كلما توترت الأمور على المستوى الداخلي في “إسرائيل”، كاستدعاء الحديث عن حتمية تاريخية بنهاية “إسرائيل” حينما ضربت الحرائق مساحاتٍ واسعة من الأراضي المحتلة عام 2016، حيث لا يمكن التعويل عليها في أكثر من جس نبض الشارع العربي الحقيقي – الذي لا يمثل الرواية الرسمية – على مواقع التواصل الاجتماعي تجاه “إسرائيل”. وبالمثل، بعيدًا أيضًا عن استغلال “إسرائيل” حادث الاحتجاجات الإثيوبية لترويج مقولتها الأثيرة عن أن دولة “إسرائيل” واحة الديمقراطية الوحيدة في صحراء الاستبداد العربي، التي يكذبها، كما سنرى، جذور هذه الاحتجاجات وأسبابها، ودعم “إسرائيل” الرسمي لأنظمة الاستبداد العربي على كل المستويات، بعيدًا عن هذا وذاك، فلنر المشهد بموضوعية. ما الذي حدث تحديدًا؟ يوم الأحد مطلع الأسبوع الماضي، الـ30 من يونيو/حزيران 2019، تواترت الأنباء عن مقتل مراهق يهودي من أصول إثيوبية بطلق ناري داخل ملعب رياضي، في ضاحية كريات حاييم بمدينة حيفا الساحلية، شمال “إسرائيل”، فكانت روايتان: الرواية الأولى، رواية أهلية، اتهمت ضابط شرطة إسرائيلي بالتدخل في شجار عادي بين مجموعة من المراهقين، حتى تطور الأمر إلى تهديد الضابط أحد المراهقين من ذوي الأصول الإثيوبية، ويدعى سولون تيكا (18 عامًا) بالسلاح ثم قتله، وهي الرواية التي تبنتها أسرة الشاب الإثيوبي التي قالت إن الضابط الإسرائيلي قتل ابنهم رميًا بالرصاص، بدم بارد، متعمدًا، دون أي مبرر. – خرج يهود الفلاشا أو “بيتا إسرائيل” إلى الشارع كثيرًا إلا أنها في كل مرة لم تصل إلى محاولة استهداف رجال الشرطة بالقتل أو بالإصابة على الأقل في المقابل، نفت الرواية الرسمية الصادرة عن الشرطة الإسرائيلية هذه المزاعم، وقالت مبدئيًا إن هذا الضابط لم يكن بوقت العمل في أثناء الحادث، وأنه تعرض لـ”خطر قاتل”، حينما كان بصحبة زوجته وأطفاله في الملعب، اضطره إلى استخدام سلاحه نحو الأرض، فارتدت الرصاصة نحو صدر الشاب الإثيوبي، ومن ثم، وجه جهاز التحقيق بالشرطة للضابط تهمة “القتل غير المتعمد” وأفرج عنه بعد يومين من التحقيق، مع قرار باحتجازه 15 يومًا تحت الإقامة الجبرية داخل منزله. ردة الفعل لم ترق هذه الرواية لمن رأوا الحادث عيانًا وقالوا إن الضابط الإسرائيلي قتل المراهق دون أي سبب حقيقي، فحرضوا المجتمع المحلي الإثيوبي الذي استدعى بدوره حوادث أخرى مشابهة، كان الجاني فيها رجلاً من رجال الشرطة البيض والمجني عليه إثيوبي الأصل من ذوي البشرة السوداء، فأشعل الحادث شرارة احتجاجات واسعة، استخدم خلالها الشباب من ذوي الأصول الإثيوبية الحجارة وأشعلوا إطارات السيارات والألعاب النارية في موجة عنف ضد ما سموه “العنصرية البيضاء” والتحايل لإبراء رجال الشرطة. – شهدت الاحتجاجات ما يمكن تسميته في علم الاجتماع المعاصر بـ”العنف الرمزي” تجاه الثوابت التاريخية المؤسسة لدولة “إسرائيل” ووجود اليهود الإثيوبيين أنفسهم داخل هذه البقعة ولكن هذه المرة كانت مختلفة عن كل المرات السابقة، فقد خرج يهود الفلاشا أو “بيتا إسرائيل” إلى الشارع كثيرًا إلا أنها في كل