وأستاذ العلوم السياسية والدراسات الإسرائيلية في جامعة القدس، فلسطين. ملخص تبحث هذه الدراسة في دور الحزب الشيوعي الإسرائيلي في النكبة سنة 1948 استنادًا إلى وثائقه. وتقف عند العوامل الأساسية التي ساهمت في دعمه، عشية حرب 1948، إنشاءَ دولةٍ للمستوطنين الكولونياليين الصهيونيين اليهود في فلسطين ضد إرادة أصحابها الشرعيين وعلى حسابهم. وتتابع الدراسة كيفية انخراطه وعمله في جميع المجالات الفكرية والسياسية والعسكرية والإعلامية والأممية لتحقيق هذا الهدف. كما تعالج تجاهل الحزب الشيوعي الإسرائيلي الطبيعة الكولونيالية الإحلالية والإجلائية للحركة الصهيونية وتحالفها المتين مع الدول الاستعمارية، وتجاهله هدف الصهيونية ونشاطها لطرد الشعب الفلسطيني من أرضه، وتسويغه سعيها لإقامة الدولة اليهودية على حسابه بأنه “نضال من أجل التحرر القومي ومن أجل الاستقلال”، ونفيه في الوقت نفسه حق الشعب العربي الفلسطيني في الدفاع عن وطنه ووقوفه ضد الحركة الوطنية الفلسطينية، وادعاءه أنها “عميلة للاستعمار”، وأن المقاتلين الفلسطينيين والعرب ما هم إلا “عصابات مأجورة” و”قتلة” و”خدم” الاستعمار. ثالثًا: رهان الحزب على الحل العسكري أعرب مئير فلنر في مقالة له نشرها في كانون الثاني/ يناير 1948، بعنوان “الأدوار السياسية والهاغاناه”، عن قناعته بقوة الهاغاناه في فرض الدولة اليهودية بالقوة العسكرية. وادعى فلنر أن الإمبريالية البريطانية والرجعية العربية في الدول العربية المجاورة و”عصابات المشاغبين العرب” كانت تحاول تقويض قرار التقسيم وإقامة الدولة اليهودية، وأنها كانت تقف وراء ما أطلق عليه فلنر الفوضى العامة وسفك الدماء والهجمات على اليهود من أجل إثبات استحالة تنفيذ قرار التقسيم للرأي العام العالمي، وأن الييشوف لا يستطيع إقامة الدولة اليهودية وحمايتها. ودعا فلنر إلى التمييز بين “المشاغبين العرب” وبين بقية الشعب العربي الفلسطيني، ليسهل عزلهم وضربهم بقوة للقضاء عليهم. واستخلص أن هذه المهمة تقع على كاهل الهاغاناه “التي تقوم بدور جوهري ومهم، سواء في الدفاع عن الأرواح والممتلكات أو في إلحاق الهزيمة بالمؤامرات الإمبريالية، وعملائها العرب الذين يهدفون إلى تغيير قرار الأمم المتحدة، وحرماننا من تحقيق استقلالنا السياسي”[1]. كان الشغل الشاغل لدى قيادة الحزب الشيوعي الأرض – إسرائيلي في تلك الفترة الحاسمة من تطور القضية الفلسطينية هو كيفية إقامة الدولة اليهودية بقوة السلاح، وكيفية إحباط نضال الشعب الفلسطيني في التصدي لإقامة الدولة اليهودية على حسابه. ولم يكن قادة الحزب يتصورون أي صيغة أخرى للعلاقة بين المستوطنين اليهود في فلسطين والشعب الفلسطيني سوى إقامة الدولة اليهودية في فلسطين على حساب أصحابها الفلسطينيين. وانصبّ جلّ تفكير قيادة الحزب الشيوعي على التفكير في أفضل الوسائل لتحقيق