اندبندنت عربية / إلهام الطالبي صحافية مغربية و معدة أفلام وثائقية وبرامج تلفزيونية جددت أزمة وباء كورونا الجدل حول هجرة الأدمغة المغربية إلى خارج. فبعدما أغلقت جميع الدول حدودها، لم يُعد أمام الحكومة المغربية سوى منح فرص للشباب وتشجيع الابتكارات العلمية لمواجهة الفيروس. فهل يُمكن أن يوقف كورونا نزيف الكفاءات المغربية إلى الخارج؟ شروط الحياة “بعد إغلاق الحدود، كل دولة ستستفيد من كفاءتها، وكُنت أتمنى أن تُقدر الشركات بالمغرب الكفاءات المحلية، وتُوفر لها بيئة مناسبة للعمل، لكي لا تفكر بالهجرة”، تقول زينب الوحيدي، وهي مهندسة مغربية في البرمجيات بفرنسا. هاجرت الوحيدي، البالغة من العمر 35 سنة، إلى فرنسا قبل عامين. وعن أسباب هجرتها، تقول لـ “اندبندنت عربية”، “لم أهاجر لأسباب مادية، لكن كُنت بحاجة إلى مؤسسة توفر لي التكوين المستمر، وتُقدر مجهودي المهني، ولضمان مستقبل أطفالي”. أما مهدي، وهو مهندس إلكتروميكانيك، فكان يُخطط للهجرة إلى ألمانيا في هذا الشهر. لكن بسبب إغلاق الحدود تأجلت أحلامه. ويقول “أهاجر للبحث عن حياة أفضل وبيئة مناسبة أيضاً”. ويضيف مهدي، “عملت في شركتين بالمغرب، وعانيت من غياب التقدير والاحترام، ما دفعني إلى التوقف عن العمل، وتعلم اللغة الألمانية على الرغم من صعوبتها، لكنها كانت وسيلتي الوحيدة للهجرة إلى بلد متطور في قطاع الصناعة، ويحترم الطاقات الشابة”. ويشار إلى أنّ سعيد أمزازي، وزير التربية الوطنية والتكوين المهني والتعليم العالي والبحث العلمي المغربي، كشف أنّ أكثر من 600 مهندس يُغادرون المغرب سنوياً في إطار هجرة الأدمغة. وأضاف أمزازي أنّ مغادرة الخبرات المغربية تأتي في سياق التحولات التكنولوجية ومستويات المختبرات الدولية في هذا المجال، مؤكداً أنّ بلاده لا تقدم تحفيزات لاستقطاب الكفاءات المنتشرة في العالم. تأمل الوحيدي في أن تدفع أزمة كورونا المؤسسات المغربية إلى إعادة الاعتبار للأطر المحلية. وتقول “أعتقد أنّ أغلب المهندسين أو الأطباء الذين هاجروا كانوا سيُفضلون البقاء في بلادهم إذا توفرت لهم شروط الحياة التي يبحثون عنها بالخارج”. ابتكارات المهندسين وشكلت أزمة كورونا فرصة مهمة لطلاب باحثين مغاربة في المدرسة المغربية لعلوم المهندسين، لإبراز قدراتهم وكفاءاتهم، فقدموا ثلاثة اختراعات علمية طبية لمواجهة الفيروس. والابتكار الأول هو طائرة من دون طيار، تساعد في كشف الحالات المصابة بكورونا، ومجهزة بالأجهزة اللازمة للقيام باختبار المسحة الأنفية. ويهدف المخترعون من خلال هذا الابتكار إلى توفير الحماية للأطر الطبية. اقرأ المزيد الحجر الصحي يحرم مغاربة من الطبيب، ليُقرر إذا كان هذا الشخص بحاجة إلى أخذ هذه العينة أم لا. كما يسهم الطلاب المهندسون في ابتكار “نظام التنفس الرقمي الذكي”. وابتكر الطلاب “الوصفة الطبية الإلكترونية”، وهي عبارة عن تطبيق على شكل منصة قابلة للمشاركة، تسمح للطبيب بإنشاء وصفات طبية والتحقق منها، حتى يتمكن المريض من استلام أدويته من الصيدلية. وتهدف هذه العملية إلى رقمنة الوصفات الطبية، وإرسالها إلى أي صيدلية للحصول على الأدوية الموصوفة من قبل الطبيب المعالج. إنتاج 500 جهاز تنفس وشرع المغرب في تطوير نوعين من أجهزة التنفس الصناعية، المحلية الصنع، وهي موجهة أساساً إلى المصابين بالفيروس. وشدد وزير الصناعة والتجارة والاقتصاد الأخضر والرقمي المغربي، مولاي حفيظ العلمي، على أنّه في غضون 15 يوماً المقبلة سيتمكن المغرب من إنتاج 500 جهاز تنفس، لتكون جاهزة للمساعدة في إنعاش المصابين بكورونا. أقنعة واقية للأطباء بالمجان وإلى جانب المهندسين، شارك مقاولون مغاربة في صنع أقنعة واقية من الرذاذ خاصة بالأطباء وتوزيعها على المستشفيات بالمجان. ويقول أمين بنور، مسؤول التواصل في شركة “Zealous”، “منذ اجتاح فيروس كورونا المغرب، قررنا كمقاولين مغاربة أن نُسهم بدورنا في محاربته. فغيرنا أنشطة شركتنا، لنتخصص في إنتاج أقنعة واقية ضد الرذاذ”. ويضيف بنور، لـ “اندبندنت عربية”، “نشر الأطباء صوراً لهم في صفحات مواقع التواصل الاجتماعي، وارتفع الطلب على الأقنعة من مختلف مستشفيات المغرب، ونحن نعمل يومياً على تلبية هذه الاحتياجات”. تقدير الطاقات المحلية ويعمل الشباب على تطوير صنف ثان من الأقنعة الواقية أقل تكلفة. ويوضح بنور “هذا الصنف يُمكن تعقيمه وإعادة استعماله مرة أخرى”. ويعتبر بنور أنّ أزمة كورونا ستُغير من أولويات المجتمع المغربي، مشيراً إلى أنه “من المرتقب أن تُقدم فرصاً أكثر للشباب المبدع والمنتج المغربي”. ويُشار إلى أنّ المغرب تقدم خلال عام 2019 بـ34 طلب براءة اختراع لدى المنظمة العالمية للملكية الفكرية، التابعة لمنظمة الأمم المتحدة، مقابل 49 طلباً عام 2018، أي بتراجع بلغ 15 طلباً. وحل المغرب في المرتبة 60 على المستوى العالمي، والرابعة عربياً من حيث عدد طلبات براءات الاختراع الدولية. ويُسجل المغرب ثاني أعلى معدل لهجرة الأدمغة في منطقة الشرق الأوسط وشمال أفريقيا، وفقاً لتقرير البنك الدولي. ووفق دراسة صادرة عن المندوبية السامية للتخطيط المغربية، عام 2015، فإنَّ معدل البطالة في المغرب انخفضَ لدى الأشخاص غير الحاصلين على شهادة من 4.7 إلى 4.1 في المئة، بينما ارتفعت معدلات البطالة لدى الأشخاص الحاصلين على