مرة لم تصل إلى محاولة استهداف رجال الشرطة بالقتل أو بالإصابة على الأقل، ومحاولة اقتحام أقسام الشرطة أو إحراقها بالزجاجات الحارقة، مستغلين تعليمات عليا لرجال الشرطة بعدم استخدام القوة المفرطة التي قد تؤدي إلى الإصابات الخطيرة وإشعال الأوضاع، بحسب تصريحات جلعاد أردان وزير الأمن الداخلي الإسرائيلي، وقد سجلت كاميرات المراقبة الميدانية قيام العناصر الإثيوبية بقلب إحدى السيارات وبداخلها أفراد من جهاز الشرطة، واستعراض أحد المتظاهرين حيازته قنبلة يدوية، وسجلت المظاهرات التي شهدت إحراق سترات شرطية رسمية إصابة111 عنصرًا من رجال الشرطة. كما شهدت الاحتجاجات ما يمكن تسميته في علم الاجتماع المعاصر بـ”العنف الرمزي” تجاه الثوابت التاريخية المؤسسة لدولة “إسرائيل” ووجود اليهود الإثيوبيين أنفسهم داخل هذه البقعة، حيث هتف المحتجون ضد الدولة: “دولة بوليسية”، ولأول مرة خلافًا للمعتاد في مظاهرات الإثيوبيين من الهتاف ضد العرب، أظهر الإثيوبيون تعاطفًا مع القضية الفلسطينية واستنكارًا للعنصرية الإسرائيلية الرسمية ضد العرب. – “ينبغي للإثيوبيين أن يشكروا دولة “إسرائيل” على استقبالهم مبدئيًا” / صوفا لاندفار وزيرة الاستيعاب في الحكومة الإسرائيلية عام 2012 وقد عكست هذه الموجة – التي تأتي في وقت استثنائي، تفتقد فيه “إسرائيل” وجود حكومة أو كنيست منتخب، بعد قرار حل الكنيست والدعوة لانتخابات برلمانية جديدة مايو/آيار الماضي – غياب ما يسمى في العلوم الأمنية “العمق الإستراتيجي” للدولة، فأقل حدث قد يشل عمل الدولة تمامًا، وقد قام المتظاهرون الذين استمروا في احتجاجاتهم ستة أيام متواصلة، بقطع طرق رئيسة، كطريق “آيالون” المركزي في تل أبيب، وطريق “الشاطئ” الرابط بين تل أبيب في الوسط وحيفا شمالاً عند نتانيا، ومفترق “كريات أتا” في خليج حيفا، وهي الرسالة التي أكدها رئيس الوزراء الإسرائيلي بنيامين نتنياهو في كلمته التليفزيونية المصورة تعليقًا على الأحداث، بأن الدولة لن تسمح بقطع الطرق الرئيسة في البلاد، وقد قدرت مؤسسة “نتيفي إسرائيل” التكلفة المبدئية لأضرار هذه الموجة من الاحتجاجات بنحو مليون شيكل إسرائيلي. جذور الأزمة.. إلا الإثيوبيين اعتمدت “إسرائيل” تاريخيًا على استقطاب المهاجرين اليهود من القوميات المختلفة لتأسيس واقعٍ مادي على الأرض، استنادًا إلى مقولة “العودة إلى أرض الميعاد” التي سكنها الأجداد التاريخيون منذ آلاف السنين، ولموازنة الوجود الديموغرافي العربي الذي كانت الكفة لصالحه بعد حروب عام 1948، غير أن صعوبة استقطاب اليهود الغربيين، من أوروبا وأمريكا، ممن تمتعوا بميزات نوعية استرضائية بالاقتصادات المحلية من جهة وفي مجال الحريات الدينية في نظام ما بعد الحرب العالمية الثانية من جهة أخرى، أدت إلى التركيز على استيعاب يهود الشرق الذين لم يتمتعوا بمثل هذه الميزات في بلدانهم الأصلية وكانوا فيها مجرد أقلية معرضة للاضطهاد دائمًا، مع الحفاظ – في المقابل – على علاقات دعم مالي وسياسي ودبلوماسي مع يهود الغرب. – لم تتغير هذه النظرة إلى يهود الفلاشا من ذوي