ضمير المتكلمعربي نبيل البقيلي من هاليفاكس : ولادةالإقطاع الرقمي وسقوط نظام العولمة by admin 22 أبريل، 2020 written by admin 22 أبريل، 2020 630 هاليفاكس / نبيل البقيلي قال روبرت ردفيلد، مدير المراكز الأميركية لمكافحة الأمراض والوقاية منها: «سيكون لدينا في العام القادم وباء الإنفلونزا ووباء كورونا في نفس الوقت» مضيفا أن «هذه المواجهة المزدوجة ستجعل نظام الرعاية الصحية في اميركا تحت ضغط أكبر مقارنة بموجة التفشي الأولى». بالتأكيد سيصبح فيروس كورونا العجيب ذات يوم مجرد خبر مر بكثافة على وسائل الاعلام العالمية واثار الرعب على مساحة هذا الكوكب الذي شهد ولادته واحدث فيه الارباك مما ادى الى اقفال جميع منافذ الكرة الارضية . والى جانب كورونا الذي لم يعد من الجائز وضعه بين مزدوجين. فقد تفشى ايضاً العديد من النظريات والدراسات التي تشير الى نهاية عالمنا المتعارف عليه . نعم العالم سيتغير وهذا ما يربك الأنظمة والدول . فالتغيير هذه المرة لم يحدث بواسطة الحروب او الثورات ، او حتى عبر النظريات الاقتصادية او الفلسفية . انه التغيير بقوة الطبيعة المتعبة من فتك الانسان ، التغيير بقوة سحرية غير مرئية وعدو غامض السلالة والهوية . عدو اعاد الانسان الى سلالة الفيروسات الاولى وحول كل هده الارض الى علامة استفهام ضخمة . صحيح ان الكرة الارضية بحجم البرتقالة او عبارة عن قرية صغيرة في هذا الكون ، الا انه سرعان ما تفتت هذه القرية وانفجرت البرتقالة واغلقت جميع الدول حدودها وانكفأت تراجع احطياطتها الصحية والاجتماعية بشكل اناني ومنفرد . اثبتت مرحلة كورونا ان جميع دول العالم لم تكن تتمتع باية خطة طورىء صحية وان العجز الصحي وصل الى حد عدم وجود اسرة كافية للمرضى ، او حتى اقنعة واقية كافية . بينما اذا اردنا توزيع الاسلحة على سكان الارض لحصل كل مواطن على اكثر من قطعة سلاح. كانت ثروات العالم وخيراته وموارده تبدد في المكان الغير المناسب . لقد اصبحت الترتيبات جاهزة من اجل انطلاق عالم جديد وليست مرحلة كورونا وحدها المسؤولة عن احداث هذه الثورة ، انما فشل العولمة الكلاسيكية السائدة قد تكون وراء احداث هذا التطور الدرامي الذي يكاد يعلن نهاية البشرية . العولمة بمفهومها الاميركي لم تكن عادلة ، بل شكلت نوعاً جديداً من الهيمنة الرأسمالية على اقتصاد الدول والشعوب ، وابتعدت كثيراً عن الاخذ بالاعتبار الجانب الانساني للشعوب ، في الوقت الذي كان من الممكن ان تتحول الى نسخة حديثة عن الاشتراكية كما قدمتها النظرية الماركسية. اصبحت الصين الدولة المنتجة هي المستفيد الاكبر من النظام الجديد (العولمة) وخسرت اوروبا والولايات المتحدة اسواقها وقدرتها على المنافسة وبالتالي حدث هذا الكم الهائل من الفوضى والتراكم الاقتصادي. ما تقوم به الولايات المتحدة من افتعال اسباب واشكال حروب اقتصادية على الصين وعدم قدرتها على المنافسة افقدها حضورها حتى داخل اميركا نفسها. بدت اميركا عاجزة في الامتحان امام فيروس كورونا . فلا مستشفياتها ولا استعداداتها الطبية كانت على مستوى المواجهة ولا حتى مخابراتها استطاعت التكهن بقدوم الفيروس على الرغم من انتشار اجهزتها ومراقبتها للمختبرات الصينية التي دارت الشبهات حول كونها مصدر الفيروس. على الرغم من الاطلالات اليومية للرئيس الاميركي «ذات الطابع الانتخابي» والمطمئنة حول العمل على استيعاب انتشار الفيروس ، فقد عجزت المختبرات الاميركية من تحقيق الانتصار بانتاج عقار بالسرعة المطلوبة ، فاحتار الرئيس في ايجاد الضحية التي ستتحمل عبىء هذا الفشل. لقد كشف الفيروس مدى هشاشة النظام الصحي في الولايات المتحدة الذي يخضع لسيطرة الشركات الخاصة وفشل الرئاسات المتتالية في تأمين الرعاية الصحية المجانية للمواطنين . اوروبا ذات الاقتصاد الهزيل المتهالك كانت اكثر عرضة لضربات كورونا ووجدت نفسها حائرة في اتخاذ خطوات الانقاذ المناسبة في ظل تقارير على لسان مدير انقاذ منطقة اليورو تفيد ان اوروبا ستحتاج الى 500 مليار يورو (545 مليار دولار ) على الاقل من مؤسسات الاتحاد الاوروبي لانقاذ وضعها الاقتصادي بعد حالة كورونا. اما الجديد فهو انتصار السلطة الرقمية وولادة شكل جديد من اشكال الرأسمالية الرقمية ، وهي المرشحة لقيادة العالم المنتطر . الجيل الرقمي الجديد وولادة عالم رقمي اكثر فعالية يسيطر على جميع مسارات الحياة ، وقد انطلق هذا المسار واصبح بجدارة هو البديل لنظام الحياة الكلاسيكية التي عرفها البشر. وبدآ التحول الى عالم (اونلاين) هو بالآساس يعمل به انما بشكل جزئي . الى جانب عودة النقاش حول العملات الرقمية بعد رفض من قبل الاقطاب الاساسية في العالم روسيا، الصين والولايات المتحدة التي ستسعى الى دولار رقمي ربما !!
