تكنولوجيا و علومعربي ألمانيا: شغب بمسبح يضع من جديد مهاجرين مغاربيين تحت المجهر! by admin 29 يوليو، 2019 written by admin 29 يوليو، 2019 124 بعد إغلاق مسبح راينباد المفتوح بدوسلدورف للمرة الثالثة خلال شهر واحد بسبب أعمال شغب قام بها شريحة من الشباب، فرضت سلطات البلدية إجراء كشف هويات الداخلين إلى المسبح مع نصب كاميرات مراقبة لتوثيق الأحداث. DW زارت المسبح. منذ الأحد الماضي، لا يُسمح بالدخول للمسبح المفتوح (مسبح الهواء الطلق) راينباد دوسلدورف دون إظهار بطاقة الهوية عند المدخل. هذا الإجراء الجديد تم اتخاذه بعد ثلاثة حوادث مقلقة داخل المسبح خلال الأسابيع الأربعة الماضية، آخرها كان يوم الجمعة الماضي. إذ قام حوالي 60 شاباً، جميعهم من أصول “شمال أفريقية”، حسب الشرطة، من احتكار مرافق داخل المسبح المفتوح لأنفسهم ومنع وصول باقي الزوار الآخرين إليها. وعندما حاول موظفو المسبح التدخل، تعرضوا للتهديد من قبل هؤلاء الشباب. كما يٌذكر أن زعيم المجموعة قام بتهديد إحدى الموظفات المشرفات على المسبح بأنه “سيضربها مع الحائط”. ولم يتمكن حراس الأمن الستة، الذين كانوا مسؤولين عن الحفاظ على النظام العام داخل المسبح منذ الحوادث الماضية، من تهدئة الوضع داخل المسبح هذه المرة. بعد تحرك 18 وحدة للشرطة، تم إخلاء المسبح، الذي كان يتواجد فيه حوالي 1500 شخص، بالكامل. وبعد هذا الحادث الذي وقع يوم الجمعة، عُقدت اجتماع طارئ خاص لمناقشة الأزمات يوم السبت الماضي والتي تم بعدها اتخاذ إجراء كشف الهوية أو البطاقة الشخصية للداخلين إلى المسبح وأيضاً زيادة عدد موظفي الأمن. فهل يمكن أن تحل هذه الإجراءات الظاهرة السلبية؟ من مسبح مفتوح إلى “حصن منيع“ من قصد مسبح راينباد صباح يوم الأحد، سئل عن هوياته عند الدخول. حتى الآن الوضع يبدو طبيعياً، لكن أندرياس باول شتيبر، عضو مجلس مدينة دوسلدورف، والذي زار راينباد، انتقد غياب قوات الأمن عن المكان صباح يوم الأحد وقال:” فقط لأن اليوم ليس مشمساً ولم تصل درجة الحرارة إلى 32 درجة، أجد تقريباً إهمالاً في الجانب الأمني”. لكن المشهد تغير فجأة عند الساعة 12:30 ظهراً. في البداية التحق ثمانية أشخاص بخدمة الأمن الخاصة، وبعد نصف ساعة التحق بهم موظفو النظام العام، إضافة إلى ثمانية أشخاص آخرين رفقة كلب للحراسة. وهكذا تحول المسبح المفتوح إلى حصن منيع. في الواقع، يبدو المدخل الرئيسي للمسبح أشبه بمنطقة تخضع لحراسة أمنية مشددة أو ما يشبه منطقة حدودية لإحدى الدول أكثر من كونه مكاناً للراحة والاستجمام. من يسهر على راحة زوار المسبح؟ امرأة شابة، في طريقها إلى المدخل الرئيسي للمسبح، مخاطبة وحدات الأمن التي طوقت المسبح: “ما الذي يحدث هنا؟”. “لا داعي للقلق، نحن هنا من أجل السلامة”، يجيبها أحد أفراد الأمن. الجو بداخل المسبح نفسه، هادئ للغاية، إن لم يقطع هذا الهدوء صوت طائرة منطلقة من مطار ديسلدورف القريب. وبقيت مرافق المسبح، منها حوض السباحة ومكان الانزلاق، كانت ممتلئة قبل يومين، خالية من الزوار. ماعدا البعض منهم. ولا آثر للمتسببين في أعمال الشغب أو غيرها من المشاكل. هل هذا يدل على نجاح الخطة الأمنية؟ ليس بالضرورة. ربما “النجاح” راجع إلى سوء الأحوال الجوية. إلى السماء الملبدة بالغيوم، وانخفاض درجات الحرارة إلى حوالي 20 درجة مئوية. الجو يختلف عن الجو خلال الأيام الأخيرة، حيث أشعة الشمس الساطعة ودرجات الحرارة التي وصلت إلى حوالي 40 درجة مئوية. وقد يتولد للمرء شعور بأن عدد قوات الأمن والموظفين داخل المسبح يتجاوز عدد زواره. لا يمكن الجزم بنجاح الخطة الأمنية، إلى عودة موجة حر مماثلة. من أين يأتي هذا الانفلات؟ خلال أحد أيام السبت من شهر يونيو/حزيران، تم إخلاء مسبح رايباد ديسلدورف، بعد سوء تصرف صدر من فئة من المراهقين تجاه زوار آخرين. وعندما حاول رب أسرة لوم المراهقين على تصرفهم. كانت النتيجة أنه واجه فجأة حوالي 400 شاب هددوه هو وأسرته. ومع تدخل عدد من قوات الشرطة، تم إخراج الأسرة من المسبح المفتوح ومن ثم أخلاءه بالكامل. كما تعرض المسؤولون في المسبح للهجوم اللفظي و رميهم بأشياء مختلفة. في اليوم التالي تم إخلاء المسبح بالكامل مرة أخرى بسبب حادث مماثل. شهدت مسابح أخرى تزايد الهجمات على زوارها والعاملين بها. كما يقول بيتر هارتسهايم، رئيس الاتحاد الألماني للسباحة، في حوار له مع DW ويضيف أن “مثل هذه الحوادث كانت موجودة داخل المسابح، لكنها ارتفعت بشكل كبير منذ عام 2015. من وجهة نظري، أرى أن الأمر متعلق بالأشخاص المنحدرين من شمال إفريقيا، من البلدان المغاربية ومن العالم العربي، الذين يدوسون قيمنا بالأقدام”. وأضاف:” وتتعرض بالأخص موظفات الإشراف للإهانة. كما لا ينال الجناة العقاب اللازم، ولهذا يتمادون في أفعالهم”. أندرياس باول شتيبر، عضو مجلس مدينة ديسلدورف وفقاً لتقارير إعلامية، فإن الجناة المتورطين في الأحداث التي وقعت في راينباد في نهاية يونيو/ حزيران هم من أصول شمال أفريقية وعربية. وذكر عضو مجلس البلدية، شتيبر أنه تحدث إلى أحد الأشخاص العاملين في مجال مساعدة اللاجئين: “والذي قال: إن هناك للأسف شباب يعرفون متى يمكنهم إثارة الشغب هنا وما يشجعهم هو مسألة عدم إلقاء القبض عليهم، ولهذا يقومون في المساء بنشر ما قاموا به على موقعي فيسبوك أو انستغرام والتباهي بشجاعتهم”. حل المشكلة؟ يعتبر أندرياس باول شتيبر أن قوات الأمن في عين المكان والمراقبة المكثفة عبر الكاميرات، مهمة بشكل كبير. بالإضافة إلى ذلك، يمكن استخدام الأشرطة الحاجزة حول المسابح المفتوحة، كما التي تستخدم في مسابح النوادي أثناء العطل وهكذا يمكن الانتباه بشكل كبير لأي شخص، يحاول تسلق سياج المسبح ومن ثم تجاوز حاجز مراقبة الهوية عند المدخل. يرى هارتسهايم أنه يجب معاقبة مرتكبي هذه الأفعال وعدم السماح بإفلاتهم من العقاب من منطلق التسامح الخاطئ مع الثقافات الأخرى. كما يقول أن التدخل الأمني فقط هو ما سيساعد في
