ربط خبراء ومحللون بين التصعيد الأخير لحزب الله ضد إسرائيل، وبين حوادث ناقلات النفط في مياه الخليج العربي التي اتهمت فيها طهران بالتزامن مع تنصيب الرئيس الجديد إبراهيم رئيسي.
صباح اليوم أعلن حزب الله تبنيه لعملية إطلاق صواريخ على إسرائيل، مبررا ذلك بأنه رد على غارات جوية إسرائيلية على أراض مفتوحة في منطقتي الجرمق والشواكير ليل الخميس الماضي.
ويأتي ذلك بعد يوم تراشق التصريحات بين إسرائيل وإيران، حيث قال وزير الدفاع الإسرائيلي بيني غانتس إن بلاده مستعدة لتوجيه ضربة عسكرية لإيران إن لزم الأمر، ورد الناطق باسم وزارة الخارجية الإيرانية: “نعلن بوضوح: أي خطوة حمقاء ضد إيران، ستواجه برد حازم. لا تختبرونا”.
واتهمت إسرائيل ودول أخرى إيران بتنفيذ أول هجوم مميت ضد ناقلة نفط في بحر العرب، حيث تعرضت “ميرسر ستريت” التي يديرها رجل أعمال إسرائيلي لهجوم بطائرة مسيرة أسفر عن مقتل اثنين من بحارتها. وأعقب الهجوم بأيام محاولة اختطاف فاشلة لناقلة النفط “أسفلت برنسيس” قبالة سواحل الفجيرة واتهمت فيها إيران أيضا.
واتفق المحللون أن ما حدث اليوم في جنوب لبنان، هو استمرار للتوتر المتزايد بين إيران وإسرائيل.
حشد المجتمع الدولي
يعتقد أستاذ الفلسفة السياسية بجامعة باريس، رامي الخليفة العلي، أن إيران عملت على “نقل المعركة إلى حدود إسرائيل بعد أن “أدركت أنها تجاوزت الخطوط المرسومة”، في إشارة لحوادث السفن الأخيرة.
وقال العلي في حديث لقناة “الحرة” إن المواجهة بين إسرائيل ولبنان شهدت “تطورا كبيرا” مؤخرا بعد استهداف مميت بطائرة من غير طيار على ناقلة نفط يملكها رجل أعمال إسرائيلي.
بدوره، يقول أستاذ العلوم السياسية بالجامعة العبرية في القدس، مئير مصري، لموقع قناة “الحرة” إن “حزب الله ليس لديه شخصية مستقلة، بل هو تابع مطيع للنظام الإيراني الذي يموله ويعطيه الأوامر”.
ويعتقد مصري أيضا أن الرسائل من الهجمات على إسرائيل تخدم إيران بهدف “إيهام المجتمع الدولي أن الصراع محصور بين البلدين، في حين أن إسرائيل تريد من استهداف ناقلات النفط جعل القضية دولية على اعتبار أن النظام الإيراني يمثل تهديدا للملاحة الدولية والتجارة العالمية”.
وأشار إلى أن “إسرائيل تعمل على حشد الرأي العام العالمي ضد النظام الإيراني من خلال استصدار قرار دولي يدين طهران” في استهداف السفن.
والثلاثاء، قال رئيس الوزراء الإسرائيلي، نفتالي بينيت، في بيان إن بلاده “تعمل على حشد العالم” ردا على حوادث السفن في مياه الخليج، لكنه حذر بقوله: “نحن نعرف أيضا كيف نتصرف بمفردنا”.
من جهته، يقول الباحث في الشؤون الإيرانية، هاني سليمان، إن “إيران تحاول إبعاد الضغوط عنها ليس فقط على المستوى الخارجي، بل حتى الضغوطات الداخلية” الناجمة عن العقوبات الأميركية.
وأضاف سليمان في حديث لقناة “الحرة” أن “النظام الإيراني يحاول نقل المعركة لمواقع هامشية لتخفيف الضغوطات عليه، لا سيما بعد أزمة الناقلات وممرات الملاحة البحرية الذي يعد تحديا للمجتمع الدولي”.
ويذهب الباحث السياسي، توني أبي نجم، في الاتجاه ذاته بقوله إن “الفريق المتشدد في طهران يسعى للتصعيد على اعتبار أن إدارة بايدن ترغب بالعودة للامتثال للاتفاق النووي ولا تريد مزيد من التأزيم في المنطقة”.