الأصول الإثيوبية إلا في فترة حكومة كل من مناحم بيجن وإسحاق رابين، حيث كانت الحاجة أكثر إلحاحًا لاستقدام مهاجرين يهود لموازنة الكثافة السكانية الفلسطينية ومع ذلك، فإن هذه القاعدة لم تسر على اليهود الإثيوبيين من الشرق، فبحسب ما أرخه يولي دلشتاين نائب وزير الاستيعاب ومبعوث الحكومة الإسرائيلية إلى الأراضي الإثيوبية بعد حرب 1948 وأحد داعمي فكرة استقدام يهود الفلاشا إلى أرض “إسرائيل” فإن الحكومات الإسرائيلية المتعاقبة، ديفيد بن غوريون وموشيه شاريت وليفي أشكول وغولدا مائير، رفضت جميعها شمول اليهود الإثيوبيين بقانون العودة، لأسباب تتعلق بالتشكك في يهوديتهم في بلد أغلب سكانه يرتبط بالديانة المسيحية ويعتنقها إلى جانب أن من يهودهم المتدينين يحملون متعقدات تخالف اليهودية الأصولية كإمكان الزواج من مسيحية، وتشككهم، من جهة أخرى، في حملهم أمراضًا وراثية قد تؤثر سلبًا في الأجيال الجديدة في أرض الميعاد، وضعف مهاراتهم التقنية والحرفية التي قد تجعلهم عبئًا على النظام الاقتصادي والاجتماعي المحلي. ولم تتغير هذه النظرة إلى يهود الفلاشا من ذوي الأصول الإثيوبية إلا في فترة حكومة كل من مناحم بيجن وإسحاق رابين، حيث كانت الحاجة أكثر إلحاحًا لاستقدام مهاجرين يهود لموازنة الكثافة السكانية الفلسطينية وبناء مستوطنات في الأراضي الجديدة التي استولت عليها الدولة، بالتوازي مع بدء عملية واسعة من استقدام اليهود المشارقة إلى “إسرائيل” بعد سقوط نظام حكم الشاة الداعم لـ”إسرائيل” وحلول نظام الثورة الإيرانية الذي جاهر بالعداء للأقليات الدينية عامة و”إسرائيل” خاصة، وسقوط الاتحاد السوفيتي لاحقًا. وكان حاخام الطائفة السفاردية (الروسية المشرقية)، عوفاديا يوسف، قد عبد الطريق الديني لاستقدام الإثيوبيين لـ”إسرائيل” في وقت سابق عام 1973 عبر قرار يعتبر الفلاشا يهودًا مثلهم، خلافًا للحاخام الأشكنازي شلومو غورين الذي كان رافضًا لذلك. استقدام غير إسرائيلي ويظهر في تتبع رحلة استقدام يهود الفلاشا إلى “إسرائيل” إسنادهم (الإسرائيليون) أمر التخطيط والتنفيذ والتمويل إلى عناصر خارجية تنتمي إلى أوروبا والولايات المتحدة الأمريكية غالبًا، فقد مول أعمال التبشير التي قامت بها الوكالة اليهودية في الأراضي الإثيوبية، رجال أعمال أمريكيون وكنديون، دعمًا للرواية الإسرائيلية عن طوباوية أرض الميعاد وخطورة مواطنهم المحلية. كما استعانت “إسرائيل” بشركات النقل الجوي الأمريكية لنقل يهود الفلاشا، سرًا، عبر زجهم في المخازن الداخلية للطائرات وسط البضائع خلال عامي 1981-1982 فنجحت في نقل 1140 إثيوبي على دفعتين، ولكن الأمر لم ينجح في المرة الثالثة بعد اكتشاف موظفي الأمن في مطار أديس أبابا هذه الحيلة، فقررت “إسرائيل” التوقف عن تهريب الفلاشا عبر الأراضي الإثيوبية، والبحث عن وسائل أكثر سرية وأمنًا. – في منتصف 1985، أخبرت الولايات المتحدة الأمريكية الرئاسة السودانية أنها من ستقوم بالتنسيق والتخطيط معها مباشرة لنقل الفلاشا من شرق السودان إلى “إسرائيل” بعيدًا عن الإشراف الإسرائيلي وفي عام 