أشهر من الاضطرابات اندبندنت عربية / وكالات وقّعت قوى الحرية والتغيير السودانية المعارضة والمجلس العسكري الحاكم، السبت 17 أغسطس (آب)، “الوثيقة الدستورية”، الاتفاق الذي توصل إليه الطرفان ومن شأنه أن يمهّد لبدء مرحلة انتقالية تؤدي إلى حكم مدني في البلاد. ووقّع الاتفاق كل من نائب رئيس المجلس العسكري محمد حمدان دقلو المعروف باسم “حميدتي” وممثل تحالف قوى الحرية والتغيير أحمد الربيع. وهما الموقعان الرئيسان على الاتفاق في 4 أغسطس بالأحرف الأولى. وعلا التصفيق في الصالة فور الانتهاء من التصديق على الوثيقة الذي استغرق بضع دقائق وشمل أوراقاً عدة. وجلس “حميدتي” والربيع على المنصة الرئيسة وبجوارهما رئيس وزراء إثيوبيا أبيي أحمد ورئيس وزراء مصر مصطفى مدبولي وبحضور شخصيات إقليمية ودولية من بينها رئيس جنوب السودان سلفا كير. وبدأ الحفل بالنشيد الوطني السوداني، وبعد تلاوة آيات من القرآن الكريم، تُليت صلاة مسيحية “هذا هو اليوم الذي صنعه الرب، فلنبتهج ونفرح به”، فيما عُلّقت لافتات داخل القاعة كُتب عليها “فرح السودان”. وينهي الاتّفاق الذي تم التوصل إليه بوساطة إثيوبية نحو ثمانية أشهر من الاضطرابات، بدأت بتظاهرات حاشدة ضدّ الرئيس عمر البشير. وأطاح الجيش بالبشير تحت ضغط الشارع في أبريل (نيسان)، بعد 30 سنة من حكم السودان بقبضة من حديد. المجلس العسكري إلى أن “نطوي معاً صفحات مزمنة من الديكتاتورية البغيضة” في عهد الرئيس المخلوع عمر البشير، و”نؤسس معاً ديمقراطية مستدامة”. وعن البشير، قال إنه “لم يترك ذنباً إلا واقترفه”، مشدداً على أن “المساءلة والمحاسبة القضائية من أهم واجبات الحكومة” الانتقالية المزمع تشكيلها. وأكد تمسك قوى الحرية والتغيير بـ”إجراء تحقيق شفاف وموضوعي في مجزرة القيادة العامة والانتهاكات التي صاحبت الثورة” منذ ديسمبر (كانون الأول). وطالب الأصم بالعمل على “وضع كل أشكال التمييز ضد المرأة خلف ظهورنا”، مشيراً إلى أن النظام السابق “اضطهد المرأة”. وأوضح أن ذلك سيتم بـ”كفالة حقوق المرأة قانوناً وممارسة”، داعياً إلى تخصيص “40 في المئة كحد أدنى من مقاعد المجلس التشريعي الانتقالي” للنساء. ووصف رئيس المجلس العسكري عبد الفتاح برهان الحدث بأنه “يوم نصر أمتنا التاريخي”. وقال متوجهاً إلى السودانيين “قواتكم المسلحة ستبذل الغالي والنفيس من أجل حماية الشعب وتحقيق الانتقال إلى الحكم الديمقراطي”. الخروج من أزمة اقتصادية ويكتسب استقرار السودان، الذي لا يزال يسعى إلى الخروج من أزمة اقتصادية، أهمية خاصة في منطقة مضطربة تشهد صراعات وحركات تمرد تمتد من القرن الأفريقي إلى مصر وليبيا. ويحكم المجلس العسكري الانتقالي السودان منذ أبريل (نيسان) حين عزل الجيش البشير إثر احتجاجات على حكمه استمرت أشهراً وقُتل خلالها عشرات المتظاهرين. والبشير مطلوب لدى المحكمة الجنائية الدولية في جرائم حرب بإقليم دارفور السوداني، كما تُنتظر محاكمته بتهم فساد. ويتفاوض المجلس العسكري مع تحالف المعارضة الرئيس المعروف باسم قوى الحرية والتغيير منذ أشهر بغية التوصل إلى اتفاق لتقاسم السلطة. وغابت عن الحفل المجموعات المتمرّدة في المناطق المهمّشة مثل دارفور والنيل الأزرق وكردفان. وكانت الجبهة الثورية السودانية التي توحّدت هذه الحركات تحت رايتها دعمت الحركة الاحتجاجية، لكنّها رفضت الإعلان الدستوري وطالبت بتمثيل في الحكومة وبمزيد من الضمانات في محادثات السلام. من المدنيين. وأعلن المتحدث باسم المجلس العسكري الانتقالي أن المجلس السيادي سيضم في عضويته رئيس المجلس العسكري عبد الفتاح البرهان ونائبه محمد حمدان دقلو (حميدتي) والفريق ياسر العطا. ووفقا لاتفاق تقاسم السلطة، سيضم المجلس السيادي خمسة أعضاء يختارهم المجلس العسكري، وخمسة من اختيار تحالف المعارضة وعضوا واحدا يتفق عليه الطرفان. وقال شمس الدين الكباشي إنه سيتم الإعلان عن اسمي العضوين المتبقين اللذين سيختارهما الجيش في وقت لاحق. وأعلن قادة الحركة الاحتجاجية الخميس أنّهم اتّفقوا على تعيين المسؤول السابق في الأمم المتحدة عبد الله حمدوك، وهو خبير اقتصادي مخضرم، رئيساً للوزراء. ومن المتوقّع أن يركّز حمدوك جهوده على إصلاح الاقتصاد السوداني الذي يعاني من أزمة منذ انفصل الجنوب الغني بالنفط في 2011 عن الشمال، فيما شكّل الوضع المعيشي شرارة الاحتجاجات ضد حكم البشير. لكنّ كثيرين من السودانيين يشكّكون في قدرة المؤسسات الانتقالية على كبح جماح القوى العسكرية خلال فترة السنوات الثلاث التي ستسبق الانتخابات. وسيحكم البلد الذي يبلغ عدد سكانه 40 مليون نسمة مجلس سيادي يتألف من 11 عضواً. وينص الاتفاق على أنّ
