عرب وعالمعربي هل تفرض اليونسكو ولايتها على مؤسسات التعليم الفلسطينية؟ by admin 8 يوليو، 2020 written by admin 8 يوليو، 2020 116 تعد قرارات منظمة التربية والعلم والثقافة وثائق قانونية يمكن استخدامها في المحافل الدولية اندبندنت عربية / عز الدين أبو عيشة مراسل @press_azz يبدو أنّ إسرائيل تعمل ليل نهار على طمس الهوية الفلسطينية في مدينة القدس والخليل وبيت لحم في الضفة الغربية، خصوصاً في ما يتعلق بقطاع التعليم، متجاوزة جميع قرارات منظمة الأمم المتحدة للتربية والعلم والثقافة “اليونسكو” التي تدعو إلى الحفاظ على ثقافة هذه المناطق وضرورة حمياتها بكلّ الطرق. ففي مدينة القدس المدرجة ضمن قائمة المواقع الأثرية المعرضة للخطر، ترتكب القوات الإسرائيلية يومياً عشرات الانتهاكات بحق مؤسسات التعليم والثقافة، من أجل تنفيذ مخططها في تهويد المدينة المقدسة، لضرب مقومات الهوية الوطنية الفلسطينية. انتهاكات التعليم من أبرز الانتهاكات بحق التعليم في القدس، تعمل إسرائيل على أسرلة المناهج، من خلال تعديل المناهج الفلسطينية مثل حذف النشيد الوطني، واستبدال شعار السلطة ببلدية القدس (تخضع للسيطرة الإسرائيلية)، وحذف كثير من الدروس التي تشير إلى احتلال المدينة. كذلك تلاحق القوات الإسرائيلية المعلمين وتمنعهم من الوصول إلى مدارسهم. وسبق أن أغلقت العديد من المدارس، وقامت بتفتيش حقائب الطلاب في طريقهم إلى المدرسة. وأغلقت مسرح الحكواتي في المدينة القديمة. دعوة إلى اليونسكو لفرض ولايتها يقول وزير الثقافة الفلسطينية عاطف أبو سيف إنّ “إسرائيل هي الدولة الوحيدة التي تفرض ضرائب على المؤسسات التعليمية والثقافية على حدٍ سواء، وهذا يعد أكبر انتهاك لحقوق التعليم والثقافة”، مضيفاً أنّ “هناك منعاً تاماً للمؤسسات التعليمية والثقافية في القدس من التواصل مع بقية المؤسسات الفلسطينية خارج المدينة”. هذه المضايقات دفعت اللجنة الوطنية الفلسطينية للعلوم والثقافة (تابعة لمنظمة التحرير) إلى الطلب من اليونسكو أن تكون الراعية لحقوق التعليم والثقافة في فلسطين عموماً والقدس خصوصاً، لحماية المؤسسات التعليمية من الانتهاكات، وذلك استناداً إلى قرار اللجنة التنفيذية لليونسكو بضرورة حماية العملية التعليمية والثقافية في الأراضي المحتلة الذي صدر عن المنظمة أخيراً. يوضح أبو سيف أنّ القدس والمناطق الفلسطينية تتعرض لعملية تغيير هويتها من خلال الممارسات الإسرائيلية، لذلك يستوجب على اليونسكو أن تعمل على حماية الثقافة العربية الأصيلة، بموجب ولايتها على تلك المنطقة الجغرافية، كون فلسطين دولة عضواً في المنظمة، ويمنحها ذلك الحق في التدخل وفرض ولايتها على المؤسسات التعليمية للحفاظ عليها، استناداّ إلى قراراتها الأخيرة. القرارات الأخيرة وكانت اللجنة التنفيذية لمنظمة اليونسكو قد اتخذت في 5 يوليو (تموز) الحالي قرارين بالإجماع لمصلحة فلسطين، وهما، وفق المندوب الدائم لدولة فلسطين لدى اليونسكو منير أنسطاس، “القرار الأوّل يحمل عنوان فلسطين محتلة، ويحتوي على أجزاء عدة من بينها القدس والحرم الإبراهيمي في مدينة الخليل ومسجد بلال بن رباح في مدينة بيت لحم. ويحث هذا القرار الجميع على حماية هذه المناطق والمؤسسات التعليمية والثقافية. ومن ضمن القرار الأوّل ضرورة إعادة إعمار وبناء غزّة، وإرسال بعثة المتابعة التفاعلية إلى مدينة القدس القديمة”. أما القرار الثاني، فيقول أنسطاس، “حمل عنوان المؤسسات التعليمية والثقافية في الأراضي العربية، ويخص مؤسسات التعليم في فلسطين المحتلة. ويستوجب هذا القرار حماية المؤسسات التعليمية والحفاظ عليها من جميع الانتهاكات الإسرائيلية، مشيراً إلى أنّ فلسطين قدمت تقريراً مفصلاً حول الانتهاكات الإسرائيلية بحق التعليم في أراضيها. قرارات اليونسكو عقوبات أم مجرد وثائق يعقّب وزير الثقافة بالقول “قرارات اليونسكو بحماية المؤسسات التعليمية في الأراضي الفلسطينية والعربية ليست كافية، بسبب وجود انتهاكات صارخة لإسرائيل بحق التعليم خصوصاً في مدينة القدس، لذلك يتطلب الموقف تقدماً في اتجاه معاقبة إسرائيل، من خلال وضع هذه القرارات موضع تنفيذ، عن طريق إلزام الدول الأعضاء بمقاطعة إسرائيل، وفرض ولاية اليونسكو على المؤسسات التعليمية لحمايتها من الانتهاكات اليومية”. يشير أبو سيف إلى أنّ الممارسات الإسرائيلية تستوجب الوقوف الحذر، لذلك على اليونسكو إصدار عقوبات قانونية على إسرائيل، وتلزم جميع الدول الأعضاء بالالتزام بها، خصوصاً أنّ إسرائيل تقوم في الوقت الحالي بأبشع عملية استغلال في التاريخ إذ تقوم بممارسة مزيد من الانتهاكات على قطاع التعليم في ظل تفشي كورونا. لكن في الحقيقة، فإنّ قرارات اليونسكو الأخيرة تعد مجرد تذكير بالانتهاكات الإسرائيلية، ومطالبة بوقف تلك الاعتداءات على قطاع التعليم، وحماية الآثار والتراث في المدن الفلسطينية، من خلال برامج تعمل عليها المنظمة من طريق مكتبها في مدينة رام الله، الذي لا يمتلك القوة على ردع إسرائيل، بل يقتصر عمله أثناء وجود انتهاكات على إرسال تفاصيلها إلى مكتب المديرية العامة. يعقّب أنسطاس على ضرورة تنفيذ القرارات، بالقول إن اليونسكو لا تملك سلطة رادعة لمواجهة الانتهاكات الإسرائيلية أو قوة لاتخاذ عقوبات بحق أيّ دولة سواء كانت عضواً أم لا، وإنّ قرارتها الأخيرة لن تجد طريقها إلى التنفيذ وستبقى مجرد وثائق قانونية وتوثيق دولي للانتهاكات الإسرائيلية ويمكن استخدامها في محافل دولية أخرى. المزيد عن: القدس/إسرائيل/اليونيسكو 43 comments 0