المشروع الصهيوني الذي أجمع عليه مجتمع المستوطنين والمهاجرين اليهود في فلسطين، وهو إقامة الدولة اليهودية. وفي هذا السياق دعا شموئيل ميكونيس، في اجتماع شعبي في تل أبيب في 16 كانون الثاني/ يناير 1948، إلى إقامة حكومة وحدة وطنية يهودية، والتحالف مع المعسكر الاشتراكي بقيادة الاتحاد السوفياتي من أجل إقامة الدولة اليهودية بقوة السلاح. ودعا ميكونيس إلى القيام بنشاط جماهيري يهودي في الييشوف، وفي وسط اليهود في العالم من “أجل التزود باحتياجاتنا الأولية في اللحظة الراهنة”، وهي السلاح والعتاد ومنح الهاغاناه وضعًا قانونيًا، وفتح الميناء فورًا من أجل استيعاب المهاجرين اليهود[2]. وفي كانون الثاني/ يناير 1948 اتحد حزبَا “هشومير هتسعير” و”أحدوت ععفوداه – بوعلي تسيون” في حزب واحد، أُطلق عليه حزب العمال الموحد (مبام). ورغم معرفة الحزب الشيوعي الأرض – إسرائيلي أن حزب “أحدوت هعفوداه” ظل متمسكًا بهدفه العلني، وهو إقامة الدولة اليهودية في كل أرض فلسطين، أرسلت اللجنة المركزية للحزب الشيوعي الأرض – إسرائيلي رسالة بخصوص هذه المناسبة إلى حزب العمال الموحد هنأته فيها على هذا التحالف، واعتبرت أنه يمثّل بداية لإقامة جبهة ديمقراطية واسعة في صفوف الطبقة العاملة اليهودية والهستدروت كنواة أساسية لجبهة وطنية يهودية ديمقراطية[3]. ومن المهم الإشارة إلى أن أهمية تأسيس حزب العمال الموحد حينئذ لم تنبع فقط من أنه كان حزبًا كبيرًا فحسب، وإنما كان، أيضًا، أساسيًا لأن قادته وكوادره، وفي مقدمتهم يغآل ألون ويسرائيل غليلي، شكّلوا أغلبية كبيرة جدًا في صفوف البلماح، كان لها الدور الأهم في تنفيذ “خطة د”[4]، وطرد الفلسطينيين من ديارهم وارتكاب المجازر في حقهم. وفي 5 شباط/ فبراير 1948 أصدرت اللجنة المركزية للحزب الشيوعي الأرض – إسرائيلي بيانًا موسعًا هاجمت فيه “الحكومة البريطانية” لنقضها، وفق البيان، الالتزام بالجلاء عن الميناء البحري في تل أبيب، طبقًا لقرار الأمم المتحدة، والجلاء أيضًا عن مجالٍ حوله كافٍ لتسهيل الهجرة اليهودية. واتهم البيان “الإمبريالية البريطانية” باتباع سياسة عامة في مختلف المجالات ضد الييشوف، وادعى أنها “مستمرة في تجنيد عصابات المشاغبين العرب وزُمرهم” في فلسطين وفي الدول العربية بواسطة “الرجعية العربية” ضد الييشوف اليهودي. وانتقد البيان بشدة القيادة المتنفذة في الييشوف والوكالة اليهودية لتقصيرها في تجنيد الييشوف كله “لوقف الهجوم الإمبريالي وضمان الاستقلال القومي”. وادعى البيان أن “أجزاء كبيرة وذات نفوذ واسع في الوكالة اليهودية بأجنحتها الأميركية والبريطانية والأرض – إسرائيلية ليست مستعدة لخوض حرب متواصلة” لإقامة الدولة اليهودية، وأنها سلّمت بعدم فتح الميناء ووقف الهجرة اليهودية إلى فلسطين، وقصّرت في تجنيد الييشوف اليهودي لخوض الحرب وتجنيد