الوحيدة في العالم التي يمكن لكل القوى دولية كانت أم إقليمية أن تلعب أدواراً مؤثرة فيها، ولعل هذا ما يفسر لنا حجم الإنغماس الدولي في هذه القارة الخصبة، والحديث هنا عن الصين وتركيا والولايات المتحدة وفرنسا وروسيا والاتحاد الأوروبي واليابان، أما فيما يتعلق بالدور الإيراني في هذه القارة، فيمكن الإشارة إلى أن إيران نجحت في إنشاء شبكة متداخلة من العلاقات السياسية والإقتصادية والعسكرية وحتى الدينية في هذه القارة، فقد كانت أولى محطات الاهتمام الإيراني بالقارة الأفريقية في تسعينيات القرن الماضي وتحديداً خلال فترة رئاسة هاشمي رفسنجاني الذي زار السودان في العام 1991، بعد وصول عمر حسن البشير للسلطة بعد الانقلاب على حكومة الصادق المهدي. فقد كونت إيران صلة وثيقة مع السودان في تلك الفترة وعلى كل المستويات نتيجة تقاربها مع الحسن الترابي الذي كان يعتبر همزة الوصل بين السودان وإيران، وبعد ذلك توالت الزيارات الإيرانية إلى القارة الأفريقية خلال عهدي محمد خاتمي وأحمدي نجاد، والتي تكللت بإنشاء العديد من الروابط الاقتصادية والسياسية مع دول القارة كـ(جنوب إفريقيا وكينيا وتنزانيا وزيمبابوي وأوغندا ونَيجِيريا والنيجر والكاميرون والسنغال وجزر القمر والصومال وجيبوتي وغانا)، واستمر هذا الاهتمام الإيراني بعد وصول حسن روحاني إلى السلطة في إيران، حيث قام وزير الخارجية الإيراني محمد جواد ظريف بالعديد من الزيارات الرسمية لدول القارة الأفريقية، والتي تشير بمجملها إلى تزايد رغبة إيران في توطيد علاقاتها مع بقية دول القارة الأفريقية. وظفت إيران العديد من الأدوات السياسية الخارجية في إطار قوتها الناعمة الموجهة إلى أفريقيا ومن أهمها: – مؤسسات الإرشاد الإسلامي. – المراكز الثقافية والدينية. – إنشاء المشروعات والمستشفيات والمرافق الخدمية. إتجهت إيران إلى إنشاء شبكة معقدة من العلاقات مع دول القارة – استغلال التوصيف الديني لآل البيت عليهم السلام من خلال استثارة العاطفة الدينية للشخصية الأفريقية البسيطة. – تمويل المشروعات الإقتصادية البسيطة. – البعثات والمنح الدراسية. البرامج والمشروعات التنموية. وفي مقابل ذلك اتجهت إيران إلى إنشاء شبكة معقدة من العلاقات مع دول القارة ففي الصومال وظفت البراغماتية السياسية في مقابل الحصول على امتيازات عسكرية مؤثرة، من خلال دعمها لحركة الشباب الصومالي (فرع تنظيم القاعدة) وتمكنت من إيجاد طرق جديدة لتوريد الأسلحة للفصائل الفسطينية المسلحة (حماس والجهاد الاسلامي) بعد غلق معبر رفح من قبل الجانب المصري في فترات التوتر والصراع بين الفصائل ومصر، بالإضافة إلى تزويد الجماعات المسلحة في الصومال بالأسلحة والمعدات اللأزمة للقيام بأعمال القرصنة البحرية واستثارة الوجود البحري الأمريكي والخليجي في القرن الأفريقي وخليج عمان، أما فيما يخص إرتيريا فقد استغلت إيران الصراع التاريخي بين إرتيريا وإثيوبيا المدعومة من “إسرائيل”، إذ تمكنت إيران من تأجير ميناء عصب الإرتيري المطل على البحر الأحمر، واستثماره في مسائل تصدير النفط والطاقة الغير المشروعة بعد فرض الراقبة على مضيق هرمز ،كجزء من العقوبات الدولية الاقتصادية المفروضة على إيران بسبب برنامجها النووي، كما قامت أيضاً باستئجار أرخبيل دهلك المقابل لسواحل بحر عدن، والقيام بتدريب الحوثيين وإمدادهم بالسلاح والعتاد المطلوب بسبب الحرب الدائرة في اليمن، وفي مقابل كل ذلك قدمت إيران الدعم السياسي والعسكري لإرتيريا في صرعها مع إثيوبيا، وخلق حالة توازن ضد “إسرائيل” بالاستناد إلى إستراتيجية الجهاد البحري. – إيران لديها تصور واضح لطبيعة حركتها السياسية في القارة الأفريقية، بل هي تنظر إلى أن دورها في هذه القارة هو جزء من دور متكامل يشمل عموم الشرق الأوسط الكبير بالإضافة إلى ماتم ذكره أعلاه، نجحت إيران في تطوير علاقاتها مع أوغندا والنيجر من خلال الحصول على اليورانيوم المنضب منها