الإرباك والفوضى في الأسواق، فتوقفت الشركات الموزعة للنفط عن تسليم محطات الوقود التي بدورها أقفلت أبوابها بسبب نفاد الكمية لديها، أو بهدف احتكار المخزون المتبقي وبيعه بالأسعار المستجدة. كما تسبب الشح الشديد بالمواد النفطية بشلل أصاب معظم القطاعات الإنتاجية، سواء من ناحية عدم استطاعة الموظفين الوصول إلى أعمالهم، أو بسبب نفاد احتياطات المازوت الضرورية لتشغيل المولدات التي لطالما كانت بديلاً عن التيار الكهربائي المفقود أصلاً. وشهدت كل المدن والمناطق موجات احتجاج شعبية عارمة، وقطعت الطرقات الرئيسة، لا سيما تلك المؤدية إلى العاصمة بيروت، لما يمثله هذا القرار من كارثة على أحوال اللبنانيين وحياتهم، بالإضافة إلى انعكاسه على الأفران والمستشفيات والمياه وقطاعات أساسية وحيوية أخرى. صنع في بعبدا في المقابل، تستمر المناكفات السياسية على حالها، ومحاولة كل طرف التنصل من المسؤولية ورميها على الطرف الآخر. فبعد ساعات على إعلان حاكم مصرف لبنان، رياض سلامة، التوقف عن فتح الاعتمادات لاستيراد المحروقات على سعر الصرف المدعوم، حتى أعلن رئيس “التيار الوطني الحر”، جبران باسيل، رفضه القرار والدعوة إلى سلسلة تحركات شعبية لمواجهة القرار الذي وصفه بـ”الانقلاب والمؤامرة والجريمة”. بدوره أيضاً، قال الرئيس اللبناني، ميشال عون، إن “قرار حاكم مصرف لبنان له تداعيات اجتماعية واقتصادية خطرة”، في حين كشفت أوساط وزارية عن أن قرار وقف الدعم للمحروقات تم إعداده في قصر بعبدا، ولكن عندما تصاعدت النقمة الشعبية جراء إعلان مصرف لبنان بوقف الدعم، استدعى عون الحاكم للطلب منه تجميد هذا القرار، ولكن الأخير رفض التراجع. مسرحية شعبوية وخرج سلامة عن صمته، ورد على الاتهامات الموجهة إليه قائلاً إن “كل المعنيين كانوا يعلمون بالقرار، أي الحكومة ورئاسة الجمهورية ومجلس النواب”، مطالباً بدل القيام بهذه “المسرحية الشعبوية” بإقرار قانون في المجلس النيابي يسمح بتمويل الاستيراد من الاحتياطي الإلزامي لأموال المودعين، مضيفاً، “لا يمكنني مخالفة القوانين، وحتى الحكومة ما كان يجب عليها أن تطلب منا الاستمرار بالدفع، فهذا مخالف للقانون”. وأوضح سلامة أنه “من غير المقبول أن نستورد 820 مليون دولار للمحروقات ولا نرى مازوتاً ولا بنزيناً ولا كهرباء، هذا هو الذل بحد ذاته بحق اللبنانيين، وليست المواقف المتخذة من قبلنا”، مشيراً إلى أن “التجار الذين يستفيدون من الدعم لا يوصلون البضاعة إلى الأسواق، وهنا المشكلة الأساسية، لذا لا يحاولن أحد رمي المسؤولية علينا”، مؤكداً أن “مصرف لبنان وقف إلى جانب اللبنانيين منذ البداية، ومستمر بذلك، وعلى الرغم من كل التشكيك بسياساتنا، نؤكد أن أموال المصرف المركزي سمحت للبنان بالاستمرار”. تهريب و”بهورة” وفيما يتعلق باستنزاف الأموال بسبب التهريب، قال سلامة إن “المصرف المركزي هدفه تمويل لبنان وليس أي بلد آخر”، كاشفاً عن أنه استمر بمطالبة المصارف بالتأكد من أن الاعتمادات تخصص للاستهلاك المحلي، ولكن لا يمكن للمصرف المركزي ضبط ذلك، فهو ليس “ضابطة جمركية”، ولا ندرك ماذا يبقى في لبنان