\ إنجي مجدي صحافية احتفل الحزب الشيوعي الصيني في مطلع يوليو (تموز) الحالي بذكرى مرور 100 عام على تأسيسه. وتحدث الرئيس الصيني تشي جينبيغ، خلال احتفال ضخم، عن دور الحزب، الذي وصل إلى الحكم بعد حرب أهلية قبل 72 عاماً، في النمو الاقتصادي والعسكري للصين. ففي عام 1949، استولت الميليشيات العسكرية الشيوعية الصينية على الحكم بعد هزيمة اليابان في الحرب العالمية الثانية التي كانت تحتل أجزاء واسعة من الأراضي الصينية. في ذلك العام، فرت حكومة حزب الكومينتاغ ورئيسها القومي تشيانغ كاي شيك إلى ما يوصف بالبر الصيني، تايوان حالياً، حيث استمر التنافس بين المعسكرين حول السلطة في إطار الحرب الأهلية التي استمرت أكثر من عقدين. وفي حين رفضت الولايات المتحدة الأميركية ومعظم القوى الغربية في البداية الاعتراف بالحكومة الشيوعية في بكين، لكنها تراجعت عن ذلك واعترفت واشنطن بجمهورية الصين الشعبية في عام 1979. صعود الشيوعية وسقوطها تعود نشأة الحزب الشيوعي الصيني إلى عام 1921، مع ازدهار الشيوعية في أعقاب ثورة البلاشفة في روسيا عام 1917 ضد حكم القيصر، ليصبح الاتحاد السوفياتي الدعامة الرئيسة لأنظمة الحكم الشيوعية، ومع سقوطه وتفككه عام 1989 سقطت أغلبية هذه النظم باستثناء خمس دول هي: كوريا الشمالية، وفيتنام، وكوبا، ولاوس، والصين. والأخيرة، استطاعت تقديم نموذج اقتصادي وتنموي أثار حيرة علماء السياسة في الجمع ما بين السياسات القمعية والتنمية. بالنظر إلى النموذج الصيني الذي ينافس النموذج الأميركي الديمقراطي على صعيد القوة الاقتصادية، يمكن السؤال عما إذا كانت الشيوعية، التي نشأت كمنهج فلسفي من قبل كارل ماركس وصديقه فريديرك إنجلز في القرن التاسع عشر بهدف تحقيق المساواة الاقتصادية والاجتماعية من خلال القضاء على الملكية الخاصة التي حددت المشهد السياسي والاقتصادي للقرن العشرين، ترتبط حقاً بعالم اليوم، أو هل لا تزال الصين دولة شيوعية وفق المبادئ التي تنص عليها هذه الفلسفة؟ بعد انهيار الاتحاد السوفياتي تحولت الدول التابعة له إلى الاقتصادات الأقرب إلى الرأسمالية، وكان ظهور نظام تقوده الولايات المتحدة منذ أواخر السبعينيات وتهيمن عليه الأسواق العالمية، عاملاً قوياً في تحولات كثير من الدول من الشيوعية. ويشير العديد من المراقبين إلى أن النهوض الاقتصادي الصيني يقف وراءه نموذج أقرب إلى الرأسمالية، إذ تقتصر الشيوعية على النظام السياسي الحاكم وليس الاقتصاد. وبحسب ديفيد بريستلاند، أستاذ التاريخ الحديث لدى جامعة أوكسفورد ومؤلف كتاب “الراية الحمراء: تاريخ الشيوعية”، فإن صندوق النقد الدولي فرض إصلاحات السوق على بلدان ما بعد الشيوعية المثقلة بالديون وأثبتت بعض النخب الشيوعية السابقة أنها متحمسة للتحول إلى الليبرالية الجديدة، ولم يبق سوى عدد قليل من الدول الشيوعية “اسمياً”، ومن بينها الصين “الأكثر رأسمالية”. الاستياء من الرأسمالية مع ذلك، في الغرب لم تتعاف الثقة في رأسمالية السوق الحرة بعد الانهيار المالي لعام 2008، وتتنافس قوى جديدة من اليمين المتشدد واليسار الراديكالي على الشعبية، وهو ما يتضح في النموذج الأميركي، حيث الصراع بين اليمين الذي يدعم الخطاب المتشدد للرئيس الأميركي السابق دونالد