مختلف الوسائل المطلوبة المرتبطة بالأمن وحشدها. وإزاء هذا الوضع، طالب البيان القيادة الصهيونية بتوسيع التجنيد وإقامة الميليشيا الشعبية اليهودية، وإقامة نظام طوارئ يستند إلى المساواة في التضحية ويهتم بالجبهة وبالعمق. وطالب البيان بإشراك الحزب الشيوعي في مؤسسات الأمن والجباية، وأكد أنه لا يمكن أن تكون جبهة “من أجل الاستقلال القومي للييشوف اليهودي، ولا يمكن أن تكون حربًا مظفرة من أجل إقامة الدولة اليهودية” من دون اشتراك الحزب الشيوعي الأرض – إسرائيلي فيها[5]. وفي 13 شباط/ فبراير 1948 عاد الأمين العام للحزب، شموئيل ميكونيس، وانتقد في مقالة له ما أطلق عليه تردد قيادة الحركة الصهيونية وارتداعها عن مواجهة بريطانيا وإحجامها عن القيام بدورها في تجنيد طاقات الييشوف اليهودي للحرب[6]. فالقيادة الصهيونية، وفق ميكونيس، لا تثق بالجماهير اليهودية ولا بالقوة الكامنة فيها، وتفضّل اتباع أسلوبها التقليدي المساوم مع الإمبريالية التي “تهدف إلى استغلالنا في المستقبل وإخضاعنا لأهدافها الرجعية”. وأضاف ميكونيس قوله إن قيادة الحركة الصهيونية لم تدرك بعد أن الإمبريالية البريطانية والأميركية غير معنيّتين بأي شكل من الأشكال بإقامة الدولة اليهودية، وإن تحقيق ذلك لا يتم إلا بواسطة “حرب تحرير قومية”. واتهم ميكونيس قيادة الوكالة اليهودية بالخضوع للإمبريالية البريطانية والأميركية بعدم تمسّكها بفتح الميناء في تل أبيب، وبفتح الهجرة اليهودية إلى فلسطين؛ فالوكالة اليهودية لم تقم بالخطوة الوحيدة التي كان لا بد منها، وفق ميكونيس، وهي “فتح الميناء وتفعيله بالقوة رغم أنف بيفن”. فهذه الخطوة كانت ستخلق أمرًا واقعًا جديدًا، وتشعل الحماس في صفوف الشعب اليهودي وتحشده كافةً بكل طاقاته لإقامة الدولة اليهودية، وكانت ستقنع العالم أيضًا “بأننا جادون في عزمنا بناء الدولة اليهودية”؛ الأمر الذي يؤدي إلى الحصول على تأييد قوى السلام والديمقراطية في العالم ومساعدتهم. ومن أجل إدارة “حرب التحرير” على نحو أفضل، لتحقيق الهدف التاريخي الكبير وهو إقامة الدولة اليهودية، دعا ميكونيس إلى تشكيل الحكومة المؤقتة للدولة اليهودية فورًا، جنبًا إلى جنب مع إقامة الميليشيا اليهودية الشعبية المسلحة[7]. رابعًا: زيارة ميكونيس دول أوروبا الشرقية أَولى الحزب الشيوعي الأرض – إسرائيلي أهمية قصوى لموقف دول أوروبا الشرقية بقيادة الاتحاد السوفياتي من القضية الفلسطينية، وسعى بكل طاقاته لتجنيد مختلف أنواع الدعم من هذه الدول لإقامة دولة يهودية للمستوطنين الكولونياليين اليهود في فلسطين بقوة السلاح على حساب الشعب الفلسطيني. وفي هذا السياق أرسل الحزب الشيوعي الأرض – إسرائيلي في كانون الأول/ ديسمبر 1947 عضوَي المكتب السياسي للحزب، إلياهو غوجانسكي (1914-1948) وروت لوبيتش (1906-2010)، إلى دول أوروبا