رقعة موازية للحدود اللبنانية، ولو أنها لا تدخل ضمن المنطقة المتنازع عليها. فالشعب غارق في أزمة معيشية طاحنة من جوع وعوز تتهدده يومياً، فيما الحكومة تتخبط بملفاتها والانهيار الاقتصادي المتسارع. في المقابل، أفادت معلومات خاصة لـ “اندبندنت عربية” بأن شركة توتال والتي كان يفترض أن تبدأ التنقيب في البلوك رقم 9 الجنوبي نهاية 2020، أجلّت في مرحلة أولى التنقيب إلى الربع الأول من عام 2021 ليتكشف أن الشركة قد تلجأ إلى تأجيل آخر، فيما تنتهي المدة المحددة للشركة للتنقيب بحسب العقود مع الدولة اللبنانية في 24 مايو(أيار) 2021. وإذا تخلفت الشركة عن الوفاء بتعهداتها ولم تبادر إلى التنقيب قبل هذه المهلة في الرقعة الجنوبية فستخسر الضمانة التي دفعتها بقيمة 40 مليون دولار. إسرائيل تستطيع الولوج إلى غاز لبنان من جهة ثانية، توضح مصادر من هيئة إدارة قطاع النفط، أن إسرائيل طرحت استدراج عروض تنتهي مهلته في 23 سبتمبر (أيلول) المقبل، ولم تبدأ فعلياً التنقيب كما انتشر، فالرقعة محاذية للحدود ولا تشكل انتهاكاً أو تعدياً على لبنان، وهي لا تقع في منطقة متنازع عليها. وتشير المصادر إلى أن المشكلة ستظهر جدياً، إذا اكتشفت مخزونات مشتركة تمتد أفقياً بين الحدود حتى المياه الإقليمية اللبنانية. فالوضع السياسي والجيوسياسي والعالمي المتمثل بتراجع أسعار النفط وتداعيات وباء كورونا على الصناعة النفطية العالمية، عوامل تلعب جميعها بعكس مصلحة لبنان وتضغط عموماً على حماسة الشركات بالاستكشاف. وليس أمام البلد لمواجهة إمكانية سرقة ثرواته، إلا استعجال شركة توتال البدء بالعمل في الرقعة الجنوبية، وحثها على إتمام المسوحات التي قامت بها الدولة اللبنانية والتي لم تمتدّ حتى الحدود الجنوبية، إضافة إلى المراقبة الدقيقة للأعمال في الرقعة الإسرائيلية. اللون الأحمر بلوكات منتجة والأزرق تراخيص استكشاف والأصفر معروض ضمن دورة تراخيص ثالثة (مواقع التواصل) خطوة إسرائيل ليست مستجدة وتعود لعام 2009 في سياق متصل، تقول لوري هايتايان كبيرة المسؤولين في منطقة الشرق الأوسط وشمال أفريقيا لمعهد حوكمة الموارد الطبيعية، إن خطوة إسرائيل ليست مستجدة، فالدولة العبرية لزّمت ومنذ العام 2009 الرقعة المسماة “ألون دي” أو البلوك 72 سابقاً إلى شركتي “نوبل إنرجي” و”ديليك” اللتين لم تقوما بأي أعمال في هذه المنطقة نظراً للتوترات التي قد ترافق أعمال الحفر أو حتى توقف الأعمال بعد المباشرة بها ما يترجم خسائر تتكبدهما الشركتان. لكن مع انتهاء العقد في إبريل (نيسان) عام 2020 وعلى الرغم من طلب الشركتين تمديد عقدهما، سارعت الدولة العبرية غير الممتنة من عدم استكشاف المنطقة إلى فتح جولة تراخيص جديدة لجذب المستثمرين. خطوة لم تلق استحسان الشركتين اللتين بدورهما لجأتا إلى رفع دعوة إلى المجلس الأعلى لوقف جولة التراخيص. لذلك لا ترى هايتايان أي تعدٍ على لبنان، فالحكومات المتعاقبة منذ العام 2009 لم تعترض على تلزيم الرقعة الحدودية، وطرح العروض