أشعر دوماً بالإحباط في كل مرة أزور بها فلسطين وأرى المنتجات الإسرائيلية تتكاثر على رفوف المحلات التجارية الفلسطينية، والتي لا تزال تلقى إقبالاً شعبياً فلسطينياً رغم حملات المقاطعة الكبيرة، لحججٍ وأسبابٍ متعلقة بالجودة أو انعدام البديل المحلي، وكون المستورد يأتي من خلال الموانئ والمعابر الإسرائيلية، ويتحول غالباً النقاش إلى جدل مع قليل من الخجل أحياناً.
لكن السوق الإسرائيلي يزدهر أكثر داخل المدن والقرى الفلسطينية التي تحولت لمحميات حقيقية للفلسطينيين على شاكلة تلك التي صنعها المستوطنون الأوروبيون لسكان أمريكا الشمالية الأصليين، تمت محاصرتهم بداخل تلك المحميات وفرضت عليهم القوانين العنصرية للمستعمر الأبيض.
لن أخوض في مفهوم المقاطعة، وأسباب فشلها أو نجاحها، ولا ماهية التطبيع وغيرها من قضايا متعلقة بالمقاطعة ولا للتجارب التاريخية لجدوى المقاطعة التي استخدمتها الشعوب تاريخياً سلاحاً فعالاً في مواجهة الاحتلال والأنظمة القمعية والاحتكارات التجارية، وكانت دوماً ذات جدوى كبيرة ليس على الصعيد الاقتصادي فقط بل السياسي في مواجهة قوى وأنظمة استعمارية في عمليات التحرير.
في حديث شخصي مع صديق لي يعمل في مجال التجارة، بعضها يصنف حسب “القانون الإسرائيلي” تجارة غير مشروعة، حدثني عن عمله في تهريب البضائع الإسرائيلية، تحديداً الغذائية، من الضفة الغربية وبيعها في الداخل الفلسطيني مرة أخرى، أي للمستهلك الإسرائيلي، مشيراً لأنها تحقق له عائدات مالية كبيرة مقارنة باستيراد المواد الغذائية من الخارج.
بدى حديثه سريالياً إلى حد ما، فكيف للمنتج الإسرائيلي الذي يصنّع داخل المستوطنات في الضفة أو في المناطق الفلسطينية المحتلة عام ١٩٤٨ أن يصدّر للضفة ويباع بأسعار أقل بكثير من سعر بيعها للمستهلك الإسرائيلي؟
أسئلة كثيرة توجهت بها له عن الفارق بالأسعار لنفس المنتج بين سعر بيعه في الضفة وسعره في في مناطق الـ٤٨، رغم أنه خرج من نفس المصنع، يضاف له أسعار شحن ونقل للضفة الغربية، وضرائب من السلطة الفلسطينية؟ لماذا هذا الفارق؟ هل السبب تباين الضرائب؟ وغيرها من أسئلة، لم أتلقَ إجابات على الكثير منها ضمن حدود معرفة الصديق، فبدأت بحثاً عن أجوبة لتساؤلاتي، لفهم طبيعة هذه الفوارق التي تنتج هذا النوع من التجارة “غير المشروعة” بحسب “القانون الإسرائيلي”، وكيف تميز الجمارك الإسرائيلية كون هذا المنتج كان مصدّراً للفلسطينيين في حال ضبطته في المحلات التجارية الإسرائيلية؟
ضرب لي الصديق التاجر مثالاً متعلقاً بحليب الأطفال الرضّع، حيث يحظى حليب “ماتيرنا” الإسرائيلي بشعبية كبيرة بين الفلسطينيين بالضفة باعتباره أكثر جودة وقيمة غذائية من نظيره المحلي أو الأوروبي المستورد. تباع علبة الحليب في أسواق الضفة الغربية بما يقارب نصف سعرها في الأسواق الإسرائيلية، ومثلها الكثير من المنتجات الغذائية تحديداً، فيما يقل الفارق كثيراً ويكاد ينعدم حين يتعلق الموضوع بالمنتجات غير الغذائية كالأثاث والمواد الكهربائية وغيرها.
إن أخذنا بفرضية الفارق الضريبي بين السلطة الفلسطينية والإسرائيليين، فلماذا يظهر هذا الفارق فقط في المنتجات الغذائية؟
كانت الفرضية الثانية هي الجودة، وهذا يعني أن ذات المنتج يصنّع للمستهلك الإسرائيلي وللتصدير خارج فلسطين المحتلة ضمن معايير الجودة الدولية، وآخر يصنّع خصيصاً للمستهلك الفلسطيني، وهو غالباً لا يخضع لمعايير الجودة الفلسطينية أو الدولية، لصعوبة فرض الرقابة على المنتجات التي تدخل خاصة من المستوطنات داخل الضفة الغربية.