الشرقية ليمكثا فيها نحو ستة أسابيع[8]، للاتصال بالأحزاب الشيوعية وبالمسؤولين وبالتجمعات اليهودية في هذه الدول، من أجل تجنيد مختلف أنواع الدعم ومساندة المستوطنين الكولونياليين اليهود في حربهم ضد الشعب الفلسطيني لإقامة دولة للمستوطنين اليهود في فلسطين[9]. ولم يكتفِ الحزب الشيوعي بالجهود التي بذلها إلياهو غوجانسكي وروت لوبيتش في دول أوروبا الشرقية لحشد مختلف أشكال الدعم للييشوف اليهودي في حربه ضد الفلسطينيين، وقرر أن يرسل أمينه العام، شموئيل ميكونيس، إلى هذه الدول. ففي شباط/ فبراير 1948 سافر الأمين العام للحزب الشيوعي الأرض – إسرائيلي، شموئيل ميكونيس، إلى أوروبا الشرقية، بتكليف رسمي من اللجنة المركزية للحزب، وفي يده رسالة رسمية منها، وقّعها مئير فلنر، تخوّل ميكونيس إجراء اتصالات بغرض الحصول على مختلف أنواع الدعم لحرب الييشوف اليهودي في فلسطين[10]. وسعى ميكونيس لتحقيق عدة أهداف اعتبرها الحزب الشيوعي الأرض – إسرائيلي ذات أهمية قصوى، وهي: * الحصول على مختلف أنواع السلاح من هذه الدول للهاغاناه، ثم للجيش الإسرائيلي في الحرب ضد الشعب الفلسطيني. * العمل على تجنيد اليهود في هذه الدول، ولا سيما الشباب وذوي الخبرة العسكرية التي اكتسبوها خلال الحرب العالمية الثانية في جيوش دولهم، للمشاركة في الحرب ضد الشعب الفلسطيني. * العمل على فتح أبواب الهجرة اليهودية من هذه الدول إلى فلسطين، لا سيما الهجرة المقاتلة. * العمل على إقامة معسكرات في بعض هذه الدول لحشد المتطوعين اليهود من مواطني هذه الدول وتدريبهم، تمهيدًا لإرسالهم إلى فلسطين للانخراط في الحرب ضد الشعب الفلسطيني. * القيام بحملة سياسية وإعلامية واسعة في هذه الدول، تهدف إلى تشويه نضال الفلسطينيين، ومقاومتهم لإقامة دولة يهودية للمستوطنين الكولونياليين اليهود في فلسطين على حسابهم، وتمجيد سعي المستوطنين الكولونياليين اليهود لإقامة دولة يهودية في فلسطين على حساب الشعب الفلسطيني، وطرح هذا السعي كأنه نضال من أجل التحرر القومي. مكث شموئيل ميكونيس في دول أوروبا الشرقية نحو خمسة شهور في الفترة شباط/ فبراير-آب/ أغسطس 1948، عاد خلالها إلى تل أبيب عدة مرات لفترات قصيرة. ولا يشير مكوث الأمين العام للحزب، ميكونيس، فترة طويلة في دول أوروبا الشرقية أثناء الفترة الحاسمة من حرب 1948، إلى الأهمية القصوى التي كان يوليها للحصول على دعم دول أوروبا الشرقية لمجتمع المستوطنين الكولونياليين اليهود في فلسطين في حربه ضد الشعب الفلسطيني فحسب، وإنما أيضًا إلى دوره ودور الحزب الشيوعي الإسرائيلي في المساعدة للحصول على هذا الدعم. زيارة ميكونيس رومانيا استهل ميكونيس جولته في دول أوروبا الشرقية بزيارة رومانيا. ففي 21 شباط/ فبراير 1948 وصل ميكونيس إلى بوخارست قادمًا من فلسطين، لحضور مؤتمر الوحدة بين الحزب الشيوعي