عربية / علي شهاب صحافي @alishehabhq لا يمكن مواجهة جائحة بمستوى خطورة فيروس “كورونا” المستجدّ من دون اللجوء إلى الأساليب الإستخبارية. لا ترتبط هذه المسألة بالمصالح السياسية فقط، بل هي في صُلبِ التخطيط لإدارة أزمة عالمية. وإن اختلفت أهداف أجهزة الإستخبارات الدولية؛ كلٌ بحسب الإقليم والجغرافيا، فإن جهود وأدوات هذه الأجهزة تندرج ضمن نطاق واحد ترسم معالمه المحاور التالية: أولًا: جمع البيانات الضخمة Big Data لطالما اعتمد العمل الإستخباري التقليدي على رصد المصادر العلنية كوسائل الإعلام، إضافةً إلى العنصر البشري المباشر بهدف جمع المعلومات. تستلزم هذه الآلية إجراء تصنيف يَدوي لكميات كبيرة من المعلومات والمعطيات قبل إستخدام المصنّف منها ضمن التقديرات النهائية. ولكن مع صعود شبكات التواصل، تم الإستغناء في عدد من الوكالات الأمنية عن الرصد التقليدي لصالح رصد شبكات التواصل الإجتماعي. ففي اسرائيل على سبيل المثال، تخصص الحكومة منذ العام 2011 أكثر من مئة مليون دولار لرصد شبكات التواصل الإجتماعية في الأجهزة الأمنية وحدها (ميزانية الإستخبارات العسكرية مستقلة)، كبديل عن متابعة الصحافة والإعلام التقليديين. وكالة “رويترز” نقلت في أحد تقاريرها عن مصدر رسمي أميركي اعترافه بإجراء عمليات تجسس بشرية والكترونية لجمع المعلومات التي أفرزها “الفيروس” بشكل يومي. إنّ اتساع دائرة الاستهداف في جمع المعلومات أدى بشكل تلقائي إلى اتساع حجم الناتج النهائي منها. ثانيًا: رصد مباشر ومستمر أمام ضخامة حجم البيانات التي توفرها شبكات التواصل الإجتماعي والفضاء الإلكتروني بشكل عام، انتقلت أجهزة الإستخبارات أكثر إلى الإستثمار في برامج التحليل القادرة على استيعاب مُدخلات متنوعة في أكثر من مجال (سياسي، أمني، إعلامي، إقتصادي، بيئي…)، ومشاركة الناس بياناتها، ولو من دون علم منها، كما هو الحال في لجوء عدد من الحكومات في الوقت الراهن إلى تتبّع الهواتف الخليوية للمصابين بفيروس “كورونا”، بهدف تحديد دائرة انتشار الوباء عبر تحديد هوية بمَن اختلط المصابون، كما يحصل في إسرائيل مثلًا. هذا النوع من البيانات لم يكن متوافرًا بشكل آلي كما يحصل حاليًا. في دول أخرى، تجاوز الأمر تقفّي الأثر، بل وصل حد مشاركة معلومات الإصابات مع المجتمع بأسره، كما في سنغافورة التي أطلقت مشروعًا إلكترونيًا يسمح لأي مواطن في بقعة جغرافية محددة بمتابعة كل التفاصيل المرتبطة بالإصابات في هذا النطاق الجغرافي. هذا المستوى المتقدم من العمل الإستخباري والمستند إلى الشفافية في ظاهره، الهدف منه احتواء التهديد. ثالثًا: التقدير والمحاكاة إحدى الوظائف الرئيسة في العمل الاستخباري تقدير المستقبل، إذ تعمد وكالات الأمن في الدول الكبرى والمتقدمة إلى وضع تقديرات تحاكي التهديدات المُحتملة. في حالة “كورونا”، تتّبع أجهزة الإستخبارات في أكثر من دولة الإجراء نفسه. فقد صارت بيانات المطارات وحركة النقل، كما غيرها من عشرات النماذج من البيانات المدنية، مصدرًا رئيسًا في جمع المعطيات اللازمة قبل إصدار التقدير، أو إجراء محاكاة لما سيكون عليه المستقبل القريب. ولئن كان هذا الأسلوب مألوفًا في العمل الإستخباري التقليدي، فإن العامل الجديد الذي يطغى بصورة واضحة على تهديد “كورونا” العالمي، يكمن في دمج العنصر البشري بالذكاء الصناعي لرسم سيناريوهات أكثر تعقيدًا ودقةً؛ وهو ما لجأت إليه أجهزة استخبارات في الولايات المتحدة وبريطانيا واسرائيل على سبيل المثال لا الحصر. رابعًا: إدارة الأزمة في المعتاد، تصبّ جهود أجهزة الإستخبارات في خطوات وقائية أو هجومية وفقًا لمصالح الدول العليا. فيكون عمل هذه الأجهزة سابقاً للقرار السياسي، ولكنه لا يدخل حيّز التنفيذ إلا بموافقة من المستوى السياسي. يمكن الركون إلى عمليات الإغتيال الكبرى في العقود الأخيرة كدليل على هذا النمط. في الوقت الراهن، يشهد عمل أجهزة الإستخبارات تحولًا نوعيًا بإنتقالها إلى مرحلة المشاركة المباشرة في إدارة الأزمات – الأحداث، بحيث صار المستوى السياسي هو من يحاول اللحاق بها لا العكس. في الولايات المتحدة مثلًا، تدير سبع عشرة وكالة استخبارية تحديدًا، أزمة كورونا في الإعلام الأميركي، حتى أنه بحلول الأسبوع الثاني من إنتشار فيروس “كورونا”، فمركز الإستخبارات الطبية الموكل مهمة متابعة سلامة القوات العسكرية خارج الأراضي الأميركية، ومركز الشؤون الدولية في وكالة الاستخبارات المركزية، أصبحا من المصادر الرئيسة لدى الصحف والقنوات التلفزيونية. مع الإشارة إلى أن جميع الجهود الأمنية الأميركية المرتبطة بالحدّ من إنتشار “كورونا” تخضع في النهاية لسياسات يقررها جهاز خاص تابع للبيت الأبيض، تم إنشاؤه عقب الأزمة بالتنسيق مع مركز الوقاية والسيطرة على الأمراض. جميع المحاور الآنفة الذِكر في العمل الإستخباري تعمل على مسارين: استباقي وهجومي. فعالم ما بعد “كورونا” هو هدف تعمل جميع الأجهزة على رسم معالمه. ولكن العامل المشترك بين جميع الإجراءات التي يمكن الحديث عنها، هو دخول التكنولوجيا شريكًا رئيسيًا في العمل الأمني.
