زار القطاع أخيرا وأجرى لقاءات مع الفصائل الفلسطينية

بعد فشل إجراء الانتخابات الفلسطينية بات خيار الرئيس محمود عباس، تشكيل حكومة وحدة وطنية تجمع بين حركتي “حماس” و”فتح” وباقي الفصائل الفلسطينية، لكن الأولى عارضت الفكرة من أساسها باعتبار أنها لن تحقق مطالب الفلسطينيين بخاصة سكان غزة، وأن هذا الخيار فيه تهرّب من الاستحقاق الوطني.

وفي ظل إصرار عباس على تشكيل حكومة وحدة وطنية، التقى في رام الله رئيس الوزراء الأسبق سلام فياض، من دون الإفصاح رسمياً عن تفاصيل الاجتماع المغلق الذي دار بينهما، وبعدها بأيام، وصل الأخير إلى قطاع غزة في زيارة استمرت نحو أسبوع، اجتمع خلالها مع قيادات الفصائل بما فيها شخصيات من حركة “حماس”.

قرارات عدة بحق قطاع غزة

وسلام فياض يعدّ سياسياً مستقلاً لا ينتمي إلى حركتي “حماس” أو “فتح”. وبعد إقالة عباس حكومة إسماعيل هنية، شغل منصب رئيس الوزراء الفلسطيني بقرار رئاسي عام 2007 (شهد اقتتالاً بين حماس وفتح ونتج عنه الانقسام)، وحينها، اعتبرته “حماس” الرجل الذي انقلب عليها، ورسخ الانقسام السياسي، وحوله بطبيعة قراراته إلى جغرافي، وصنفته على أنه أحد خصومها السياسيين، واستقال من منصبه عام 2013، ومن حينها غاب عن المشهد السياسي.

وفي فترة رئاسة فياض الحكومة، اتخذ قرارات عدة بحق قطاع غزة، إذ قطع رواتب موظفي السلطة الفلسطينية، وشدد إجراءات دخول البضائع والوقود الخاصة بشركة الكهرباء، إلا أن عودته الجديدة للسياسة كانت من بوابة غزة.

يقول فياض إن غزة ليست حمولة زائدة على السلطة الفلسطينية، لذلك من الضروري أن نعمل على حل مشكلاتها، والخلافات الدائرة بالأساس قائمة على مبدأ التنازع المباشر على السلطة بين “فتح” و”حماس”، لذلك “علينا مراعاة هموم الناس والتطلع إلى رغبات سكان القطاع في أي حكومة مقبلة”، ويعتبر فياض نفسه أنه أدار أفضل الحكومات مقارنة مع تلك التي جاءت بعده، وبات يقدم نفسه على أن بيده الحل في إدارة الوضع السياسي الحالي، إذ إنه غير منحاز لفصيل، كما يملك رؤية تحظى بثقة المجتمع الدولي.

برنامج سياسي يلقى قبولاً دولياً

وفي الاجتماع الأخير بين عباس وفياض، أفادت المعلومات بأن النقاش كان يدور حول تشكيل رؤية حكومة وحدة وطنية، ببرنامج سياسي يلقى قبولاً شعبياً ودولياً، على أن يشمل ملفات إعادة إعمار قطاع غزة، وتولي السلطة الفلسطينية مسؤوليته الإدارية (للوزارات) والأمنية (أجهزة الشرطة) والمالية، بما يضمن إنهاء الانقسام السياسي بشراكة فصائلية، وإقناع “حماس” ببرنامجه السياسي، الذي يضمن إيجاد حلول للأوضاع المعيشية للسكان، وكذلك إعادة قطاع غزة إلى حضن السلطة الفلسطينية.

وأثناء زيارته غزة، التقى فياض قادة الفصائل بما فيها حركة “حماس”، كما أجرى اجتماعات مع قطاعات مجتمعية وسياسية مختلفة، جسّ خلالها النبض لمشروع تشكيل حكومة وحدة فلسطينية جديدة، في ظل فشل إجراء الانتخابات، وتوقف محادثات المصالحة وتدهور الأوضاع في غزة والاشتراطات الدولية لعملية إعادة الإعمار.

وبحسب المعلومات أيضاً، فإن فياض طرح نفسه في لقائه السياسيين على رأس الحكومة، وأن كل ما يحتاج إليه هو موافقة “حماس” وباقي الفصائل من أجل تنفيذ مشروعه الذي يعتقد أنه يحظى بموافقة دولية.

“حماس” ترى فياض غير مناسب

ومن جهة حركة “حماس”، يقول النائب عنها، يحيى العبادسة، إن فياض انقلب على حكومة إسماعيل هنية، من دون التزام القانون، لذلك فهو لا يصلح من واقع التجربة السابقة، والأولوية، في الفترة الحالية، ليست لتشكيل حكومة وحدة وطنية جديدة، وإنما لترتيب الشأن الوطني العام من خلال بوابة الانتخابات.

وبحسب العبادسة، فإن “حماس” لم تستقبل فياض في قطاع غزة بشكل رسمي، ولم تتعامل معه، على الرغم من أنه طلب لقاء قائدها يحيى السنوار، وهو أمر لم يتم وقوبل بالرفض.

وتشير المعلومات إلى أن فياض التقى حركة “حماس”، وحضر غازي حمد وزكريا معمر، عضوا المكتب السياسي فيها اجتماعاً مع الأول، ونُوقشت طرق إنقاذ غزة بموافقة دولية.

لم يكلف رسمياً من “فتح”

أما حركة “فتح”، فإنها تنفي أن تكون قد كلّفته أو وافقت على تشكيله حكومة وحدة جديدة، ويقول منير الجاغوب، رئيس المكتب الإعلامي في مفوضية التعبئة والتنظيم لحركة “فتح” إن زيارة فياض الرئيس محمود عباس كانت للسلام فقط وليس أكثر، وهو غير مكلّف رسمياً لزيارة غزة بل زيارته شخصية للقطاع من دون مهمات رسمية. إلا أن المعلومات تشير إلى غير ذلك، إذ التقى فياض قبل يوم واحد من زيارته قطاع غزة رئيس هيئة الشؤون المدنية الفلسطينية، حسين الشيخ، ورئيس جهاز المخابرات ماجد فرج.

وحتى اللحظة، غير واضح ما إذا كانت ذُللت العقبات أمام فياض لتشكيل حكومة، في موازاة موافقة فصائل غزة على ذلك، بخاصة أنه يريد صلاحيات كاملة وبشروط، حتى لا يصطدم بخلافات سياسية أثناء عمله.