وبأسعار مناسبة، خصوصاً بعد حظر تصدير هذه المادة إلى إيران وتحديداً من كازاخستان والبرازيل وأوزباكستان، إلى جانب ذلك قامت إيران بإرسال قائد الشرطة الإيرانية إلى أوغندة الذي أبرم بدوره إتفاق أمني تقوم إيران بموجبه بتدريب عناصر الشرطة الأوغندية، أما جنوب أفريقيا فهي الأخرى لم تكن ببعيدة عن إيران، إذ منحت إيران عقد إتصالات لشركة موترولا للإتصالات على حساب شركة توركسيل التركية، والذي بموجبه تمكنت إيران من الاستفادة من التكنولوجيا التي وفرتها لها هذه الشركة خصوصاً فيما يتعلق بالأقمار الصناعية وغيرها، بالإضافة إلى منح السفن الإيرانية الحق بالرسوا في بعض الموانئ الجنوب أفريقية. الشيء المهم في ذلك هو أن إيران لديها تصور واضح لطبيعة حركتها السياسية في القارة الأفريقية، بل هي تنظر إلى أن دورها في هذه القارة هو جزء من دور متكامل يشمل عموم الشرق الأوسط الكبير، بل أن تصارعها مع القوى الإقليمية والكبرى في أحد أجزاءه يتمثل بهذه القارة أيضًا، فلم تتقيد إيران بالقيود الدينية والمذهبية أثناء تعاملها مع فواعل هذه القارة دولاً ومنظمات، فهي تتمتع بعلاقات جيدة مع الشباب الصومالي (فرع القاعدة)، كما أنها دعمت الجماعات الشيعية في نجيريا، ودعمت الحركات الانفصالية في مالي، فإيران تنظر إلى منطقة “الحزام الإسلامي غربي أفريقيا”، ويقصد بإقليم غرب أفريقيا المنطقة الجغرافية التي تمتد من موريتانيا غربًا حتى النيجر شرقًا، ومن موريتانيا شمالًا حتى ليبيريا جنوبًا ومنها حتى نيجيريا، على إنها جزء ينبغي أن يكون خالصًا للدور الإيراني في أفريقيا، كما ينبغي عدم إهمال الدور والتأثير الإيراني في دول شمال أفريقيا وتحديدًا الجزائر فقد بلغت نسبة التشييع فيها مستويات عالية جدًا مقارنة بقية دول شمال القارة. – كون أغلب الدول الأفريقية دول هجينة أقتصاديًا وبعيدة عن أنظار منظمات الشفافية الدولية، فقد شكلت أغلب هذه البلدان فرص بديلة للحرس الثوري الإيراني للاستثمار فيها أما عن أهداف إيران في توجهها نحو القارة الأفريقية فيمكن إيجازها بالآتي: – ميدان جديد للدعوة. – دائرة تحرك سياسي جديد. – مورد إقتصادي. – مصدر للطاقة وتحديدًا اليورانيوم. – تضييق إستراتيجي ضد “إسرائيل”. – مزاحمة القوى الإقليمية النافذة هناك كـ(السعودية). – إجبار الولايات المتحدة على تحويل جزء من مجهودها البحري المتمركز في الخليج العربي إلى سواحل أفريقيا. – طرق لتهريب الأسلحة والمعدات لبعض المنظمات المسلحة التي ترتبط بعلاقات جيدة مع فيلق القدس الإيراني. – مناطق جديدة للاستثمار الاقتصادي للأموال الضخمة التي يمتلكها الحرس الثوري الإيراني، وكون أغلب الدول الأفريقية دول هجينة اقتصاديًا وبعيدة عن أنظار منظمات الشفافية الدولية، فقد شكلت أغلب هذه البلدان فرص بديلة للحرس الثوري الإيراني للاستثمار فيها، بعد فرض العقوبات الدولية على كثير من المؤسسات المالية والمصرفية التي يمتلكها. يران وجدت في القارة الأفريقية المكان الخصب الذي يمكن أن تتحرك فيه بكل حرية بعيداً عن أية ضغوط دولية أو إقليمية يمكن أن تمارس عليها – مجال استخباري يمكن لإيران من خلاله التجسس على دول المنطقة، كما حصل في كينيا عندما أعلنت السلطات الأمنية في 24 فبراير 2019، عن إفشالها محاولة السفير الإيراني في نيروبي هادي فرجوند، تهريب عضوين من قوات فيلق القدس التابعة للحرس الثوري، بسبب تورطهما بأعمال إرهابية ونشاطات تجسسية. إن إيران وجدت في القارة الأفريقية المكان الخصب الذي يمكن أن تتحرك فيه بكل حرية بعيداً عن أية ضغوط دولية أو إقليمية يمكن أن تمارس عليها، ولعل النفوذ الإيراني المتصاعد في العديد من دول هذه القارة وتحديدًا دول الساحل الأفريقي هو خير مثال على ذلك، فكما أشرنا إلى أن إيران نجحت في تجاوز الخطوط الحمراء لسياستها الخارجية المغلفة بغلاف ديني، لا سيما فيما يتعلق بالعلاقات مع دول القارة، والتي تراوحت مابين إسلامي