المشروع الوطني ستشمل جميع المكونات الفلسطينية وفي مقدمتها الداخل فلسطينيو الداخل سيحملون معهم الخطاب الأخلاقي الذي يستوعب اليهود ضمن المشروع الوطني وجودنا في الكنيست يعاني من “أداء مغلول” وصوت مُسكَتْ ليس فيه متنفّس للخطاب الأخلاقي أنتج واقع التجزئة الفلسطينية والعيش في سياقات متمايزة والتفاعل المختلف للأجزاء في أماكن تواجدها، خصوصيات الجماعات المختلفة، التي هي انعكاس لاحتياجات وضرورات وخيارات كل مجموعة، والتي تحولت إلى جزء من ثقافة الحياة اليومية والسياسية، كما تقول د. هنيدة غانم، في مداخلة قدمت ضمن مشروع بادر إليه مركز “مدار”، ويهدف إلى الخروج برؤية مشتركة حول علاقة الفلسطينيين على جانبيّ الخط الأخضر ويأتي، كما يقول أصحابه، “ضمن صحوة معينة ثقافية تحاول أن تطرح بدائل للخروج من الواقع الفلسطيني المأزوم”. د. فاخرة هلون وترى الباحثة أن التجزئة هي الشرط الأول الذي أدى إلى إنتاجِ الخصوصية ونحتِ مميزاتها وشكلِ حدودِها، وأنّ الاحتياجات والضرورات والمحددات لكل جزء أنتجت عوالم فلسطينية اجتماعية متوازية دون وجود أي رابط أو إطار جامع بينها. وتشير إلى أنَّ الأجزاء المختلفة في عوالمها المتوازية طوّرت مشاريع سياسية متوازية ولغة حقوقية متوازية، كذلك، وأدوات نضالية مختلفة، إذ يركز فلسطينيو 67 على الدولة من خلال تبني أشكال نضال تتراوح بين شعبي ومسلح ويركز الداخل على المواطنة عبر الأدوات السياسية، فيما تحول تركيز الشتات اليوم باتجاه العودة. وتؤكد أنّ كل مشروع سياسي للجماعات المتوازية ينطلق من علاقات القوة والسياق الموضوعي، الذي يتموضع فيه ويتفاعل معه دون وجود رابط ممأسس ينظم العلاقات بينها، عدا اجتهادات عابرة. وتتساءل غانم إذا كان الفلسطينيون متّحدين في هوية جامعة واحدة، تتشكل من موروثهم التاريخي والمجتمعي والشعبي وتقاليده ولغته ومخزونه الروحي والجمعي، رافعتها الأم هي الثقافة الوطنية التي استمرت في توحيد أجزائه بعد النكبة وفي ضمان التبادل والتفاعل من خلالها، وإذا كانت الخصوصية تحولت من نتاج للتجزئة إلى واقع بنيوي اليوم، تصبح الأسئلة المطروحة هل نريد أولا وهل يمكن ثانيا أن نتجاوز التجزئة مع الأخذ بعين الاعتبار وجود خصوصية ومحددات لكل مجموعة وكيف؟ هذا السؤال يشغل في الآونة الأخيرة الكثير من الفلسطينيين، باحثين وغير باحثين، وتقام حوله الأيام الدراسية والورشات والأبحاث، التي يحتل فيها موقع فلسطينيي 48 في إطار الكل الفلسطيني والدور المستقبلي الذي من الممكن أن يلعبونه موقع الصدارة. د. فاخرة هلون، بحثت في إطار رسالة الدكتوراه التي قدمتها في جامعة جورج مسون الأميركية، المعاني التي تعطيها القيادة الفلسطينية في الداخل لهويتنا كفلسطينيين وكمواطني دولة إسرائيل، وتشكل الهوية الجماعية لفلسطينيي الداخل من خلال تفاعلات الخطاب بين الداخل الفلسطيني وبين الضفة والقطاع والشتات؛ وتفاعلات الخطاب بين الداخل الفلسطيني وبين إسرائيل. حول أسئلة البحث وأهم الاستنتاجات التي خرج بها، كان هذا اللقاء مع د. فاخرة هلون. عرب 48: التقيت خلال البحث، كما فهمنا، بعشرات الناشطين من الداخل الفلسطيني وشاركت في العديد من الحوارات واللقاءات الوطنية المشتركة بينها لقاء جنوب أفريقيا، إضافة إلى الجهد الأكاديمي، بماذا يمكن أن تفيدينا في بحثك؟ هلون: حاولت، بتواضع، أن أُفكّك علاقات القوة بين قيادة الفلسطينيين في الداخل وبين القيادة الفلسطينية في الضفة الغربية وقطاع غزة والشتات وبينها وبين الحكومة الإسرائيلية، وأنا أدّعي أنَّ العقد الأخير شهد تحولات كبيرة في هذين المستويين، أثّرت على تشكل هويتنا الجماعية. راجعت وفحصت الحوارات التي تجري داخل المجموعتين وعلاقات القوة في ما بينهما، وحاولت قراءة خطاب فلسطينيي الداخل وفهم المعاني التي يعكسها عن الهوية الجماعية وما الذي يقوله عن العلاقات السائدة بين الطرفين أو الأطراف الثلاثة، وبماذا نفكر نحن، وما هي مصطلحات هذا الخطاب وما تعنيه بالنسبة لعلاقات القوة. ولهذا الغرض، شاركت في حوارات وذهبت إلى البرلمان الإسرائيلي (الكنيست)، لأرى ترجمات الخطاب النضالي هناك وعلاقة القيادة الفلسطينية كأعضاء كنيست مع المؤسسة الإسرائيلية، خاصة في موضوع التصدي لقانون “كيمنتس”، وحاولت أن أُفكّك ديناميكية تلك العلاقة وأرى أداء القيادة الفلسطينية هناك والخطاب الذي يوجهها. كما أجريت مقابلات مع العديد من عناصر القيادة السياسية في الداخل واستوضحت منهم بعض المواقف الخاصة بالمعاني التي يحملونها عن الهوية الجماعية، خاصة أن تلك القيادة وأعني بها السياسيين والأكاديميين والصحافيين وناشطي المجتمع المدني، لها دور أساسي في تشكيل الهوية الجماعية وبلورة الخطاب النضالي الذي ترفعه القيادة الفلسطينية في الداخل أمام دولة إسرائيل، في سبيل تحقيق حقوقنا الجماعية. “لدى السلطة الفلسطينيّة مخاوف من زوال الفارق بين فلسطينيي ٤٨ وفلسطينيي ٦٧” (أ ب أ) عرب 48: أشرت إلى تحولات شهدها العقد الأخير بالنسبة لموقع ودور فلسطينيي الداخل؟ هلون: نعم، فلسطينيو الداخل شركاء في الحوار لإعادة صياغة المشروع الوطني الفلسطيني والذي تخلل لقاءات جرت في الناصرة ورام الله وجنوب أفريقيا، بمبادرات من مركزي “مدار” و”مدى الكرمل” ومجموعة واسعة من الأكاديميين والناشطين، وقد أدار فلسطينيو الداخل الجلسة الأخيرة من الحوار الذي جرى في جنوب أفريقيا لهذا الغرض. وأنا أتساءل ما هي القيمة المضافة التي يعطيها فلسطينيو الداخل لهذه الحوارات ولتلك الصياغة؟ وما هي الديناميكية التي تحصل بينهم وبين القيادة الفلسطينية، كونهم يحملون الهوية الفلسطينية والمواطنة الإسرائيلية؟ وما هي أبعاد ذلك على فحوى المشروع الوطني الفلسطيني- الصراع الفلسطيني الإسرائيلي- وانعكاساته على مستقبل العلاقة بين اليهود والفلسطينيين في فلسطين/ إسرائيل؟ عرب 48: هل من مؤشرات إضافية لدور يأخذه فلسطينيّو الداخل في إعادة بناء المشروع الوطني الفلسطيني، خلا مشاركة مندوبين عنهم في مؤتمرات أكاديمية هنا وهناك؟ هلون: المحاولات الفلسطينية، عمومًا، ما زالت في هذا الطور، بمعنى مبادرات أكاديمية هنا وهناك يشارك بها سياسيون من التجمّعات المختلفة، وتجدر الإشارة إلى أن مندوبين عن لجنة المتابعة شاركوا في مؤتمر جنوب أفريقيا، كما أن مندوبين عن القيادة الفلسطينية في الداخل والقيادة في الضفة والقطاع، شاركوا في حوار إستراتيجي بادر إليه مركز “مدار” وفي مؤتمر دور فلسطيني الداخل في إعادة صياغة المشروع الوطني الذي نظمه مركز “مدى الكرمل”. بمعنى أنّ هناك مبادرات منظمة وأقل عفوية من السابق، ومن الواضح أن برنامجا سياسيا ما زال في بدايات تكوينه يتبلور بين الطرفين، كما أن الهيكل ما زال غير واضح بسبب وجود تخوف من الطرفين للإقدام على تشكيل مبنى سياسي. عرب 48: ولكن الحديث لا يجري عن المستوى الرسمي؟ هلون: المثقفون هم من يدفعون بهذا الاتجاه، لأنهم يمتلكون الجرأة أكثر من القيادة ويرون ضرورة لبناء شيء مشترك بين فلسطينيي الضفة وغزة والشتات والداخل. القيادة في الداخل لديها تخوفات من أن يتم استغلال هذا الموضوع من قبل الأحزاب اليمينية المتطرفة من أنّنا نقوم بطمس الحدود بيننا وبين فلسطينيي 67، بالمقال هناك مخاوف لدى السلطة الفلسطينية من أن يؤثر ذلك على الإنجازات الدولية التي راكمتها والمتعلقة بحل الدولتين. الأكاديميّون يتفهّمون تلك التخوفات، لأن هناك مشاريع سياسية بنيت لكلتي المجموعتين وهناك اختلافات في بعض الأمور الجوهرية مثل التوجه لدولة إسرائيل، إذ أنّ فلسطينيي الداخل لديهم رؤية مختلفة لدولة إسرائيل ولوجود اليهود في فلسطين. لقد نشأ لدى فلسطينيي الداخل نوعٌ من المصالحة مع دولة إسرائيل، وذلك بخلاف الضفّة الغربية وغزة والشتات، كما أن هناك اختلافا في أدوات النضال، وهناك اختلافات حول دخول أو عدم دخول فلسطينيي الداخل إلى منظمة التحرير الفلسطينية ومؤسساتها. ولكن الملاحظ من الحوارات أن هناك تغيّرا في الخطاب تجاه فلسطينيي 48 من قبل فلسطينيي الضفة والقطاع والشتات، حيث يرون أهمية لدورهم المستقبلي ويعولون عليه، وأنا اعتقد أنّ فلسطينيي الداخل خلال عقد سيكونون من اللاعبين المركزيين في بلورة إستراتيجية النضال الفلسطيني. من الواضح، أيضًا، أنّ فلسطينيي الداخل ينزاحون نحو المركز- مركز حوار المشروع الوطني الفلسطيني، علما بأنّ القيادة الفلسطينية ما زالت ترى أن دورهم صغير وهذا يؤثر على رؤيتهم لذاتهم، وهي يُدخلوا مضامين عن المواطنة للحوار. عرب 48: هنا، كما يبدو، يدخل خطاب الخصوصية الذي يعبّر عن واقع التجزئة وتشكل المشاريع السياسية المختلفة التي قد تعيق بناء مشروع مشترك؟ هلون: لقد قمت خلال بحثي بفحص خطاب الخصوصية الذي تحدثت عنه د. هنيدة غانم ووظيفة هذا الخطاب وكيف يساهم فلسطينيو الداخل في استحضار اليهود في الحوار حول المشروع الوطني الفلسطيني. خطاب الخصوصية أعطى شرعية للاختلاف وللهوية المختلفة لفلسطينيي الداخل ولأدائهم ومشروعهم السياسي المختلف، وكأنّه أغلق صفحة الماضي ووضعنا في أجواء الحديث عن خلق برنامج مشترك للمستقبل. وأنا أدعي أن خطاب الخصوصية ساهم بشكل غير مباشر في أن يستعمله فلسطينيو الداخل لأن يستحضروا اليهود في النقاش عن المشروع الوطني الفلسطيني. عندما يدير فلسطينيو الداخل الحوار عن إستراتيجية النضال ضد الاحتلال، فإنّهم سيجلبون مضامين جديدة، وعندها، فإنّ هوية المواطنة الخاصة بهم ستدخل مضامين مختلفة على المشروع الوطني الفلسطيني، وما يبرز أساسا في هذا السياق هو الخطاب الأخلاقي الذي يحمله فلسطينيو الداخل عن اليهود في إسرائيل، والذي سيشكل أهم الإضافات النوعية على المشروع الوطني الفلسطيني. عرب 48: ولكن الخطاب الأخلاقي الذي تتحدثين عنه والموقف من اليهود لم يكن غائبا عن الخطاب الفلسطيني العام؟ هلون: حضور فلسطينيي الداخل يستحضر اليهود تحت قيم إنسانية كانت موجودة سابقا في كتابات حيث أحاول أن أفكك علاقات القوة بين الخطابين وبين الخطاب الأخلاقي، إذ أدّعي أنه موجود على الحدود بين خطاب المواطنة وخطاب الوطن. عرب 48: تحت شعار إعادة صياغة المشروع الوطني والحوارات التي تشارك فيها كل مكونات الشعب الفلسطيني، يبرز حل الدولة الواحدة بتسمياته المختلفة؟ هلون: القيادة الفلسطينية في الداخل لا تشارك كلّها في مثل هذه الحوارات، لأنها ترى ما يقف خلفها، علما أن الديناميكية الجارية هي أنّ إسرائيل تخلط الأمور وتدخلنا في سياق الدولة الواحدة. الحوارات تكشف الاختلاف السياسي داخل فلسطينيي الداخل، أيضًا، حول الحل النهائي المنقسمون أساسا بين منظورين، منظور التجمع الذي يرى علاقتنا مع اليهود و”قانون القومية”، وغيرها من الإجراءات التي تسعى إلى تكريس هيمنة إسرائيل على كل المنطقة الواقعة بين البحر والنهر؟ هلون: في سياق الحديث عن الدولة الواحدة يتحول فلسطينيو الداخل إلى اللاعب الأهم، وبخصوص التحولات، فإنّ التحول الأبرز في علاقة الدولة بنا هو الانتقال من خطاب الأغلبية والأقلية إلى خطاب دولة أمام مجموعة إثنية. هذا الخطاب يبدو أشد بروزًا في الكنيست، ما بات يثير تساؤلات لديّ ولدى غيري، طبعًا، إن كان وجودنا هناك يخدمنا أم يخدم إسرائيل، لأن أداءنا هناك بات متأثرًا من القمع الموجود في الكنيست وصار عندنا “خطاب مغلول” بسبب علاقات القوة التي حولت صوتنا إلى “صوت مسكت”، لا يسمعه الآخر ولا يترك أي صدى في الأجواء، بالمقابل يقودوننا إلى مكان نبدو فيه أننا لسنا حقيقيين. هذا “الأداء المغلول” يهدم الخطاب الأخلاقي عندنا، وحتى الذين يؤمنون بالشراكة العربية اليهودية لا يجد خطابهم متنفسا له
