تحول لبنان إلى ساحة تصفية حسابات إقليمية، هو محاولة استثمار الاحتجاجات الفلسطينية الأخيرة المستمرة في لبنان اليوم رفضا لإجراءات تضييق على العمالة الفلسطينية، وكان لافتا أن هذه التحركات الفلسطينية كانت تحتمي معظمها برفع رايات حزب الله. دخل لبنان ولا يزال في مرحلة من التعطيل، وقد طالت مجلس الوزراء الذي لم ينعقد منذ “حادثة البساتين” في 30 يونيو الماضي، وكما بات معروفا، فإن تلك الحادثة نتجت عن تصادم بين موكب الوزير صالح الغريب وبين بعض من أهالي بلدة قبرشمول، ما أدّى إلى إطلاق نار سقط نتيجته قتيلان من مرافقي الوزير الغريب وعدد من الجرحى من الأهالي. الوزير الغريب الذي ينتمي إلى الحزب الديمقراطي اللبناني الذي يرأسه طلال أرسلان، كان أيضا عنوان الأزمة التي نشأت خلال تشكيل الحكومة، بسبب الخلاف على ضمه للحكومة، وكان رئيس الحزب التقدمي الاشتراكي وليد جنبلاط قد اعترض على توزيره، في حين أن حزب الله وقف وراء قرار توزيره، علما أن الوزير الغريب يحظى أيضا بدعم رئيس الجمهورية الذي سماه، فلم يكن من جنبلاط إلا أن عاد وقدم تنازله على طبق من فضة لرئيس الجمهورية، وقبل بتوزير الغريب. الخلاف الذي نشأ بعد هذه الحادثة، هو على إحالتها إلى المجلس العدلي، بين رفض جنبلاط هذه الإحالة وإصرار الوزير السابق طلال أرسلان على إحالتها. المجلس العدلي هو هيئة قضائية تختصّ بالقضايا التي تمس الأمن الوطني، وتلك الجرائم السياسية، وهي هيئة تتخذ أحكامها، صفة الأحكام المبرمة، التي لا تقبل أي مراجعة أو طعن، كما بقية المحاكم في لبنان. ويتطلب اعتماد هذه المحكمة في أيّ قضية جريمة، قرارا من مجلس الوزراء. لذا فإن عدم انعقاد جلسات مجلس الوزراء مرتبط بالانقسام حول هذه القضية بين عدة اتجاهات: أولا، يدعو إلى إحالتها إلى المجلس العدلي، ويتبنى فريق يقوده حزب الله ومن ضمنه رئيس الجمهورية والوزير السابق سليمان فرنجية بالإضافة إلى أرسلان هذا الاتجاه. وثانيا، يعارض هذه الإحالة بشكل واضح، رئيس الحكومة سعد الحريري، وسمير جعجع بالإضافة إلى جنبلاط، فيما الرئيس بري لم يعلن موقفا حاسما في هذا الشأن على رغم العلاقة التاريخية التي تربطه بجنبلاط، والتي تدفع البعض إلى ترجيح موقف الرفض لضم الحادثة إلى المجلس العدلي، لكن يبقى الرئيس بري رهن حسابات حزب الله، وقد أظهر نصرالله في خلاصة خطابه الأخير تشبثه بموقف إحالة القضية المذكورة إلى المجلس العدلي. موقف نصرالله، كشف عن أن مسار الخروج من هذه الأزمة، لا يتم إلا من خلال البتّ في هذه القضية في مجلس الوزراء، ما يعني الإحالة إلى المجلس العدلي، لأن الجميع يعلم أن الحزب هو صاحب القرار في الحكومة ويتحكم بنحو ثلثي الأصوات فيها. لكن السؤال الذي يُطرح: ما هي حجة الرافضين للمجلس العدلي؟ هناك عدة أسباب تجعل من الرفض أمرا له ما يبرره: أولا، أن الإحالة إلى المجلس العدلي تتطلب إجراء تحقيقات أولية يخلص من خلالها المحققون إلى تقديم رواية ما جرى وبناء عليه يتم اتخاذ القرار في مجلس الوزراء، وهذا لم يحصل بسبب الإصرار من قبل فريق الممانعة على إحالتها مباشرة إلى المجلس العدلي. ثانيا، ترافقت مع هذه الحادثة وسبقتها، عملية تضييق الخناق السياسي على وليد جنبلاط، من قبل حزب الله والتيار الوطني الحر، ما جعل جنبلاط ينظر إلى المجلس العدلي باعتباره الهيئة القضائية التي ستقوم بإكمال مهمة خنق جنبلاط سياسيا، ولاسيما أن أحكام هذه الهيئة أحكام مبرمة لا تقبل الاستئناف وأيّ شكل من أشكال المراجعة والطعن. ثالثا، قبل