الأجهزة الأمنية استمعت إلى آراء النواب… وملاجئ عامة ومخازن للأغذية والأدوية أبرز الاستعدادات

بدأت الكويت خطوات عمليّة لمواجهة تداعيات الأزمة الراهنة بالمنطقة، التي ربما تقود إلى حرب مفتوحة بين أميركا وطهران.
تصاعد وتيرة الأزمة الإقليمية دفع مجلس الأمة الكويتي (البرلمان) إلى عقد جلسة سريّة لمعرفة الاستعدادات الحكومية.
عرض تفصيلي
رئيس مجلس الأمة مرزوق الغانم قال، في تصريحات لوسائل إعلام محليّة، “الأجهزة الأمنية قدّمت خلال الجلسة السريّة عرضاً تفصيلياً عن استعداداتها تجاه الأوضاع الخارجية والداخلية، وذلك استناداً إلى الطلب النيابي المُقدّم بشأن أوضاع المنطقة، واستعدادات الحكومة للأزمة القائمة”.
وأوضح، “خلال النظر إلى الطلب تبادلَ النواب النقاش ووجهات النظر مع الجهات المعنية حول هذه الاستعدادات”.
كان الغانم حذّر في تصريح سابق منتصف الشهر الماضي من أوضاع المنطقة، مرجحاً، وقتها، فرضية “اندلاع حرب”.
وأشار إلى أن “هذه الاحتمالات نسبتها عاليّة جداً وكبيرة، والأمور لا تسير في المسار أو الاتجاه الذي نتمنّاه”.
وفي الجلسة التي حضرها ممثلون عن الأجهزة الحكومية، عُرِضَ تجهيز الملاجئ العامة، وبحث توفير مخازن كافية للأغذية والأدوية، فضلاً عن خطة عمل تكامليّة موضوعة مسبقاً، مع استعداد لسد أي نقص متوقّع بالمرافق الحيويّة والمهمة في حالة وقوع الأزمات لضمان استمرار عملها.
خطط وقائية
رئيس مركز التواصل الحكومي الناطق الرسمي باسم الدولة طارق المزرم قال “الحكومة بكل أجهزتها العسكريّة والأمنيّة تبدي دائماً استعدادها وجاهزيتها، تحسباً لأي طارئ أو تطوّر يخص الأوضاع بالمنطقة”.
وأضاف، “الأجهزة المعنيّة في وزارات الدفاع والداخلية والحرس الوطني والإدارة العامة للإطفاء قدّمت عرضاً كاملاً إلى أعضاء مجلس الأمة عن مدى استعدادها، وشرحاً وافياً لخطط الطوارئ والخطط الوقائية تحسباً لأي حدث”.
وتابع، “ما قدّمته الأجهزة الأمنية كان مجرد عرض، وبناءً على دعوة من مجلس الأمة، واستمعت إلى آراء النواب ووجهات نظرهم”، مؤكداً حرص “الحكومة على أمن البلاد وسلامة المواطنين والمقيمين”.
تناقض حكومي
من جهته، اعتبر المستشار الدكتور ناصر المصري أن الحرب بين أميركا وإيران اندلعت بالفعل، قائلاً “الحرب قائمة وليست مقبلة”.
وأشار إلى أن “الحرب لا تعني المواجهة بالدبابات. توجد عمليات تتم على الأرض، منها العقوبات الاقتصادية ضد إيران، وإسقاط طهران الطائرة الأميركية، والهجوم على سفن الفجيرة، وناقلات النفط”.
ولفت المصري، في اتصال هاتفي مع “إندبندنت عربية”، إلى “أن هناك تناقضاً حكومياً برلمانياً في التعامل مع ملف الأزمة بالمنطقة. فالحكومة تُقلل دائماً من خطورة الوضع، بينما مجلس الأمة ورئيسه يحذران”، مؤكداً أن “الوضع أقرب إلى ما يحذّر منه المجلس ورئيسه مرزوق الغانم”.
وأبدى تخوّفه على الكويت والسعودية من تنظيمات متطرفة بالعراق، ولاؤها إلى إيران، متسائلا: ما الاستعدادات في حال شنّت هذه الميليشيات هجوماً على شمال الكويت أو عرعر السعودية؟ ما طبيعة الاستعدادات الحكومية في حال ضُرِبت منشآت كويتية حيوية مثل محطات توليد الطاقة وتحلية المياه؟
خلايا إيران النائمة
وحذّر المصري مما وصفه “خلايا إيران النائمة في الداخل”، مذكّراً حينما كشفت السلطات الأمنية الكويتية قبل أعوام خليةً إيرانيةً عُرِفت حينها إعلامياً بـ”خلية العبدلي”.
وفقاً لتقرير صادر عن معهد واشنطن لدراسات الشرق الأدنى، (مركز أبحاث أميركي)، “توجد 67 ميليشيا تابعة إلى الحشد الشعبي، نحو 40 منها موالية إيران بشكل أو بآخر”.
وتتراوح تقديرات الحجم الإجمالي لجميع مجموعات “الحشد الشعبي”، حسب التقرير، من 100 ألف شخص إلى 140 ألفاً، ومعظمهم من (الشيعة)، ويوجد نحو 25 ألفاً إلى 30 ألفاً من (السُّنة)، إضافة إلى بعض الأقليات مثل اليزيديين والأكراد والتركمان.
وكشف التقرير أنه “بشكل عام توجد 3 فصائل رئيسية داخل (الحشد الشعبي)، موالية إيران والمرشد الأعلى آية الله علي خامنئي، ورجل الدين الشيعي العراقي آية الله السيستاني، ومقتدى الصدر”.
