إيران من معارضين عراقيين لقتال جيش بلادهم في حرب الثمانينيات بين البلدين. وبعد العام 2003، عرف بقربه الشديد من قائد فيلق القدس في الحرس الثوري الإيراني قاسم سليماني. عندما كلف الرئيس العراقي برهم صالح، عبد المهدي بتأليف وزارته، جرت تسمية الهاشمي مديراً لمكتبه، بدرجة وزير، ليس مكافأة لجهوده فحسب، بل للمشاركة في بناء السلطة التنفيذية ومراقبة أدائها. يقال الكثير عن نفوذ الهاشمي في الحكومة العراقية والأوساط السياسية، ولا يتردد ساسة في القول إن الرجل يلعب أدواراً كبيرة في تعيين الوزراء واختيار الجنرالات لقيادة وحدات عسكرية معينة، فضلاً عن العقود التي تمنح للشركات المحلية والأجنبية لقاء مليارات الدولارات. عندما اندلعت الاحتجاجات العراقية قبل نحو 43 يوماً من الآن، وتصدت لها الحكومة العراقية بالعنف المفرط، ورد أن الهاشمي يقود خلية أزمة تشرف على التعامل مع التظاهرات. وسيط بين سليماني وعبد المهدي سربت مصادر عديدة معلومات تتعلق باجتماعات ذات طابع أمني في بغداد، ترأسها الهاشمي، خلال الأسابيع القليلة الماضية، شارك فيها مستشارون من الحرس الثوري الإيراني، لوضع الخطط الكفيلة باحتواء الاحتجاجات، فيما ذكرت مصادر متطابقة أن الهاشمي نقل إلى عبد المهدي تأكيد سليماني التزام إيران بدعمه الكامل لحين عبور الأزمة. وقال مصدران في مكتب عبد المهدي وآخر في البرلمان العراقي لـ”اندبندنت عربية” إن “الهاشمي تقدم باستقالته من منصبه، مديراً لمكتب رئيس الوزراء، مساء الثلاثاء”. المصادر أوضحت أن “الاستقالة جاءت بعد جلسة عاصفة لتقييم التعامل الأمني الحكومي مع التظاهرات، شهدت خلافات كبيرة بين عبد المهدي ومدير مكتبه، الذي اتهم بإصدار أوامر مباشرة تنص على قتل المتظاهرين في حالات معينة، من بينها محاولة وصولهم إلى المنطقة الخضراء”، التي تضم مقر الحكومة العراقية وسفارات الدول الأجنبية المهمة. اقرأ الوزراء العراقي من وزير الخارجية الأميركي مايك بومبيو، تضمن انتقاداً واضحاً للقمع الحكومي الذي تعرض له المتظاهرون، ما تسبب في مقتل المئات، وجرح الآلاف، واختفاء العشرات من النشطاء والمتظاهرين. سبق هذا الاتصال انتقادات علنية في الداخل والخارج للعنف الحكومي المفرط ضد متظاهرين سلميين، يكفل لهم دستور بلادهم حق التعبير والتظاهر. سليماني ينقذ الموقف في وقت لاحق، نفت وسائل إعلام تملكها فصائل مسلحة موالية لإيران، نبأ استقالة الهاشمي، لكن مصادر مطلعة قالت إن “الجنرال قاسم سليماني تدخل عاجلاً لاحتواء الأمر”. طلب سليماني، وفقاً للمصادر، من الهاشمي سحب استقالته، التي ربما قدمت بناء على طلب رئيس الحكومة نفسه، في محاولة لتقديم كبش فداء كبير للشارع العراقي الغاضب بسبب قتل المتظاهرين والانتقادات الداخلية والخارجية الواسعة للعنف المفرط. وأكدت المصادر أن وقف إجراءات الاستقالة، لا يعني نهاية الخلافات في مكتب عبد المهدي. إذ إن البحث عن كبش فداء مستمر، وسط توقعات بإلقاء مسؤولية قتل المتظاهرين على المؤسسة الأمنية. خلطة إنهاء الاحتجاج تعتقد السلطات العراقية أنها توصلت إلى خلطة مثالية، تنفع في إنهاء حركة الاحتجاج التي بدأت مطلع الشهر الماضي، وتخللها عنف حكومي كبير، تسبب في مقتل أكثر من 300 متظاهر وجرح 15 ألف آخرين. تتكون الخلطة الجديدة، من حزمة إجراءات سياسية تستهدف تنفيس غضب المحتجين، وإقناعهم بجدية الطبقة السياسية في تلبية مطالبهم، وأخرى أمنية تحاول حصر المتظاهرين في ساحة التحرير، وسط بغداد، لضمان سير الحياة بشكل طبيعي في قلب العاصمة. تبدأ حزمة الإجراءات السياسية، بتعديل وزاري، سيطال 11 وزيراً في حكومة عبد المهدي، قد يعلن عنه خلال أيام، على أن يكون الوزراء الجدد من الشباب وليسوا من الطبقة السياسية الحالية، على الرغم من أن الشرط الثاني ليس مأموناً، إذ من غير المألوف أن تتخلى الأحزاب السياسية
