بأقلامهمعربي جهاد الزين: الدياسبورا الخارجية و الدياسبورا الداخلية by admin 23 نوفمبر، 2021 written by admin 23 نوفمبر، 2021 177 ليس الوضع مغلقاً. فالانهيار الاقتصادي والمؤسساتي الشامل الذي نعيشه سيكون فاتحة تغيير “ثوري”حتما لا نعرف اليوم متى وكيف سيحصل. النهار اللبنانية – جهاد الزين يجب الاستدراك دائما أنه مهما بلغت السيطرة السياسية والأمنية في أي طائفة من الطوائف اللبنانية، فإن التنوع العميق يظل قائما فيها وينتظر فرصته ليعلن عن نفسه في مواجهة محاولات التنميط. لكن بالمقابل فإن الفقر السياسي والنخبوي يصيب جميع الطوائف. لبنان الذي يمكن أن يشكّل تلك القوة الثقافية والتحديثية الكامنة هو اليوم في الدياسبورا. دياسبورا عاجزة عن التغيير السياسي. نعم. ولكنها دياسبورا حيوية نوعيا وكمّياً وتحتاج إلى لحظة مناسبة في المنطقة والعالم لكي تجد وتجدّد وتخلق قدراتها على الفعل السياسي. في الدياسبورا الخارجية التي بلغت مستوى مؤكدا وحاسما من التعدد الطائفي والتفوق العلمي والمؤسساتي يكمن أو يجب أن يكمن ذاتَ جيلٍ قادم لبنانُ الجديد. إنها ليست ولن تصبح دياسبورا النموذج اليهودي لا فقط لأنها بنت أصيلة ل” أرض الميعاد ” اللبنانية وجذورها وصلاتها وبيوتها وأحلامها الطازجة ودولاراتها الأكثر “طزاجة”، ولا لأنها دياسبورا ذات تشكيل متعدد الطوائف وذات نُخَبٍ واسعة أيضا باتت “متساوية” الكفاءات التعليمية والتحديثية في مواقعها المختلفة في بلدان الغرب بل أيضا لأن علاقاتها بمجتمع “الداخل” اللبناني قائمة وثابتة ومتحفّزة وفتيّة رغم العجز الذي يحكم قدرتها السياسية أو لا قدرتها السياسية على التغيير في البلد الأم. علينا أن ننظر اليوم إلى الجامعة الأميركية ومؤسساتها والجامعة اليسوعية ومؤسساتها وبعض الجامعات القليلة الأخرى ومؤسساتها والمدارس الخاصة ذات الجذور التاريخية التعددية وبعض المؤسسات والشركات على أنها جزء من الدياسبورا وليس الوطن! إنها أفضل ما في الوطن ولكنها “خارجه” وهي في داخله. الدياسبورا الداخلية وما يلتحق بها من فئات ونخب اجتماعية محاصَرة بالإفقار ( معدلات المعيشة)والإقفار ( المستوى العلمي) العامَيْن. هذه نظرة جديدة إلى بنية الدياسبورا فرضتها الانهيارات ومخاطرُها.. لم تكن صدفةً أن هذه المؤسّسات (ويفوتني التعداد الحصري) كانت السبّاقة إلى دعم ورفد حركة التململ الشبابي النخبوي التي عبّرت عنها ثورة 17 تشرين. إنها “الدياسبورا” الداخلية في أفعل وأقوى أشكالها ومضامينها. كانت الطبقة الوسطى اللبنانية الواسعة والتي لم تسقط بالضربة القاضية سوى في الانهيار الأخير، تؤمّن لنفسها، وبدأَبٍ يثير الإعجاب في ما أصبح نمط الحياة اللبناني، قدرة بل قدرات معيشيّة توظّفها في أفضل مستويات التعليم ما قبل الجامعي والتعليم العالي لأبنائها. حتى النجاح الجزئي المهم لبعض كليات أو فروع الجامعة اللبنانية المحاصَرة والمنخورة بفساد المنظومة السياسية كان مديناً ل”العصامية” التعليمية والحياتية للطبقة الوسطى اللبنانية، قبل أن تتحوّل هذه الجامعة إلى نسخة سياسية وتعليمية للنظام السياسي في أعلى تجليات جشعه التوظيفي. ليس الوضع مغلقاً. فالانهيار الاقتصادي والمؤسساتي الشامل الذي نعيشه سيكون فاتحة تغيير “ثوري”حتما لا نعرف اليوم متى وكيف سيحصل. يواجه اليوم لبنان عجزا عالميا عن تغييره. هذه ظاهرة أكيدة لا تعود فقط إلى عائق السيطرة الإيرانية التي هي اليوم المشكلة الكبرى ولكن بمعنى ما مشكلة مؤقتة مهما ستكون أكلاف إزاحتها رهيبة فيما التركيب الداخلي للمنظومة السياسية وبعمقه التاريخي يُظْهِر استعصاء هذه المنظومة على التغيير رغم الضغط الدولي. المسألة التي تشغل بال الكثير من اللبنانيين هو هل سيتخلى العالم الغربي عن لبنان أو يهمله في ظل معضلتي الاستعصاء الإقليمي (إيران) والاستعصاء الداخلي (المنظومة والنظام)؟ لا جواب عندي لأن المؤشرات في الاتجاهَيْن. لكن في هذا الوقت علينا أن نتعايش مع حالة تحوّل المجتمع اللبناني الداخلي إلى مجتمع مُفْقَر وربما مُقْفِر رغم الدياسبورا الداخلية التي ينبغي الحفاظ عليها بأي ثمن وخصوصا بمساعدة الدياسبورا الخارجية. نعرف أن كلا من جزر الدياسبورا الداخلية، كالجامعات والمستشفيات، تملك إمكاناتها الداخلية وعلاقاتها الخارجية التي تتيح لها البقاء والاستمرار والاحتفاظ ما أمكن على المستوى التعليمي أو الخدماتي، لكن حجم الانهيار يستوجب وعيا عاما لدى النخب والمؤسسات المعنية بضرورة الاستنفار الذي لا نشك بأنه موجود في الأساس.