جنبلاط باقتراح ضم هذه الحادثة مع حادثة سبقتها وحصلت قبل عام وأدت إلى مقتل أحد محازبيه في الشويفات من قبل شخص معروف وتابع للحزب الديمقراطي نفسه، ومن المعروف أن المتهم بجريمة الشويفات تم تهريبه من لبنان إلى سوريا. هذا الاقتراح رفضه أرسلان وحلفاؤه. إزاء هذه التعقيدات والإصرار على جرّ جنبلاط إلى المجلس العدلي، وعلى الرغم من التداعيات التي يحملها هذا الإصرار، ولاسيما أن العدالة يمكن أن تتحقق من باب محاكم أخرى، فإن المخاوف تبقى في محلها ولاسيما لجهة الإصرار على إحكام القبضة على لبنان وإلغاء ما تبقى من هوامش للموقف السياسي، التي يمثل جنبلاط الحصن والحامي لها إلى حدّ بعيد، ولاسيما بعدما انصاعت معظم القوى التي خاصمت حزب الله، في ما يسمى التسوية الرئاسية. عنوانان يحذر منهما جنبلاط، ويعتبرهما مصدر الأزمة التي تتجاوز “حادثة البساتين” الأول، هو في سعي حزب الله إلى ترسيخ مفهوم حلف الأقليات في الدائرة اللبنانية كنموذج للاحتذاء في المنطقة، لذا فإن رفض جنبلاط هذا المشروع ومواجهته، هو ما يزعج حزب الله. والعنوان الثاني، هو تدمير منهجي لاتفاق الطائف الذي يشكل العائق أمام سيطرة دستورية وشرعية لحزب الله على لبنان، وهذا يتلاقى مع مشروع رئيس الجمهورية، الذي يسعى مع فريقه إلى فرض أعراف دستورية جديدة، جوهرها يقوم على إنهاء اتفاق الطائف، من زاوية شعار استعادة صلاحيات رئيس الجمهورية. هذا المسار الذي يشكل سلاح حزب الله أحد وسائل عمله، وقوة الدفع لتحقيقه، هو الذي يتقدم على ما عداه، من تحديات تواجه لبنان اليوم، فبحسب مصادر في تيار المستقبل، إن لبنان أمام مفترق خطير، فإما أن يسرع الخطى من أجل لجم الانهيار المالي، من خلال التفاعل مع الاستحقاقات التي أقرها مؤتمر سيدر، وإما أنه يدخل في المجهول، لذا يضيف المصدر، أن تعامل المسؤولين مع هذه القضية وكأنها غير ملحة، تثير المخاوف من أن يكون لبنان أمام مرحلة جديدة عنوانها إعادة بناء النظام على قواعد وأسس جديدة، بقوة الحرب. بهذا المعنى يلاقي وزير التربية أكرم شهيب، وهو من القيادات التاريخية في الحزب الاشتراكي، الذي قال لـ”العرب” إن خطر الحرب الأهلية فعلي في لبنان، طالما أن هناك إصرارا على اعتماد أسلوب ومنهج يضرب التوازنات السياسية، ويتمادى في إدارة الظهر للمشكلات التي باتت تهدد وجود لبنان العربي. وفي هذا السياق، برز أخيرا التهديد الإسرائيلي إلى لبنان من خلال اتهام لبنان بالسماح باستخدام مرافئه، ولاسيما مرفأ بيروت والمطار، لإدخال سلاح لحزب الله، وهذا ما حرص نصرالله على نفيه في خطابه الأخير، علما أن هذه الإشارة الإسرائيلية تعكس حال من وضع لبنان أكثر فأكثر في دائرة الاستهداف الإسرائيلي، في وقت بات فيه لبنان شبه أعزل من صداقات عربية ودولية، كانت تعينه في كل عدوان يتعرض له، وهذا اليوم يبدو مفتقدا. وما يثير المخاوف من تحوّل لبنان إلى ساحة تصفية حسابات إقليمية، هو محاولة استثمار الاحتجاجات الفلسطينية الأخيرة المستمرة في لبنان اليوم رفضا لإجراءات تضييق على العمالة الفلسطينية، وكان لافتا أن هذه التحركات الفلسطينية كانت تحتمي معظمها برفع رايات حزب الله، وهي دلالة واضحة على أن حزب الله يستطيع أن يستخدم هذا الوجود -فيما لو أراد ذلك- في مواجهة داخلية أو حتى خارجية. وترافقت هذه التحركات مع اتفاقيات عقدتها حركة حماس قبل أيام مع القيادة الإيرانية، وهي اتفاقيات تندرج في سياق الاستحواذ على الورقة الفلسطينية، وانتزاعها بالكامل من الإطار العربي،
