CANADAكندا عربي لقاء كسر الجليد بين حكومة ترودو الفدرالية وحكومة كيني في ألبرتا by admin 27 نوفمبر، 2019 written by admin 27 نوفمبر، 2019 14 راديو كندا الدولي / من إعداد فادي الهاروني | barid@rcinet.ca اجتمعت نائبة رئيس الحكومة الفدرالية وزيرةُ العلاقات مع حكومات المقاطعات كريستيا فريلاند برئيس حكومة مقاطعة ألبرتا جايسن كيني أمس في إدمونتون وتجتمع اليوم برئيس حكومة مقاطعة ساسكاتشيوان سكوت مو في ريجاينا وبعمدة ريجاينا مايكل فوجير. وفريلاند التي كانت وزيرة الخارجية في حكومة جوستان ترودو الليبرالية السابقة مكلّفة من الزعيم الليبرالي، الذي يرأس الآن حكومة أقلية، بردم الهوة مع الغرب الكندي، لاسيما مع ألبرتا وساسكاتشيوان حيث لم يفز الليبراليون بأيٍّ من مقاعدهما الـ48 في مجلس العموم في الانتخابات الفدرالية العامة الأخيرة في 21 تشرين الأول (أكتوبر) الفائت. وكان من المقرر أن يدوم الاجتماع بين فريلاند وكيني ساعة واحدة، لكنه تخطى ساعتيْن، ما أخّر انعقاد اجتماع فريلاند بعمدة إدمونتون دون أيفسون. مبنى الجمعية التشريعية لمقاطعة ألبرتا في إدمونتون (أرشيف) : Radio-Canada وعند استقباله فريلاند قال رئيسُ حكومة حزب المحافظين المتحد في ألبرتا، الذي دعم زعيم حزب المحافظين الكندي أندرو شير في الحملة الانتخابية الفدرالية، إن الوقت الآن هو للعمل مع الحكومة الفدرالية المنتخبة، مضيفاً أن ترودو أشار عقب صدور نتائج الانتخابات إلى أنه “يريد أن يكون مع ألبرتا وساسكاتشيوان، مقراً بوجود بعض التوتر الحقيقي في الاتحادية الكندية، وبعضِ التحديات العميقة لاقتصادنا”، وأن “سكان ألبرتا يتطلعون إلى عقدٍ منصف”. وردت فريلاند بالقول إنها جاءت إلى ألبرتا من أجل إيجاد “أرضية مشتركة” وإن كيني “على حق بأن هناك تحدياتٍ تعترض العلاقة” مع الحكومة الفدرالية، مضيفةً “بالتأكيد حكومتنا تلقت رسالة قوية من ألبرتا في الانتخابات”. وفريلاند التي تمثل في مجلس العموم إحدى دوائر تورونتو هي من مواليد ألبرتا. صورة تذكارية للحكومة الكندية الجديدة التي أعلنها زعيمُ الحزب الليبرالي الكندي جوستان ترودو (الرابع من اليسار في الصف الأول جلوساً) في 20 تشرين الثاني (نوفمبر) الجاري في ريدو هول، المقر الرسمي لحاكم كندا العام (Justin Tang / CP) ولم يأخذ أيٌّ من فريلاند وكيني أسئلة من الصحفيين بعد انتهاء اجتماعهما، بل تحدثا بإيجاز شديد، فقالت فريلاند “أعتقد أننا أجرينا محادثات بناءة”، ليرد كيني “أجل، بالفعل”، وتابعت فريلاند قائلة “كان اللقاءَ الأول وكان لقاءَ تعارف”، فأضاف كيني “لم ندخل في التفاصيل، لكن كانت بدايةً جيدة”. وأصدر كيني في وقت لاحق بياناً قال فيه إنه حثّ فريلاند على التحرك إزاء إضراب عُمّال شركة خطوط السكك الحديد الوطنية (CN) الذي بدأ في 19 تشرين الثاني (نوفمبر) الجاري. “شرحتُ لها أن كل يوم إضراب إضافي لخطوط السكك الحديد الوطنية يلحق الأذى بسكان ألبرتا ويقضي على وظائف وأرباح لشركات على امتداد كندا، وكررتُ دعوةَ حكومتنا لحكومتها لاستدعاء البرلمان (الجديد) للانعقاد والتشريع لإنهاء الإضراب”. يُشار هنا إلى أن إدارة خطوط السكك الحديد الوطنية توصلت اليوم الثلاثاء إلى اتفاق مبدئي مع نقابة عمال الشركة لإنهاء الإضراب واستئناف العمل صباح غد. وأضاف كيني في بيانه أنه يريد من الحكومة الليبرالية في أوتاوا “ضمانة قوية” حول تنفيذ مشروع توسيع أنبوب “ترانس ماونتن” (Trans Mountain) ضمن مهلة محددة. ويتيح تنفيذ المشروع نقل 890 ألف برميل من النفط يومياً من ألبرتا إلى فانكوفر الكبرى على ساحل المحيط الهادي في مقاطعة بريتيش كولومبيا بدلاً من الـ300 ألف برميل التي ينقلها الأنبوب حالياً. وكان ترودو قد ذكّر الشهر الفائت بأنه ينوي السير قُدماً في تنفيذ المشروع. كما طلب كيني تخفيض مساهمة ألبرتا في برنامج “مدفوعات المساواة” (equalization payments) الفدرالي بمقدار 1,72 مليار دولار سنوياً.