بدأت بحثاً يحتاج استكماله لأخذ عينات متنوعة من الأسواق الفلسطينية والإسرائيلية وفحصها في مختبرات متخصصة، لكن ولأن هذا موضوع يحتاج لأكثر من مجرد فرضيات يطرحها مقال، وتحتاج لعمل استقصائي أكثر، حاولت البحث بأدوات أبسط، وهي محاولة تتبع مدة صلاحية المنتج ذاته بالسوق الفلسطيني والإسرائيلي، فحسب معلوماتي، إن الكثير من المنتجات الغذائية التي تصنعها شركات أوروبية مثل “نستلي” وغيرها وتصدر لأسواق العالم الثالث لا تباع في الأسواق الأوروبية أو تباع لكن بمدة صلاحية أقل بكثير من نظيرتها المُصدّرة. فعلى سبيل المثال، منتجاتٍ مثل حليب الأطفال المجفف “نيدو” الأكثر شيوعاً عربياً لا يباع في الأسواق الأوروبية، وإن وجد في بعض المحلات العربية، سيكون مصدره دولاً عربية صُدّر لها من دولة أوروبية، وذلك لاحتوائه على نسبٍ عالية من المواد الحافظة التي تخالف المعايير الصحية الأوروبية. تلك المعايير التي لا تُطبّق على المنتج الأوروبي الذي يجري تصديره لدول العالم الثالث، وبالتالي تحدث عملية إعادة استيراد معاكسة من تلك الدول التي تم التصدير إليها للدول المُصدِرة مرة أخرى غالباً بشكلٍ غير قانوني، ويباع بأسعار أقل من نظيرتها بالسوق الأوروبية.
لم أجد في فلسطين بحوثاً أو دراسات حديثة تتحدث عن الموضوع، لكن توصلت إلى مؤتمر صحافي عقده عام 2016 مركز “معاً” التنموي في مدينة رام الله، تحدث فيه مختصون عن اكتشافهم لمواد سامة وبكتيريا في المنتجات الغذائية الإسرائيلية التي تباع في السوق الفلسطينية، وذلك بناء على نتائج فحوصات مخبرية أجرتها وزارة الصحة الفلسطينية ومختبرات جامعة بيرزيت، حول التلوث الخطير في عدد كبير من الأغذية الإسرائيلية المسوقة في الضفة الغربية وقطاع غزة.
وكشفت نتائج الفحوصات المخبرية، التي أجرتها وزارة الصحة على 10 إلى 12 ألف عينة من كافة أنواع الأغذية المصنعة، تم فيها فحص عددٍ من أنواع البكتيريا بالإضافة الى الفحوصات الكيماوية. وفي الفحوصات التي أجريت ابتداءً من العام 2015 حتى 30 من شهر يوليو 2016، كشفت عن نسبة تلوث في المنتج الإسرائيلي تصل إلى 18%، إضافة لاكتشاف نسبة عالية من المواد الحافظة، الأمر الذي دفع الوزارة إلى منع بعض السلع الإسرائيلية من الوصول إلى السوق الفلسطينية، حيث أن هذه الزيادة المرتفعة بالمواد الحافظة المخالفة للمعايير الدولية، تخفي التلوث الميكروبي وتسبب الضرر صحياً، كما تم اكتشاف بكتيريا “اليسترا” السامة في منتجات شركتين إسرائيليتين.
كما أُشير في المؤتمر الصحافي إلى أن شركات أغذية إسرائيلية كبيرة وهامة متخصصة بمنتجات اللحوم والألبان في إسرائيل، مثل “تنوفا”، “طيرة تسفي”، “هود حيفر”، “زوغلوبك”، “يوطفاتا”، “شتراوس”، “ماما عوف” و”طيرا”، تُخْفي كميات الأدوية والهورمونات التي سُمّنَت بها الحيوانات قبل أن تصل إلى صحن المستهلك. كما أشير لأن هنالك شكوكاً كبيرة بأن حليب الأبقار المريضة أثناء علاجها يسوق في الأسواق الفلسطينية تحديداً.
