شرَّعوها؟ مهلاً. هذا ليس صحيحاً تماماً. أجلّوا احتفالاتكم إنْ كنتم من المحتفلين. فرغم أن البرلمان اللبناني أقر قانوناً لزراعة الحشيش (القنّب الهندي)، إلا أنه يتيح هذه الزراعة فقط لأغراض طبية وصناعية.
وهذا القانون، مثل أي قانون، يحتاج تنفيذه إلى آليات. ولكن قبل ذلك، تحتاج الصناعة إلى مصانع، والأغراض الطبية إلى مختصين، كما يحتاج التمييز بين الأصناف إلى إجراءات عملية معقّدة. وقبل هذا القانون، ثمة تاريخ طويل للمطلب.
سيطرة الدولة على الأرباح
حسب المشرّعين، وظيفة هذا القانون هي جني الدولة أرباحاً قد تعود عليها من تنظيم هذا القطاع. لكن هل هناك مَن هو مستعد فعلاً للتخلي عن العلاقة مع الأرض، وعن تصريف الإنتاج لحسابه الخاص، وفق عملية طويلة، لكي يشارك أرباحه مع “الدولة”؟ هل هذا القانون بصورته الحالية يهتم بالمزارعين، أم بمشاركة الأرباح مع التجار الكبار؟
الإجابة تحتاج إلى تقصٍ طويل، لكن جولة قصيرة قد تدل على طريق الإجابات. قبل كل شيء، العلاقة بين سهل البقاع اللبناني، الموجود على الحدود اللبنانية-السورية، بحاجة إلى مدخل “تعريفي” بسيط، لمَن لا يعرفه. قد يوصف بتكساس البلاد، وقد يقال إن أوصاف الجرود تنسحب عليه. ما هو مهم في موضوعنا هذا، هو أن زراعة الحشيش، ومنذ وقتٍ طويل، تحدث هناك، في البقاع تحديداً. ويجب التوضيح، أيضاً، أن سكان المنطقة، متروكون لمواجهة مفتوحة مع أمزجة الجرد: لا مصانع، ولا فرص عمل، ولا خدمات. صورة نموذجية عن الهوامش المهملة من الناحية الجغرافية، وعن أثر العشيرة في هذا الحيّز، بالمعنى الأنثروبولوجي للكلمة. كل ما تُرك للمزارعين، هو سهولهم التي تخرج منها “النبتة المباركة” كما يسمّيها البعض.
حسب الإحصاءات، وقبل أزمة الدولار الأخيرة في لبنان، كان الدونم (ألف متر مربع) الخصب المروي الواحد يعود على المزارع بمبلغ لا يتجاوز الألف دولار أمريكي. أما إذا كان الدونم غير مروي بالماء، أو نوعية تربته غير جيّدة، فإن محصوله من نبتة الحشيش لن يتجاوز نصف هذا المبلغ.
قد تتحسن هذه الأرقام قليلاً، ربما في قرى تربتها أكثر “خصوبة” مثل اليمونة، بغالبيتها المؤيدة لحزب الله، وجارتها دير الأحمر، معقل القوات اللبنانية في قضاء بعلبك. لكن بالأرقام، علينا أن نتفق، منذ البداية، على أن المزارعين لا يحصلون على أرباح “خيالية”، كما يتخيّل كثيرون. فهم يبيعون محصولهم، ودورة الإنتاج تتخذ شكلاً آخر. الأرباح الفعلية، هي من حصة التجار، على اختلاف أحجامهم.
بالنظر إلى المادة الرابعة من المشروع الذي وافق عليه البرلمان اللبناني، ستنشأ هيئة لمراقبة وتنظيم جميع الأنشطة المتعلقة بالحشيش: من غرس، زراعة، حصاد، إنتاج، حيازة، تصدير، تخزين، تسويق، وتوزيع القنب ومشتقاته. ما الذي يعنيه هذا؟ الحديث عن “هيئة” في لبنان، يذكّر بالمحسوبيات، المحاصصة، التوزيع الطائفي، تقاسم الأرباح بين أحزاب المنطقة، إلخ. وهذا ليس رأياً خاصاً. هذا ما يقوله المزارعون.
