اندبندنت عربية \ شذى العاملي صحافية عراقية @ShadhaAlamili في حدث تاريخي من نوعه، شهد العراق، الأحد 10 أكتوبر (تشرين الأول)، انتخابات قل مثيلها، إذ بلغ عدد مراكز الاقتراع في التصويت العام 8273 مركزاً، بواقع أكثر من 55 ألف محطة، شارك فيها 1877 مراقباً، فيما بلغ عدد الإعلاميين الدوليين الذين شاركوا في تغطية الاقتراع العام 510، وقامت بمراقبة سيرها لجان أجنبية عدد المشاركين فيها زاد على عدد المشاركين في الانتخابات التي جرت عام 2018 بخمسة أضعاف، بالإضافة إلى وحدة مراقبة الاتحاد الأوروبي. تمت الدعوة لهذه الانتخابات التي كانت مقررة عام 2022، تحت ضغط الحركة الاحتجاجية الشعبية التي تحولت إلى احتجاجات متصاعدة اجتاحت بغداد ومحافظات عديدة خريف 2019. وكان الهدف من إجرائها مبكراً امتصاص غضب الشارع واحتواء النقمة ضد الفساد وتراجع الخدمات العامة والتدهور الاقتصادي. عدد مقاعد الدائرة اختلفت أعداد مرشحي الأحزاب في هذه الانتخابات ارتباطاً بعدد مقاعد الدائرة الانتخابية وفقاً لقانون الانتخابات الجديد، بعد أن كان يحق لها سابقاً تقديم مرشحين ضعف عدد المقاعد، ومن هنا كان الفرق في عدد المرشحين وبينهم النساء. وبحسب هذا القانون باتت الدوائر الانتخابية مغلقة، بعد أن كانت لكل محافظة عراقية دائرة انتخابية واحدة يجري احتساب الأصوات فيها على قاعدة التمثيل النسبي، بينما أصبح الترشيح فردياً في دوائر مصغرة على أن يكون عدد المرشحين محدداً بعدد السكان في كل دائرة، مما أفسح المجال للترشيح الفردي وللمرشحين المستقلين الذين لم يعودوا مجبرين على الترشح ضمن قوائم وكتل. إجراءات لصالح المستقلين ومن المتعارف عليه أن تحتسب نسبة المشاركة في الانتخابات وفق مجموع العراقيين الذين يحق لهم المشاركة في التصويت، وليس وفق عدد المساهمين فيها ممن حدَّثوا بياناتهم وتسلموا بطاقاتهم الانتخابية. وهذا لا يخضع إلى قانون أو دستور، إذاً ما هو مصدر المادة الدستورية التي خضعت لها المفوضية العليا في احتسابها للنسبة المشاركة في الانتخابات؟ اتخذت المفوضية العليا للانتخابات إجراءات عدة بوصفها لصالح المرشحين المستقلين، ومن بينها زيادة الدوائر الانتخابية واعتماد البطاقة البايومترية للحيلولة دون عمليات التزوير. وتمكنت من منحها لـ70 في المئة على وجه التقريب من الناخبين. انتخابات 2021 وبحسب تصريحات المفوضية، كان من المفترض مشاركة 20 مليون عراقي في الانتخابات التي جرت يوم الأحد، من أصل 23 مليوناً ممن يحق لهم الانتخاب، لكن النسب التي تسربت من منظمات مراقبة الانتخابات تشير إلى أن 20-30 في المئة فقط من هذا العدد قد شاركوا فعلياً وفقاً للمعايير التي وضعتها المفوضية، غير أن النسبة الحقيقية للمشاركة ممن يحق لهم الانتخاب لا تزيد على 19 في المئة. نسب إضافية ووفقاً لقرار المفوضية، باحتسابها حاملي البطاقة البايومترية أضافت نحو 15 في المئة إلى نسبة المشاركين، وهي نسبة الذين لم يراجعوا أو لم يحدثوا بياناتهم، وهذا من شأنه إعطاء نسبة لا تتطابق مع النسبة الحقيقية، وهو ما يثير الشكوك حول صدقية النتائج النهائية للانتخابات. وفي هذا السياق أفاد المحلل السياسي سلمان الأعرجي بأن الاستناد إلى نسبة العراقيين الذين حدَّثوا بياناتهم تعد نسبة غير حقيقية، وتخالف قانون الانتخابات الذي سمح للعراقيين الذين تبلغ أعمارهم 18 عاماً