كريهة تتسلل إلى داخل متجرها، ما جعل شعوراً بالقرف يسيطر عليها بشكل دائم ويعرقل عملها في بيع المناقيش في منطقة برج حمود شمالي بيروت. من على كرسي بلاستيكي أمام متجرها الصغير، تقول يزبك (66 عاماً) لوكالة فرانس برس “رائحة مليئة بالبكتيريا، كلها قرف (…) يجب أن يجدوا حلاً لها”. وتضيف “يؤثر الأمر على عملي طبعاً. هناك الكثير من الذباب، لا أستطيع أن اخرج الأكل من البراد، واستخدم الأدوية المضادة للحشرات كل الوقت”. في العام 2015، شهد لبنان أزمة نفايات، تراكمت خلالها الزبالة في شوارع بيروت وفاحت رائحتها، من دون أن تجد الحكومة حلاً مستداماً لها، بل عمدت إلى فتح مطمرين جديدين في برج حمود، حيث تسكن يزبك، وعلى شاطئ الكوستا برافا القريب من المطار جنوب العاصمة. وخلال الأشهر الماضية، ومع تراكم النفايات شيئاً فشيئاً وتحللها تدريجياً، باتت الرائحة تفوح في ضواحي بيروت، وهي أول ما يتنشقه المسافرون القادمون إلى لبنان. وعلى بعد كيلومترات من مطمر برج حمود، يتفادى السكان أحياناً فتح الشبابيك أو الجلوس على شرفات منازلهم. ومع تصاعد الأزمة، طلبت وزارة البيئة في تموز/يوليو من خبير النظر في قضية الرائحة، أسبابها وطريقة التخلص منها. ويقول ايمي مناسا، الخبير اللبناني – الفرنسي في الهندسة الزراعية، إن الرائحة ناتجة عن مياه الصرف الصحي ومخلفات المنازل وتحلل النفايات العضوية. ولاقى تقريره موجة سخرية على وسائل التواصل الاجتماعي، إذ رأى البعض أنه لم يكتشف شيئاً جديداً بل قال ما يعرفه اللبنانيون أساساً. كما سخروا من حل طرحه بوضع محلول معين على النفايات لإزالة الرائحة. وكتب أحدهم متسائلاً “خبير دولي ليحدد مصدر رائحة الزبالة؟ اليس هناك من لبناني يشمها؟”. إزالة الرائحة فقط ولا تقتصر القضية على رائحة كريهة فقط، بل قد يكون لها انعكاسات على الصحة. وخلال فصل الشتاء، عمد باحثون في الجامعة الأميركية في بيروت إلى قياس نسبة الهيدروجين المكبرت، نوع من الغاز ذو رائحة كريهة، في الهواء في منطقة برج حمود. ووجد الباحثون أن النسبة كانت أعلى من المتوقع، وفق ما يقول ميكيلي سيتون، الخبير في الفضلات والمياه في الجامعة. وفي العام 2018، أظهرت دراسة أجريت في شمال الصين أن الأشخاص، وخصوصا الأطفال، الذين يعيشون قرب مكبات النفايات أكثر عرضة للمرض عبر الإصابة بنقص في المناعة أو خلل في وظائف الرئتين، والأخير ناتج بشكل أساسي عن انبعاث غاز الهيدروجين المكبرت. ويقول سيتون أن إزالة الرائحة فقط ليست حلاً مستداماً. ويوضح “ما تقوله هذا الروائح للعالم ولأهل بيروت إن هناك حاجة ملحة لإيجاد طرق أخرى لإدارة أزمة النفايات”. ويعاني لبنان، البلد ذو الموارد المحدودة، من نقص في تأمين الخدمات الرئيسية، وتعاني بنيته التحتية من الترهل وهي بحاجة ماسة لإعادة تأهيل. وشهد في العام 2015 تظاهرات ضخمة احتجاجاً على أزمة تكدس النفايات في بيروت. وإن كانت الحركة في الشارع تراجعت منذ ذلك الحين، إلا أن اللبنانيين يوجهون انتقادات لاذعة للسياسيين ويحملونهم مسؤولية الفشل في إدارة الملف، نتيجة الفساد المستشري في مؤسسات الدولة. وتقول نديمة يزبك “الطقم السياسي لدينا لا ينفع، جميعهم كاذبون ونصابون”. يصر ميناسا على أن الحل الذي يطرحه لإزالة الرائحة مؤقت. ويقضي بوضع محلول بيولوجي في موقعين لتنظيف شاحنات نقل النفايات، فضلاً عن رشها في أجواء موقع تحويل المواد العضوية إلى سماد في منطقة برج حمود. وبرغم ذلك، يرى ميناسا أن الحل “ليس في الرش إلى الأبد”، خصوصاً أنه يجب بخ المحلول الذي يطرحه 24 ساعة يومياً للحصول على نتيجة. والحل الأساس، وفق قوله، هو فرز النفايات في المنازل، للتقليل من الكميات التي تصل إلى المكبات. غياب الرغبة السياسية ويجمع خبراء بيئيون على أن نصف النفايات في لبنان مكونة من مواد عضوية، ومن الممكن معالجتها بشكل أفضل اذا جرى فرزها في المنازل قبل رميها. ويقول وزير البيئة اللبناني فادي جريصاتي إنه يجري إعادة تدوير ثمانية في المئة فقط من النفايات في لبنان. ووضع جريصاتي، الذي تسلم منصبه في كانون الثاني/يناير، خطة تقضي بتشجيع اللبنانيين على فرز نفاياتهم، فضلاً عن إقامة موقع جديد لإعداد السماد قرب المطار في العام 2020، وفق ما قال في مقابلة في تموز/يوليو مع مجلة اقتصادية. وتقضي إحدى “الخيارات المعقولة”، بحسب جريصاتي، بتوسيع مكب برج حمود، لكن هذا يعني تدمير ميناء للصيد قريب منه. وكان ناشطون بيئيون في لبنان اعترضوا على خطة لإنشاء محارق، ما من شأنه أن يرفع نسبة التلوث. ويشكك البعض في جدية المسؤولين لإيجاد حل للأزمة خصوصاً أنهم قرروا وقف العمل في مراصد تحديد جودة الهواء كجزء من ميزانية تقشفية للعام 2019. ويدين كلود جبر، من تحرك “طلعت ريحتكم” الذي قادرت احتجاجات 2015، مسؤولين لا يبحثون سوى عن مصالحهم التجارية
