النهاية بين واشنطن وحركة “طالبان”. والآن، أعلن تنظيم “داعش في خراسان” مسؤوليته عن التفجير الإرهابي الذي وقع خارج مطار حامد كرزاي في كابول، وأودى بحياة 60 شخصاً، من بينهم أطفال، وجاء ليفاقم حالة الفوضى واليأس في أفغانستان عشية الانسحاب النهائي للقوات الدولية من البلاد بعد 20 عاماً تقريباً من المحاولات الفاشلة لإرساء الاستقرار وبناء الدولة. وبرأي فيراج سولانكي، الباحث من جنوب آسيا في المعهد الدولي للدراسات الاستراتيجية في لندن “على الرغم من تصريح الناطق باسم طالبان بأن الحرب انتهت، فالمؤشر الأبرز [فيما جرى] يشير إلى أن الإرهاب ما زال موجوداً بقوة في أفغانستان وسوف يستمر هذا الحال في ظل حكم طالبان. سوف تظل أرواح المدنيين الأفغان بخطر”. ويُعتقد أن فرع “داعش” في جنوب آسيا، الذي أُعلن عن إنشائه في عام 2015 وأضيفت “ولاية خراسان” إلى اسمه الرسمي، مسؤول عن بعض أفظع الهجمات في أفغانستان، ومنها تفجيرات المساجد والمؤسسات الشيعية التي عمقت الارتياب الطائفي في البلاد. كما شن هجمات داخل باكستان، إذ استهدف القوات الحكومية بالإضافة إلى أعضاء من الأقلية الصوفية في البلاد. وكانت الجماعات المرتبطة بـ”داعش” مسؤولة عن أسوأ هجوم إرهابي وقع في تاريخ سريلانكا، حين نفذ ثمانية انتحاريين سلسلة من الهجمات المنسقة أوقعت أكثر من 250 قتيلاً في أبريل (نيسان) 2019. وصف الخبراء فرع تنظيم “داعش في خراسان” بأنه غطاء عام يضم أكثر من عشرة فصائل مقاتلة في الأقل تتعاون وتنسق عملها أحياناً عبر الحدود. وجاء في تقرير وضعته أميرة جدون في عام 2018 لصالح مركز مكافحة الإرهاب التابع للأكاديمية العسكرية الأميركية في ويست بوينت ما يلي “تشير عدة أوجه شبه وتميز في طبيعة هجمات تنظيم داعش في خراسان وتوقيتها داخل البلدين إلى تنسيق عالي المستوى لنشاط التنظيم على طول منطقة أفغانستان/ باكستان”. يضم التنظيم بين ألفين وخمسة آلاف مقاتل، أتى نصفهم من خارج منطقة جنوب آسيا، وقد جذبهم العنف المتطرف إلى المنطقة. أما زعيمه، فهو القائد السابق في حركة “طالبان” شهاب المهاجر، العضو السابق في شبكة “حقاني” المرتبطة بـ”القاعدة” في حركة “طالبان”، وهي، للمفارقة الساخرة، تتحمل جزئياً مسؤولية فرض الأمن في كابول في الوقت الراهن. تَشكَّل تنظيم “داعش” الأساسي كأحد فروع “القاعدة” الذي تغلّب في النهاية على سلفه في العراق وسوريا، فأعلن عن تأسيس “خلافة” بسطت سلطتها على أجزاء كبيرة من أراضي بلاد الشام. لكن التنظيم وضع جنوب آسيا نصب عينيه منذ فترة طويلة، وهي منطقة تضم نسبة مسلمين أكبر من [عديدهم في] الشرق الأوسط وشمال أفريقيا مجتمعتين. وقد حدد أبو بكر البغدادي، الراحل الذي أسس دولة الخلافة، أفغانستان وباكستان والهند باعتبارها أهدافاً لطموحات التنظيم. وألهمت كلماته كما الانتصارات الأولى التي أحرزها تنظيمه، تشكيل حركات أشبه بفروع للتنظيم في كل أنحاء العالم، أحدها فرع جنوب آسيا، الذي برهن عن فعاليته الهائلة على الرغم من الخسائر التي تكبدتها القيادة المركزية لتنظيم “داعش” في العراق وسوريا. وأوضح كولين كلارك، مدير السياسة والأبحاث في مجموعة صوفان للاستشارات الأمنية، التي تتخذ من واشنطن مقراً لها، “تمتد فروع هذا التنظيم من شمال أفريقيا حتى جنوب شرق آسيا، لكن فرع أفغانستان هو أقواها”. ومنذ تأسيسه، يعزز فرع “داعش” في جنوب “طالبان”. لكن الهجمات توقفت فجأة منذ عشرة أو 11 يوماً، كما قال كلارك الذي أعرب عن قلقه من أن التنظيم يخطط لشيء كبير. وقال “يتطلب النجاح في تنفيذ هجوم معقد كهذا وقتاً وتخطيطاً وتدريباً. لم يكن هذا
