إلا ويخرج مسؤول عسكري أمني وسياسي في إسرائيل بتصريح يحذر فيه من تداعيات الوضع الذي يعيشه لبنان على إسرائيل. ويحرص المسؤولون على التأكيد أن عيون تل أبيب شاخصة لا تغمض عن لبنان، وبأنهم يتابعون عن كثب التطورات الاقتصادية والاجتماعية وأيضاً العسكرية المتعلقة بـ”حزب الله”، ليُجمع الإسرائيليون على أن تراجع حال لبنان من شأنه أن يطلق الشرارة الأولى لتصعيد حربي مع إسرائيل. وفي ظل تقارير تحذر من نوعية الحرب المقبلة وطبيعتها وخطورتها، وضع الجيش الإسرائيلي على رأس أولوياته ضمان جهوزية عناصره في مقابل خطة حربية لمواجهة “حزب الله“. وكانت أولى خطواته العملية تجنيد مئات الجنود لتشكيل وحدة جديدة أطلق عليها “أشباح” وهدفها اغتيال النخبة في “حزب الله” في عمق الأراضي اللبنانية. يأتي الإعلان عن هذه الوحدة بالتزامن مع تقرير أعده معهد أبحاث الأمن القومي في تل أبيب، وقُدم إلى الرئيس إسحاق هرتصوغ يستعرض فيه مجمل الأوضاع الأمنية تجاه الجبهات الثلاث: لبنان وسوريا وغزة. ودعا المعهد إلى دراسة عميقة من قبل الجهات ذات الشأن، لمعرفة لأي مدى يمكن للأزمة في لبنان أن تؤثر في الوضع الأمني الإسرائيلي، وفي المقابل كيف يمكن لتل أبيب استغلال الوضع الحالي وعدم تفويت الفرصة لاستهداف قدرات “حزب الله” ومشروع الصواريخ الدقيقة، وفي الوقت نفسه مواجهة محاولات “حزب الله” وإيران و”حماس” ترسيخ ما سماه الإسرائيليون “معادلة ردع” جديدة مقابل إسرائيل، تشمل إطلاق قذائف صاروخية تجاهها من لبنان وسوريا، كما حدث خلال العملية العسكرية على غزة “حارس الأسوار“. تعاون بري جوي في عمق لبنان يأتي تشكيل وحدة “أشباح”، ضمن خطة رئيس أركان الجيش الإسرائيلي، أفيف كوخافي، الحربية تجاه لبنان. وبحسب الجيش الإسرائيلي، الذي يروج لهذه الوحدة كخطوة لتعزيز القدرات العسكرية لعناصره، ستكون مهامها المركزية إلى جانب اغتيال نخبة “حزب الله”، “القتال أثناء اجتياح بري بشكل يدمج بين قدرات استخباراتية وإطلاق نيران وقصف بمؤازرة سلاح الجو“. ووفق ما تم تداوله حول هذه الوحدة، فستنفذ العمليات في عمق لبنان بالتعاون مع سلاح الجو، إذ ستُستخدم طائرات صغيرة الحجم وأخرى من دون طيار ومعدات اتصالات سرية وأجهزة قيادة وتحكم. عناصر الوحدة هم ممن يدرجهم الجيش بين الضباط المتفوقين، ولديهم تجربة سابقة من خدماتهم في وحدات “الكوماندوز” والنخبة. وإزاء رفض العديد من الجنود الالتحاق في وحدات تشارك في المعارك الحربية في ظروف صعبة وخطيرة، سيلزم الجيش منذ الأسبوع المقبل، مَن التحق بالوحدة التوقيع على تعهد بالخدمة في الجيش لمدة سنة واحدة، في الأقل. قلق من تدخل إيران وفي غضون أقل من أسبوع، عرض معهد أبحاث الأمن القومي تقريرين، أحدهما سُلم إلى الرئيس هرتصوغ، والثاني للقيادات العسكرية والأمنية، يتضمن كلاهما توقعات حول الوضع في لبنان وانعكاسه على إسرائيل. ووفق ترجيحات المعهد، فإن “عدم تقديم الدعم المالي للبنان سيترك فراغاً كبيراً قد يستغله حزب الله وإيران”. ويضع المعهد أكثر من سيناريو إزاء هذا التقدير، بينها احتمال تقسيم لبنان وصولاً إلى حرب أهلية ثالثة. وسيناريو جرت حوله نقاشات عدة واستبعد البعض حصوله، وهو سيطرة كاملة لـ”حزب الله” على