GETTY IMAGES سيف الاسلام القذافي وقالت قوات المجلس الانتقالي في أغسطس/آب من عام 2011 إنها اعتقلته لدى دخول قواتها الى العاصمة طرابلس، ولكنه ظهر لاحقا وتحدث للصحفيين مؤكدا أن والده ما زال في العاصمة وانه سيدحر المعارضين. وفي 19 نوفمبر/تشرين الثاني 2011، أعلن المجلس الانتقالي اعتقاله في جنوب غربي ليبيا. وقضت محكمة في طرابلس حكماً غيابياً بإعدامه رميا بالرصاص في عام 2015، بعد محاكمة خضع لها مع نحو ثلاثين من رموز نظام القذافي، بعدما أدين بجرائم حرب من بينها قتل محتجين خلال الانتفاضة ضد حكم والده. كما طالبت المحكمة الجنائية الدولية بمحاكمة سيف الإسلام، بتهمة ارتكاب جرائم ضد الإنسانية خلال محاولة والده، معمر القذافي، غير الناجحة لقمع التمرد ضد حكمه. لكن الميليشيا الموجودة في مدينة الزنتان، التي أبقت عليه رهن الاحتجاز – بعد قطع أصبعيه اللذين كان يشير بهما إلى النصر على التلفزيون- رفضت تسليمه، ثم عادت وأفرجت عنه في عام 2017، مشيرة إلى أن ذلك جاء بناء على طلب الحكومة المؤقتة. وأدان المجلس العسكري لثوار الزنتان، الذي شارك سابقا في احتجاز سيف الإسلام، والمجلس البلدي للزنتان إطلاق سراحه من قبل كتيبة أبو بكر الصديق. و لم يُشاهد سيف الإسلام منذ الإفراج عنه، إلا أن بعض المصادر أبقت على وجوده في المشهد السياسي من خلال التحدث باسمه، مشيرة إلى اعتزامه العودة للحياة السياسية. ورغم الانتقادات التي يواجهها، لا يزال هناك كثير من المؤيدين في ليبيا لسيف الإسلام، وكان الغرب يرى فيه واجهة لنظام القذافي لفترة طويلة، وأنه الوريث القادم لوالده. وفي يوليو/ تموز الماضي من عام 2020، قالت صحيفة نيويورك تايمز إنها أجرت مقابلة مع سيف الإسلام، حيث أشار أنصاره إلى أنه سيرشح نفسه في الانتخابات الرئاسية. خليفة حفتر لم يعلن “قائد الجيش الوطني الليبي” اللواء المتقاعد، خليفة حفتر، رسميا ترشُحه للانتخابات، لكن توقفه عن أداء مهامه وتسليمها لرئيس أركانه قبل الانتخابات بثلاثة أشهر أشار إلى رغبته في الترشح، إذ ينص قانون الانتخاب الرئاسية على ذلك. ويحظى حفتر بدعم عدد من الدول العربية والغربية. وقد ظل حفتر طوال السنوات الماضية وجها بارزا في المشهد السياسي الليبي، وكان ضمن مجموعة الضباط، التي كان يقودها القذافي، والتي وصلت إلى السلطة بعد الإطاحة بالسنوسي. GETTY IMAGES خليفة حفتر وكافأ القذافي حفتر (المولود عام 1943) بتعيينه قائدا عاما للقوات التي خاضت المعارك ضد تشاد، وذلك تقديرا لولائه. وكانت تلك الخطوة بداية سقوطه، إذ مُنيت ليبيا بهزيمة كبيرة على يد القوات التشادية وأسر حفتر مع 300 من جنوده في عام 1987. وتخلى القذافي عن حفتر، إذ أنكر بداية أي وجود للقوات الليبية في تشاد – الموقف الذي دفع حفتر لأن يكرس حياته لإسقاط الزعيم الليبي. وفي أواخر الثمانينيات، انشق حفتر عن نظام القذافي وسافر إلى الولايات المتحدة، حيث أفادت تقارير بتقربه من المخابرات الأمريكية. مع بدء الانتفاضة ضد القذافي في عام 2011، رجع حفتر إلى ليبيا، وسرعان ما أصبح واحدا من القادة الرئيسيين لقوات المعارضة التي كانت تتشكل شرقي البلد. وحارب حفتر إلى جانب جماعات المعارضة الإسلامية خلال الانتفاضة التي أطاحت بالقذافي، قبل أن يتحول إلى عدو لدود لها. وبعد فترة بعيدا عن