بعد التداعيات السياسية والقانونية للعقوبات التي شرعت وزارة الخزانة الأميركية بتطبيقها ضدّ نواب ومسؤولين في «حزب الله»، إلّا أنها المرّة الأولى التي يعبّر فيها الحزب عن مستوى القلق الذي ينتابه، والآثار الداخلية والخارجية لعقوبات كهذه عليه وربما على بعض حلفائه، في ضوء ما يتسرّب عن معلومات عن قائمة جديدة ستضم قيادات في أحزاب قريبة منه وتؤمّن غطاء سياسيا لأعماله. وكانت كتلة «حزب الله» النيابية التي يرأسها النائب محمد رعد المشمول بالعقوبات الأميركية مع زميله النائب أمين شرّي، وصفت العقوبات بأنها «تشكّل عدواناً على لبنان وشعبه وخياراته وهو أمر مرفوض ومدان بكلّ المعايير السيادية والأخلاقية». وقالت إنها «لن تغيّر شيئا في قناعاتنا ولا في مقاومتنا للاحتلال الإسرائيلي». واعتبر أستاذ القانون الدولي في الجامعة الأميركية ببيروت الدكتور شفيق المصري أن «العقوبات صادرة عن دولة واحدة وليست عن المجتمع الدولي وتأثيراتها مرتبطة بأي تعامل للأشخاص المعاقبين مع الأميركيين». ولفت في تصريح لـ«الشرق الأوسط» إلى أن «الإدارة الأميركية دمجت بين الجناح السياسي والجناح العسكري للحزب منذ سنوات، في حين أن الاتحاد الأوروبي لا يزال متحفظاً على ذلك، ما عدا بريطانيا التي باتت في طور الخروج من الاتحاد». أما تأثير هذه العقوبات على الحصانة النيابية التي يتمتع بها نائبا «حزب الله» رعد وشرّي، فذكّر المصري بأن «الحصانة النيابية متوفرة لهما على الأراضي اللبنانية، ولا تمتدّ إلى دول أخرى»، مشيراً إلى أن «المعاهدات الدولية لا تمنح الحصانة خارج البلاد إلّا لرئيس الجمهورية ورئيس الحكومة ووزير الخارجية». وتتباين القراءات القانونية والسياسية حيال نتائج مثل هذه العقوبات، إذ لفت النائب السابق محمد عبد الحميد بيضون، في تصريح لـ«الشرق الأوسط» إلى أن «العقوبات لم تصدر عن الإدارة الأميركية، بل بقانون عن الكونغرس، وتعمل وزارة الخزانة على تنفذه»، مشيراً إلى «توافر معلومات عن دفعة جديدة من العقوبات ستصدر قريباً، وتشمل أسماء المتعاملين مع (حزب الله)، وهذا ما يبرر الخوف لدى مسؤولين وربما رؤساء، ولذلك بدأوا يختبئون خلف الحصانات». ولا يرى بيضون أن الحصانات النيابية والسياسية قد تحمي المدرجين على قوائم العقوبات. وقال: «بالنسبة إلى الأميركيين، لا حصانة على أحد، وكلّ المصارف والشركات التي تعمل مع الأسواق المالية والتجارية الأميركية تلتزم هذه العقوبات». وأضاف: «معلوم أن هناك مسؤولين في مراكز عليا لديهم فواتير يسددونها لـ(حزب الله)، ويصدرون بيانات الإدانة للعقوبات، لكن الدولة ليست لديها فواتير تؤديها، وبالتالي يجب أن تحتفظ بمسافة بينها وبين هذا الحزب»، داعياً الدولة اللبنانية إلى «النأي بنفسها عن (حزب الله) حتى لا يذهب البلد إلى الانهيار وينهار معه القطاع المصرفي والمؤسسات الشرعية العسكرية والأمنية». وبدا موقف بيضون متطابقاً إلى حدّ كبير مع قراءة مدير «معهد المشرق للشؤون الاستراتيجية» الدكتور سامي نادر الذي أوضح لـ«الشرق الأوسط» أن العقوبات الأميركية «تتخطى مسألة الأفراد ومصالحهم، لتطال الدولة اللبنانية ما دام أن (حزب الله) جزء أساسي في تركيبتها». وأوضح أن أهمية العقوبات «ليست في أنها تطال رئيس أكبر كتلة نيابية من حيث الدور والتأثير، بل بتأثيراتها على الدولة ككل، خصوصاً بعدما قلبت الانتخابات النيابية موازين القوى لمصلحة (حزب الله)». ولاحظ أن «الأوضاع تأخذ منحى تصاعدياً، وهي مرتبطة بالمواجهة مع إيران، وعلينا أن ننتظر الخطوة المقبلة التي ستليها، والمرجّح أن تطال الطرف الأكبر وزناً وتأثيراً في الدولة اللبنانية». وعن مدى جدوى هذه العقوبات ما دام أنها مقتصرة على الجانب الأميركي وليست عقوبات دولية، أكد نادر أنه «لا توجد قنوات قانونية للالتفاف على العقوبات… هذه الخطوة هي أول غيث الترجمة الفعلية للفصل بين جناحي (حزب الله) السياسي والعسكري، وهي غيرت المعادلة وألغت هامش المناورة عند الأطراف اللبنانية وعند الدول الغربية التي كانت تتذرع بأنها تتعامل مع الجناح السياسي للحزب وليس العسكري». ورأى أن هذه العقوبات «وضعت الأرضية لتطال لبنان الرسمي، ما دام أن الحزب جزء أساسي من التركيبة السياسية، وهذا مؤشر سلبي قد يهدد مؤتمر سيدر والاستثمارات الأجنبية المنتظرة». واستنكرت لجنة الشؤون الخارجية والمغتربين النيابية اللبنانية العقوبات الأميركية، أمس، معتبرة أنها «عدوانية ولم ترع الحصانة التي يتمتع بها كل نائب منتخب من الشعب». واعتبرت اللجنة أن «خير تعبير عن موقفها وموقف المجلس النيابي من هذا القضية عبر عنه رئيس المجلس النيابي نبيه بري»، وهي إذ أثنت على هذا الموقف، وموقف رئيس الجمهورية ورئيس الحكومة في استنكار هذه الخطوة، أكدت «ضرورة أن يكون هناك تحرك لبناني باتجاه الولايات