حيث تشير الهورمونات التي وجدت في العينات التي جرى فحصها، أنها من النوع المستخدم في مزارع الحيوانات الإسرائيلية، وبخاصة هورمونات الأستروجين والبروجستيرون والأُكْسيتوتسين؛ التي تحقن فيها الأبقار بهدف زيادة احتمالات حَمْلِها.
كشف المؤتمرون كذلك من خلال نتائج الفحوص المخبرية عن أنواع كثيرة من البكتيريا السامة، المواد الحافظة المخالفة للمعايير العالمية، مبيدات حشرية محظور استخدامها، هرمونات أعطيت للحيوانات والنباتات، وغيرها تملأ المنتجات الإسرائيلية التي تصل بطرق رسمية للسوق الفلسطينية أو بطرق غير شرعية، بحيث يجري تهريبها من المستوطنات كي لا تخضع لسلطة الجمارك الفلسطينية أو الرقابة الصحية.
بحث استقصائي آخر في ذات العام، 2016، أجرته وكالة “وطن” المحلية الفلسطينية، استعان فيه الصحافيون بمختصين من وزارة الصحة الفلسطينية في أخذ عينات غذائية، أخذت مباشرةً من ثلاجات الموزعين، وثلاجات كبرى المحال التجارية في رام الله والبيرة وبيتوتنا، لست وثلاثين عينة لأربعة عشر مصنعاً غذائياً فلسطينياً وإسرائيلياً منتشرة داخل السوق الفلسطينية، من المنتجات الغذائية الأكثر استهلاكاً بشكل يومي مثل الحمص واللبنة وغيرها. فحصت العينات في مختبر معتمد لدى وزارة الصحة الفلسطينية بهدف تحديد أنواع بكتيريا تتواجد فيها، وللتأكد من سلامة عملية الإنتاج، وكيميائياً لمعرفة نسب المواد الحافظة المستخدمة.
كشفت الفحوصات المخبرية على عينات أنتجها أربعة عشر مصنعاً، عن تلوثها بخلايا بكتيرية أعلى من الحد المسموح به وفقاً للتعليمات الفنية الإلزامية والمواصفات الفلسطينية. كما احتوى بعضها على أنواع من السموم والعفن الذي ينتج ما يسمى بالأفلاتوكسين بالغ الخطورة الذي يتسبب بتشمع الكبد وأنواع من مرض السرطان.
كشف الفحص المخبري رسوب تسعة مصانع من أصل أربعة عشر خضعت منتجاتها للفحص المخبري، حيث رسب سبعة مصانع إسرائيلية، وهي مجمل المصانع الاسرائيلية المفحوصة، إضافة لمصنعين فلسطينيين من أصل سبعة خضعت عيناتها للفحص.
تعتبر نتيجة التحقيق الاستقصائي لـ “وطن” حجة كافية للمستهلك الفلسطيني الذي لا يزال يسوق الحجج لاستهلاك المنتَج الإسرائيلي مفضلاً إياه على المحلي الفلسطيني بحجة الجودة، وباعتقادي الشخصي فإن معظم أصحاب حجة تفوق الجودة لا يفرقون بين الجودة والطعم الصناعي المضاف بحرفية أعلى في المنتج الإسرائيلي، فالمختبر هو المقياس الأساسي لجودة المنتج وليس شكله أو طريقة تعليبه أو طعمه.
لا يبدو الأمر مجرد صدفة أو عمليات تصنيع غير قانونية تقوم بها المصانع الإسرائيلية بعيداً عن الرقابة الإسرائيلية، لكن السلطات والشركات الإسرائيلية تنظران للمستهلك الفلسطيني بذات النظرة الدونية السياسية والقومية، بالتالي فإن هنالك غض طرف ممنهج إسرائيلياً لإلقاء النفايات الغذائية المعلبة بشكل جيد للسوق الفلسطيني.
لا تبرز هنا أهمية مقاطعة المنتجات الغذائية الإسرائيلية في الأسواق الفلسطينية مجرد شعور وطني، أو نوعاً من المقاومة فقط، بل إنها ضرورة صحية لحماية المستهلك الفلسطيني من النفايات والسموم الإسرائيلية، والتي تحظر إسرائيل وتحارب محاولة إعادة بيعها في السوق الإسرائيلية لكونها مخالفة صحياً للمعايير الإسرائيلية والدولية. فكل منتج إسرائيلي تشتريه لا يشتري فقط رصاصة قد تقتل أطفال الآخرين، إنما هي رصاصة قاتلة تدخلها بيدك لطعام أطفالك وأسرتك.
