CANADAكندا عربي وزارة شؤون السكّان الأصليّين كانت على علم بما تعرّض له أولادهم في المدارس الداخليّة by admin 27 أكتوبر، 2021 written by admin 27 أكتوبر، 2021 14 راديو كندا الدولي \ RCI أظهرت وثائق وزارة شؤون السكّان الأصليّين أنّ الوزارة كانت على علم بسوء المعاملة التي تعرّض لها أبناء السكّان الأصليّين في المدارس الداخليّة (نافذة جديدة) على مدى عقود. وأفادت الوثائق أنّ الوزارة كانت على علم بما جرى عندما كان رئيس الحكومة الكنديّة السابق وزيرا لِشؤون السكّان الأصليّين والشمال الكنديّ عام 1968. وأفاد أرشيف الحكومة الكنديّة أنّ الوزارة تلقّت مجموعة من التقارير خلال تلك الفترة، من بينها تقرير موجّه إلى وزير شؤون السكّان الأصليّين في حينه جان كريتيان، تتحدّث عن سوء المعاملة التي تعرّض لها أطفال المدارس الداخليّة الإلزاميّة للسكّان الأصليّين. مدرسة سانت بول الداخليّة السابقة للسكّان الأصليّين في شمال فانكوفرالصورة: CENTRE NATIONAL POUR LA VÉRITÉ ET LA RÉCONCILIATION (CNVR) وكان رئيس الحكومة السابق جان كريتيان قد نفى يوم الأحد الماضي، أن يكون على علم في حينه بوجود هذه المشكلة. وكان جان كريتيان ضيف برنامج كلام الناس (نافذة جديدة) Tout le monde en parle الذي يقدّمه تلفزيون راديو كندا. كنت أعلم بالطبع بوجود المدارس الداخليّة، وتمّ إغلاق المدرسة الأخيرة عندما كنت رئيسا للحكومة عام 1997 قال جان كريتيان. وتحدّثت أربعة على الأقلّ من التقارير التي تلقّتها وزارة شؤون السكّان الأصليّين عن ادّعاءت سوء معاملة و تعنيف جسديّ يتعرّض له أطفال السكّان الأصليّين في مدرسة سانت آن الداخليّة في فورت ألباني في شمال مقاطعة أونتاريو. تركّز الشكاوى التي تلقّيناها بصورة خاصّة على موقف أفراد البعثة إزاء السكّان الأصليّين، التي هي مسيئة بنظري كتب أحد الأساتذة دون أن يلقى الردّ من قبل الوزارة. وتحدّث تقرير آخر يعود للعام 1971 عن أستاذ كان يحتفظ بالسلاح والذخيرة في مكتبه لإخافة التلاميذ، وادّعاءات بأنّه تعرّض بالضرب لأحد التلاميذ. تكّ العثور على رفات 215 طفلا في موقع مدرسة كاملوبس الداخليّة السابقة في بريتيش كولومبياالصورة: (BEN NELMS/CBC) ويتحدّث تقرير آخر عن مدرسة داخليّة أنغليكانيّة في لا توك في مقاطعة كيبيك، تمّ فيها تعليق أحد الأساتذة عن العمل بعد أن قال 4 تلاميذ في شكوى إلى الشرطة إنّهم تعرّضوا لاعتداءات جنسيّة. ويشير تقرير صدر عام 1973 إلى شكوى قدّمها جدّا تلميذين من مدرسة ليبريت الداخليّة الكاثوليكيّة في سَسكتشوان، يقولان فيها إنّ أحد الأساتذة ضحك بعد أن كسَر يد تلميذ ، وأنّ ثلاثة مراقبين كانوا يتصرّفون بِقساوة مع التلاميذ. وأنشأت الحكومة الكنديّة نظام المدارس الداخليّة الإلزاميّة لإبعاد أطفال السكّان الأصليّين عن ذويهم وإدماجهم في ثقافة البيض. وامتدّت المدارس الداخليّة من سبعينات القرن التاسع عشر حتّى تسعينات القرن العشرين، وتعرّض التلاميذ لِسوء المعاملة والعنف والاعتداء الجنسي وظروف العيش المزرية، وتوفّي نحو من 4 ألاف طفل. وتمّ الكشف الصيف الماضي عن رفات 215 طفلا من أبناء السكّان الأصليّين في موقع مدرسة داخليّة سابقة في كاملوبس في بريتيش كولومبيا. وتمّ الكشف عن 751 قبرا تعود لِمجهولين في ماريِيفال في مقاطعة سسكتشوان. وتولّى جان كريتيان رئاسة الحكومة في كندا من العام 1993 حتّى العام 2003، وخلال عهده، بدأت الحكومة تستعيد شيئا فشيئا إدارة المدارس الداخليّة الإلزاميّة للسكّان الأصليّين التي كانت تدير الكنيسة الكاثوليكيّة العدد الأكبر منها. ويقول المؤرّخ جون ميلّوي إنّه في حال كانت الأوضاع في مدارس السكّان الأصليّين معروفة في وزارة شؤون السكّان الأصليّين، فإنّها كانت معروفة أيضا في مكتب الوزير. وفي عام 1967، قبل تولّي كريتيان مقاليد هذه الوزارة، نشر المجلس الكندي للرفاهية الاجتماعيّة تقريرا يتحدّث فيه عن فشل نظام المدارس الداخليّة للسكّان الأصليّين.
