AFP / قبل ثمانية أيام من الجولة الأولى من الانتخابات الرئاسية، تنظم تونس ابتداء من يوم السبت ولثلاث أمسيات مناظرات كبرى بين المرشحين الستة والعشرين، في مبادرة ديموقراطية لا مثيل لها في العالم العربي.
العملية التي قدمها مروجوها بصفتها “الحدث” الأبرز خلال الحملة الانتخابية و”نقطة تحول” في الحياة السياسية في تونس التي انطلق منها حراك الربيع العربي، تعمل منذ أسابيع على تعبئة وسائل الإعلام السمعية البصرية العامة والخاصة، فضلاً عن منظمة غير حكومية متخصصة في الحوار السياسي.
قُسم المرشحون للتناظر على ثلاث أمسيات — تسعة السبت وتسعة الأحد وثمانية الاثنين — لمدة ساعتين ونصف الساعة لكل مناظرة تحت عنوان “الطريق إلى قرطاج. تونس تختار”، وسيبث البرنامج على إحدى عشرة قناة تلفزيونية بما في ذلك قناتان عامتان وعشرون إذاعة.
بلهجة مازحة، يقول بلعباس بن كريدة مؤسس مبادرة “مناظرة”، الشريك غير الحكومي للعملية عن هذه المناظرات: “لا مجال للإفلات منها”.
ويشارك في مناظرة السبت، عدد من أبرز المرشحين من أصحاب “الوزن الثقيل” ومن بينهم المرشح الإسلامي عبد الفتاح مورو وأول رئيس تونسي ما بعد الثورة منصف المرزوقي ورئيس الوزراء السابق مهدي جمعة والناشطة المعارضة للإسلاميين عبير موسي، وحتى … كرسي فارغ لرجل الأعمال المثير للجدل نبيل القروي، المرشح الذي أودع السجن بتهم غسل الأموال.
ودرس المنظمون إتاحة مشاركته في النقاش عبر الهاتف من زنزانته، لكن القرار متروك للقضاء.
15 دقيقة للإقناع
تنظم المناظرات في مقر قناة “الوطنية” التونسية العامة، ويجلس خلالها المرشحون على شكل دائرة نصفية على مقاعد اختيرت على أساس القرعة وفي الوسط صحافيان يديران الحوار.
يطرح الصحافيان الأسئلة — التي لم يُحدد عددها — وأعدها صحافيون واختيرت بالقرعة مساء يوم الجمعة كما اختير المرشحون الذين سيُطلب منهم الرد عليها.
وسيعطى لكل متحدث 90 ثانية للإجابة ويمكن السماح له بالحديث مرة ثانية أو مقاطعته. وفي نهاية البرنامج، سيكون أمام كل مرشح 99 ثانية لتوضيح الخطوط العريضة لبرنامجه. وسيكون في الإجمال لدى كل مرشح 15 دقيقة للحديث خلال البرنامج.
وقال الأسعد خضر رئيس نقابة قنوات التلفزيون الخاصة “سنكون صارمين للغاية في تحديد الوقت. هذه هي قاعدة اللعبة. أنتم أمام الشعب ولديكم جميعا الوقت نفسه لإقناعه”، متوقعاً “مناقشات غنية جداً وحامية جداً”.
منافسة مفتوحة
علاوة على الجوانب التنظيمية والفنية، يصر جميع المنظمين على الطبيعة غير المسبوقة لهذه العملية.
ويقول خضر “في العالم العربي في أغلب الأحيان عندما نتحدث عن المنافسة، نعرف من سيفوز في النهاية بنسبة 99,99٪ من الأصوات. أما اليوم فنحن لا نعرف من سيفوز”. في الواقع، يصعب التكهن بنتائج الانتخابات الرئاسية التونسية، مع هذا العدد الكبير من المرشحين والبرامج والقضايا التي يصعب حصرها في بعض الأحيان.
ويقول العديد من التونسيين إنهم ينتظرون المناظرة الكبرى لتحديد موقفهم.
ويقول الإعلامي زياد كريشان “التونسيون لم يحسموا رأيهم. الأرجح أن يكون للمناظرات الثلاث دور في التأثير على قرارهم بشأن بعض الأمور، وقد يغير بضعة آلاف توجه البلاد بصورة جذرية”.
وتقول منية ذويب عضو اللجنة المنظمة، “هذا غير مسبوق! بصفتي صحافية تونسية، أنا فخورة بهذا ومتلهفة للأمر”.
ويضيف بلعباس بن كريدة “لم تجد ثقافة النقاش بعد مكاناً لها في العالم العربي”. ومع تأكيده على أن العرض سيعاد بثه على قنوات عراقية وجزائرية وليبية، يأمل “أن تكون الخطوة الأولى بمثابة مصدر إلهام” للآخرين.
في عام 2012، بعد 15 شهرًا من الإطاحة بالرئيس حسني مبارك من قبل حركة احتجاج استلهمت الثورة التونسية، نظمت مناظرة تلفزيونية، وصفت حينها بأنها “تاريخية” بين مرشحين اثنين من بين 13 مرشحا للرئاسة.
