والحركات المسلّحة اندبندنت عربية / منى عبد الفتاح أنعش إعلان الرئيس الأميركي دونالد ترمب بشأن الاقتراب من رفع اسم السودان من قائمة الدول الراعية للإرهاب، ملفات عدة استعصت على الحل، منها إجراء تسوية ديون البلاد. ومع تنفّس السودانيين الصعداء على الرغم من سوء الوضع المعيشي، إلا أن هناك عقبات اقتصادية ترتكز على مبدأ التطبيق واستحقاق السودان ووجوده على قائمة الانتظار ضمن دول أفريقية أخرى لتسوية ديونها، محاطة بها تبعات فساد النظام السابق وضعف مؤشرات الإنتاج، وعقبات سياسية ترتبط بمدى جدية اتفاقيات السلام الداخلية الموقّعة بين الحكومة الانتقالية والحركات المسلّحة، وتأثير النزاعات وعدم الاستقرار في الأمن والسلم الإقليمي والدولي وعملية السعي للتحوّل الديمقراطي. وبين هذا وذاك، تقف أرقام ديون السودان التي أعلنت مسار إعفائها وزيرة المالية المكلَّفة هبة محمد علي ووزير الخارجية المكلَّف عمر قمر الدين، والبالغة حوالي 60 مليار دولار بعد الخروج من القائمة مباشرة. وتحتاج جرعات التفاؤل هذه بالتحسّن المباشر للاقتصاد وتدفق الاستثمارات الأجنبية، إلى صياغة مفهوم واقعي مبنيّ على العمل على التخلّص من أساس المشكلة، التي فرضت على السودان أن يكون في قائمة الدول الراعية للإرهاب، إضافة إلى ما يمكن أن تحدثه لهفة الخروج من القائمة من دون استعداد لما بعدها، وما يتبع ذلك من إحباط. ديون متعثّرة وتكمن أهم أسباب تعثّر تسوية الديون السودانية في تنوعها، في أن النظام السابق عمل على استجلاب الديون والقروض ومراكمتها بأشكالها كافة. وكانت المطالبة بتسويتها تتم عن طريق إرفاق ديون إضافية، هي عبارة عن تسهيلات الدفع مقابل الشراكة في المشاريع الاستثمارية، وهي حكومية في ظاهرها ولكنها مملوكة من الباطن لأفراد تابعين للنظام السابق. ومثال على ذلك ما حصل بشأن الديون لروسيا إبان زيارة الرئيس السابق عمر البشير إلى هناك في نوفمبر (تشرين الثاني) 2017، إذ اقترح الوفد السوداني دراسة إمكانية تسوية ديون الخرطوم، مقابل تقديم تسهيلات وتوفير مزايا في التعامل مع الشركات الروسية. لم تتم التسوية، إنما قدّمت روسيا قرضاً سلعيّاً للقمح يضاف إلى القروض السلعية السابقة، ما زاد حجم الديون الروسية على الخرطوم. وبقي وعد موسكو ببناء محطة كهروذرية عائمة في السودان، الذي وقّع عليه بتاريخ 20 نوفمبر 2018 من دون أن يتحقق إلى الآن. وكان النظام السابق يلجأ إلى هذه المشاريع إضافة إلى تلك القائمة فعلاً، وتعتمد على الإقراض أو على مبدأ النفط مقابل المشاريع، خصوصاً من الشركات الصينية، ليحافظ على بقائه في السلطة. وكان الأثر البعيد المدى استنزاف الموارد الطبيعية وإثقال البلاد بديون ضخمة. قرار شطب اسم السودان من قائمة الدول الراعية للإرهاب لن يكون له أثر مباشر في زيادة الإنتاج النفطي (اندبندنت عربية – حسن حامد) ومن أثقل الديون وأشدها وطأة هي الديون النفطية، وقد ارتبطت تسويتها بفقدان السودان 75 في المئة من إنتاجه النفطي بعد ذهابه مع انفصال الجنوب عام 2011. فبينما وافقت الشركات الصينية للبترول والماليزية “بتروناس” العاملة في التنقيب وإنتاج النفط على تسوية ديونها، رفضت شركة النفط الهندية “أو إن جي سي”، ورفعت دعوى تحكيم على الخرطوم أمام محكمة في بريطانيا لاسترداد مستحقاتها المتأخرة، التي وصلت عند رفع الدعوى في 2018 إلى حوالى 425 مليون دولار، بينما طالبت الدعوى بجزء فقط منها وهو حوالى 98 مليون دولار. وسحبت الشركة الهندية الدعوى بعد اتفاق بينها والحكومة السابقة، إضافة إلى بقية الشركات بتسوية ديونها مع تحسّن إنتاج البلاد من النفط، على اعتبار أنه كانت ثمة تحركات في مربعات استكشاف جديدة. مبادرة خفض الديون وإن كانت العقوبات الأميركية المفروضة على السودان قد أعاقت إدارة البلاد لاقتصاده في النظام السابق، فإن رفعه من قائمة الدول الراعية للإرهاب التي أدرجت فيها منذ عام 1993، بالتالي رفع العقوبات، يمكن أن يسهم في فتح الباب أمام الاستثمارات الدولية والإقليمية وإنعاش الاقتصاد. ويتّسع الأمل بتحقيق ذلك مع الاتفاق المتوقّع من قبل الإدارة الأميركية على هذه الحزمة من الحوافز التي تشمل إضافة إلى إعفاء ديون