الأضواء، عاد حفتر إلى الأضواء في فبراير/ شباط 2014 عندما ظهر عبر التلفزيون في تسجيل مصور وهو يعرض خطته “لإنقاذ البلاد”، داعيا الليبيين إلى النهوض في وجه المؤتمر الوطني العام، وهو البرلمان المنتخب الذي تشكل بعد الثورة. وحينها كانت جماعة أنصار الشريعة، المرتبطة بتنظيم القاعدة، وغيرها من المجموعات المحلية قد أعلنت السيطرة على مدينة بنغازي – ثاني أكبر المدن الليبية. وفي مايو/ أيار 2014، أطلق حفتر ما سماها “عملية الكرامة” في بنغازي وفي الشرق ضد جماعات إسلامية مسلحة من بينها جماعات مقربة من الإخوان المسلمين، فنجح في تقديم نفسه على الساحة الخارجية باعتباره خصم الإسلاميين في ليبيا، وهو ما أكسبه دعم دولتي الإمارات ومصر. كما هاجم مبنى البرلمان في العاصمة طرابلس، ووصف هذه العملية العسكرية بأنها انتفاضة ضد ما سماها “الحكومة التي يسيطر عليها الإسلاميون”. وفي مارس/ آذار 2015، عينه مجلس النواب الجديد (الذي حل محل المؤتمر الوطني العام) قائدا عاما لقوات “الجيش الوطني الليبي”، الذي تمكن بعد نحو عام من طرد الفصائل الإسلامية المسلحة من معظم أنحاء بنغازي. في سبتمبر/ أيلول 2016، قاد حفتر عملية “البرق الخاطف” للسيطرة على منشآت النفط الرئيسية في منطقة “الهلال النفطي”، مسلما مفتاح أهم صادرات البلاد إلى حليفه، برلمان طبرق. ولم يعترف حفتر بحكومة الوفاق الوطني، برئاسة فايز السراج، التي يعترف بها المجتمع الدولي، إذ أصر السراج على أن تكون قيادة الجيش خاضعة لحكومته. ومع ذلك، اتفق السراج مع حفتر في مايو / أيار 2017 على العمل سويا لإنهاء الأزمة التي تشهدها البلاد، بحسب بيان رسمي مشترك. لكن لم يتم بالفعل تحقيق ذاك الاتفاق. وفي صيف عام 2017، انتشرت شائعات حول الوضع الصحي لحفتر الذي أدخل إحدى مستشفيات فرنسا. وقال حينها وزير الخارجية الفرنسي أمام الجمعية الوطنية إن حفتر في وضع صحي مستقر وأنه يخضع للعلاج في مستشفى عسكري فرنسي. ونجلا حفتر، خالد وصدام، ضابطان في صفوف “الجيش الوطني الليبي”. وفي 4 أبريل/ نيسان من عام 2019 أصدر حفتر أوامره لقواته بالتحرك نحو الغرب، والسيطرة على طرابلس، مقر حكومة الوفاق الوطني التي تدعمها الأمم المتحدة، وهو الأمر الذي لم يتحقق. ويحظى حفتر بدعم قوي في شرق ليبيا. عبد الحميد الدبيبة ولد الدبيبة في مدينة مصراتة غربي البلاد في عام 1958، ويحظى بدعم قبائل في الغرب، ولديه قاعدة شعبية كبيرة. وتمكن الدبيبة من إحداث تغييرات في الوضع المعيشي للمواطن، منذ أن تولى منصبه في 16 مارس/ آذار الماضي، ضمن سلطة انتقالية مؤقتة مهمتها الأساسية قيادة البلاد إلى الانتخابات. ومن أبرز مشاريعه دعم الشباب المقبل على الزواج بمنحة نحو 9 آلاف دولار لكل زوجين، وزيادة رواتب المعلمين لأكثر من الضعف، فضلا عن تحقيق استقرار أمني في بلد يعصف به صراع مسلح منذ سنوات . وكان انتخاب رجل الأعمال، عبد الحميد الدبيبة، رئيسا للحكومة الانتقالية في ليبيا قد شكل مفاجأة لكثيرين، ورأى فيه البعض دليلا على قدرة رأس المال على تجاوز الخنادق والاختلافات السياسية. GETTY IMAGES عبد الحميد الدبيبة فالدبيبة، المهندس المنحدر من أسرة ثرية من رجال الأعمال، سبق أن عمل وتولى إدارة مؤسسات إبان حكم النظام الليبي السابق؛ ووصفه بعضهم بأنه كان من المقربين من