بعد أربعة أعوام من المعارك الطاحنة ضد تنظيم الدولة الإسلامية في سوريا والعراق، وبينما كان التنظيم يلفظ أنفاسه الأخيرة في مخيم الباغوز عند الحدود السورية العراقية، كان المئات من مقاتليه والالاف من عائلاتهم يستسلمون بعد ان حوصروا في آخر معقل لهم.
وتحت أنقاض “دولة الخلافة” التي خلفوها وراءهم، دفنت آلاف القصص والاسرار التي لم تروَ، والتي بدأت تتكشف بعض تفاصيلها بعد ان وضعت الحرب أوزارها، ومن بينها حكاية من انضم للتنظيم من عرب إسرائيل الذين تثير مسألة انضمامهم الكثير من الأسئلة بالنظر إلى خصوصية وضعهم المرتبط منذ عقود بحيثيات الصراع الفلسطيني الإسرائيلي.
في أقصى شمال غربي سوريا، وفي مقر أمني داخل مدينة الحسكة التي تتقاسم السيطرة عليها قوات الأمن السورية ووحدات حماية الشعب الكردية، سمح لفريق بي بي سي بلقاء أحد أعضاء التنظيم المعتقلين منذ بضعة أشهر من قبل قوات كردية.
رحلة سياف
يتحدر الشاب سياف شريف داود البالغ من العمر 29 عاماً من قرية كفرا برا ويحمل الجنسية الإسرائيلية، وبدا بصحة جيدة حين نقل من السجن لمقر أمني لإجراء اللقاء.
ينفي سياف ان يكون قد وقع تحت تأثير أي طرف لاتخاذ قراره بمغادرة إسرائيل إلى سوريا، رغم تشديده على أنه حديث العهد بالتدين، ويقول إن الدافع وراء توجهه إلى سوريا مطلع عام ٢٠١٥ كان الدفاع عن النساء والأطفال السوريين ضد نظام الرئيس بشار الأسد، وليس للانضمام لتنظيم الدولة الذي كان في أوج قوته، ويسيطر على مساحات واسعة بين سوريا والعراق، تمتد من حدود سامراء إلى أطراف حلب.
غادر سياف إسرائيل من مطار بن غوريون في تل أبيب إلى إسطنبول، ومنها إلى اورفة على الحدود السورية التركية، ليعبرها في اليوم التالي باتجاه مدينة تل أبيض التي كانت تحت سيطرة التنظيم آنذاك، وعلى الفور أُخضع لدورة شرعية وتدريب عسكري، لكنه أُلحق بالقطاع الطبي بالنظر إلى تعرضه لإصابة قديمة في الرأس بحسب ما قال.
وكان العشرات من عرب إسرائيل بينهم بعض النساء قد التحقوا بالتنظيم في ذات الفترة التي شهدت اقبالاً كبيراً من قبل متطرفين من الكثير من دول العالم للالتحاق بمشروع البغدادي.
ويؤكد سياف ان الكثير منهم عاد إلى إسرائيل بعد فترات متفاوتة امضوها في سوريا، وانه كان يتعزم الهرب من التنظيم والعودة ايضاً بعد نحو عام على انضمامه لهم، خاصة وان الشكوك بحملة الجنسية الإسرائيلية ازدادت بعد ادعاء التنظيم في إصدار خاص اكتشاف جاسوس للموساد بينهم، وإعدامه برصاصة بالرأس على يد طفل.
يقول سياف إنه حاول بعدها الهرب والعودة إلى إسرائيل، لكنه اعتقل من قبل أفراد أمن التنظيم، الأمر الذي دفعه للزواج لدرء الشبهات عنه. وكغالبية المهاجرين في التنظيم، لم يفكر كثيراً في الجنسية التي ستحملها طفلتاه اللتان انجبتهما زوجته السورية.
وعادة ما يعتقل التنظيم من يحاولون الهرب من مناطق سيطرتهم لفترات قصيرة كعقوبة أولية، لكنه يلجأون إلى قتل من تتكرر محاولاتهم.
حذيفة شقيق سياف يقول إنه كان يعيش حياة طبيعية كأي شاب عربي في إسرائيل
يقول سياف إنه نجح في الهرب مع عائلته عام ٢٠١٨، إلا أنه فقد الاتصال بالجميع
بعد اعتقاله وفصل عنهم عنوة من قبل مقاتلي عشيرة “الشعيطات”، وهم فصيل يتبع ما يعرف بالجيش السوري الحر، قتل تنظيم الدولة المئات من أبنائهم حين سيطر على مناطق نفوذهم في ريف دير الزور عام ٢٠١٤.
منذ ذلك اليوم لم تصل سياف أي اخبار عن زوجته وطفلتيه، كما لم يستطع التواصل مع عائلته في إسرائيل، لكنه نجح بعد أربعة أشهر في الفرار من سجن مقاتلي “الشعيطات”، وتسليم نفسه لوحدات حماية الشعب الكردية التي اعتقلته وأودعته سجناً في مدينة الحسكة حيث يقبع منذ نحو عام.
