عربية \ مؤيد الطرفي مراسل عراقي دخل زعيم التيار الصدري مقتدى الصدر على خط الاحتجاج من طريقة عمل مزاد بيع العملة الصعبة التي يقوم بها البنك المركزي العراقي منذ عام 2005، ليؤكد الاتهامات، من قبل جهات عديدة منذ سنوات لبعض المصارف المشاركة فيها، بتهريب العملة والإضرار بالاقتصاد العراقي. وعلى الرغم من الانتقادات اللاذعة لمزاد العملة ومحاولات الحكومات العراقية المتعاقبة إجراء تعديلات على طريقة عمل المزاد وتدقيق في الفواتير المقدمة في ما يتعلق بالاستيرادات، فإنها فشلت في تحقيق نتيجة تذكر تمنع استغلاله لتهريب الدولار إلى الخارج. السيطرة على سعر الصرف وطرح الصدر مقترحات عدة للسيطرة على سعر الصرف والحد من الانعكاسات السلبية التي خلفها رفع قيمة العملة الأجنبية مقابل الدولار، وقدم الصدر، الخميس 17 فبراير (شباط)، في بيان مكتوب بخط يده مقترحات عدة، منها إيقاف تهريب العملة وكذلك الفواتير المزورة، “بقوة وحزم”، داعياً إلى النظر في أمر بعض البنوك، “مثل بنك الشرق الأوسط القابض والأنصاري” العائدة لبعض الأشخاص المتحكمين في العملة، وبعض المصارف الأهلية الأخرى، وطالب الصدر باستدعاء كل من مدير “البنك المركزي” ووزير المالية العراقي إلى البرلمان “فوراً”، واقترح الصدر تنظيم سوق العملة العراقية بصورة مركزية بأسلوب صحيح وبسن بعض القوانين التي تزيد من قيمة سعر صرف الدينار العراقي، إلى جانب التعامل “بحزم” مع بعض البنوك العائدة لبعض الأحزاب المتحكمة في البلاد. استضافة المسؤولين وعقب بيان الصدر، أعلنت رئاسة البرلمان العراقي استدعاء وزير المالية علي علاوي، ومحافظ البنك المركزي مصطفى غالب، إلى مبنى المجلس فوراً، وذكرت الرئاسة في بيان، أن “استدعاء المسؤولين الماليين، جاء استجابة لتوجيهات زعيم التيار الصدري مقتدى الصدر”، وأعلن النائب الثاني لرئيس مجلس النواب حاكم الزاملي أنه سيترأس اجتماعاً، السبت، 19 فبراير مع كل من وزير المالية ومحافظ البنك المركزي لمناقشة سعر صرف الدولار. وأصدر البنك المركزي العراقي عام 2020 قراراً بخفض قيمة الدينار العراقي أمام الدولار الأميركي تضمن بيعه عبر مراحله الأولى منها عبر شراء الدولار من وزارة المالية بـ1450 ديناراً، وببيع البنك المركزي له إلى المصارف بـ1460 وثم بيعه للجمهور بـ1470، وكان السعر السابق للدولار الذي يباع من قبل البنك المركزي بسعر 1190 ديناراً، ومن ثم يباع في الأسواق العراقية بسعر يتجاوز 1200 دينار للدولار الواحد. وانعكس خفض قيمة الدينار العراقي على الأسواق العراقية وزادت الأسعار بأكثر من 25 في المئة، ما ولد موجة غضب واحتجاج كبيرة من قبل العراقيين. معالجة الآثار واقترح المستشار المالي لرئيس الوزراء مظهر محمد صالح آلية لمعالجة الآثار الجانبية لتغيير سعر الصرف، وقال لوكالة “الأنباء العراقية”، إن “الأوان قد آن للسياسة المالية في أداء دورها الفاعل والمهم في معالجة الآثار الجانبية التي ترتبت على تغيير سعر الصرف وتأثيراته على الدخل، لا سيما تأثر الطبقات الفقيرة ومحدودة الدخل”، وأضاف صالح، أن “من المهم خفض الضرائب الجمركية وبشكل ملموس على المواد الغذائية والدوائية ولوازم الإنتاج المحلي المستوردة، فضلاً عن إعادة هيكلة الدعم الحكومي للسلع والخدمات ذات المساس المباشر بالطبقات الاجتماعية الفقيرة”، وتابع، أن “البطالة اليوم هي واحدة من أخطر الآفات الاقتصادية والاجتماعية في بلادنا، وتصبح أشد خطراً عندما ترافقها تطورات سعرية تؤدي إلى تآكل الدخل النقدي أو القوة الشرائية لمصادر الدخل العائلي، وهو منحدر مالي مزدوج يجب الحذر منه”. 