سلفي، وعلماني ليبرالي أو مسيحي كاثوليكي، وهي خطوط لم تتوقف عندها إيران خصوصاً وأنها تمتلك علاقات وثيقة جداً مع دول مثل الهند وكوريا الشمالية وفنزويلا والصين وهي كلها دول تعتبر ملحدة وكافرة من وجهة نظر ولاية الفقيه، فالنجاحات التي حققتها إيران في هذه القارة جاءت متعددة الأوجه: – نجاحها في تصدير ثورتها عن طريق التدخل الناعم في العديد من دول القارة حصوصًا نيجيريا والسودان والسنغال. – نجاحها في الحد من النفوذ الإسرائيلي في دول جنوب القارة. – نجاحها في إيجاد بيئة جديدة للمعلومات الاستخباراتية التي تحصل عليها، عن طريق الأشخاص الذين ترسلهم إلى هذه الدول بصورة رجال أعمال أو رجال دين أو حتى منظمات إنسانية. – نجاحها في إيجاد وسائل ضغط جديدة ضد منافسيها الإقليميين والدوليين هناك وتحديداً السعودية وأمريكا، من خلال إستثمار الموانئ البحرية المقابلة للسواحل السعودية في أعمال القرصنة البحرية أو إيصال المعدات والأسلحة – إيجاد وسائل ضغط جديدة على الحكومات الأفريقية وتحديداً في المسائل المتعلقة بملفات إيران في مجلس الأمن الدولي ومجلس حقوق الإنسان التابع للأمم المتحدة، من خلال الضغط على الحكومات الأفريقية بالتصويت لصالح إيران وليس ضدها، ولعل هذا ما حدث في مجلس الأمن في العام 2015، عندما صوتت أوغندا ضد مشروع قرار دولي لفرض العقوبات على إيران بسبب برنامجها النووي، أو كما حدث في نيجيريا عندما قام الجيش النيجيري بالاعتداء على الطائفة الشيعية هناك، إذ قامت إيران باستدعاء السفير النيجيري في طهران وسلمته مذكرة احتجاج وطالبت بضرورة تعويض الخسائر البشرية والمادية التي لحقت بالشيعة هناك. نجاحها في إيجاد وسائل ضغط جديدة ضد منافسيها الإقليميين والدوليين هناك وتحديداً السعودية وأمريكا، من خلال إستثمار الموانئ البحرية المقابلة للسواحل السعودية في أعمال القرصنة البحرية أو إيصال المعدات والأسلحة، أو حتى الإعتداء على السفن البحرية السعودية هناك، ولعل ما حدث العام الماضي بالإعتداء على السفينة العسكرية السعودية في خليج عدن وإغراق أغلب طاقمها خير دليل على التأثير الإيراني هناك. – منافع اقتصادية وتحديداً فيما يتعلق بتصدير المنتجات الإيرانية من سلع ومنتجات ومشتقات الطاقة، خصوصاً بعد فرض العقوبات الدولية عليها. وما ينبغي الإشارة إليه أنه في ضوء هذه النجاحات الإيرانية، واجهت في المقابل تحديات عدة من أبرزها: – البراغماتية الإيرانية في التعامل مع القضايا الأفريقية وتحديداً في مجال العلاقات الأقتصادية. – التحولات الإقليمية الجديدة المتمثلة بانطلاق عاصفة الحزم بقيادة السعودية لمواجهة الحوثيين في اليمن، وقيام الكثير من الدول الأفريقية بالمشاركة بالتحالف الإسلامي لمكافحة الإرهاب كـالسودان وموريتانيا والسنغال والصومال وجيبوتي وسيراليون ومالي ونيجيريا وتونس وتوغو وجزر القمر وليبيا وتشاد وغينيا والمغرب وبينين والغابون، وهو ما انعكس سلباً على العلاقات مع إيران، فقد قامت كل من السودان وجزر القمر بقطع العلاقات الدبلوماسية مع إيران على خلفية إحراق السفارة السعودية في طهرن. – التوتر الذي شاب العلاقات الإيرانية مع بعض الدول الأفريقية كـ( نيجيريا والسنغال)، وذلك لتدخلها المستمر في شؤونها الداخلية من خلال الحركات الإنفصالية هناك – الدور التركي والسعودي النشيط في القارة الافريقية وتحديداً في دول الساحل الافريقي. – إن التوجه الإيراني لنشر التشيع في القارة الأفريقية قُبل بحساسية عالية من قبل الدول العربية وتحديداً السعودية، فضلًا عن التوتر الذي شاب العلاقات الإيرانية مع بعض الدول الأفريقية كـ( نيجيريا والسنغال)، وذلك لتدخلها المستمر في شؤونها الداخلية من خلال الحركات الانفصالية هناك، وهو ما ولد ردة فعل قوية من قبل الكثير من الدعاة ورجال الدين والمؤسسات الدينية السنية في مصر والسعودية وغيرها، من خلال تنشيط حملات الدعوة والإرشاد الديني السني في