لا يعتبر عاملاً جديداً إنما استكمالاً لمسار سابق. وإلى جانب “ألون دي” يوجد أيضاً “ألون إف” المحاذي للحدود والذي يعتبر أيضاً خلافياً مع لبنان. وفي عمليات البحث التمهيدية التي أجريت سابقاً في الحقل، حُدّد في منطقة البلوك خزان غاز طبيعي يشبه جيولوجياً خزانات الغاز الطبيعي الأخرى في المنطقة مثل “كاريش وتمار” ما يجعله واعداً. الحرب ممكنة في المقابل، تحذّر لوري هايتايان من نزاع محتمل قد ينشأ بين الدولتين بإمكانه أن يصل إلى حد إطلاق شرارة حرب بين الطرفين في حال وجود مكامن مشتركة للغاز والنفط. وإذا كان استكشاف البلوك “ألون دي “لم يبدأ بعد، تسلط هايتايان الضوء على حقل كاريش المجاور الذي سيبدأ الإنتاج منه في النصف الثاني من عام 2021. كاريش القريب أيضاً من الحدود المشتركة والمنتازع عليها قد يتضمن مكامن مشتركة بين لبنان وإسرائيل. وهنا تَطرح فرضيتين: إيجاد مكمن مشترك وتستّر الشركات المنقبة عن إعلان ذلك، ما ينتج منه سرقة الغاز اللبناني. إيجاد مكمن مشترك والإعلان عنه، بخاصة إذا كانت الشركات دولية كتوتال، ما سيترجم توقف أعمال الاستخراج بظل عدم وجود اتفاقية ترعى العلاقات بين لبنان وإسرائيل كما من المتوقع تعذر صياغة أي اتفاق بظل العداء المستمر بين الدولتين. وقد يطلق استمرار العمل على الرغم من الاعتراف بمكامن مشتركة شرارة حرب بين الطرفين. قانون قيصر لا يطال صناعة النفط في لبنان تستبعد كبيرة المسؤولين في منطقة الشرق الأوسط وشمال أفريقيا لمعهد حوكمة الموارد الطبيعية إمكانية أن يقوّض قانون قيصر استمرار لبنان في الاستكشافات البحرية، فالقانون مخصص لسوريا ومن يدعم النظام السوري وطالما لم تعلن أي عقوبات على لبنان أو على شركات تعمل في لبنان فلا أثر لقانون قيصر في القطاع النفطي اللبناني. نتائج غير مشجعة من البلوك رقم 4 لم ترقَ النتائج المعلنة بعد الانتهاء من الحفر في البلوك رقم 4 الشمالي إلى الآمال التي عقدها لبنان على هذه العملية. وترى لوري أنها كانت متوقعة لكن إدارة المسؤولين كانت خاطئة فوضعوا وضخموا الآمال على البئر وبنوا افتراضيات. وعلى الرغم من عدم وجود خزانات غاز صخرية كما في إسرائيل وقبرص، إلا أن إمكانية وجود مكامن أخرى ما زالت قائمة بانتظار نتائج الدراسات التي تقوم بها توتال في فرنسا على العينات التي أخذت من الجيولوجيا الخاصة بلبنان والتي يمكن أن يتبين أنها بيكاربونية كالجيولوجيا الموجودة في مصر. الواقع النفطي بالأرقام يقدر إجمالي مساحة المياه الإقليمية اللبنانية بحوالى 22 ألف كيلومتر مربع، في حين تبلغ المساحة المتنازع عليها مع إسرائيل 854 كيلومتراً مربعاً. قسّم لبنان مياهه الإقليمية إلى 10 رقع أو بلوكات، ثلاثة منها محاذية للحدود الإسرائيلية وهي 8 و9 و10. فيما غاب لبنان عن اتفاقية تحديد المياه الإقليمية الخاصة للدول المطلة على البحر المتوسط في عام 2011، علماً أن إسرائيل وقّعت اتفاقية مع قبرص لتعيين الحدود بينهما، وقامت تل أبيب بموجبها بقضم مساحة مائية تقدر
