ارتقى من منصب قاض مغمور نسبياً إلى كونه المسؤول المنتخب الأعلى؟ اندبندنت عربية \ بورزو درغاهي مراسل مختص في الشؤون الدولية “دمية” أم رئيس؟ بدعم من المتشددين والحرس الثوري قوة سياسية جديدة تبرز في إيران. كان قاضياً مغموراً إلى حد ما، وكان المرشد الأعلى في إيران علي خامنئي عينه رئيساً لمؤسسة دينية مهمة في مدينة مشهد الشرقية. لكن ذات يوم في مايو (أيار) 2016، زاره اثنان من كبار المسؤولين الأمنيين في النظام. ولم تظهر سوى تفاصيل قليلة عما حدث في ذلك الاجتماع، بين إبراهيم رئيسي (الذي انتُخِب رئيساً لإيران)، والجنرال محمد علي الجعفري (الذي كان آنذاك رئيساً للحرس الثوري)، والجنرال قاسم سليماني، كانت الطريقة التي جلسا بها مع رئيسي أشبه بالطريقة التي جلسا بها مع خامنئي. ولم تكن لدى رئيسي هوية سياسية محددة قبل ذلك. لقد رفعا مكانته”. رئيسي (60 سنة) حين يتسلم منصب الرئيس الإيراني سيحتل واحداً من ثاني أقوى المناصب في البلاد، إذ انتُخِب بأكثر من 60 في المئة من الأصوات بعد ما يصفه المراقبون بإقبال ضعيف، يمثل أقل من 50 في المئة من الناخبين المؤهلين. وجاء هذا الانتصار بعد أربع سنوات من خسارته الكبيرة لصالح روحاني، الرئيس الحالي المنتهية ولايته. وجاء فوز رئيسي في أعقاب حملة فاترة مقيدة بدقة يبدو أنها كانت مصممة لدفع رئيسي غير “الكاريزمي”، الذي لم يشغل قط منصباً سياسياً في حياته، إلى أعلى منصب منتخب في البلاد. وأثار هذا كله تساؤلات حول رئيسي، ومؤهلاته، وما أثر انتخابه في إيران وفي علاقاتها مع بقية العالم. يقول أحد المسؤولين العاملين لدى منظمة حكومية في جنوب إيران، “ربما كان رئيسي أقل سنة، لكن خامنئي وغيره قد ينظرون إليه باعتباره مجرد بديل مخلص يمهد الساحة لتغيرات كبرى قد تعمل لترسيخ الجمهورية الإسلامية. يقول علي فائز، الخبير في الشأن الإيراني في “مجموعة الأزمات”، وهي مجموعة تناصر يُنظر فيها الآن مفادها بأن الغاية من انتخابه ربما هي التخلص من منصب رئيس منتخب شعبياً يتمتع بمكانة وطنية، ويستطيع أن يتحدى المرشد الأعلى، ويقول فائز، “يعتقد (خامنئي) أن النظام لن يكون مستقراً في عهد خلفه أياً كان. ولإجراء تغييرات، يحتاج إلى رئيس مطواع”. قد يكون رئيسي الوسيلة المثالية لتحقيق طموحات المتشددين، فهو وُلِد لعائلة محافظة في شرق إيران، ودرس الشريعة في حوزات قم، وكان مراهقاً حين اختطف رجال دين وطلاب إسلاميون الثورة الشعبية في البلاد وكرسوا إيران كنظام ثيوقراطي، لكنه سرعان ما أصبح مشاركاً متحمساً في فرض تطبيق رؤية آية الله روح الله الخميني، مؤسس الجمهورية الإسلامية. وفي سنّ الـ 21، بدأ رئيسي العمل في الادعاء العام، وتابع قضايا سياسية في مدينتي كرج وهمدان، واكتسب سمعته بوصفه واحداً من أكثر الشخصيات صلابة في النظام، كان شاباً أيديولوجياً شديد الرغبة في العمل بنفسه. كتب الباحث الذي يتخذ من لندن مقراً، إسكندر صادقي، على “تويتر”، “الليلة الماضية، تذكر صديق أكبر سناً كيف تنقل رئيسي، أثناء أواخر الثمانينات، من سجن إلى آخر في مختلف أنحاء البلاد وأمر بإعدام قائمة من السجناء السياسيين تلو أخرى. وأثناء حديثه (الصديق)، علمت أنه كان يتحدث عن مصير بعض من أعز أصدقائه”. وفي غضون