قرّر بنك كندا (المصرف المركزي) رصد آراء المواطنين حول المقاربة التي عليه اعتمادها في مجال السياسة النقدية في السنوات المقبلة.
وكان بنك كندا قد لحظ إجراء استشارات عامة على نطاق أوسع بكثير مما درج عليه في السابق، قبل فترة طويلة من وصول جائحة “كوفيد – 19” إلى كندا وتسببها بتراجع حاد للاقتصاد الوطني.
فالأزمة الناجمة عن الجائحة زادت من أهمية إجراء استطلاع واسع النطاق بما أنّ أنماط الإنفاق تغيّرت بشكل جذري وأسفرت عن وجود تباينات أحياناً عندما تؤشّر المعطيات إلى تراجع في الأسعار فيما يواجه المستهلكون ارتفاعاً في النفقات.
ويهدف الاستطلاع الذي سيجريه بنك كندا على شبكة الإنترنت لإعطاء صورة أدقّ عن هذا المظهر وللتزوّد بأفكار ومقاربات يمكن للبنك اعتمادها في مساعيه للحفاظ على الاستقرار في الأسعار.
ومنطقة الراحة التي يحددها بنك كندا كهدف في مجال تضخم الأسعار تساعده في تحديد معدّل الفائدة الأساسي، وهو سعر الفائدة لليلة واحدة بين المصارف.
فتحديد معدّل الفائدة الأساسي يُشكل سياسة رئيسية لبنك كندا ويؤثّر على أسعار الفوائد العقارية وفوائد قروض أُخرى.

ويسعى بنك كندا منذ نحو 30 سنة لجعل معدل التضخم الأساسي (core inflation) السنوي أقرب ما يكون إلى هدفه المرجو البالغ 2,0%، فلا تعيش البلاد مرحلة جديدة من الارتفاع الحاد في أسعار الفائدة كالتي شهدتها في أواخر سبعينيات القرن الفائت وثمانينياته.
ويرصد البنك معدل التضخم الأساسي لتحديد معدل الفائدة الأساسي الذي خفّضه ثلاث مرّات في آذار (مارس) الفائت إلى أن بلغ 0,25% وذلك من أجل دعم الاقتصاد الوطني في ظلّ الجائحة.
وينوي بنك كندا نشر تقرير في الأشهر المقبلة حول ما سيكون قد استخلصه من استشارته المواطنين قبل أن يُقدم على تجديد الاتفاق حول السياسة النقدية مع الحكومة الفدرالية.
