خطاب العرش: السيطرة على الجائحة ومكافحة التغيّر المناخي في أولويّات الحكومة الليبراليّة

قدّمت الحكومة الكنديّة برئاسة جوستان ترودو خطاب العرش الذي هو بمثابة برنامج عملها.

وقامت حاكمة كندا العامّة ماري سايمون بقراءة خطاب العرش في مجلس العموم وفق التقاليد المتّبعة.

وحاكمة كندا العامّة ماري سايمون هي أوّل فرد من السكّان الأصليّين تشغل منصب ممثّلة التاج البريطاني في كندا.

وحلّت مكافحة جائحة فيروس كورونا المستجدّ والنهوض بالاقتصاد في الطليعة بالإضافة إلى مجموعة أخرى من الأولويّات.

وتحدّث خطاب العرش عن مكافحة التغيّر المناخي والاتّفاقات مع حكومات المقاطعات حول دور حضانة الأطفال والمصالحة مع السكّان الأصليّين.

رأيت التزام الكنديّين بالمصالحة ، و يريد السكّان الأصليّون استعادة تاريخنا وقصصنا وثقافتنا ولغتنا من خلال العمل كما ورد في خطاب العرش الذي قرأته الحاكمة العامّة ماري سايمون بثلاث لغات: الإنوكتيكوت وهي إحدى لغات السكّان الأصليّين، والإنجليزيّة والفرنسيّة، وهما اللغتان الرسميّتان في كندا.

يسعى الناس الذين لا ينتمون إلى السكّان الأصليّين إلى معرفة التأثير الحقيقي للماضي والآلام التي عانتها أجيال من السكّان الأصليّين، ومعاً يسيرون على طريق المصالحة قالت حاكمة كندا العامّة ماري سايمون.

وأضافت أنّ الحكومة الكنديّة سوف تعمل على توثيق هذه العلاقة من خلال اتّخاذ إجراءات على صعيد الرعاية الصحيّة ومكافحة التغيّر المناخي والبحث في جذور الأحداث التي جرت في المدارس الداخليّة الإلزاميّة للسكّان الأصليّين.

فمنذ بضعة أشهر، كشفت مجموعات من السكّان الأصليّين عن مئات القبور التي تعود لأشخاص مجهولين في مواقع عدد من المدارس الداخليّة السابقة.

وشكرت الحاكمة العامّة لدى قراءة خطاب العرش الحكومة الكنديّة والموظّفين على الجهود التي بذلوها لِمكافحة الجائحة مشيرة إلى ما أدّت إليه من خسائر ومصاعب على مدى الثمانية عشر شهرا الأخيرة.

وتابعت تقول إنّ مكافحة الجائحة تحلّ في طليعة الأولويّات، والتطعيم هو أفضل وسيلة للسيطرة عليها.

ويمكن تحقيق ذلك كما قالت الحاكمة العامّة في خطاب العرش من خلال تعزيز نظام الرعاية الصحيّة والدعم للمسنّين وقدامي المحاربين و ذوي الإعاقات.

كما تعهّدت الحكومة في خطاب العرش بدعم اللغة الفرنسيّة والترويج لها في كيبيك وخارجها، من خلال إعادة تقديم القانون المقترح حول المساواة الأساسيّة بين الفرنسيّة والانجليزيّة.

وقالت الحكومة في وقت سابق من العام إنّ التكنولوجيا الرقميّة تشجّع استخدام الإنجليزيّة على حساب الفرنسيّة، ولهذه الغاية، فإنّها سوف تعمل على تعزيز موقع اللغة الفرنسيّة من خلال القانون الذي يضمن حقّ العمل بالفرنسيّة في الوظائف والأعمال التي تخضع للنظام الفدرالي وتضمّ أكثر من 50 موظّفا.

كما تعهّدت بمواجهة ارتفاع تكلفة المعيشة والعمل مع المقاطعات على توفير برنامج لتأمين أماكن بـ10 دولارات في اليوم دور الحضانة.

وتعتبر الحكومة أنّ الهجرة مهمّة في مرحلة التعافي الاقتصادي ما بعد الجائحة قالت الحاكمة العامّة ماري سايمون في خطاب العرش.

وتعهّدت الحكومة كذلك بتعزيز العمل للوقاية من الفيضانات وحرائق الغابات والجفاف وتآكل السواحل وسواها من عوامل الطقس الشديدة التي تفاقمت بفعل التغيّر المناخي.

ونشير أخيرا إلى أنّ خطاب العرش هو برنامج عمل الحكومة، وتخضع على أساسه لِتصويت بالثقة في مجلس العموم.