25 مليار دولار بدوره، كشف رئيس مؤسسة المستقبل للدراسات الاقتصادية منار العبيدي عن وجود فرق بمقدار 25 مليار دولار بين حجم الاستيراد وحجم التحويلات لغرض الاستيرادات، وأضاف أن “التحويلات لغرض الاستيراد فعلياً لا تتطابق مع أرقام الاستيراد، فالبنك المركزي يحول ما يقارب 45 مليار دولار لشراء بضائع لغرض التصدير للعراق، وفي المقابل حجم الاستيراد، حسب بيانات وزارة التجارية، تقدر ما بين 13 و20 مليار دولار”، لافتاً إلى أن “هذا الأمر يعني وجود فرق ما يقارب 25 مليار دولار ما يؤشر إلى أن الارقام التي تذكر للاستيراد غير حقيقية”. تغيير الآلية ودعا العبيدي إلى بيع الدولار بشكل أكبر لمحلات الصيرفة وعدم بيعه بكميات كبيرة للبنوك كأحد الحلول لمواجهة المشكلة، لافتاً إلى أن عدم سيطرة الدولة على السوق الموازية سيبقي هذه المشكلة. تعمل في سوق العملة وعن المصارف التابعة لأحزاب، قال العبيدي، “هناك مصارف تعمل في السوق العراقية تتاجر في العملة منذ وقت طويل، والمصارف المذكورة هي عبارة عن دكاكين لشراء الدولار وبيعه”. ويبلغ الاحتياطي النقدي للعراق من الدولار أكثر من 64 مليار دولار، بحسب بيان للبنك المركزي العراقي بعد أن كان نحو 50 مليار دولار في نهاية عام 2020، والذي مثل أدنى مستوى له منذ عقد، حيث انخفض من 90 مليار دولار مطلع عام 2020 بعد سلسة من القروض الداخلية للحكومة العراقية من البنك المركزي والمصارف الحكومية والأهلية لتغطية الرواتب والنفقات بعد تراجع أسعار النفط. فحص الفواتير ودعا المتخصص في الشأن الاقتصادي صفوان قصي إلى فحص فواتير الشراء من الدول من قبل الملحق الاقتصادي في الدولة التي تقوم بالتصدير إلى العراق، وأضاف قصي، “هناك تضخيم في أسعار الفواتير التي يتم إدراجها لغرض الشراء، ونناشد فحص هذه الفواتير من قبل الملحق الاقتصادي في الدولة التي تقوم بالتصدير للعراق”، مطالباً بتتبع الحركة المالية للسلع الداخلة للعراق، وأين تباع والمنافذ التي تدخل منها. الاعتمادات المستندية وشدد قصي على ضرورة أن تكون التحويلات الخارجية من خلال نظام الاعتمادات المستندية، لافتاً إلى وجود محاولات من قبل البنك المركزي العراقي للانفتاح على المصارف الرصينة، وبذلك ستكون هناك إمكانية لتتبع حركة الدولار. دور التجارة وأشار إلى أن وزارة التجارة معنية بإنشاء لائحة بيضاء تنظم المستوردين الذين يقومون بإدخال سلع بقيم منطقية إلى العراق، ويتم بيعها بمنافذ تسويقية نظامية، داعياً إلى إعادة النظر في الإجازات المصرفية التي منحت في سنوات سابقة لبعض المصارف التي لا تقوم بعملية المنتوجات المصرفية وتحريك مدخرات العراقيين باتجاه التنمية، وكانت معنية بشراء العملة وإعادة بيعها. دمج المصارف وأكد ضرورة سحب بعض الإجازات ودمج مصارف متلكئة في مصارف رصينة من أجل إعادة الثقة بالنظام المالي المصرفي المحلي، ودعا الحكومة والبرلمان المقبلين لوضع لمساتهما القانونية لإعادة الثقة بالدينار العراقي وعدم الاعتماد فقط على نافذة بيع العملة في تحويل الدينار إلى الدولار، والعمل على دعم الصادرات العراقية من مختلف السلع والخدمات ليكون الطلب على الدينار من خارج وزارة المالية، لافتاً إلى أن الوزارة هي فقط من تطلب الدينار العراقي لدفع مستحقات العاملين. مراقبة التحويلات ومن الضروري أن يتولى البنك المركزي العراقي حساب مقدار التحويلات المطلوبة للمصارف المتهمة وتحديد التجار الذين يتعاملون مع المصارف، وما هي السلع التي تستورد بحسب صفوان قصي الذي أشار إلى ضرورة قيام كل من وزارة التجارة وديوان الرقابة المالية بمراقبة الحسابات
