GETTY IMAGES وزير الخارجية الأمريكي هنري كيسنجر يناقش الموضوع مع الرئيس جيرالد فورد كانت أغصان شجرة الحور تحجب مجال الرؤية بين نقطة للتفتيش وأحد المراصد في المنطقة، ولذا صدر أمر لفريق من العسكريين الأمريكيين والكوريين الجنوبيين لتشذيب هذه الأغصان. اعترضت كوريا الشمالية في المحاولة الأولى قائلة إن أي عمل من هذا النوع يستوجب الحصول على موافقة الطرفين. وأجهضت الأمطار الغزيرة محاولة ثانية. ولذا قرر النقيب بونيفاس – “الكلب المسعور” – الإشراف على المحاولة الثالثة شخصيا في الـ 18 من آب / أغسطس 1976. ظهرت مجموعة من الكوريين الشماليين وطالبت الأمريكيين وحلفاءهم الكوريين الجنوبيين بالكف عن تشذيب أغصان الشجرة. وعندما تجاهلهم النقيب بونيفاس، هجم الكوريون الشماليون على الأمريكيين وحلفائهم مستخدمين فؤوسا وهراوات انتزعوها منهم، وقتلوا النقيب بونيفاس والملازم الأمريكي مارك باريت. إثر ذلك، إنطلقت صفارات الانذار في أرجاء المنطقة منزوعة السلاح، ووضعت القوات فيها في أقصى حالات الإنذار. ووصل نبأ الهجوم سريعا إلى العاصمة الأمريكية واشنطن، حيث طالب وزير الخارجية آنذاك هنري كيسنجر بمهاجمة معسكرات الجيش الكوري الشمالي للتأكد “من الاحتمالية الكبيرة للاقتصاص من أولئك الذين قتلوا الأمريكيين”. وقال كيسنجر في مؤتمر صحفي “قتلوا أمريكيين اثنين، وإذا لم نرد، سيفعلون ذلك ثانية. علينا الرد بطريقة ما”. ولكن في نهاية الأمر لم تعر الإدارة الأمريكية أي اهتمام لرأي كيسنجر. فبينما تداولت القيادات العسكرية والسياسية الأمريكية في الأسلوب الأمثل للرد، استقرت آراؤهم على أمر واحد: يجب قطع الشجرة. وتوصل القادة العسكريون الأمريكيون إلى خطة لتشذيب الشجرة باستخدام عرض كبير للقوة. أطلق على العملية العسكرية المكلفة بذلك “عملية بول بنيان” – تيمنا باسم قاطع الأشجار الأمريكي الشهير – وتقرر أن تنطلق في الـ 21 من آب / أغسطس.
