للمرة الثالثة خلال الأسبوع الأول منذ وقف إطلاق النار، الذي دخل حيز التنفيذ في 21 مايو (أيار) الحالي، وصل الوفد الأمني المصري إلى قطاع غزة في زيارة سريعة للقاء مسؤولين في حركة “حماس” والفصائل الفلسطينية الأخرى.
وفي الزيارات الثلاث الأخيرة لغزة، وصل الوفد المصري بقيادة مسؤول الملف الفلسطيني في الاستخبارات المصرية اللواء أحمد عبد الخالق، ويرافقه مسؤول آخر رفيع المستوى من رئاسة الجمهورية، بتكليف من الرئيس المصري عبد الفتاح السيسي الذي أمر بإرسال وفدين أمنيين إلى إسرائيل والأراضي الفلسطينية، للعمل على تطبيق الهدوء في جميع المناطق، وعادة يدخلون غزة بعد لقاء مسؤولين إسرائيليين من المستويين السياسي والأمني.
لقاء شامل
وتأتي الزيارات المصرية لغزة في محاولة لتطبيق هدوء طويل، بناءً على توصيات من الأمين العام للأمم المتحدة أنطونيو غوتيريش، والرئيس الأميركي جو بايدن، وبتكليف من جامعة الدول العربية.
يقول رئيس “حماس” في غزّة يحيى السنوار، “إذا انتهت الانتهاكات الإسرائيلية في القدس الشرقية وحي الشيخ جراح، ورفع الحصار عن غزّة، فإننا قد نذهب إلى هدوء طويل نسبياً، ونقبل بحل الدولتين”.
وبحسب المعلومات الواردة، فإن الوفد المصري التقى في زيارته الأخيرة جميع الفصائل الفلسطينية التي خاضت القتال مع إسرائيل، على خلاف المرات السابقة التي اقتصرت بشكل أساسي على اجتماعات مع قيادات حركة “حماس”.
ويرى المراقبون السياسيون أن لقاء المصريين مع جميع الفصائل الفلسطينية التي خاضت القتال مع إسرائيل يحمل مؤشرين، الأول قد يدلل على تقدم في مجال المفاوضات لتثبيت الهدوء، والثاني يوحي بعكس ذلك، وبتوتر في مساعي وقف إطلاق النار الذي جرى دون أي شروط ملحوظة، خصوصاً مع استمرار الانتهاكات الإسرائيلية في مدينة القدس الشرقية ومحيطها.
إعادة الإعمار أكبر الملفات الحالية
يقول الناطق باسم حركة “حماس” عبد اللطيف القانوع، إنهم ناقشوا مع الوفد الأمني المصري ثلاثة ملفات، الأول تمثل في الاطلاع على حجم الدمار والخراب الذي تعرض له قطاع غزة، بفعل آلة القتال الإسرائيلية الذي استهدف مناطق حيوية مدنية.
وآلية إعادة إعمار قطاع غزّة بشكل سريع، وكسر الحصار المفروض عليها منذ أكثر من 15 عاماً، باعتباره شكلاً من العدوان على الفلسطينيين، مع ضرورة وضع خطة لتنفيذ ذلك.
وفي أثناء الزيارة المصرية لقطاع غزّة، قال رئيس الوزراء الفلسطيني محمد اشتية، “إنهم يعملون إلى جانب الجهود التي تبذل لتثبيت وقف إطلاق النار وإعادة الهدوء”، مشيراً إلى أن حكومته تسهل تسريع وصول المساعدات الإغاثية لغزّة، وتتجهز لبدء عملية الإعمار وفق آليات جديدة في إطار زمني يحمل في طياته برنامجاً للتعافي الاقتصادي والتنمية.
وتشير مصادر فصائلية إلى أن مقترح إعادة إعمار غزة وطريقة دخول الأموال للقطاع عن طريق السلطة الفلسطينية في الضفة الغربية، باعتبارها الجهة الشرعية الممثلة للجميع في نظر العالم، أخذ حيزاً كبيراً من النقاش مع المصريين.
وفي إطار موافقة “حماس” على أن تكون السلطة المشرفة على الإعمار، قال السنوار “سنقدم جميع التسهيلات للمشرفين على إعادة بناء غزّة، ولن نضع عراقيل أمام أي طرف، كون حماس لها مصادر تمويل، ولا تنظر لأي دولار يدخل من أجل بناء القطاع”.
انتهاكات إسرائيل خطرة على الهدوء
ويشير القانوع إلى أنه جرت مناقشة مباحثات تثبيت التهدئة مع إسرائيل، بعد عدوان استمر 11 يوماً، وكذلك دراسة سبل منع تغوّلهم على المقدسات الإسلامية وفي مقدمتها المسجد الأقصى وحي الشيخ جراح.
وبينما ما زالت الانتهاكات الإسرائيلية في القدس الشرقية قائمة، يؤكد القانوع أنهم وضعوا جميع الوسطاء في صورة أن وسائل المواجهة “ما زالت مفتوحة” إذا عاد المستوطنون إلى اقتحام الأقصى، وحذروا إسرائيل من العودة إلى مسببات الانفجار، خصوصاً أن “حماس” مستعدة وجاهزة لمواجهة أي مخططات إسرائيلية.
مفاوضات غير مباشرة
وبحسب المعلومات المتوافرة، فإن الوفد الأمني المصري يجري ترتيبات تمهيدية ومباحثات يحاول خلالها الحصول على موافقة جميع الفصائل الفلسطينية على أن تكون إعادة بناء غزّة بإشراف من السلطة الفلسطينية، وبالتنسيق مع الجانب الإسرائيلي، وفي حال جرى ذلك، فإن رئيس جهاز الاستخبارات العامة المصرية اللواء عباس كامل سيزور قطاع غزّة ورام الله، للإعلان عن تدشين حزمة المساعدات لإعادة بناء وإعمار القطاع، والإشراف على الجهود المبذولة في ذات الإطار.
وتشير المعلومات إلى أن المصريين يعملون على ترتيب زيارة لقيادات حركتي “حماس” و”الجهاد الإسلامي” للعاصمة القاهرة، للبدء في مفاوضات غير مباشرة مع مسؤولين إسرائيليين، للتوصل إلى سبل إنهاء الحصار عن قطاع غزة في إطار التوصل لتهدئة طويلة المدى.
