السياسي الإيراني، المقيم في العاصمة الأميركية واشنطن، حسن هاشميان، في مقابلة مع قناة “الحرة” أن المرشحين السبعة في القائمة النهائية، جميعهم من المحافظين، وأنهم من ذوي الطيف الواحد، مشيرا إلى استبعاد الإصلاحيين، حيث “تم طبخ هذه الانتخابات حتى لا يكون هناك منافس لإبراهيم رئيسي الذي سيكون هو مرشحهم الأساسي”. ورئيسي، هو رجل دين متشدد ورئيس السلطة القضائية الإيرانية الحالي، ومتهم بالمشاركة في لجنة شاركت في الإعدام الجماعي لآلاف السجناء، عام 1988 ويرى خبير الشؤون الإيرانية والإقليمية، محمد مهدی شریعتمدار، الذي تحدث لـ”الحرة” من طهران أن “المرشحين الذين تمت المصادقة على أهليتهم من قبل مجلس صيانة الدستور، ليسوا من لون واحد. هناك في جهة الأصوليين أكثر من مرشح وهم يختلفون في رؤاهم، أي أنهم ينتمون إلى مختلف الأجنحة في التيار الأصولي، وأيضا هناك مرشحان إصلاحيان”. وضمت القائمة التي وافق مجلس صيانة الدستور على ترشيحها للانتخابات وأعلنتها وزارة الداخلية، الثلاثاء، إضافة إلى رئيسي، أمين مجمع تشخيص مصلحة النظام، محسن رضائي، ومحافظ المصرف المركزي، عبد الناصر همتي (إصلاحي)، والأمين السابق للمجلس الأعلى للأمن القومي، سعيد جليلي (محافظ متشدد)، والنائب السابق للرئيس، محسن مهر علي زاده (إصلاحي)، والنائب علي رضا زاكاني (محافظ متشدد)، والنائب أمير حسين قاضي زاده هاشمي (محافظ متشدد). الاعلان عن هيئة غير منتخبة يهيمن عليها المحافظون وتتألف من 12 عضوا، فهم علي لاريجاني، مستشار المرشد الأعلى للجمهورية الإسلامية، علي خامنئي (محافظ معتدل)، ورئيس مجلس الشورى الإيراني بين عامي 2008 و2020، بالإضافة إلى الرئيس السابق، محمود أحمدي نجاد، والإصلاحي، إسحاق جهانغيري، النائب الأول للرئيس الحالي، حسن روحاني. وحول عبد الناصر همتي، الذي يرى البعض أنه “إصلاحي”، يشير هاشميان إلى أن خامنئي “وما يسمى بمجلس صيانة الدستور تعمد قبول ترشحه لأنهم في المنافسات والمناظرات الانتخابية سيحتاجون إلى شخص يوجهون له كل اللوم بأنه المسؤول عن الأزمات الاقتصادية المتعلقة بحكومة روحاني، وسيوجهون إلى همتي، له الاتهامات وكل المشاكل التي يعاني منها الإيرانيون”. انتقادات حادة من داخل طهران وكانت وسائل الاعلام الإيرانية ترجح أن يكون السباق الرئاسي ثنائيا بين المحافظ “التقليدي” علي لاريجاني، رئيس مجلس الشورى بين عامي 2008 و2020، والمحافظ المتشدد إبراهيم رئيسيـ الذي يشغل منصب رئيس السلطة القضائية منذ 2019. وكان يتوقع أن يتمحور تباين الرؤى بين رئيسي ولاريجاني بشكل أكبر على الاقتصاد وموقع إيران في العالم، مع ميل الأول إلى نظام اقتصادي مركزي والتوجس من الغرب، في مقابل جنوح الثاني نحو الانفتاح ونظام اقتصادي أكثر حرية. وبرزت بين الانتقادات ضد المجلس، تلك الصادرة عن شقيق صادق آملي لاريجاني، وهو عضو المجلس ورئيس مجمع تشخيص النظام. وقال في بيان “لطالما دافعت عن مجلس صيانة الدستور… لكن لم يسبق لي أن وجدت قرارات المجلس غير قابلة للدفاع عنها لهذا الحد، أكان على صعيد الأهلية أو الاستبعادات”. وانتقد آملي لاريجاني الذي ترأس السلطة القضائية إلى أن خلفه رئيسي، عام 2019، نفوذ “أجهزة أمنية” لم يسمها في قرارات المجلس. وفي حين كان استبعاد أحمدي نجاد تكرارا لما واجهه في انتخابات، عام 2017، شكّل إقصاء لاريجاني، المرشح الخاسر في انتخابات الرئاسة 2005، إضافة إلى جهانغيري، خطوة مفاجئة. لكن شریعتمدار، الذي تحدث