بدا حديث سياف صادماً حين سألته عن سبب مجيئه لسوريا وعدم الانضمام إلى أي من التنظيمات الفلسطينية، إذ أشاد الشاب بدولة إسرائيل باعتبارها “دولة ديمقراطية”، وانه ارتكب خطاً جسيماً بانضمامه لتنظيم الدولة، وانه كان يسعى للعودة إلى بلدته في إسرائيل بعد التواصل مع الاستخبارات الإسرائيلية عبر شقيقه، قبل ان يهرب ويعتقل.
مسقط الرأس
يمثل سياف الكثير من شبان عرب إسرائيل الذين التحقوا بالتنظيم بدون خلفية دينية. وقد عدت إلى مسقط رأسه في محاولة لفهم أسباب هذه الظاهرة.
ليور أكيرمان مسؤول سابق في جهاز الأمن الإسرائيلي “شين بيت”
يقول ليور أكيرمان المسؤول السابق في جهاز الامن الإسرائيلي “شين بيت” إن الظاهرة ظلت محدودةً ومسيطراً عليها، وان نحو سبعين شخصاً من عرب إسرائيل غادروا للقتال مع داعش في سوريا خلال السنوات الماضية، عاد منهم نحو خمسين لإسرائيل، اعتقلوا جميعهم واستجوبوا وحكوموا وسجنوا”.
وتقدر أجهزة الامن الإسرائيلية تعداد من لم يعد بنحو خمسة وعشرين شخصاً، بعضهم تأكد مقتله، وبعضهم الاخر معتقل في سجون قوات سوريا الديمقراطية او عالق في مخيماتها. وترفض إسرائيل التدخل لإعادتهم، ليس فقط لأسباب أمنية، وإنما لعدم وجود علاقات رسمية بينها وبين الحكومة السورية، أ و معلنة مع وحدات حماية الشعب الكردية.
وسيطر تنظيم الدولة على منطقة حدودية محاذية لإسرائيل لنحو ثلاثة أعوام عند الحدود مع الجولان السوري المحتل، الا انه لم تسجل اي محاولات من قبل مقاتليه لاستهداف إسرائيل.
يقول المسؤول السابق في الشين بيت إن هذا الامر لم يشكل أولوية للتنظيم طيلة الاعوام الماضية، وانهم “حددوا منذ البداية اجنداتهم لتدمير دول مسلمة، وبعد ذلك إنجاز هذا الهدف يتم التفرغ لقتال إسرائيل، فأهم واكبر خطر يشكله الكفار في الشرق الأوسط هم المسلمون العلمانيون بالنسبة إليهم” بحسب ما يقول إكيرمان.
بلدة كفر برا التي ترعرع فيها سياف
ترفض العائلات العربية التي انضم احد ابنائها لتنظيم الدولة الحديث عن الامر لما قد يسببه لها من مشاكل امنية واجتماعية في إسرائيل.
في البلدة الصغيرة التي لا يتعدى تعداد سكانها ثلاثة آلاف نسمة، يوجد ثلاثة مساجد سميت بأسماء الخلفاء الأوائل الذين حكموا بعد النبي محمد.
يقول الشيخ رائد عاصي إمام مسجد “عثمان بن عفان” إنه عرف سياف عن قرب، وان الشاب بدأ بالتردد على المسجد حين ظهرت عليه بعض مظاهر التدين قبل ان يغادر البلدة إلى سوريا بعد فترة وجيزة، في خطوة ما كان ليتوقعها ابداً بالنظر إلى خلفية الشاب.
طبيعة التدين في بلدة كفر برا وسطي لا يميل إلى التشدد، والعشرات من شبانها غارقون في مشاكل تمتد من المخدرات إلى الجرائم على اختلاف انواعها.
العائلة
بعد محاولات حثيثة، قبلت عائلة سياف استقبالنا، وتم ترتيب اللقاء في منزل جده وبحضور خاله واثنين من أشقائه، وعرضت على العائلة بداية مقاطع من المقابلة التي اجريناها معه.
مضت أعوام على اخر مرة شاهد فيها أي شخص من افراد العائلة صورة لسياف، وبدا خاله فاروق غير مصدق الامر رغم مرور أعوام على انضمام الشاب للتنظيم، وبدا شقيقه حذيفة حريصاً على انتقاء مفرداته بدقة لئلا يؤثر حديثه على محاولاته مع السلطات الإسرائيلية لجلب شقيقه من سوريا.
وأكد شقيقه حذيفة ان سياف كان تحت تأثير ضغوط كبيرة قبل ان يقرر المغادرة إلى سوريا، وعرض علي الكثير من الصور التي تثبت ان شقيقه كان يعيش حياة طبيعية كأي شاب عربي في إسرائيل، وانه كان مدمناً على المخدرات وخضع لعلاج في مكان مغلق امتد لنحو عام أدى لتغيرات كبيرة في شخصيته.
