذا الابتعاد ربطته زينب فرحات، مديرة فضاء التياترو، “بالأرضية الثقافية لشخصية التونسي السياسي، حامل العقلية الذكورية والمناهض للمرأة بوعي أو من دون وعي، وحتى داخل صفوف اليسار لم يقم أحد بمراجعات فكرية ونقد ذاتي لموقفه تجاه المرأة، وهذا انعكس بوضوح على اختيار عددٍ كبيرٍ من الشخصيات النسوية الموجودة في القوائم الانتخابية”. وأضافت “حتى اليسار الأنيق البرجوازي ينظر نظرة رجعية إلى المرأة، ولم تبحث الأحزاب السياسية عن الكفاءات النسوية التي تعج بها تونس في المجالات كافة، لأن هؤلاء النسوة لسن مستعدات لتقديم تنازلات مبدئية، لذلك يُصار إلى تجاهل النساء صاحبات الشخصيات القيادية واللجوء إلى شخصيات نسائية بلا ملامح”. صمت سبب الخسارة صمت المرأة عن حقوقها ودورها في المشهد السياسي المقبل، أثار استغراب الناشطة الحقوقية روضة السايبي، التي أوضحت أن “الأحزاب الكبيرة والتي تعتبر نفسها حداثية وتقدمية ولها قاعدة انتخابية كبيرة، ومنها الحزب الحاكم “تحيا تونس”، كانت نسبة الرجال على رأس القوائم الانتخابية تفوق الـ 80 في المئة، والأمر ذاته بالنسبة إلى باقي الأحزاب الحداثية والوسطية، وهذا محزن لأنه يعكس حجم حضور المرأة في المشهد الحزبي”. وقالت السايبي إن “المرأة أصبحت تلعب دوراً ثانوياً داخل الأحزاب، مقارنة بحجم المشاركة في انتخابات 2014، وعدد النساء النواب في البرلمان”، داعيةً هؤلاء النسوة إلى الانسحاب من هذه الأحزاب ومن القوائم التي وُضعت فيها أسماؤهن بمراتب متدنية، لاستكمال عدد النواب فيها من دون أدنى حظوظ بالنجاح في الانتخابات. وعبّرت عن مخاوفها من أن “يؤدي هذا التراجع إلى تجريد المرأة من المكاسب التي حققتها، خصوصاً أن مجلس النواب من يشرع القوانين، وبالتالي، فإن تراجع تمثيل المرأة في البرلمان المقبل، وحضور أحزاب أقصت المرأة من فرص وصولها إلى المجلس في إطار التناصف، قد يسهل على هذه الأحزاب عدم تمرير أي مشروع قانون يحسّن أوضاع المرأة، مستقبلاً”. غياب المنظمات النسائية يعقد الأمور مع أن موعد تقديم الترشحات للانتخابات التشريعية انتهى، ومع ما نتج من تراجع حضور المرأة على رأس قوائم الأحزاب أو الائتلافات الحزبية أو حتى القوائم المستقلة، لم يصدر أي موقف أو بيان من المجتمع المدني والمنظمات النسائية، على الرغم من عراقتهما ودورهما التاريخي في الدفاع عن حقوق المرأة. وقد التزما الصمت في تقييم مستوى حضور المرأة في الانتخابات التشريعية