لـ”الحرة” من طهران” دافع عن مجلس صيانة الدستور واختياراته وقال: “قد يكون الانطباع لدى مجلس صيانة الدستور عن المبادئ القانونية قد يختلف عن انطباعي أنا مثلا، لكن بالنهاية، المجلس يقوم بدراسة الملفات وفقا للمبادئ القانونية وربما يكون له انطباعه الخاص”، مشيرا إلى أن الاستبعاد من الترشح لم يشمل فقط الإصلاحيين “وإنما تم رفض أهلية بعض الأصوليين أيضا”. ويحيل شریعتمدار، اللوم على الإصلاحيين “الذي لم يتمكنوا من ترشيح وجوه تكون مطابقة للقانون”، بحسب قوله. “لا توجد منافسة” وفي حين لم يوضح المجلس ولا أي من المؤيدين للنظام الإيراني ماهية”المبادئ القانونية” التي على أساسها تم استبعاد المرشحين خاصة الإصلاحيين، قال هاشميان: “لا يوجد أي قانون في مجلس صيانة الدستور ولا نظام ولي الفقيه يستدعي استبعاد رئيس سابق من الترشح مثل أحمدي نجاد”. ويوضح: “مثلا محسن مهر علي زاده تم رفضه قبل مدة للترشح كنائب في مجلس الشورى والآن يتم قبوله بعنوان مرشح رئاسي”. ويرى هاشميان أن “ما حصل الآن هو بتنسيق مع خامنئي وبإرادته وبأوامر منه. أراد أن يخرج بهؤلاء الأشخاص حتى لا توجد منافسة لإبراهيم رئيسي الذي يريد له أن ينجح بسهولة”. ونشرت وكالة فارس، الإيرانية، الثلاثاء، استطلاعا للرأي يشير الى أن 72.5 في المئة من الأشخاص الذين سيشاركون في عملية الاقتراع، سيصوتون لصالح رئيسي، وأن نسبة التصويت ستبلغ 53 في المئة. ويرجح هاشميان انسحاب بعض المتشددين الذين لديهم توجهات رئيسي، مثل جليلي أو زاكاني أو غازي زاده، من الانتخابات قبل يوم من التصويت، وقال: “هم ترشحوا لتهيئة الأمر لرئيسي”. في المقابل، ينفي شریعتمدار، تدخل خامنئي، في شئون مجلس “صيانة الدستور”، لكنه يضيف أنه “في القضايا الحساسة وعندما تكون هناك مشكلة غير قابلة الانتخابات ويرى هاشميان أنه تم الدفع برئيسي للانتخابات الرئاسية المقبلة ب”سبب التركيز على خلافة المرشد الذي من المرجح جدا أن يتوفى خلال هذه الفترة لأنه طاعن جدا في السن ومريض أيضا”. ويوضح أن خامنئي يتخوف من أن الخلافة تخرج من يده، ولذلك يريد حكومة مثل حكومة إبراهيم رئيسي ووزراءه مثل سعيد جليلي، ومحسن رضائي، وعلى رضا زاكاني، وهؤلاء جميعا من طيف ولون واحد “يفرضون خليفة علي خامنئي على الشعب الإيراني”. وأشار إلى أن الجيش الإيراني وخاصة “الحرس الثوري”، يعملون من وراء الكواليس ويدعمون بكل قوة رئيسي ويقفون خلفه. لكن شریعتمدار يقول إن “خلافة المرشد ليس لها علاقة بالرئاسة، إذا توفي خامنئي فيتم اختيار خلافته من قبل مجلس الخبراء والذي هو مؤسسة دستورية خاصة لا علاقة لها أبدا من قريب أو بعيد بالرئاسة”. أما عسكرة منصب الرئاسة، فقال شریعتمدار: “أنا أستغرب أن يقال أن رئيسي هو المرشح الذي يدعمه الحرس الثوري والحديث عن عسكرة الرئاسة وهو ليس عسكريا، لأنه كان من الأولى أن يقال أن اللواء محسن رضائي والذي كان قائدا سابقا للحرس الثوري، هو الأوفر حظا وحينها كنا ربما نستطيع أن نتحدث عن العسكر”. من جانبها، شنت رئيسة منظمة “مجاهدي خلق” الإيرانية المعارضة، مريم رجوي، هجوما حادا على المرشد الإيراني علي خامنئي “الذي أخذ العزم على توحيد أركان نظامه وجعله بلون واحد وممارسة الحد الأقصى للقمع”، مضيفة أنه “مهد الطريق للقضاء على الخصوم وتنصيب رئيسي، سفاح مجزرة 1988، قاتل “مجاهدي خلق” وأحد أكبر المجرمين ضد الإنسانية في الخمسين سنة الماضية”. ودعت رجوي، في بيان، الثلاثاء، الشعب الإيراني إلى مقاطعة