لبنان، وبالتالي إفساح المجال أمام إيران لتوسيع سيطرتها هناك. وعليه وفق المعهد، فإن تفكيك لبنان هو أسوأ الأوضاع بالنسبة إلى إسرائيل، إذ سينعكس بشكل سيئ عليها. وأي تدهور إضافي داخل لبنان سيعزز قوة “حزب الله” وبالتالي حدوث تغيير في التوازن السياسي في لبنان ضد مصلحة إسرائيل، على المدى البعيد. حلم نصر الله بالنسبة إلى إسرائيل، فإن استمرار التدهور سيكون أولاً، في صالح “حزب الله” باعتبار أن ذلك سيحقق حلم أمين عام الحزب، حسن نصر الله، بأن يصبح لبنان دولة أخرى تحت رعاية إيران، بل قاعدة إيرانية كما هو الحال في سوريا، وبالتالي الانضمام إلى المحور الشيعي، وفق معهد الأبحاث. وفي توجه آخر لهذا السيناريو، ووفق معهد الأبحاث الإسرائيلي، فإن “حزب الله، وفي حال تفكك لبنان، سيواجه صعوبة في التفرغ لمواجهة إسرائيل، إذ سيغرق في معالجة القضايا والصعوبات الداخلية”، ويتفق معدو التقرير على أن ذلك يصب في مصلحة إسرائيل، باعتبار أنه سينشغل عنها. سيناريو كهذا، كما جاء في التقرير، “سيوسع حيّز العمل الإسرائيلي خصوصاً في حال وقوع مواجهة عسكرية أو حرب شاملة”. تبني نهج استباقي وضمان تعاون أوروبي وفي توصياته لمتخذي القرارات، اعتبر معهد الأبحاث الإسرائيلي أن مجمل التطورات سيدفع إلى مواجهات، وعليه يتوجب على الحكومة الإسرائيلية الجديدة تعديل سياستها تجاه لبنان، وتبني نهج استباقي ينظر إلى التطورات التي يشهدها لبنان حالياً كفرصة للتأثير في مستقبل بيروت من خلال منع سيطرة “حزب الله” على الدولة، ولكن من دون تدخل إسرائيل مباشرة في الشؤون اللبنانية الداخلية، والتوقف عن عرض تقديم مساعدات له كما سبق أن فعلت، وفق ما يوصي معهد الأبحاث. وفي توصية أخرى للحكومة، دعا المعهد إلى بلورة سياسة خاصة تضمن المصلحة الأمنية الكامنة في مواجهة التهديد الذي يشكله “حزب الله”، إلى جانب “المصلحة الكامنة بدولة مجاورة مستقرة وموالية للغرب”. ولتنفيذ هذه التوصية دعا المعهد حكومة بينت – لبيد، إلى تجنيد دول صديقة في الغرب، تقدم مساعدات للبنان وفي مقدمتها فرنسا، للتسريع في تقديم مساعدات فورية، مع ضمان الإشراف على نقل تلك المساعدات من أجل منع وصولها إلى أيدي “حزب الله” ومؤيديه، وذلك للدفع بلبنان مُوالٍ للغرب”، وفق طموح الإسرائيليين. وفي مسار مواز، كما أوصى المعهد، تنسق الحكومة الإسرائيلية مع الولايات المتحدة لضمان وقف قنوات نقل المساعدات من إيران إلى “حزب الله”، في حال تم التوصل إلى اتفاق مع طهران ورفع العقوبات عنها. ووصل طموح القيّمين على منع سيطرة “حزب الله” وإيران على لبنان، إلى توجه تل أبيب لتعزيز الجيش اللبناني، من دون نقل أسلحة إليه، لما يشكل ذلك من خطر على أمنها. لكن الإسرائيليين لم يوضحوا قصدهم من “تعزيز الجيش اللبناني” وأبقوا خططهم هذه قيد السرية. 18 مليار دولار للجيش الإسرائيلي تأتي هذه المناقشات الإسرائيلية في وقت وافق رئيس الحكومة، نفتالي بينت، ووزير الأمن، بيني غانتس، والمالية، أفيغدور ليبرمان، على طلب الجيش بزيادة ميزانيته العسكرية لتصل إلى 18 مليار دولار، بارتفاع أكثر من ملياري دولار من الميزانية التي سبق واتفق عليها عام 2015. وبحسب غانتس، فإن هذه الميزانية ستضمن الحفاظ على التفوق