الروماني والحزب الاشتراكي الديمقراطي الروماني. وألقى ميكونيس خطابًا في هذا المؤتمر عرض فيه قراءة الحزب الشيوعي الأرض – إسرائيلي للوضع في فلسطين. ولما كانت هذه زيارة ميكونيس الأولى لدولة في أوروبا الشرقية منذ صدور قرار التقسيم، احتلت والخطاب الشامل الذي ألقاه في هذا المؤتمر أهمية خاصة، ولا سيما أن جميع الأحزاب الشيوعية في أوروبا الشرقية والكثير من الأحزاب الشيوعية والاشتراكية في العالم شاركت في هذا المؤتمر. ومن الملاحظ أن ميكونيس لم يحاول أن يعرض مشروع الحركة الصهيونية إقامة دولة يهودية للمستوطنين اليهود في فلسطين على حساب أصحابها الشرعيين وعلى أنقاضهم، في سياقه التاريخي الكولونيالي الاستعماري المتحالف تحالفًا عضويًا ومتينًا مع الإمبريالية البريطانية والأميركية، وإنما في سياق متخيل منافٍ للواقع والحقائق التاريخية، وكأن إقامة دولة للمستوطنين الكولونياليين اليهود في فلسطين تأتي في سياق صراع حركات التحرر القومي في العالم ضد الدول الاستعمارية. ومن الملاحظ أيضًا أن ميكونيس حشا خطابه بالكثير من المغالطات والأكاذيب، واجتهد كثيرًا في تمجيد الذات الجمعية للمستوطنين اليهود الصهيونيين الكولونياليين في فلسطين، وفي الوقت نفسه دأب على تشويه اسم الشعب العربي الفلسطيني وسمعته وقيادته، وعلى نفي حقه في مقاومة الصهيونية والاستعمار البريطاني. استهل ميكونيس خطابه على نحو درامي، وقال إنه جاء “من أرض إسرائيل التي هي واحدة من البلدان التي تناضل من أجل حريتها واستقلالها مثل إندونيسيا وفيتنام والصين واليابان ضد دوائر بيفن ومارشال وأذنابهم”[11]. وقال ميكونيس إنه جاء من بلاد تسمع فيها طوال الأيام منذ شهور طويلة طلقات الرصاص والانفجارات في المدن و”الموشافات” (المستوطنات اليهودية) التي يسقط فيها يوميًا ضحايا كثر، والتي يصعب الانتقال فيها من مكان إلى آخر من دون استعمال المصفحات. وقال كذلك: “لقد أتيتكم من جبهة النار والدم، من جبهة حرب قاسية وشاقة من أجل التحرر القومي. فقد فرضت علينا الإمبريالية الأنغلوسكسونية حربًا دامية؛ فالإمبريالية تنظم عصابات عربية في داخل البلاد وفي الدول العربية المجاورة بواسطة الرجعية العربية، فهي تنظم زلم أندرس البولندي[12] وزلم هتلر والفاشيين البوسنيين، وكل من هبّ ودبّ من اللمم ومن الخونة والقتلة، وتدفع بهم جميعًا ضد الييشوف اليهودي”. وأضاف ميكونيس قوله: “إن حدود بلادي باتت مفتوحة لغزو مجموعات مسلحة عميلة للإمبريالية من الدول المجاورة التي تزودها بالسلاح والعتاد”[13]. وفي سياق سعيه لمنح صفة معاداة الاستعمار للحركة الصهيونية، وخلق تناقض وهمي بين القوات العسكرية الصهيونية وبريطانيا أمام مستمعيه في المؤتمر، ادعى ميكونيس في خطابه أن “قوات جيش بيفن وأتلي وشرطتهما” تصادران السلاح من المنظمات العسكرية اليهودية وتعتقلان وتقتلان