1984 نجحت “إسرائيل” عبر الولايات المتحدة في التواصل مع رجل الأعمال المقيم في كينيا، عدنان خاشقجي، ورجل أعمال يهودي بلجيكي الجنسية يدعى جولتمان، ليمول الأول عمولة مادية كبيرة قدرها 56 مليون دولار للرئيس السوداني جعفر النميري الذي سيقيم معسكري إيواء للاجئين الإثيوبيين على الحدود الإثيوبية السودانية شرق السودان، في منطقتي “القضارف”، و”تبواوا”، سيحويا – في حقيقة الأمر – المئات من يهود الفلاشا الإثيوبيين الذين عبروا الحدود إلى السودان عمدًا بالتنسيق مع نشطاء الوكالة اليهودية، ويوفر الثاني، جولتمان، طائرات مدنية عملاقة، ستهبط إلى السودان حاملة شعار “ترانس يوروبيان إير لاينز” لتنقل الفلاشا إلى بروكسل بغرض التمويه ثم تحط بهم في محطتهم النهائية بـ”إسرائيل”، واستطاعت العملية التي سميت “عملية موسى” نقل نحو 10 آلاف يهودي في 28 رحلة جوية، حتى نوفمبر/تشرين 1984 عندما حدث تسرب غاز في واحدة من غرف البضائع التي كانت تحوي الإثيوبيين وانكشف الأمر. وفي منتصف 1985، أخبرت الولايات المتحدة الأمريكية الرئاسة السودانية أنها من ستقوم بالتنسيق والتخطيط معها مباشرة لنقل الفلاشا من شرق السودان إلى “إسرائيل” بعيدًا عن الإشراف الإسرائيلي، فكانت الطائرات العسكرية الأمريكية تقلع من إحدى القواعد الأمريكية في أوروبا، لتحمل الإثيوبيين من مطار “العزازا” العسكري شرق السودان، الذي أشرف الأمريكيون أنفسهم على إعادة تأهيله، ثم تحط بهم أخيرًا في قاعدة عسكرية إسرائيلية بالنقب الجنوبي؛ ومع ذلك، فإن استسهال الولايات المتحدة الوصول إلى “إسرائيل” مباشرة وعدم الطيران إلى دولة أخرى “ترانزيت” كما كان متفقًا عليه مع الجانب السوداني، أدى إلى افتضاح الأمر، ولم تنجح عملية “سبأ” في تسيير أكثر من ست رحلات جوية. – بحسب رئيس قسم العمليات في المنظمة الصهيونية العالمية، درور مورغ، فإن استقبال يهود الفلاشا بعد وصولهم إلى “إسرائيل” لم يرق إلى الحد الأدنى من طموحاتهم بعد أن راود النشطاء اليهود أحلامهم عن العدالة ورغد العيش في “أرض الميعاد” لم تيأس “إسرائيل” أو الولايات المتحدة إذا جاز التعبير، تجاه ملف نقل يهود إثيوبيا إلى “إسرائيل”، فكانت تستخدم ورقة الأسلحة الأمريكية المتطورة التي تحتاجها إثيوبيا لقمع المتمردين وتأمين الجبهة الخارجية لدفع هيلا ميريام مانغيستو، رئيس أثيوبيا، لقبول إقامة جسر جوي كبير ينقل خلاله يهود الفلاشا إلى تل أبيب، وكانت “إسرائيل” تقوم في هذه اللعبة بدور الوساطة بين الطرف الأمريكي الرافض لبيع السلاح الأمريكي والطرف الإثيوبي القابل للابتزاز، تمامًا كما فعلت مع إيران عام 1987عندما رفضت الولايات المتحدة الأمريكية تزويدها بقطع غيار طائرات “فانتوم” أمريكية الصنع خلال حربها مع العراق. فعرضت “إسرائيل” القيام بذلك بدلاً من الولايات المتحدة مقابل إقامة جسر جوي ينقل 30 ألف من يهود إيران إلى “إسرائيل”، وبالفعل خضع الرئيس الإثيوبي بدوره ووافق على نقل الفلاشا مقابل الحصول على السلاح اللازم لقمع حركة التمرد في غرب إثيوبيا وجنوبها، ونقلت تل أبيب 16 ألف