وقال أبي نجم إن التصعيد الإيراني الأخير في المنطقة “ليس مصادفة”.
في المقابل، يرى أستاذ العلوم السياسية بجامعة طهران، حسين رويران، أن إسرائيل هي الطرف المستفيد من التصعيد في المنطقة بهدف تخريب المفاوضات النووية، على حد قوله.
ويقول رويران لموقع “الحرة” إن القصف الجوي الذي جرى هو تغيير لقواعد الاشتباك من جانب إسرائيل. من الطبيعي أن يعيد الحزب المعادلة إلى ما كانت عليه”، مستبعدا ربط أحداث لبنان بحوادث السفن في مياه الخليج.
وتابع: “ليس بالضرورة أن يستأذن حزب الله من إيران في أي خطوة. حزب الله لم يبدأ بالهجوم، بل رد على القصف الإسرائيلي”.
“شراء الوقت“
وعن مستقبل الصراع، يستبعد المحللون إمكانية تطور المواجهة إلى حرب شاملة مع حزب الله اللبناني على اعتبار أنها حرب ليست في مصلحة أحد ونتائجها تبقى غير محسوبة.
يقول العلي إن “لا مصلحة لإسرائيل في مواجهة شاملة مع حزب الله خلال هذا التوقيت. صحيح أن هناك حروب في الخفاء منها حرب الجواسيس والحرب الإلكترونية والاغتيالات والسفن، لكن مسألة المواجهة الشاملة مستبعدة”. وأوضح أن نتائج أي مواجهة شاملة غير محسومة.
بدوره، يستبعد مصري التصعيد من الجانب الإسرائيلي، قائلا: “إسرائيل تحاول ضبط النفس”. لكن أستاذ العلوم السياسية الإسرائيلي يقول إن بلاده “تعطي فرصة للمجتمع الدولي للتحرك” ضد إيران وتعول عليه كثيرا في إصدار قرار يدين طهران، مشيرا إلى أن “عدم استجابة المجتمع الدولي يجعل إسرائيل مضطرة لاتخاذ تصرف أحادي الجانب”.
في هذا الإطار، قال الجيش الإسرائيلي، الجمعة، إنه لا يرغب بالتصعيد، لكنه “مستعد” لذلك
ويعود آخر توتر عسكري بين إسرائيل وحزب الله إلى العام 2019 حين استهدفت الجماعة اللبنانية، آلية عسكرية إسرائيلية في هجوم قال الحزب إنه رد على هجومين “إسرائيليين” ضدّه في سوريا ولبنان.
ويرجع أبي نجم أسباب التصعيد الإيراني الجديد إلى “شراء الجناح المتشدد للوقت في المفاوضات النووية”، موضحا أن النظام الإيراني يرغب في الذهاب لمفاوضات أبعد من العودة لاتفاقية 2015 الأصلية.
وأضاف: “تريد (إيران) أن تغير قواعد المفاوضات بعد تحولها إلى قوة نووية ومن ثم تتفاوض مع المجتمع الدولي على هذه الأسس الجديدة”.
وانخرطت طهران وواشنطن في مفاوضات غير مباشرة لرفع العقوبات مقابل إعادة التزام الطرفين بالاتفاق النووي المبرم عام 2015 والذي انسحب منه الرئيس الأميركي السابق دونالد ترامب والذي أعاد فرض عقوبات قاسية على إيران.
لكن المفاوضات الجارية منذ أبريل في العاصمة النمساوية فيينا متوقفة منذ يونيو بعد 6 جولات لم يتوصل فيها الطرفان إلى اتفاق لإحياء الصفقة بين إيران والقوى الكبرى والتي يسعى الرئيس جو بايدن لإعادة التزام الولايات المتحدة فيها.
وكان الرئيس الإيراني الجديد إبراهيم رئيسي، أكد بعد أدائه اليمين الدستورية أمام مجلس الشورى، الخميس، دعمه الخطوات الدبلوماسية الهادفة إلى رفع العقوبات الأميركية عن بلاده، لكنه أيضا شدد على أن طهران لن تتخلى عن “حقوقها” تحت الضغط.
ويقول رويران إن “طرفا ما يرغب في التصعيد لدفع الولايات المتحدة لمواجهة إيران وإفشال مفاوضات فيينا”، مردفا: “من يحاول التصعيد هي إسرائيل التي لها موقف سلبي من المفاوضات سواء في حوادث بحر العرب أو لبنان”.