أفرادها، وتتجسسان على مواقع القوات العسكرية اليهودية في فلسطين وتزودان “العصابات العربية” بهذه المعلومات. ولم يكتفِ ميكونيس في خطابه بهذه الأكاذيب، بل استمر خياله ينسج الواحدة تلو الأخرى، فادعى أن “الدبابات البريطانية تمنح المهاجمين العرب غطاء وتشكّل لهم درعًا واقية”. واستطرد قائلًا: “لقد فجّر البريطانيون عمارة مكونة من أربعة طوابق في شارع في تل أبيب، لكي يتمكن قناصة عرب تحت غطاء الشرطة البريطانية من إطلاق النار على الشوارع المجاورة. وهذا هو المتّبع في حيفا والقدس وكل مكان آخر”[14]. واستمر ميكونيس في طرح افتراءاته أمام المؤتمر، فقال إن الشرطة البريطانية كثيرًا ما تطلق النار على بلدة يهودية من منطقة عربية وبالعكس، وذلك من أجل إلقاء اليهود والعرب في دوامة من الدم. وأضاف قائلًا إن هناك حالات كثيرة تعتقل فيها السلطات البريطانية شبابًا يهودًا، وتنقلهم في مجنزرة إلى منطقة عربية وتسلّمهم إلى رعاع عرب يقتلونهم، وتفعل الأمر نفسه أيضًا تجاه العرب الذين يلقون المصير نفسه. ادعى ميكونيس في خطابه أن الحرب التي يخوضها الييشوف اليهودي لإقامة الدولة اليهودية هي حرب الشعب، وهي “حرب عادلة وتقدمية وضد مؤامرات الإمبريالية الأنغلوسكسونية وعملائها العرب”. كما قال إن “الشعب مستعد للحرب ويريد تحقيق الانتصار”. وفي ختام خطابه، ناشد ميكونيس “معسكر السلام والديمقراطية” بقيادة الاتحاد السوفياتي التدخل الفعال وتقديم المساعدة لحرب الييشوف[15]. أجرى ميكونيس أثناء زيارته رومانيا اتصالات مكثفة مع قادتها من أجل تشجيع الهجرة اليهودية وتنظيمها، من رومانيا إلى فلسطين، ثم إلى إسرائيل بعد إنشائها في أيار/ مايو 1948. فقد بقي في رومانيا بعد انتهاء الحرب العالمية الثانية نحو 400 ألف يهودي، وبذل ميكونيس في تلك الفترة الحاسمة من الحرب في فلسطين جلّ جهده للحصول على موافقة السلطات الرومانية من أجل السماح لمواطنيها اليهود بالهجرة إلى فلسطين، للمساهمة في الجهد العسكري الصهيوني في إقامة الدولة اليهودية، ولتوطينهم في القرى والمدن التي يتم تهجير الفلسطينيين منها. وقد تسنّى له ذلك من خلال العلاقات المتينة التي أقامها ميكونيس مع آنا باوكر (1893-1960)، وزيرة الخارجية الرومانية في الفترة 1948-1952. وكانت آنا باوكر رومانية يهودية ومحسوبة في الحزب الشيوعي الروماني على الخط السياسي الموالي لموسكو. ومن خلال علاقاته بآنا باوكر وقيادات رومانية أخرى، اجتمع ميكونيس بالقيادات اليهودية الرومانية، وعقد اجتماعات شعبية لليهود في المدن الرومانية لحثهم على الهجرة إلى فلسطين. وقد أقنع ميكونيس السلطات الرومانية بأن تسمح للسفن باستعمال ميناء كونستانتسا لنقل المهاجرين اليهود من دول أوروبا الشرقية إلى فلسطين، علمًا أن ذلك كان مناقضًا لقرار الأمم المتحدة الذي نصّ على تجميد الوضع القائم