Halifax Regional Police say officers spotted Thomas Joseph Smith in the area of Dartmouth’s Rosedale Avenue and Ropewalk Lane at around 10 p.m. Saturday. Police say when officers approached the 31-year-old, he ran off, but they caught up with him the area of Elmwood Avenue and Wyse Road where he was arrested. Charges are anticipated. According to HRP, Smith, along with 28-year-old Chad Stephen Clarke, escaped from the from the Central Nova Scotia Correctional Facility just before 9 p.m. on Sept. 23.