ترمب واليسار الذي يقوده السيناتور “الاشتراكي” بيرني ساندرز. وهذا الأمر، إضافة إلى تقدم حزب “بوديموس” “البيان الشيوعي” لعام 1848، كان الأكثر مبيعاً في بريطانيا عام 2015. وفي ألمانيا، أفاد بائعو الكتب أن مبيعات كتاب “رأس المال” لماركس صعدت بنسبة 300 في المئة في أعقاب الأزمة الاقتصادية أواخر العقد الماضي. والكتاب يتضمن نقداً أساسياً للرأسمالية باعتبارها “تتميز بالاستغلال والبؤس والانهيار الحتمي على المدى الطويل”، بحسب تعبير المتخصص في العلوم الاقتصادية رودولف هيكل. في حين يشير آخرون إلى أنه لا يمكن المقارنة بين الرأسمالية التي ينتقدها ماركس، وشروط الإنتاج في مجتمعات الديمقراطية وسيادة القانون. ويقول مراقبون، إن صعود الحركات النسائية والمنظمات المدافعة عن المناخ، يعد عاملاً آخر في صعود شعبية الأحزاب الشيوعية في العديد من الدول الأوروبية. ووفقاً لوسائل إعلام سويسرية، فإن الحزب العمالي والشعبي الذي كانت تحظره الحكومة الفيدرالية عام 1940، يحظى بشعبية متزايدة، ويتزايد عدد أعضائه منذ عام 2019. لكن هذه الشعبية ربما تكون مدفوعة بالاستياء من الرأسمالية أكثر من ارتباطها بتبني الماركسية. ويقول ريتشارد وولف، الأستاذ الزائر في المدرسة الجديدة في نيويورك وأحد الاقتصاديين الماركسيين القلائل في الأوساط الأكاديمية الأميركية، بحسب صحيفة “كريستيان ساينس مونيتور”، “كان ماركس أول ناقد عظيم للرأسمالية… وليس هناك ما يضمن وجود الماركسية ومستقبلها بشكل مؤكد أكثر من وجود الرأسمالية التي يمكن القول إنها الظل النقدي لها”. ويقول جوناثان سبيربر، المؤرخ في جامعة ميزوري ومؤلف سيرة ذاتية بعنوان “كارل ماركس: حياة في القرن التاسع عشر”، إنه في كثير من الأحيان، عندما يتحدث الناس عن ماركس اليوم، كل ما يفعلونه هو الإدلاء بعبارات وأمور مثل “أزمة ” و”عولمة” و”عدم مساواة “، مضيفاً “هم حرفياً مثل الشعارات والكلمات”. الرأسمالية الرحيمة وتعتقد ويندي براون، المنظرة السياسية في جامعة كاليفورنيا، إن ماركس لا يزال يحظى بأهمية في وقتنا الحاضر، لكن هناك حدوداً لسياق القرن التاسع عشر الذي نشأت فيه هذه الأفكار، إذ إنه لم يتوقع قط الدور المركزي الذي ستلعبه المؤسسات المالية في الاقتصادات الصناعية. مات ماركس عام بعمق”. لكن هذا لا يعني في الوقت نفسه انتهاء أفكاره، فعلى الرغم من فشل الأنظمة الماركسية، فإن أفكاره انتشرت وشكلت ثقافة كثير من الشعوب في القرن الماضي، على الرغم من أن العديد من المراقبين الذين يرون أن رؤية ماركس لقدرة الشيوعية على تلبية رغبات الجميع، “من كل حسب قدرته، ولكل حسب حاجته”. ويؤكد أستاذ التاريخ الأميركي، أن الشيوعية القديمة ربما تكون قد ماتت، لكن الشعور بالظلم الذي حركها ما زال حياً للغاية. ويخلط البعض بين الاشتراكية، التي تقوم على سيطرة الحكومة أو ملكيتها للأعمال التجارية، والنماذج التي تعمل بها دول الرفاهية الاسكندنافية التي تقدم فيها الحكومة برامج شبكات الأمان الاجتماعي. ويطلق جيفري دورفمان، أستاذ الاقتصاد لدى جامعة جورجيا، في مقال في موقع “فوربس”، مصطلح “الرأسمالية الرحيمة” على دول الرفاه. ويقول إنه في حين يروج اليسار الراديكالي داخل الولايات المتحدة لنماذج دول الرفاه