في فلسطين في تلك الفترة، بما في ذلك وقف الهجرة اليهودية إلى فلسطين ونقل السلاح إلى الييشوف اليهودي. وفي حزيران/ يونيو 1949 استجابت باوكر لطلب ميكونيس المتمثل بفتح أبواب الهجرة ليهود رومانيا إلى إسرائيل، وأخبرته أن على اليهود الذين يرغبون في الهجرة إلى إسرائيل أن يسجّلوا أسماءهم في وزارة الخارجية الرومانية. ونقل ميكونيس هذا الخبر المهم إلى قيادات اليهود في رومانيا، فهاجر عشرات آلاف اليهود إلى إسرائيل، واستوطنوا في القرى والمدن التي هُجّر الفلسطينيون منها[16]. زيارة ميكونيس يوغسلافيا في بداية آذار/ مارس 1948، سافر ميكونيس من رومانيا إلى يوغسلافيا، وبذل فيها جهودًا جمة في شرح طبيعة الحرب في فلسطين للمسؤولين وللقيادات اليوغسلافية. وقد اجتمع ميكونيس في بلغراد بإيهود أفرئيل[17]، مندوب الهاغاناه في أوروبا الشرقية، الذي أخبر ميكونيس في حاجة الهاغاناه الماسّة إلى عشرة مدافع من عيار 120 ملم من أجل دكّ أسوار القدس العربية واختراقها. فطلب ميكونيس من السلطات اليوغسلافية أن تقوم يوغسلافيا بتزويد الهاغاناه بهذه المدافع. وعلى إثر هذا الجهد الذي بذله ميكونيس، اشترت يوغسلافيا عشرة مدافع من عيار 120 ملم من سويسرا وأعطتها للهاغاناه[18]. أشار ميكونيس، أيضًا، إلى أنه طلب من المسؤولين اليوغسلاف تزويد الييشوف بـ 400 عسكري يهودي يوغسلافي من ذوي الخبرة في الحرب. وقد رفض المسؤولون اليوغسلاف في البداية طلبه، بيْد أنهم عادوا وقبلوا هذا الطلب في حزيران/ يونيو 1948، وأرسلوا 400 عسكري يهودي إلى إسرائيل للمشاركة في حرب 1948. إلى جانب ذلك، وبفضل الجهد الذي بذله ميكونيس، سمحت يوغسلافيا للهاغاناه ثم للجيش الإسرائيلي باستعمال أحد مطاراتها لنقل السلاح من تشيكوسلوفاكيا إلى إسرائيل، كما سنبيّن لاحقًا[19]. زيارة ميكونيس بلغاريا سافر ميكونيس من يوغسلافيا إلى بلغاريا، وأجرى فيها اتصالات مع قادتها من أجل السماح للبلغار اليهود بالهجرة إلى فلسطين والمشاركة في الحرب فيها. وعقد ميكونيس أثناء هذه الزيارة اجتماعات بالقادة البلغار اليهود، وألقى المحاضرات في اجتماعات شعبية حثّ فيها اليهود على الهجرة إلى فلسطين في أسرع وقت، للمشاركة في الحرب. وفي 8 نيسان/ أبريل 1948، اجتمع ميكونيس بجورجي ديميتروف (1882-1949)، زعيم الحزب الشيوعي البلغاري ورئيس الحكومة البلغارية في الفترة 1946-1949[20]. وذكر ميكونيس أن ديميتروف كان متزوجًا من بلغارية يهودية، وأنه كان متعاطفًا جدًا مع إقامة دولة يهودية في فلسطين، وأنه وافق على الاجتماع بميكونيس رغم مرضه الشديد، وأن هذا الاجتماع استمر أكثر من ثلاث ساعات، رغم أنه كان مخصصًا له في البداية ربع ساعة فقط. وذكر ميكونيس أن ديميتروف قال له في هذا الاجتماع “إنني أحسدك لأنك تشارك في حرب الاستقلال، ولو لم أكن رئيسًا لحكومة بلغاريا لكنت ذهبت إليكم لأحارب إلى جانبكم في حرب استقلالكم”. وأشار ميكونيس إلى أنه بحث مع ديميتروف في هذا الاجتماع هجرة يهود بلغاريا إلى فلسطين، وأنه طلب من ديميتروف السماح ليهود بلغاريا بالهجرة إلى فلسطين بأسرع وقت، من أجل المساهمة في حرب فلسطين، وأن ديميتروف أخبره عن موافقته بالسماح لكل من يشاء من يهود بلغاريا بالهجرة إلى فلسطين[21]. وذكر ميكونيس أن ديميتروف أطلعه على برقيتين وصلتا إلى ديميتروف من الإدارة الأميركية والحكومة البريطانية، تحتجّان فيهما على مساعدة ديميتروف في الهجرة اليهودية إلى فلسطين، لأنه بذلك يخرق حظر الأمم المتحدة للهجرة اليهودية إلى فلسطين، وأن ديميتروف قال لميكونيس إنه تجاهلهما[22]. زيارة ميكونيس تشيكوسلوفاكيا بعد أن أنهى مهماته في بلغاريا، سافر ميكونيس في منتصف نيسان/ أبريل إلى تشيكوسلوفاكيا، وأجرى اتصالات مكثفة في براغ مع المسؤولين التشيك بشأن تزويد تشيكوسلوفاكيا الييشوف اليهودي بمختلف أنواع الأسلحة المتطورة، وإمداد الييشوف اليهودي بالمقاتلين اليهود التشيك الذين يمتلكون الخبرة والمهارات القتالية من جرّاء مشاركتهم في القتال أثناء الحرب العالمية الثانية. وقد أولى ميكونيس أهمية قصوى لتشيكوسلوفاكيا، لأنها كانت، كما ذكر، الدولة الوحيدة في أوروبا الشرقية، ما عدا الاتحاد السوفياتي، التي تصنع الأسلحة المتطورة وتمتلكها، والتي يمكنها بيعها للهاغاناه، ثم لإسرائيل بعد تأسيسها في أيار/ مايو 1948. وذكر ميكونيس أنه كان له الدور المهم في إقناع القيادة التشيكية بضرورة تزويد منظمة الهاغاناه، ثم إسرائيل بمختلف أنواع الأسلحة المتطورة، وأنه كان له لاحقًا الدور الحاسم في إقناع القادة المسؤولين التشيك بإقامة الفيلق التشيكوسلوفاكي اليهودي وإرساله إلى إسرائيل للمشاركة في حرب 1948، من خلال اتصالاته المكثفة بالقادة والمسؤولين التشيك وإسهابه في شرحه لهم طبيعة الحرب “المعادية للإمبريالية” التي يخوضها الييشوف اليهودي في فلسطين، وأنه كان له الدور المهم جدًا في فتح الباب لممثل الهاغاناه في أوروبا الشرقية، إيهود أفرئيل، لدى القادة التشيكوسلوفاكيين، وفي مقدمتهم زعيم الحزب الشيوعي ورئيس الحكومة التشيكوسلوفاكية، كليمنت غوتوولد (1896-1953)، ووزير الخارجية فلاديمير كلامنتيس، ولودفيك سفوفودا (1895-1979) الذي كان قائدًا لوحدات الجيش التشيكوسلوفاكي في الجيش السوفياتي أثناء الحرب العالمية الثانية، والذي كان أيضًا رئيس منظمة المقاتلين القدامى الذين شاركوا في الفيلق الدولي في الحرب الأهلية الإسبانية[23]. زيارة ميكونيس بولندا سافر ميكونيس في نيسان/ أبريل لا توجد لديهما الخبرة الكافية في هذه المجالات، وفق ما ذكر ميكونيس. وفعلًا استجاب غومولكا لطلب ميكونيس وجرى تدريب 60 ضابطًا بولنديًا يهوديًا فورًا في دورة عسكرية مكثفة، وأرسلتهم بولندا إلى إسرائيل