بضع سنوات، عُيِن رئيسي قاضياً، في تقدم سريع كان مذهلاً للإيرانيين وأدى إلى سنوات من التساؤلات حول مؤهلاته المهنية، وذات يوم، وصف نفسه على موقعه الإلكتروني بأنه “آية الله”، وهي أعلى مرتبة بين رجال الدين الشيعة، قبل أن يغير الوصف إلى “حجة الإسلام” الأكثر تواضعاً بعد ما اجتذب انتقادات. ويقول محمد جواد منهم من أعضاء منظمة مجاهدي خلق الإسلامية اليسارية المحظورة، في سجن إيفين بطهران. وأثارت منظمات حقوق الإنسان مخاوف خطيرة في شأن عمليات القتل التي وقعت قبل 33 سنة والدور المزعوم الذي أداه رئيسي. وكانت عمليات القتل هذه جريمة خطيرة؛ لقد سبقت محاكمة أولئك الذين أُعدِموا وصدرت أحكام سجن في حقهم، لكن بالنسبة إلى مراقبي الشؤون الإيرانية، يتمثل الأمر الأكثر أهمية وإنباء (أكثر إنباء) الآن في موقف رئيسي حالياً من عمليات القتل، وما يقوله عن توجهاته السياسية. إبراهيم رئيسي في مركز اقتراع بالعاصمة طهران بعد الإدلاء بصوته (غيتي) هو يدافع بقوة عن عمليات الإعدام، حتى حين يلتزم بقية المطلعين في النظام الصمت أو يصفونها باعتبارها جزءاً من فترة مؤسفة من التجاوزات في مرحلة ما بعد الثورة. كذلك أدان مراراً وتكراراً وفي شكل فاحش الاحتجاجات الحاشدة على نتائج الانتخابات الرئاسية عام 2009، وأشاد بحملة القمع العنيفة التي أعقبت ذلك وشملت التعذيب وعمليات قتل. ورئيسي متزوج من ابنة أحمد علم الهدى، إمام صلاة الجمعة في مشهد وأحد رجال الدين الأكثر تشدداً في النظام. ويقول حاجيغاتنجاد، “يمكنكم أن تروا أنه متشدد وراديكالي. لقد دافع مراراً وتكراراً عن عمليات الإعدام التي نُفَّذت عام 1988. لقد رد كثر بالصمت أو الانتقاد. وعام 2009، دافع عن إعدام المحتجين وسجنهم”. ودفع دور رئيسي في انتهاكات حقوق الإنسان الولايات المتحدة إلى فرض عقوبات عليه عام 2019. لكن واقع تورطه هو نفسه في جرائم مزعومة ضد الإنسانية لا بد وأنه يطمئن داعمي النظام الملطخة أيديهم بالدماء الذين يخشون من أنهم قد يضطرون إلى مواجهة العدالة بسبب جرائمهم، ولو غرقت السفينة، سيغرق رئيسي معها، على خلاف رؤساء سابقين مثل محمد خاتمي، وهو وزير ثقافة سابق أيضاً، أو حتى روحاني. يقول أكبارين، الذي كان هو نفسه رجل دين منشقاً وسجيناً سياسياً في إيران، “لقد أُعدِموا حتى بعد صدور أحكام بالسجن عليهم بالفعل. لقد أصدرت المحكمة أحكاماً عليهم، وكانوا يستكملون هذه الأحكام، وقتلوهم في أي حال”. وعلى الرغم من أنه يزعم أنه عالم دين، أمضى رئيسي قسماً كبيراً من لصالح روحاني، رفع خامنئي، في تصرف يُعتبر تحدياً لإرادة عامة (الشعب)، رئيسي إلى منصب رئيس السلطة القضائية، متجاهلاً صادق لاريجاني الأكثر تعلماً وخبرة، وسليل الأسرة الدينية القوية التي تتمتع بعلاقات جيدة. ويقول فائز، “إذا نظرنا إلى سجله الحافل، فإن خبرته في السياسة الخارجية ضئيلة للغاية، وهو يكاد لا يتمتع بخبرة فعلية في الإدارة الاقتصادية. فخلفيته في الأغلب في السلطة القضائية، باستثناء مؤسسة الإمام الرضا. وهو يتمتع بخبرة محدودة للغاية في الإدارة”. لكن بالنسبة إلى رئيسي، يكاد الافتقار إلى الخبرة لا يشكل أهمية كبيرة. كان ولاؤه الذي لا يتزعزع للمتشددين هو الذي رفعه (إلى أعلى المناصب). وقال
