الذي مارسه نافذون ومنتمون للمؤتمر الوطني، الجناح السياسي للإخوان، أهدر أموالا ضخمة وأفقد السودان فرصا استثمارية كانت كفيلة بتغيير صورة المشهد الاقتصادي البائس التي تظلل خريطة اقتصاد البلاد الحالية والتي تتجسد أهم ملامحها في ارتفاع الديون إلى أكثر من 58 مليار دولار. وأدى حكم “إخوان السودان” الذي استمر لثلاثة عقود إلى انخفاض قيمة الجنيه السوداني بمعدلات غير مسبوقة، حيث تراجعت قيمته من 12 جنيها أمام الدولار إلى 65 ألف جنيه في السوق الموازي حاليا، مع مراعات الأصفار الثلاث المسحوبة من العملة. وارتفعت معدلات البطالة إلى أكثر من 19 في المئة، ووصل التضخم إلى 67 في المئة، بحسب إحصائيات رسمية، وتراجعت مؤشرات الاقتصاد الكلي، وخرجت مئات المصانع من الخدمة، وتدهور الإنتاج في العديد من المشاريع والمؤسسات الاقتصادية. وأكد مراقبون لـ”سكاي نيوز عربية” تورط عناصر إخوانية نافذة في عمليات الفساد الضخمة التي يقدر الأثر المباشر وغير المباشر الناجم عنها بأكثر من تريليون دولار، وذلك استنادا إلى حجم الأموال المهدرة في قطاعات النفط والزراعة، إضافة إلى العقوبات الأميركية التي تعرض لها السودان خلال الفترة من 1997 حتى 2017، بسبب تصرفات الإخوان الأيديولوجية واتهامهم برعاية الإرهاب، واستضافتهم لزعيم تنظيم القاعدة لعدة سنوات خلال تسعينيات القرن الماضي. تلاعب وخسائر ولم يسلم القطاع الزراعي من فساد وتلاعب الإخوان، فمنذ مجيئهم للحكم بدأوا في تفتيت مشروع الجزيرة العملاق وتقسيمه لأهل الحظوة، فتدهورت أوضاع المشروع الذي كان الأكبر في منطقة الشرق الأوسط وأفريقيا. وإذا اخذنا محصولا كالقطن مثلا، نجد أن خسائره بلغت خلال أعوام الإخوان الثلاثين نحو 5 مليارات دولار، إذ تراجعت صادراته من 200 مليون دولار في العام الذي سبق مجيء الإخوان إلى 24 مليونا في المتوسط خلال الأعوام الماضية. أموال اختلست بشكل مباشر وتأثر القطاع الزراعي عموما بسياسات نظام الإخوان، مما أدى إلى تراجع كبير في الإنتاج وبحجم الصادرات، وانعكس الأمر سلبا على الميزان التجاري الذي تدهور بشكل مريع. ويشير عصام عبدالوهاب بوب الأكاديمي وأستاذ الاقتصاد في الجامعات السودانية إلى أن الخسائر المباشرة وغير المباشرة للفساد قد تصل إلى ترليون دولار، باعتبار خسائر بيع المؤسسات العامة وتدمير المشاريع الزراعية، إضافة إلى انفصال الجنوب والعقوبات الأميركية التي استمرت 20 عاما والتي تقدر خسائرها المباشرة وغير المباشرة بـ500 مليار دولار. كما أن السودان خسر إنتاجا يوميا قدره 480 ألف برميل من النفط، ما يعني خسارة نحو 96 مليار دولار في 8 سنوات، أي منذ الانفصال في 2011 حتى 2019. الخسائر الناجمة عن تدمير مشروع الجزيرة إرهاب وحظر وبفعل سلوكيات نظام الإخوان واستضافتهم لأسامة بن لادن زعيم تنظيم القاعدة خلال الفترة من 1991 إلى 1996 فرضت واشنطن حظرا اقتصاديا على السودان استمر لأكثر من 20 عاما وقدرت خسائره بنحو 100 مليار دولار، فيما ذهبت تقديرات أخرى إلى نحو 500 مليار. وتسبب الحظر في تعطيل العديد من المؤسسات الإنتاجية والخدمية التي كانت تعتمد في السابق على قطع الغيار والتكنولوجيا الأميركية وعلى رأسها الخطوط الجوية السودانية التي تعتبر واحدة من أقدم خطوط الطيران في المنطقة والتي وصلت إلى حد الانهيار الكامل، حيث كان معظم أسطولها يتكون من طائرات بوينغ الأميركية، كما فقدت السكك الحديدية 83 في المئة من قدراتها. ومثّل انفصال الجنوب في العام 2011 واحدا من العلامات المهمة في تاريخ السودان، وهو أمر تتحمل مسؤوليته حكومة المؤتمر الوطني الإخوانية بشكل كامل حيث دفعت الشعارات “المتطرفة” التي رفعتها منذ مجيئها في العام 1889إلى تأجيج الصراع، وقفل كافة أبواب الحلول الوحدوية السلمية ما أفضى في نهاية المطاف إلى الانفصال. خسائر أحدثتها الاختلالات والمنصرفات غير المنضبطة تأثير تراكمي ويقدر محمد الجاك استاذ الاقتصاد في جامعة الخرطوم الحجم التراكمي للآثار الاقتصادية الناجمة عن الفساد الذي مارسته شبكات المؤتمر الوطني النافذة خلال العقود الثلاثة الماضية بمئات المليارات من الدولارات. ويشير الجاك إلى الأثر المباشر المتمثل في نهب عشرات المليارات وتهريبها إلى الخارج، وبالتالي إخراجها من عجلة الاقتصاد السوداني والسياسات المقصودة التي أدت إلى بيع