وماذا يهرب. وأضاف أن “التجار هم المسؤولون عن صرف البضائع بشكل غير منطقي، فمثلاً كنا نتوقع أن نستعمل مبلغ الـ820 مليون دولار لثلاثة أشهر، إلا أنها اختفت في شهر واحد فقط”. أما على مستوى الاحتياطي الإلزامي، فأكد سلامة أنه “ما زال لدينا 14 مليار دولار من الاحتياطي، إضافة إلى 20 مليار دولار كموجودات خارجية”، مشدداً على أن “المسؤولية اليوم، مسؤولية مشتركة، فلماذا المصرف المركزي يحمل المسؤولية منفرداً في شتى المواضيع، من المحروقات إلى الأدوية والغذاء والأمور الأخرى، فنحن فقط مسؤولون عن تأمين الأموال. لذا نقول لكم أعطونا التشريع لنؤمن الأموال، والأمر لا ينجح بالبهورة” (أي التهويل بالعامية). قرار حتمي من ناحيته، دافع النائب المستقيل من البرلمان اللبناني، مروان حمادة، عن قرار سلامة رفع الدعم عن المحروقات، معتبراً أنه “يهدف أولاً إلى وقف التهريب إلى سوريا وهيمنة وسيطرة الكارتيلات على السوق السوداء، واستباقاً للقرار الحتمي الذي كانت ستتخذه أي حكومة لها مصداقية، إن تشكلت في المرحلة المقبلة”. وأكد أن “القرار يشكل مقدمة لرفع وإزالة الأثقال والأحمال عن الوزارة المقبلة، وذلك بعد أن اتخذ القرار ووضع الجميع أمام الأمر الواقع، من أجل تسهيل المحادثات مع صندوق النقد الدولي لإتاحة المجال أمام اعتماد خطة إنقاذية بين لبنان والمجتمع الدولي”. سمسرة النفط العراقي في ظل اشتداد أزمة المحروقات في لبنان، تطرح أسئلة عدة عن مصير النفط العراقي بعد توقيع العقود الرسمية بين الجانبين اللبناني والعراقي، وكان يعول عليه لتدارك انهيار القطاع الكهربائي قبل أن يغرق لبنان في العتمة الشاملة، إلا أن روائح السمسرة بدأت تطفوا على السطح، حيث أكدت المعلومات أن الجانب العراقي أنجز كل ما يتعلق بالاتفاق وأن التأخير مرتبط بالجانب اللبناني، وأن “مسؤولين من الطرف اللبناني يريدون أن تسلم أطنان النفط الخام العراقي إلى شركات خاصة محسوبة على سياسيين لبنانيين الأمر الذي يثير شكوكاً لناحية شفافية الاتفاق”. ووفق مصدر عراقي مسؤول، فإن العراق حاول العمل على إيجاد طريقة أخرى، فاقترح على الجانب اللبناني، تزويده بمواصفات الفيول المناسب للمعامل، فيعالج العراق نفطه ويرسل للبنان الفيول المعالج، الأمر الذي تهرب منه الطرف اللبناني مصراً على اختيار الجهة المتخصصة بالمعالجة. ولفت المصدر ذاته إلى أن الطرف العراقي اقترح على لبنان خمس شركات ذات مصداقية يتعامل معها، لتنقل النفط فرفض الجانب اللبناني مرة أخرى، مؤكداً تعامله مع شركات معينة، الأمر الذي جمد إتمام الاتفاق حتى الساعة. وكشف المصدر العراقي عن أن مسؤولين لبنانيين اقترحوا استبدال عملية النقل من العراق إلى لبنان عبر السفن البحرية، بعملية نقل بري عبر سوريا، الأمر الذي أثار استغراب الجانب العراقي، لا سيما أن احتمال تهريب نسبة كبيرة منها وارد جداً في وقت تؤكد فيه التقارير اعتماد سوريا على تهريب كميات ضخمة من النفط عبر الحدود اللبنانية – السورية. خيبة النفط الإيراني في السياق، عبر مواطنون غاضبون عن استيائهم من الوعود التي أطلقها الأمين العام لـ”حزب الله” حسن