إثيوبي إلى “أرض الميعاد” مكدسين داخل 40 من طائرات النقل العسكري العملاقة أمريكية الصنع C-130 Hercolues، في عملية أطلق عليها إعلاميًا وأمنيًا اسم “جسر سليمان”. يهود ولكن “إنهم يريدون عزلنا في الداخل، لا أحد يسمع ولا أحد يعرف حقيقة الأمر، الناس معزولون عن الحقيقة أيضًا، لذا ينبغي ألا تتوقف هذه الاحتجاجات في الشارع أو في الإنترنت” – متظاهر أثيوبي خلال الاحتجاجات. – في وقت لاحق، تم توزيعهم جغرافيًا في “إسرائيل” داخل ما يشبه “كانتونات” متباعدة شبه منعزلة، حيث يتركز وجودهم وفق أحدث مسح جغرافي عام 2012، في صفد بالجليل الأعلى داخل الخط الأخضر شمالًا بحسب رئيس قسم العمليات في المنظمة الصهيونية العالمية، درور مورغ، فإن استقبال يهود الفلاشا بعد وصولهم إلى “إسرائيل” لم يرق إلى الحد الأدنى من طموحاتهم بعد أن راود النشطاء اليهود أحلامهم عن العدالة ورغد العيش في “أرض الميعاد”، فقد طلب منهم الشروع في عملية تحويل إلى الديانة اليهودية فور وصولهم، مع أن استقدامهم كما هو مفترض كان على أساس الاعتراف المتأخر يهوديتهم، وهو ما أشعرهم بالتمييز في المعاملة وتوجس المجتمع الأصلي، مجتمع اليهود البيض، منهم، كما أنه قد جرى التعامل معهم قانونيًا كـ”عمال مهاجرين أجانب” وليسوا مواطنين عاديين. وفي وقت لاحق، تم توزيعهم جغرافيًا في “إسرائيل” داخل ما يشبه “كانتونات” متباعدة شبه منعزلة، حيث يتركز وجودهم وفق أحدث مسح جغرافي عام 2012، في صفد بالجليل الأعلى داخل الخط الأخضر شمالاً، وبمستوطنة “كريات أربع” بالضفة الغربية على مقربة من الخليل أكبر تجمعاتهم السكنية، وفي الوسط بالقدس داخل مستوطنات راموت وبيت مئير وتلة زئيف، وجنوبًا في عسقلان حيث قطن القادمون ضمن عملية “سبأ” عام 1985. وعلى الرغم من تردي الأوضاع الاجتماعية داخل مجتمعاتهم المحلية بعد وصول نسبة البطالة في صفوفهم عام 2000 إلى 65%، وحديث الإحصاءات غير الرسمية عن بلوغ نسب الأمية معدلات قياسية وصلت 90% ومعدلات انحراف أخلاقي بين النشء وصلت إلى ¾ أضعاف نظرائهم البيض، فإن المجتمع “الإسرائيلي” والحكومة تفرض قيودًا عليهم في الاندماج داخل المجتمع المحلي الأكبر وفي الالتحاق بالمدارس المختلطة عرقيًا، وقد سطا وزير المواصلات اليميني الجديد، بتسلائيل سموتريتش، مؤخرًا على مستحقات مالية تقدر بـ13.5 مليون دولار ذاهبة لدعم إدماج يهود الفلاشا في العملية التعليمية، بحجة صرفها في مرافق حكومية محاذية لقطاع غزة. – بحسب صحيفة معاريف “الإسرائيلية” فإن الجيل الجديد المولود في “إسرائيل” من يهود الفلاشا والبالغ عدده نحو عشرين ألف من أصل نحو 150 ألف يهودي إثيوبي شهد 11 حادثة قتل، قام بها أفراد من الشرطة ضد عناصر من مجتمعهم وإثر رفض قانون التبرع بالدم في “إسرائيل” استلام بنوك الدم عينات من اليهود السود، اندلعت احتجاجات كبيرة عامي 1995 و2006 خاصة بعد إلقاء كميات دم كبيرة تبرع بها مجتمع الفلاشا – وعلى رأسهم ممثلتهم في الكنيست – داخل القمامة، وفي عام 2012 اقتحم ما يقرب من3 آلاف يهودي إثيوبي مبنى الكنيست الإسرائيلي في