بالمشاركة في الانتخابات، والتصويت فيها، سواء أكانت بطاقة الناخب قديمة أم بايومترية حديثة، شريطة جلب إحدى الهويات الرسمية المعتمدة. إجحاف في تقسيم الدوائر وتُجرى الانتخابات لاختيار 329 نائباً، وفق قانون انتخابي جديد يرفع عدد الدوائر، وينص على تصويت أحادي، ما يفترض أن يعطي دفعاً للمستقلين والمرشحين المحليين. ويتوزع المرشحون على 83 دائرة انتخابية و8273 صندوق اقتراع. وتنتخب كل دائرة ما بين ثلاثة وخمسة نواب، قياساً إلى عدد سكانها. وبهذا الشأن يبين الأعرجي أن “قانون الانتخابات الذي يعتمد الدوائر المتعددة سبب إجحافاً لمناطق كثيرة خاصة الدائرة 18 التي حرمت من مقعد على الأقل وفق التقسيمات غير العادلة للمناطق الانتخابية بحسب عدد سكانها، والدائرة الأكبر فيها إجحاف لقيمة المقعد الانتخابي، فالعدد السكاني وحجم المشاركة قد تصل الأصوات فيها للمقعد الواحد ما يزيد على 20 ألف صوت، وفي دائرة أخرى تضم حجم مناطق أقل قد يصل المقعد إلى عشرة آلاف صوت وفقاً لحجم المشاركة. والمرشح الحاصل على أعلى الأصوات يفوز بالمقعد، وما تجدر الإشارة له أن هناك فوارق كبيرة بين عدد الأصوات للمقعد الواحد بين دائرة وأخرى، منهم من حصل على 10 آلاف صوت، وآخرون حصلوا على أكثر من 20 ألف صوت، وهذا يشكل فارقاً في شرعية الناخب وتمثيله للناخبين، فهناك ممثلون للشعب يصلون بأصوات قليلة لا تزيد على ألف صوت، وأعضاء آخرون تصل أصواتهم الانتخابية إلى 30 ألف صوت”. التصويت حق دستوري والبطاقة مجرد وسيلة وأفاد رئيس المفوضية العليا السابق، سربست مصطفى، حول نسبة المشاركين ممن يحق لهم التصويت، حيث أوضح أن المُفترض أن تكون نسبة المشاركين من مجموع الناخبين الذين يحق لهم التصويت، وليس من مجموع من تسلموا بطاقة الناخب لأن التصويت حق دستوري والبطاقة مجرد وسيلة للتصويت. وتكشف المتحدثة باسم المفوضية العليا للانتخابات جمانة غلاي، عن أن عدد الحاصلين على بطاقات بايومترية بلغ 21 مليون ناخب. وتحتسب النسبة على أساس المسجلين في سجل الانتخابات. ومن أبرز الظواهر التي أحاطت بالعملية الانتخابية في العراق مشاركة أحزاب وتيارات تمتلك أذرعاً مسلحة وتجاهر وتستقوي بها ضد خصومها، وأحياناً تستخدمها للنيل من بعض المرشحين، لا سيما المستقلين منهم، فضلاً عن ذلك العزوف الكبير للناخبين عن المشاركة في التصويت، وكذلك الإلزام القسري للمشاركة بالانتخابات للقوات الأمنية (جيش/ شرطة/ أمن… إلخ)، بالتصويت الخاص، وكذلك عدم توفر الأمن الانتخابي بصورة كافية لجميع المرشحين أو لبعض المراكز الانتخابية، لا سيما البعيدة عن مراكز المدن. ويرى الباحث والأكاديمي ماجد الربيعي، أن “المشهد السياسي العراقي يتميز بخصائص قد لا تتوفر في الديمقراطيات المعروفة، فمعظم الأحزاب والكتل تشارك بالحكومة، وهي في الوقت نفسه تلعب دور المعارضة للحكومة وكأنها تخادع نفسها أو جماهيرها، فضلاً عن أن البرلمان العراقي يبدو أقرب للحكومة منه إلى الشعب، وبدا ذلك جلياً خلال الحركة الاحتجاجية في أكتوبر 2019 ضد حكومة عادل عبدالمهدي، والغريب في الانتخابات العراقية أنها تبدو وكأنها السمة أو المظهر الأوحد لمعنى الديمقراطية، حيث تختفي أو تضمحل الخصائص الأخرى للديمقراطية المتعارف عليها عالمياً، كحرية الإعلام، واستقلالية الجهة المنظمة للانتخابات وضمان مشاركة الجميع”. المزيد عن:
