الليبية والجامعة العربية تبدي حرصها على وحدة وسيادة البلاد اندبندنت عربية \ زايد هدية مراسل انطلقت في العاصمة الليبية طرابلس اليوم الخميس 21 أكتوبر (تشرين الأول)، فعاليات مؤتمر استقرار ليبيا، الذي ترعاه حكومة الوحدة الوطنية لدعم المسار السياسي والعملية الانتقالية، بمشاركة وفود وزارية من أكثر من 30 دولة ومنظمة دولية وإقليمية. وأكدت الكلمات الافتتاحية، لا سيما كلمتا رئيس حكومة الوحدة عبدالحميد الدبيبة ووزيرة الخارجية نجلاء المنقوش وبعض ضيوف المؤتمر، على التمسك باستدامة وقف إطلاق النار في ليبيا وخريطة الطريق السياسية ومقررات مؤتمري برلين الأول والثاني، ودعم خطوات اللجنة العسكرية المشتركة لسحب القوات الأجنبية، وصولاً إلى الاستحقاق الانتخابي في ديسمبر (كانون الأول) المقبل. مساران بارزان ويركز المؤتمر على عدد من المحاور والمسارات المؤثرة في دعم استقرار ليبيا، بخاصة في الجانبين الأمني والاقتصادي، بحسب بيان لوزيرة الخارجية نجلاء المنقوش، صدر قبل انطلاق المؤتمر، عددت فيه أهداف المؤتمر، وفي مقدمها توفير الدعم الدولي لإجراء الانتخابات في موعدها المحدد في 24 ديسمبر المقبل، وضمان التنفيذ الأمثل لقراري مجلس الأمن (2570) و 2571)) ومؤتمري برلين الأول والثاني، وتقديم الدعم السياسي والتقني لاستدامة وقف إطلاق النار ودعم مخرجات اللجنة العسكرية المشتركة 5+5. وأعرب رئيس حكومة الوحدة عبدالحميد الدبيبة، في كلمته في افتتاح المؤتمر عن تقدير الحكومة لدعم المجتمع الدولي لحل الأزمة في ليبيا وإعادة الاستقرار إليها. وقال الدبيبة إن “الدول الصديقة قدمت دعماً حيوياً لليبيا أسهم في وقف الحرب”. وأكد أن “حكومة الوحدة الوطنية جاءت من أجل استقرار ليبيا، بعد سنوات من الانقسام”. ورد الدبيبة على حملة التشكيك في أهداف المؤتمر، التي سبقت انطلاقته ولمحت إلى وجود رغبة لدى الحكومة في تأجيل الانتخابات، قائلاً إن “مؤتمر دعم استقرار ليبيا لا يهدف إلى التنصل من أي تعهدات التزمت بها حكومة الوحدة الوطنية، ولكنه تأكيد على استمرار دعمنا لإجراء الانتخابات والإسهام في توفير الظروف المناسبة لعقدها، وتشجيع الأطراف الليبية على احترام نتائجها”. وأشار رئيس الحكومة إلى إن “ملف القوات الأجنبية يؤرق الليبيين”، مؤكداً أن” استقرار ليبيا هو السبيل الوحيد لبناء المؤسسات الليبية السياسية والعسكرية”. وشدد على أن “الجهود التي تبذلها اللجنة العسكرية المشتركة لتنظيم الملف العسكري، تحتاج إلى جهود إضافية ودعم دولي نظراً لأهميتها”. لا استقرار بلا سيادة كذلك اعتبرت المنقوش أن “الاستقرار في ليبيا يمر عبر سيادتها على كل أراضيها، وعدم التدخل في شؤونها”، ودعت “كل الأطياف الليبية إلى ضرورة تقبل نتائج الانتخابات الليبية”. كما أشارت إلى أن “ليبيا بحاجة لدعم المشاركين في المؤتمر لتحقيق الاستقرار وتسهيل عملية الانتقال السياسي”. الانتقال السلمي وحماية المهاجرين في المقابل، أكدت وكيلة الأمين العام للأمم المتحدة للشؤون السياسية روزماري دي كارلو، “استمرار الأمم المتحدة في دعم إجراء الانتخابات الليبية في موعدها المقرر في 24 ديسمبر، تمهيداً لتوحيد كل المؤسسات في البلاد”. وشددت على دعم المنظمة الدولية “جهود اللجنة العسكرية المشتركة والمسار العسكري، بهدف ضمان مغادرة القوات الأجنبية وانسحابها من ليبيا”. وأشادت دي كارلو بمساعي الأطراف الليبية التي أسهمت في توحيد المؤسسات بعد وقت طويل من حال عدم الاستقرار، مؤكدة “استمرار الأمم المتحدة في دعم هذا الزخم”. وأشارت ممثلة الأمم المتحدة إلى “الحاجة حالياً إلى المصالحة والتنازلات بين الأطراف الليبية، نظراً لأهمية إجراء الانتخابات للعودة إلى الشرعية السياسية، وإنهاء التدخلات العسكرية”. وحثت “القادة الليبيين على ضمان المشاركة العادلة للمرأة في الانتخابات، وتمثيلها تمثيلاً مناسباً في الأجسام السياسية المنتخبة”. ونوهت المسؤولة الأممية إلى “دعم الأمم المتحدة لمغادرة القوات الأجنبية من ليبيا، مع ضمان عدم حصول أي خلل أمني بعد انسحاب هذه القوات”. وعبرت عن قلق الأمم المتحدة بسبب أوضاع المهاجرين في مراكز الإيواء الليبية، قائلة “نحن رأينا كيفية جمع المهاجرين في مراكز الإيواء الليبية، ونحض الحكومة على إطلاق سراحهم وفق برامج العودة الطوعية”. حرص عربي على الانتخابات وفي كلمته باسم جامعة الدول العربية، أكد وزير الخارجية الكويتي الشيخ أحمد الناصر، على “تمسك الجامعة بوحدة وسيادة ليبيا ورفض التدخلات الخارجية في شؤونها”، داعياً إلى “إخراج كل المرتزقة والقوات الأجنبية بشكل تدريجي ومتزامن”، مشيراً إلى “الحرص العربي على إجراء الانتخابات الليبية في موعدها المحدد، نهاية العام الحالي”. وتابع، “نحن هنا للتأكيد على موعد الانتخابات الرئاسية والبرلمانية في ديسمبر ودعم خطة عمل لجنة 5+5 لاخراج كل المرتزقة والقوات الأجنبية من ليبيا. ونؤكد الالتزام بوحدة ليبيا وسلامة أراضيها ودعم المجلس الرئاسي وحكومة الوحدة الوطنية، ومبادرة استقرار ليبيا لتنفيذ قرارات مجلس الأمن ومخرجات مؤتمري برلين”. خطة واضحة ورسالة مهمة في السياق، أمل الكاتب السياسي الليبي فوزي نجم أن “يتفق المشاركون في المؤتمر بطرابلس على خطة واضحة وصريحة لدعم العملية السياسية الليبية، لتحقيق الهدف الجامع، وهو إجراء الانتخابات وعدم الاكتفاء بالتشديد على التمسك بخريطة الطريق، من دون اتخاذ إجراءات تحميها وتدعمها”. وأضاف، “الليبيون اكتفوا من المؤتمرات التي تضع خطوطاً عريضة للحل من دون متابعة تنفيذها على أرض الواقع، مثلما حدث مع مقررات برلين التي تعثرت حتى اليوم في تحقيق هدفها الأبرز وهو إخراج القوات الأجنبية من ليبيا، للسماح باتمام عملية الانتقال السياسي. ولن يعتبر أحد مؤتمر طرابلس ناجحاً، إذا فشل في حسم هذه المسألة، كونها العقدة الرئيسة حالياً في الطريق نحو الانتخابات العامة، وضمان استقرار دائم وشامل في البلاد”. ولفت نجم إلى “ضرورة أن يدرك الحشد الدولي في طرابلس أن السلام الليبي لا يزال هشاً، وحال الانسداد السياسي الحالية تشكل خطراً على الأمن المحلي والإقليمي والدولي، وهذا يوجب تحرك فعلي لدعم الاتفاق السياسي والعسكري في ليبيا، قبل حدوث ما لا تُحمد عقباه”. أما رئيس حزب التغيير جمعة القماطي، فاعتبر أن “تنظيم المؤتمر في حد ذاته رسالة مهمة من طرابلس للعالم اليوم بأن ليبيا جاهزة لبدء صفحة جديدة من السلام والاستقرار، بعد عقد من الصراع والفوضى”. وقال القماطي “نأمل أن الجميع قد أدرك الأن بأن