القذافي، لكنه تمكن من المحافظة على أعماله ونشاطاته التجارية في أعقاب إسقاط نظام القذافي، وبنى مجموعة تجارية لها فروع في مختلف أنحاء العالم. و ينحدر الدبيبة من مصراتة التي ولد فيها عام 1959 في أسرة يعمل كثير من أبنائها في التجارة وقطاع الأعمال. وكانت عائلة الدبيبة واحدة من العوائل التي استفادت كثيرا من فورة المشاريع الصناعية والاقتصادية التي شهدتها المدينة في أعقاب الفورة النفطية وارتفاع أسعار النفط إبان حكم نظام القذافي. وقد دخل الدبيبة العمل في قطاع البناء والمقاولات، وبنى أسس ثروته منها في هذه المرحلة إلى جانب ابن عمه علي الدبيبة، وتدور بعض الشكوك بشأن ثروتيهما إذ تشير تقارير إلى أن “تحقيقات قد فتحت بحقهما في ليبيا ودول أخرى بتهم تتعلق بالاختلاس”. ودرس الدبيبة تقنيات التخطيط والبناء في جامعة تورنتو الكندية وتخرج منها حاملا شهادة الماجستير في هذا التخصص. وتولى عددا من المناصب الرسمية في فترة حكم القذافي من بينها إدارة الشركة الليبية للتنمية والاستثمار الحكومية، وأشرف على عدد من مشاريع البناء فيها، من بينها بناء مشروع ألف مسكن في مدينة سرت، مسقط رأس القذافي. وبعد 2011، حاول الدبيبة دخول الساحة السياسية، فأسس حركة “ليبيا المستقبل” التي ظل حضورها متواضعا في الشارع السياسي. لكنه واصل نشاطه التجاري وظل يرأس مجلس إدارة الشركة الليبية للتنمية والاستثمار القابضة (لدكو). وعلى الصعيد الشخصي هو متزوج وأب لستة أبناء. عقيلة صالح يتردد اسم المستشار عقيلة صالح رئيس البرلمان الليبي ضمن أبرز المرشحين المحتملين للانتخابات الرئاسية، وهو شخصية مؤثرة في المشهد الليبي. ورغم أن عقيلة صالح لم يعلن حتى الآن عن نيته الترشح، إلا أن تقارير صحفية أشارت إلى أن لديه الرغبة في خوض السباق الانتخابي. وأشارت مصادر إلى تعرضه لضغوط من أجل التراجع عن الترشح لإفساح المجال أمام حفتر وعدم تشتيت أصوات المنطقة الشرقية، لكن أنصار عقيلة يرون أن قائد الجيش ليس الخيار المفضل في المنطقة الغربية. وقد وُلد عقيلة صالح عام 1944 في مدينة القبة بشرق ليبيا، وحصل على ليسانس القانون من جامعة بنغازي في عام 1970. والتحق بعد تخرجه بالعمل في وزارة العدل والسلك القضائي، حيث عين كمساعد نيابة في عام 1971. GETTY IMAGES عقيلة صالح وتدرج صالح في السلك القضائي، وفي 1999 تولى عقيلة صالح رئاسة فرع إدارة التفتيش القضائي في محكمة استئناف درنة. وقد اختاره المجلس الانتقالي المؤقت، الذي تشكَل في 27 فبراير/شباط 2011، عضوا في اللجنة القضائية التي شكلها المجلس للتحقيق في قضايا الفساد في عهد القذافي. وفي عام 2014، توجه الليبيون لانتخاب أعضاء أول مجلس نواب شهدته ليبيا منذ انتهاء المملكة الليبية في 1969، وقد نجح عقيلة صالح في تلك الانتخابات. وفي الجلسة الثانية للبرلمان، تم انتخاب عقيلة صالح رئيسا لمجلس النواب، حيث اختاره 170 عضوا من إجمالي أعضاء المجلس الـ200. وقد عُرف عن صالح دعمه للجيش الوطني الليبي بقيادة حفتر، ودعمه للعمليات العسكرية التي قام بها. فتحي باشاغا وزير الداخلية في حكومة الوفاق الوطني السابقة، وكان منافسا للدبيبة في انتخابات ملتقى الحوار السياسي في فبراير/ شباط الماضي. وباشاغا شخصية قيادية ومؤثرة في الغرب الليبي على الصعيدين العسكري والسياسي.
