من هو الشيخ فهد القاضي الذي “توفي في سجون السعودية”؟

BBC / أثارت وفاة الشيخ فهد القاضي الذي كان يقضي حكما بالسجن في أحد السجون السعودية اهتماما كبيرا في مواقع التواصل الاجتماعي.

وقد شاركت حشود كبيرة في تشييع القاضي والصلاة على جنازته في مسجد الراجحي في الرياض الأربعاء.

وقد انتشرت صور التشييع ومقاطع فيديو عنه في الكثير من منصات ومواقع التواصل الاجتماعي.

وأشار بعض هذه المواقع إلى أن وفاته جاءت جراء الإهمال الطبي من السلطات السعودية.

فمن هو الشيخ فهد القاضي؟

يوصف القاضي، الذي رحل عن عمر يناهز 65 عاما، بأنه رجل دين وباحث شرعي سعودي، عمل في مجال التعليم بعد تخرجه من كلية الشريعة وأصول الدين بجامعة الإمام محمد بن سعود.

كما عمل أيضا في فترة من حياته محتسبا في هيئة الأمر بالمعروف والنهي عن المنكر.

وقال حساب “معتقلي الرأي” على موقع التواصل الاجتماعي تويتر، المعني بمتابعة القضايا الحقوقية للمعتقلين في السعودية، إنه توفي جراء “الإهمال الطبي المتعمد داخل السجن”.

وأضاف أنه نقل إلى المستشفى قبل ساعات فقط من وفاته، على الرغم من تدهور صحته وحاجته للعناية الطبية منذ أكثر من أسبوع.

وأوضح أن القاضي كان قد اعتقل في عام 2016 إثر إرساله “نصيحة” للديوان الملكي السعودي، وقد صدر عليه حكم الشهر الماضي بالسجن لمدة 6 سنوات.

بيد أن بعض أقارب القاضي أعاد سبب وفاته إلى إصابته بالتهاب رئوي حاد.

وكان القاضي قد أعترض في عام 2013 على قرار لوزير التربية السعودي بالسماح للطالبات بحضور سباقات الخيل، في رسالة مناصحة وجهها له تحت عنوان “ذوات الخدور وصهوات الخيول”.

وكانت هيومان رايتس ووتش قد اتهمت السعودية باحتجاز معتقلين دون محاكمة لأشهر أو سنوات.

ونقل مراد الشيشاني مراسل بي بي سي المتخصص في شؤون الجماعات الإسلامية عن مصدر سعودي غير رسمي قوله إن القاضي كان محتسبا في هيئة الأمر بالمعروف والنهي عن المنكر ولم يكن فقيها كبيرا، وكان يتسم بالزهد في حياته اليومية والتشدد في أفكاره الدينية كما أن له ميول جهادية. كما إنه ينتمي لعائلة من أكبر عوائل قبيلة عنيزة في نجد، وهي عائلة نافذة ولها مكانتها في القصيم.

تيار الصحوة

وتحدثت تقارير صحفية عن صلة القاضي بما يعرف بـ “تيار الصحوة” في السعودية.

وربط البعض بين هذا التوجه وتطوعه للعمل محتسبا في هيئة الأمر بالمعروف والنهي عن المنكر، وبعض الحوادث خلال عمله، من بينها محاولته منع كتب داخل معرض الرياض للكتاب بتهمة اساءتها للذات الإلهية بنظره.

ويرجع انطلاق تيار الصحوة إلى ثمانينيات القرن الماضي، عندما عارض جماعة من رجال الدين وجود القوات الأجنبية في السعودية ودعوا إلى خطاب ديني متشدد مختلف عن المؤسسة الدينية الرسمية، واصطدموا مع السلطات السعودية التي اعتقلت بعضهم قبل أن يراجع التيار أفكاره ويتعاون مع هذه السلطات لاحقا.

ويقول الشيشاني إن ما يعرف بتيار الصحوة في السعودية شكل تحولا كبيرا داخل التيار السلفي الذي طالما تشكل كتيار رافض للعمل السياسي، ومرتبطاً بالسلطة السياسية. وقد تجلى فيما يعرف بـ “خطاب المطالب” عام 1991 الذي تضمن 12 مطلبا، منها تشكيل “مجلس مستقل للشورى”، و”تطهير الدولة من كل من تثبت ادانته بفساد أو تقصير”…الخ.

ويرى الشيشاني أنه مثل تلك المطالب لم يعتد عليها السعوديون، خاصة وأن الدول الخليجية كانت ما تزال تعيش في صدمة حرب الخليج الثانية بغزو العراق للكويت، وتهديده السعودية التي دعت بدورها القوات الأمريكية للحماية.

وقد برز نجم كل من سلمان العودة وسفر الحوالي كرمزين للتيار حيث وصفا آنذاك من قبل المؤيدين بـ “شيخي الصحوة”.

وقد ردت السلطات السعودية باعتقال المنخرطين في التيار، حتى قيل أن أول مظاهرة في القصيم (المنطقة التي تبعد نحو 300 كم من العاصمة الرياض وينحدر منها الشيخ العودة) في التاريخ الحديث خرجت بعد اعتقاله.

وخلال مرحلة السجون والمطاردة ، تبنى رموز التيار منهجا مختلفا تخلوا بموجبه عن أسلوب المعارضة الجهرية للسياسات الحكومية، واستبدل بعضهم مصطلح “المواجهة” بمصطلح “النصح”.

ويشير مراسلنا إلى أن السلطات السعودية قد تقاربت مع شيوخ الصحوة وأطلقت سراح معتقليه في محاولة لمكافحة التيار السلفي-الجهادي، الذي كان بدأ يشكل تحولا جديدا ومغايرا داخل الحركات الإسلامية.

وقد ساهم شيوخ الصحوة في التقريب بين الشباب السلفي والنظام السعودي.

وفي 2017 شنت السلطات السعودية حملة اعتقالات استهدفت أسماء أكاديمية ودينية بارزة من بينها سلمان العودة وناصر العمر، وعوض القرني، وعلي العمري، وشخصيات دينية وثقافية أخرى.

وربط بعض المنظمات الحقوقية هذه الاعتقالات بالنهج الذي تبناه ولي العهد السعودي محمد بن سلمان، الذي أعلن عودة السعودية إلى التيار الوسطي في أكتوبر/تشرين أول عام 2017، وبدأ إقصاء تيار الصحوة وهيئة الأمر بالمعروف والنهي عن المنكر، على الرغم من أن هذه الحملة جاءت قبل شهر واحد من هذا الإعلان وتحديدا في سبتمبر/أيلول عام 2017.

وتتهم منظمة هيومن رايتس ووتش في تقرير أصدرته مطلع هذا الشهر تحت عنوان “الثمن الفادح للتغيير: تشديد القمع في عهد محمد بن سلمان يشوه الإصلاحات” بشن حملة اعتقالات واحتجاز تعسفي ضد العديد من المعارضين والمخالفين بالرأي للسلطات السعودية.

وقال مايكل بَيْج، نائب مديرة قسم الشرق الأوسط في المنظمة : “أنشأ محمد بن سلمان قطاعا للترفيه وسمح للمرأة بالسفر والقيادة. لكن السلطات السعودية حبست العديد من المفكرين والنشطاء البارزين الإصلاحيين في المملكة خلال ولايته، والذين دعا بعضهم إلى تطبيق هذه الإصلاحات نفسها. إذا كانت السعودية تسعى إلى إصلاحات حقيقية، فعليها ألا تعرّض أبرز نشطائها إلى المضايقة، والاحتجاز، وسوء المعاملة”.