حذيفة شقيق سياف
أخبرت حذيفة ان سياف فقد الاتصال بزوجته وابنتيه خلال رحلة الهرب من التنظيم، ففوجئت بانه على اطلاع على القصة، وانه على تواصل مع زوجة اخيه التي استطاعت الهرب إلى تركيا والاتصال به. وارسل لي مقطعاً مصوراً بهاتف نقال لابنتي سياف اللتين لا تحملان أي جنسية بالنظر للقانون السوري الذي لا يسمح للأم بمنح جنسيتها لأبنائها. نظرياً، الجنسية الوحيدة التي يفترض ان تحصلا عليها هي الجنسية الإسرائيلية.
يقول حذيفة ان العائلة كلفت محامياً إسرائيلياً حين علمت بان سياف على قيد الحياة لإقناع السلطات الإسرائيلية بجلب شقيقه من سوريا، وأن ثمة خطرا على حياته إن تم تسليمه للقوات الحكومية السورية او فصائل الحشد الشعبي او الجيش العراقي، ويطالب بتطبيق القانون على شقيقه باعتباره مواطناً إسرائيلياً بغض النظر عن كونه عربيا.
يتحفظ حذيفة على بعض التفاصيل ربما لاعتقاده أنها قد تضر بوضع سياف، فشقيقه الآخر ياسر مسجون لدى إسرائيل بتهمة نشر افكار متطرفة، وخاله الآخر باسل، اعتقلته اجهزة الأمن الإسرائيلية من تايلند بنفس التهمة، وأطلق سراحه بعد عامين ونصف.
العودة
بعد البحث والتقصي اتضح أن غالبية من عاد ممن التحق بالتنظيم قد اطلق سراحهم بعد اعتقال استمر لفترات متفاوتة. ويتابع المحامي من عرب إسرائيل باسل درواشة الكثير من هذه الحالات، وكلف مؤخراً بملف سياف.

يقول إن اسرائيل تدرجت في طريقة التعاطي مع هذه الظاهرة منذ بدايتها، وانها لم تمانع في البداية مغادرة من يحملون افكاراً متطرفة إلى سوريا والعراق على اعتبار أن من يخرج لن يعود، لكنهم تدخلوا بشكل جدي مع ازدياد الظاهرة، وتم تشديد العقوبات من سنة لتصل في بعض الأحيان إلى خمس أو ست سنوات.
ولعب بعض أعضاء الكنيست العرب والشخصيات النافذة في إسرائيل دوراً في ترتيب عودة الكثير ممن التحقوا بالتنظيم، وهو ما لم يحدث بعد في حالة سياف وامرأة أخرى من الطيبة لا تزال عالقة في مخيم الهول.
لكن لم تتضح بعد أسباب اتساع هذه الظاهرة في إسرائيل بالتزامن مع سيطرة التنظيم على مساحات كبيرة من سورية والعراق بين عام ٢٠١٤ و٢٠١٥.
يؤكد دراوشة انه لا يمكن تبسيط الأسباب التي أدت لذلك لأن من التحق بالتنظيم من إسرائيل يتحدرون من مناطق مختلفة، وكل منطقة لها اشكالياتها، ويوضح ان قيادات عربية طالبت الأجهزة الأمنية والحكومة الإسرائيلية بتشكيل لجنة تحقيق للإجابة على تساؤل “لماذا يلتحق العربي داخل إسرائيل في صفوف داعش؟”.
ويعتقد فاروق عاصي خال سياف إن الكثير من الشبان انتهى بهم المطاف إلى الالتحاق بالتنظيم بسبب السياسات الإسرائيلية تجاه المجتمعات العربية، وان انتشار المخدرات والسلاح والجريمة بدون حسيب ولا رقيب هو أحد مظاهر هذه السياسة، ويرى بان أسباب انضمام العشرات من الشبان للتنظيم لا يعود لأسباب دينية، وإنما بسبب الإحباط.
فاروق عاصي خال سياف
المسؤول السابق في الشين بيت ليور أكيرمان لا يخالف خال سياف في اهمية مسألة الاحباط، دون ان يوافقه على مسؤولية إسرائيل. ويعترف أن الدافع وراء انضمام العديد لتنظيم الدولة لم يكن دينياً في غالبية الاحيان، كما “لم يكن لأسباب وطنية كما لو كانوا يريدون القتال ضد إسرائيل أو الصهيونية”.
ويقول خال سياف إن إسرائيل لديها القدرات لإنقاذ الوضع، لكنها لا تفعل ذلك وليست معنية بذلك ايضاً.
ويخالف سياف رأي خاله بطريقة صادمة حين قال إنه يأمل بالعودة إلى إسرائيل بعد هذه التجربة الكارثية التي مر بها طيلة الأعوام الأربعة الماضية، ويقول إن إسرائيل بلد ديمقراطي يحترم حقوق الإنسان، مشيداً بالمساواة بين اليهود والعرب.
