السبت، بأصواتهم في إطار انتخابات تشريعية مبكرة رفضها الحراك المطالب بتغيير النظام وجزء من المعارضة على خلفية قمع متزايد من السلطات، ولم تتجاوز نسبة المشاركة فيها 30.20 في المئة، وفق ما أعلنت السلطة الوطنية للانتخابات. وكان هناك ترقب لنسبة المشاركة بعدما شهد الاستحقاقان الانتخابيان السابقان (الاقتراع الرئاسي العام 2019 والاستفتاء الدستوري العام 2020)، نسبة امتناع غير مسبوقة عن التصويت بلغت 60 و76 في المئة على التوالي، في حين كانت السلطات تأمل بتحصيل شرعية جديدة عبر زيادة المشاركة. لكن الرئيس عبد المجيد تبون رأى في تصريح لصحافيين بعد قيامه بالاقتراع في مركز بسطاوالي في الضاحية الغربية للعاصمة الجزائرية، أن هذه النسبة “لا تهم”. وقال “سبق أن قلت أنه بالنسبة لي فإن نسبة المشاركة لا تهم، ما يهمني أن من يصوت عليهم الشعب لديهم الشرعية الكافية لأخذ زمام السلطة التشريعية”. وتابع “على الرغم من ذلك، أنا متفائل من خلال ما شاهدته في التلفزيون الوطني أن هناك إقبالاً خصوصاً لدى الشباب والنساء. أنا متفائل خيراً”. وأغلقت مكاتب الاقتراع في الساعة الثامنة مساء، بالتوقيت المحلي، بعد تمديد العملية لساعة. ويتوقع أن تصدر النتائج اليوم الأحد. وجرت عملية الاقتراع بهدوء في الجزائر العاصمة حيث كان عدد الناخبين قليلاً، ولكن سجل توتر في منطقة القبائل حيث كانت المشاركة شبه معدومة. وقال نائب رئيس الرابطة الجزائرية للدفاع عن حقوق الإنسان سعيد صالحي لوكالة الصحافة الفرنسية إن “أعمال شغب” وقعت في بجاية و”الأجواء متوترة” في العديد من قرى البويرة. وأوضح أن 17 مركز اقتراع فتحت أبوابها صباحاً في بجاية من أصل 500، وعند منتصف اليوم كانت كلها مغلقة. وأورد منسق السلطة الوطنية للانتخابات في تيزي وزو أن 136 مركز اقتراع و229 مكتباً أغلقت بسبب حوادث، بينها تخريب صناديق. والمشاركة في منطقة القبائل شبه معدومة مع نسبة بلغت 0.79 في المئة في بجاية و0.62 في المئة في تيزي وزو، بحسب أرقام رسمية أولية. إفراج بعد اعتقال وعلى الرغم من إفراج السلطات فجر يوم الاقتراع عن ناشطين محسوبين على المعارضة والحراك، مثل السياسي كريم طابو والصحافيَين خالد درارني وإحسان القاضي، بعد توقيفهم مساء الخميس (10 يونيو)، غير أن ذلك أخذ حيزاً واسعاً من أحاديث الشارع ووسائل الإعلام، بسبب الغموض الذي اكتنف اعتقالهم وإطلاق سراحهم. وليست المرة الأولى التي تحدث فيها مثل هذه الممارسات، إذ سبق أن اعتُقل المعارض طابو بتهم “التحريض على التجمهر والتجمهر والقذف والسب والشتم، وإهانة موظف أثناء تأدية مهماته، والمساس بحرمة الموتى في المقابر والسماح بالتقاط صور من دون إذن صاحبها والمساس بالوحدة الوطنية”. كما حُكم على درارني بالسجن لمدة عامين بتهم “التحريض على التجمّع غير المسلح” و”المساس بسلامة وحدة الوطن”. واتُهم القاضي بنشر معلومات “من شأنها الإضرار بالمصلحة الوطنية”. ووضِع الثلاثة تحت الرقابة القضائية، وحُظّر عليهم التحدث مع الصحافة والمشاركة في النشاطات السياسية. تبون يوضح وفي حين أثارت الحادثة استغراب الحراك والمعارضة عبر مواقع التواصل الاجتماعي، وفتحت أبواب التساؤل في الشارع حول الأسباب، خرج الرئيس الجزائري عبد المجيد تبون، ليضع حداً للجدل ويجيب عن الاستفهامات، فشدد خلال الإدلاء بصوته على أن “هناك أشخاصاً يفرضون إملاءات من دون التعرف إلى مَن يمثلون، لا يحق لشخص أو شخصين أو مجموعة أن يفرضوا إملاءات ويطبقونها على شعب كامل، لا يمكن فرض الآراء وتطبيقها على 45 مليون جزائري”. وأضاف “هم أحرار في أنفسهم وفي ما يريدون، لكن الشعب اختار الانتخابات”، مبرزاً أن “المقاطعين أحرار شريطة ألا يفرضوا مقاطعتهم على غيرهم”. كذلك، قال وزير الاتصال الجزائري، الناطق الرسمي باسم الحكومة عمار بلحيمر إن “الدستور الجزائري الجديد اعتمد على عدد من المتطلبات والمستجدات التي تسعى إلى تنظيم العمل السياسي، والمتمثلة في إبعاد المال الفاسد عن السياسة وضمان أخلاقية العمل السياسي باحترام الآخرين والاستناد إلى البرامج والنقاشات البناءة”، مشدداً على أن “الانتخابات ستكذّب الاستشرافات الشيطانية لمخابر الفوضى المدمرة”. تأمين الانتخابات في السياق، اعتبر أستاذ العلوم السياسية والعلاقات الدولية علي كرمالي أن “الحكومة خلقت وضعاً يسمح بإجراء الانتخابات البرلمانية بهدوء”، مشيراً إلى “توفير الأمن وانسيابية حركة المرور، وغيرها من التدابير التي تسهم في تسهيل عملية الاقتراع”. وشدد على أن “اعتقال بعض الأشخاص يندرج في الاتجاه ذاته”. وقال إنه “بقدر ما يُعتبر اعتقال أشخاص تضييقاً، فإنه يرتبط بوضع عام تعيشه البلاد لا يقبل التشويش، بخاصة أن المعتقلين المفرَج عنهم موجودون تحت الرقابة القضائية التي تمنع التصريح أو النشاط الذي من شأنه التأثير في العملية
