X FILEعربي مظاهرات إيران: حكاية خوزستان الإيرانية التي تعيش بها أقلية عربية كبيرة by admin 3 أغسطس، 2021 written by admin 3 أغسطس، 2021 41 BBC \ تواصلت المظاهرات المنددة بشحّ المياه في محافظة خوزستان جنوب غربي إيران. وقد انتقلت المظاهرات إلى خارج حدود المحافظة التي تعاني موجة جفاف غير مسبوقة رغم ما تزخر به من ثروة نفطية. وفشلت محاولات من جانب السلطات لفضّ مظاهرات خوزستان بالقوة. وقالت منظمة العفو الدولية إنها أحصت 8 وفيات على الأقل، بينهم صبي، في صفوف المتظاهرين بعد لجوء الشرطة لاستخدام الذخيرة الحية لقمع المظاهرات. فما هي حكاية هذه المنطقة؟ تقول دائرة المعارف البريطانية إن خوزستان، والتي عرفت في السابق باسم عربستان، تقع في جنوب غرب إيران على رأس الخليج وتحد العراق من الغرب، و تشتهر بمواردها النفطية. وتعد مدينة الأهواز عاصمة الإقليم وأكبر مدنه. وفي كتابه تاريخ خوزستان منذ العهد الأفشاري حتى المرحلة الراهنة، يقول المؤرخ موسى سيادت نقلا عن ياقوت الحموي في معجم البلدان الجزء الأول إن الأحواز أو الأهواز جمع هوز وأصلها الأحواز وبسبب الاستخدام الكثير لكلمة الهوز من قبل الفرس تبدلت الأحواز بمرور الوقت إلى الأهواز. وأما عن كلمة عربستان فيقول المؤلف إنها تسمية أطلقت على الإقليم في العهد الصفوي، ولإثبات قوله هذا استند المؤلف إلى مصادر عدة منها كتاب مجالس المؤمنين تأليف القاضي نور الله الشوشتري. وتبلغ مساحة الإقليم 375 ألف كلم مربع وتشير بعض المصادر إلى أن عدد سكانه نحو 8 مليون نسمة. ويقطن هذه المنطقة أقلية كبيرة من العرب السنّة، حيث يمثلون أكثر من نصف سكانها ويعيشون في السهول، و البقية هم من البختيار وغيرهم من شعوب اللور (شعوب غرب بلاد فارس)، مع العديد من الفرس في المدن. ومازال بعض البختيارين واللور من البدو الرحل. وتعدّ هذه المنطقة أبرز مناطق انتاج النفط في إيران وإحدى أغنى محافظات البلاد. وفي القرن العشرين، انتعشت المنطقة مع تطوير حقول النفط، وبناء خط سكة حديد عبر إيران، وتوسيع الموانئ في عبادان وخرمشهر. BBC SPORT استولى الإسكندر الأكبر على سوزا بعد وقت قصير من معركة غوغميلا في عام 331 قبل الميلاد ومثلت خوزستان منطقة حدودية بين الإمبراطوريتين الرومانية البيزنطية والبارثية الساسانية التي استولى عليها العرب حوالي 642 ميلادية. وقد خضعت المنطقة للصفويين والقاجار الذين توالوا على حكم إيران. بحسب دائرة المعارف البريطانية. وأقام العرب أول دولة لهم في المنطقة بعد سقوط الدولة العباسية وهي دولة بني أسد التي اتخذت من مدينة الأهواز الحالية عاصمة لها. وفي بداية القرن السادس عشر اعترفت الدولتان الصفوية في فارس والعثمانية باستقلال دولة عربية بالأهواز هي الإمارة المشعشعية التي انتقل الحكم فيها لبني كعب في القرن الثامن عشر وكان آخر أمرائها الشيخ خزعل الكعبي الذي سقطت إمارته عام 1925. وقد ساعدت الظروف الدولية منذ القرن التاسع عشر على انتهاء استقلال هذه الإمارة فقد حددت اتفاقية أرضروم الثانية التي وقعت في 31 مايو/ ايار 1847 بين الحكومتين العثمانية والفارسية، بتوسط من القوى الكبرى في حينها بريطانيا وروسيا، لاول مرة، الحدود في شط العرب التي وصفت في عبارات عامة دون تحديد دقيق. وقد تنازلت الحكومة الفارسية للحكومة العثمانية عن مطالبتها بمدينة السليمانية إلى جانب جميع الاراضي المنخفضة – أي الاراضي الكائنة في القسم الغربي من منطقة “الزاب” مقابل سيادتها على مناطق المحمرة والضفة الشرقية من النهر. ولم تمنع المعاهدة المذكورة من اندلاع حروب واحتكاكات وتجاوزات مختلفة بين الجانبين حتى نوفمبر /تشرين الثاني 1911 حيث توسطت بريطانيا وروسيا القيصرية بعد تدهور العلاقات بين الفرس والعثمانيين من جديد. ونجحتا في عقد اتفاق جديد عرف باسم اتفاق طهران نص على تشكيل لجنة مشتركة تضم بريطانيا روسيا القيصرية إلى جانب البلدين. لبحث الخلاف الحدودي بينهما. النفط وترسيم الحدود ودخل النفط الذي اكتشف بكميات قابلة للاستثمار التجاري في منطقة مسجد سليمان عام 1908 كعامل أساسي في محاولة إيجاد ترسيم جديد للحدود. ففي نوفمبر/ تشرين الثاني من عام 1913 تم التوصل إلى اتفاق جديد وقع في الاستانة (عاصمة الدولة العثمانية في حينها) سمي باسم بروتوكول الاستانة، تنازلت الحكومة العثمانية فيه عن جزء من سيادتها على مياه شط العرب امام منطقة “المحمرة” وبطول 7.25 كم ، بيد انه ترك السيادة على شط العرب للدولة العثمانية عدا المناطق التي تم استثنائها. DANIEL SIMON ، في عام 1975 عندما وقع شاه إيران محمد رضا بهلوي ونائب الرئيس العراقي صدام حسين اتفاق صلح في الجزائر وفي 18 يوليو/ تموز عام 1937 عقدت أول معاهدة صداقة بين العراق إيران (تحول اسم فارس إلى ايران عام 1934) وأعقبها توقيع اتفاقية اخرى لحل الخلافات بين الجانبين بالطرق السلمية. في البروتوكول الملحق بمعاهدة عام 1937 أقرت إيران بالحدود وبحقوق العراق في مياه شط العرب وتنظيم حقوق الملاحة فيه عدا مناطق محددة، بعد أن حصلت على تنازل جديد من الحكومة العراقية بحصولها على مساحة جديدة (7.75 كم ) امام جزيرة عبادان على امتداد خط “الثالوك” فضلا عن السماح للسفن الحربية الايرانية بالدخول عبر شط العرب حتى الموانئ الايرانية. ورغم ذلك استمر التوتر حتى عام 1975 عندما وقع شاه إيران محمد رضا بهلوي ونائب الرئيس العراقي صدام حسين اتفاق مصالحة في الجزائر، ونص الاتفاق على تسوية الخلاف الحدودي بين البلدين حول شط العرب والمناطق الحدودية الاخرى. وكان سكان الأهواز قد دعموا الثورة الإيرانية عام 1979ضد نظام الشاه حيث كان الشيخ الخاقاني القائد الروحي للأهواز على اتصال بقائد الثورة الخميني قبل مجيئه إلى إيران.