تل أبيب احتجاجًا على رفض المجتمع المحلي تأجير العقارات لهم جنوب “إسرائيل”. وفي دراسة أجريت عام 2012 عن عدالة نظام الأجور داخل “إسرائيل” تبين أن من ينجح منهم في العمل والتكيف خارج بيئته الاجتماعية، فإنه يحصل على أجر أقل بنسبة 40% في المتوسط، مقارنة بأجر العامل الأبيض الذي يؤدي نفس العمل. وبحسب صحيفة معاريف الإسرائيلية فإن الجيل الجديد المولود في “إسرائيل” من يهود الفلاشا والبالغ عدده نحو عشرين ألف من أصل نحو 150 ألف يهودي إثيوبي شهد 11 حادثة قتل قام بها أفراد من الشرطة ضد عناصر من مجتمعهم، منهم ثلاث حوادث في آخر عامين، وحادثة في آخر ستة أشهر، حيث شهدت البلاد موجة تظاهرات واسعة يناير/كانون الماضي اعتراضًا على قيام أحد الضباط بمقتل عنصر من عناصرهم، ولا يتسنى لقيادات مجتمعاتهم المحلية التعبير عن معاناتهم، إذ لا تتساوى قياداتهم الدينية مع باقي القيادات الدينية في الحصول على لقب “حاخام”، ولم يستطع حزبهم السياسي “أتيد إحاد” الحصول على نسبة الحسم في الانتخابات البرلمانية الأخيرة، أبريل/نيسان الماضي. وقد أصيب مجتمع الفلاشا بإحباط شديد بعد عزوف نتنياهو عن الإشارة إلى نيته القيام بإصلاحات هيكلية على طريق المساواة داخل المجتمع الإسرائيلي واقتصار ردة فعله على الإسراع باستقدام المزيد منهم من الأراضي الإثيوبية ومطالبته إياهم بالاندماج داخل المجتمع، وتركيز الجهود في التأثير على والدة الشاب المقتول لمطالبة المحتجين بوقف احتجاجاتهم، وهو ما حدث بالفعل. مجتمع هش ”إسرائيل منزل محمي بجدران قوية من الخارج، يأكله النمل الأبيض من الداخل، وإن حالة الفساد فيها وتفتت الناس هي مصدر قلق كبير بالنسبة إلي على المستوى الوطني” – عاموس جلعاد، رئيس مؤتمر هرتسيليا للأمن ورئيس الهيئة السياسية والأمنية في وزارة الحرب سابقًا. – تشير أحدث الدراسات الميدانية إلى انقسام المجتمع الإسرائيلي في الموقف من الدين وهوية الدولة إلى 57% علماني، و30% متدين، و8% ملحد، و5% لا أدري في مقالة له بعنوان “بيت العنكبوت” تعليقًا على أحداث الفلاشا، قال الدكتور وليد عبد الحي رائد الدراسات المستقبلية في العالم العربي ومدير مركز “استشراف” للأبحاث، إن خلاصة دراسات وحدة متابعة الشأن المحلي الإسرائيلي التابعة للمركز تشير إلى أن تناقض المجتمع “الإسرائيلي” وتمييزه داخليًا ليس مقتصرًا على يهود الفلاشا وحدهم، فالمجتمع المحلي كله بشكل عام مقسم إلى طبقات عرقية واجتماعية شديدة التفاوت، وبعض الهويات تتعرض لتمييز ثقافي واقتصادي في نفس الوقت. ويمكن عزو الخلفيات القومية العرقية الحاليّة للمجتمع الإسرائيلي إلى طائفتين: طائفة “الصابرا” وهم اليهود الذين ولدوا في أرض فلسطين “إسرائيل” ولهم أصول خارجية وتقدر نسبتهم بـ68% من المجتمع، وطائفة “المهاجرين” القادمين من الشرق والغرب على السواء، وتقدر نسبتهم بـ32%، 22% منهم من أوروبا وأمريكا وروسيا (أشكيناز وسفارديم)، و10% من آسيا وإفريقيا (إيران والمغرب وإثيوبيا) وتكون الأفضلية في التعامل بين المهاجرين داخل المجتمع على أساس الاقتراب من لون