السودان، الحصول على مساعدات غذائية، وذلك مع الأخذ في الاعتبار أن الولايات المتحدة لا تملك قرار إعفاء الدول الأخرى لديونها على الخرطوم، أما الديون الأميركية التي بلغت 700 مليون دولار من جملة ديون البلاد الكلّية، فهناك شك أيضاً في خضوعها لمبادرة خفضها. وعلى الرغم من الاحتياطيات النفطية في البلاد، إلا أن قرار شطب اسم السودان من قائمة الدول الراعية للإرهاب، لن يكون له أثر مباشر في زيادة الإنتاج النفطي أو محفّز لدخول الشركات الغربية والأميركية إلى السوق المحلية، فالإنتاج بدأ في تسعينيات القرن الماضي بعد خروج شركة “شيفرون” الأميركية، وكانت قد أعلنت وجود النفط بكمّيات تجارية عام 1977 في عهد الرئيس الأسبق جعفر النميري، ولكنها خرجت في نهاية ثمانينيات القرن الماضي لأسباب في مقدمتها الهجوم على منشآت شركة “شيفرون” عام 1984 من قبل “الحركة الشعبية لتحرير السودان”، وتوقّف نشاطها بعد ذلك، منهية حقبة التنقيب الأميركي لتبدأ حقبة التنقيب الصيني التي جاءت متوائمة مع النظام السابق. مع بداية الإنتاج النفطي، لم تكن العقوبات الأميركية قد فرضت بعد، أما الانتعاش النفطي في نهاية التسعينيات بواسطة الشركة الوطنية الصينية للبترول مع الشركات الهندية والماليزية، فقد كان في ظل العقوبات ولم يحدّ ذلك من الإنتاج أو التصدير لهذه البلدان. وعندما استؤنف العمل بواسطة الشركة الصينية للبترول في بداية تسعينيات القرن الماضي وبدأ أول تصدير عام 1999، بدا أن مزيداً من التطورات كانت تنبئ باستمرار الشركات الصينية في ملء الفراغ الذي تركته الشركات الأميركية، وذلك بشراء الشركة الوطنية الصينية امتياز النفط السوداني. وفي ظل الخسارة المفاجئة في عائدات النفط بعد انفصال الجنوب، عمدت الخرطوم إلى مزيد من الاقتراض من بكين حتى تراكمت الديون المستحقة للشركات. تسوية أم إدارة الديون؟ ونظراً إلى أن غالبية الديون السابقة، خصوصاً النفطية، مدعومة بضمانات سيادية، فإنها تقع على عاتق حكومة السودان الحالية وليس على النظام السابق. ارتبطت تسوية الديون بتحسّن إنتاج البترول ولكن مشكلة أبيي الغنية بالنفط والمتنازع عليها لا تزال قائمة، إذ لم تتوصل الخرطوم وجوبا إلى حلّ لكيفية اقتسام عائدات نفط أبيي، فضلاً عن عدم الاتفاق على رسوم مرور نفط جنوب السودان عبر السودان إلى ميناء تصدير النفط في بشائر. وقد يبدو منطقيّاً أن يطلب السودان كدولة متعثّرة، إعادة هيكلة ديونه وإدارتها بدلاً من إعلان طلب الإعفاء. وتسوية الديون تقلّص كثيراً من تبعات الأزمة الاقتصادية الحالية وتزيد من فرص التحوّل إلى بلد مستثمر في المستقبل. شروط سياسية غير أن ذلك كله بحاجة إلى الإيفاء بالشروط السياسية وهي إدارة ملف السلام بشكل أفضل وحاسم، إذ إن استجابة الحكومة الانتقالية لمطالب الحركات المسلّحة بالمشاركة في السلطة والثروة، شجّع أقاليم أخرى على الشكوى من التهميش والمطالبة بنصيبها أيضاً، ما سيترك عبئاً على الجهاز التنفيذي الذي ربما لن يتغيّر كثيراً حتى بعد قيام الانتخابات. كما يمكن أن تطلب الحكومة الانتقالية إعادة هيكلة ديون السودان عن طريق منحه وقتاً إضافيّاً للسداد، ولكن ذلك من شأنه أن يؤثّر سلباً في قيمة السندات، ما يبطئ من جذب الاستثمار. وذلك يصبّ في نتيجة أن إعفاء البلاد من الديون أو تسويتها لن تتم من دون اتفاق من ناحية الطرف الأقوى وهو الدول الدائنة، والطرف الأضعف وهو السودان المدين بتهيئة الوضع للإعفاء، أي أن يحصل على أساس ألا يظل البلد مستقبِلاً للمنح والقروض. أما الشروط السياسية الأخرى المرتبطة بعمليات إعادة الهيكلة، فيمكن أن تتلوّن بذرائع أخرى بعد خروج السودان من قائمة الدول الراعية للإرهاب. وعلى الرغم من عمل الحكومة الانتقالية على مسارات تعزيز السلام في جنوب السودان ووقف النزاعات الداخلية وتعديل القوانين التي تراعي حقوق الإنسان، فهناك شرط يتعلّق بعدم دعم المعارضة في جنوب السودان والسماح بتوصيل المساعدات الإنسانية ووقف العدائيات. وقد تكون الفائدة الاقتصادية محدودة لحاجة الخرطوم إلى إعادة سياسات اقتصادية بدلاً من تلك التي دمّرها النظام السابق واستبدلها بسياسات نفعية وتأسيس البنية التحتية الجاذبة للاستثمار من