العشرات من المؤسسات الضخمة في صفقات شابتها العديد من أوجه الفساد، إضافة إلى الأثر غير المباشر الذي تمثل في فقدان مليارات الدولارات من العوائد التي كان يمكن تحصيلها في حال اتباع نهج الشفافية والمحاسبة. خسائر الاختلالات المالية التي تسبب فيها انهيار الجنيه ويشير الجاك إلى فقدان السودان فرصا استثمارية وتمويلية كبيرة جراء الحظر الأميركي وإدراج السودان في قائمة البلدان الراعية للإرهاب بسبب تصرفات النظام الحاكم الأيديولوجية. ويرى الجاك أن الاقتصاد السوداني فقد، بسبب تفشي الفساد وسياسات النظام التمكينية الخاطئة، فرصة كبيرة لدفع عجلة النمو وتحقيق الرفاهية والازدهار، خلال سنوات تصدير النفط قبل انفصال الجنوب. ويقول في هذا السياق، إن أموال النفط وجهت في معظمها لخدمة شبكات النظام والنافذين فيه، ولم توجه نحو تعزيز القطاعات الإنتاجية الحقيقية كالزراعة والصناعة. وتجسد الفساد، بحسب الجاك، في أشكال وقوالب عديدة، ويعود الجزء الأكبر من أسباب تفشي الفساد خلال فترة حكم المؤتمر الوطني إلى الانحراف عن القوانين والسياسات المعلنة وتأسيس العديد من الشركات الحكومية والواجهات الحزبية الاقتصادية بطرق ملتوية مما أفقد الاقتصاد السوداني العديد من الفرص وأهدر مئات المليارات من الدولارات التي لو وظفت بشكل صحيح لجعلت قيمة الجنية السوداني تفوق قيمة الدولار وذلك بالاستناد إلى الموارد الضخمة التي يعج بها الاقتصاد السوداني. وأدى التهريب الممنهج والكبير لعشرات المليارات من الدولارات والذهب إلى خلل كبير في احتياطي البلاد من النقد الأجنبي. وبسبب إدراجه في قائمة الدول الراعية للإرهاب وتراجع ترتيبه في المؤشرات العالمية، بفعل استشراء الفساد، فقد السودان فرص إعفاء الديون التي استفادت منها العديد من الاقتصادات الفقيرة والنامية. دخل النفط المفقود في 8 سنوات بعد انفصال الجنوب فساد ممنهج من جانبه، يقول المحلل الصحفي محمد وداعة، إن ما حدث خلال الأعوام الماضية كان فسادا ممنهجا لم يسلم منه أيا من القطاعات الإنتاجية أو الخدمية، الأمر الذي أدى إلى إهدار مئات الملايين من الدولارات، وأفقد السودان فرصا استثمارية وتنموية ضخمة كان يمكن أن يكون لها أثر اقتصادي كبير على السودان. ويعدد وداعة أنواع الفساد ومجالاته مبينا أنه شمل مجالات مثل النفط الذي شابت سجلاته الكثير من الشبهات، حيث اختفت سجلات صادرات بعشرات المليارات، في حين أن الـ68 مليار المسجلة رسميا كقيمة للصادرات منذ بدء عمليات التصدير وإلى حين توقفها في 2012 بعد انفصال الجنوب. ويشير وداعة أيضا للشركات الحكومية التي كانت تقدر بالآلاف قبل أن تتقلص إلى بضعة مئات بعد خروج بعضها من السوق. وشكلت تلك الشركات واجهات خفية للاستثمارات الإخوانية التي أحدثت تشوهات ضخمة في الاقتصاد السوداني وأدت إلى ممارسات احتكارية ضخمة أحدثت بدورها خللا كبيرا في المالية العامة، وكانت إحدى أبرز الأسباب التي غذت التدهور المريع في العملة السودانية. وشدد وداعة على الأثر الكبير الذي أحدثه الفساد الضخم في مجال القروض حيث كان الاقتراض يتم دون رقابة تشريعية أو مالية وكانت بعض القروض لا تدون في السجلات الرسمية، وبعض المشروعات كمشروع مطار الخرطوم الجديد، وتعلية خزان الروصيرص تم الاقتراض لها مرتين دون أن تنفذ. كما أهدرت قروض قيمتها عشرات المليارات من الدولارات في مشروعات مثل خزان مروي وغيره دون أن تحقق تلك المشروعات الجدوى المطلوبة منها على الورق. ويرى وداعة أن مجمل الأموال المنهوبة والمهدرة من قطاعات النفط والزراعة والذهب والتغول على آلاف الفدادين من الأراضي والمقدرة بمئات المليارات من الدولارات في مجملها كان يمكن أن تحقق عوائد ضخمة تغير تماما خارطة الاقتصاد السوداني في حال توظيفها بشكل سليم. منها 40 مليار دولار منح ومساعدات تنموية فقدها السودان استرداد الأموال وحول إمكانية استرداد الأموال المهربة للخارج والأطر القانونية اللازمة لذلك، يرى أيوب عبدالله عميد كلية القانون بجامعة كردفان وعضو اتحاد الجامعات السودانية، أن الاتفاقية الدولية لمكافحة غسيل الأموال هي أحد أهم الأطر التي يمكن أن تسهل عملية تتبع أموال الشعب السوداني المهربة إلى الخارج. وباعتبار أن السودان دولة مصادقة على اتفاقية الأمم المتحدة لمكافحة الفساد، فإن وجود حكومة رشيدة في الفترة المقبلة
